In pursuance of the Digital City imperative, the City of Ekurhuleni demonstrated the quick and easy way to pay your municipal account using a reliable platform known as e-Siyakhokha (Siyakhokha means “we pay”) on Thursday, 9 October in Alberton.Member of the Mayoral Committee for Finance Cllr Moses Makwakwa discussed the purpose of the Siyakhokha Programme and Ekurhuleni CFO Ramasele Ganda emphasized the importance of paying for services rendered and explained the services of the Finance Department. “It is an increasing concern that we find more people still complaining about not receiving statements. The e-Siyakhokha Services website is accessible 24 hours a day, throughout the year. When a user accesses the e-Siyakhokha Service website, an encrypted and completely secure connection is made between their browser and the e-Siyakhokha Service servers, ensuring that the e-Siyakhokha Services experience is safe and secure,” Ekurhuleni Spokesperson Themba Gadebe said. This service allows you to pay for services in the comfort of your own home. This service will also allow users to receive their municipal accounts two weeks earlier than by postal delivery, and users will also have access to a full history of their account, including bills, payments and electronic correspondence. The e-Siyakhokha service also offers the capability to lodge a query or complaint that will be sent to the relevant department within
e-Siyakhokha:view and pay bills online
the EMM. For residents who do not have internet access at home or on their phones, they will also be implementing kiosks in all major malls around Ekurhuleni, the first one being in Lake View. According to the EMM, more than 200 residents are already registered with e-Siyakhokha.Cllr Makwakwa commented by saying that revenue is important for basic services and made a call to all residents capable of paying to do so. registration number and your personal details. Payments can be made from a banking account of your choice. It is important to know that the transaction does not create a monthly debit order and that you need to complete the payment for each invoice.

By 1970 there was a new fire station, administrative offices for the new Non-European Affairs Department, mechanical street cleaning equipment, a new bridge over the Natal Spruit, administrative offices for the Parks Department, and two new white suburbs. By 1975 administration of Thokoza was transferred from Alberton to the East Rand Bantu Affairs Administration Board.Almost unnoticed was the establishment of the “coloured” suburb of Eden Park. The name was derived from a combination of Edenvale and Kempton Park, since the township would house families “relocated” from these two areas. Naturally, the township would also take families from Germiston, Bedfordview and Alberton. The first house was handed over in 1976, but development was hampered by a financial snarl-up, and the area was only proclaimed in 1982. The township was seen as a “consolidation” of coloured communities, a nice positive term for wrenching working-class people away from homes convenient to their place of employment. Edenpark had the opportunity to vote for their own Management Committees in 1978 (just in passing, motor enthusiasts would be interested to know that streets in Edenpark are named after motor cars, some makes of which are pretty scarce these days. When last did you see a Daf, for instance? And do you remember the Hudson?)
Caught up, though it was in the general trend of South African politics, Alberton nevertheless showed some foresight that put it considerably ahead of the other municipalities on the Rand, by electing their first woman, Frieda Lindeque, to the council in 1977. Perhaps it did them good, for a survey during that time showed that assessment rates in the municipality of Alberton were the lowest on the Reef, a fact that gained a lot of publicity. Another break with tradition came at the same time, when an English-speaking Mayor was elected. Doug Harris was important to Alberton both as a Mayor for two terms of office, and because of his wife Louise, who became Mayor in 1983. Again the Council proved themselves ahead of current thinking by providing a grant to Professor Revil Mason for archaeological research in the area. And while the past was being examined, the award-winning Alberton Boulevard was developing. In 1987 Louis Harris again accepted responsibility as Mayor, despite the recent loss of her husband, and in that year the Council tabled a budget of 108 million Rand. Carte Blanche apologizes to DiamondOn 23 February 2014, Carte Blanche broadcast a programme, concerning Neil Diamond and his wife Justine. The broadcast related to the sale of the wedding venue known as La Montanara to Casino Retailand Mr. Diamond acting as the executor of a deceased friend’s estate. The program did not relate to Mr Diamond in the execution of his official duties as a Public Representative of the ANC.According to a statement released by Andrew Boerner of Jurgens Bekker Attorneys on behalf of the Diamond’s, Diamond instructed him to lodge 30 individual complaints and a collective complaint regarding the broadcast as a whole at the BCCSA. The Diamond’s essentially claimed that Carte Blanche failed to provide the Complainants, Mr Diamond in particular, with a right of reply on some of the crucial matters, thereby allowing the formation of opinion based upon incorrect facts. The Diamond’s also complained that Carte Blanche infringed on their Dignity and right to privacy.The Tribunal held unanimously that, judged as a whole, the broadcast succeeded in unjustifiably portraying Mr Diamond as a person whose integrity is questionable. This result was in the main achieved by omitting to broadcast material made available to it and was likely to have cast a different perspective on the entire matter. The BCCSA found that Carte Blanche should have included more of Mr Diamond’s response to the allegations made by Carte Blanche. The BCCSA also held that it was incorrect to refer to an “eviction order” being served on Mr Diamond, when in fact only an application for eviction had been brought, and this implied the Mr Diamond was in breach of a court order,
which was not the case. Carte Blanche was reprimanded for breaching clauses 28.2 and 28.3 and 28.4 of the Code of Conduct. The BCCSA has ordered that Carte Blanche, without comment, and at the start of the first or second programme after the issue of this order broadcast what was regarded by the Tribunal to be the essence of the finding.The Diamond’s remarked that it was a costly and lengthy fight against Carte Blanche to have their dignity and reputation restored. Diamond said “We are vindicated by the BCCSA but as keen Carte Blanche viewers we will be a lot more apprehensive about the integrity of their stories in future.”Attorney Andrew Boerner stated “Carte Blanche omitted to broadcast material that was likely to have cast a different perspective on the entire matter and also made conclusions not based on facts. Despite receiving legal advice from the start of its investigations in August 2013, Carte Blanche failed to broadcast a program which was compliant with the code of conduct. It was clear right from the beginning of the investigation that Carte Blanche sought to portray Mr Diamond as a person whose integrity was questionable, even if it meant breaching the BCCSA Code of Conduct on several occasions. It was most disappointing that an award winning investigative program such as Carte Blanche would produce a program which was in violation of the most fundamental aspects of the BCCSA Code of Conduct. Given Carte Blanche’s reputation, it was important for our client to pursue his complaint and successfully so. We trust that they will exercise caution when reporting on public figures in future and that the public will take into consideration that even Carte Blanche gets it wrong….”

Developmental Agenda for Ekurhuleni unpackedAmy-Mae [email protected]
On Friday 10 October, Ekurhuleni City Manager Khaya Ngema met with businesses and investors at the Germiston City Hall to discuss Ekurhuleni’s developmental agenda. The aim of this discussion was to engage business stakeholders on key issues that influence investment in the city and private sector involvement. These issues include: provision of water and electricity supply, land use, billing, economic development and infrastructure.Water supply has been a prolonged frustration this past month for residents and especially businesses in Ekurhuleni. At the discussion, Francis Bacon, Chief Engineer at Revenue Water, which supplies Ekurhuleni’s water, explained that they can only supply water when they receive it from Rand Water, which has attributed the water outages to infrastructure maintenance, cable theft and inadequate back-up plans. Bacon said that the municipality will focus on developing an efficient communication system whereby they can alert residents when water levels in the reservoirs are low. City Manager Ngema added that water reliability depends on the shape of the city as well: “The infrastructure of the towns [in Ekurhuleni] was not designed to backup and supply each other,” Ngema said. The Municipality will look at developing a more integrated water and electricity supply infrastructure.
Detecting water leaksAnother issue raised with the Water Department was that of incorrect bills, due to faulty meters. Mr Bacon explained that sometimes there is a leak, which can be misinterpreted as a faulty meter or incorrect bill. He advised residents
to read their water meters late at night, and again early in the morning - the difference will show if there is a leak. The municipality has billed up to R30 000 on a single leak.
Township economiesThe panel also discussed township economies: residents at the session complained that locals often go to towns for services or products, instead of supporting township businesses. Ngema suggested that the panel look at the needs in each community and assess business proposals accordingly; this includes comparing the price difference in townships versus towns. Ngema added that the infrastructure of township businesses needs to be decent, so that they can attract potential investors. This impacts ownership townships, as many property leases were given years ago, but the current generation may not be using their properties for the original purposes intended for them. “We want to give properties to people who operate the land as far as possible,” Ngema said. The panel will have a dedicated session to discuss this matter.
Increasing investmentPanel member, Mr Motubatse, HOD: City Planning, emphasised that the Municipality wants to increase the number of industrial and commercial business initiatives in Ekurhuleni that grow the investment potential of the city. The first step towards this goal is the Strategic Land Development Plan, of which examples are: the Glen Gory
development in Benoni (consisting of residential units, a private hospital, a regional mall, motors, retail and a value centre), and the Leeuwpoort Housing Development in Boksburg (which will include residential, warehousing and distribution and
offices and retail).

The entertainment included African dancers, an inflatable park, live music, kiddie’s karaoke, tractor rides, dance competitions and much more. The children were happy to see Zak the

Alberton High School Fun Day for Cancer
By Amy Reed (grade 8.5) and Nonkhululeko Nkhuta (grade 9.1)Alberton High School’s annual Choc and CANSA fun day was held on a sunny Friday 5 September. The day kicked off with a walk around the field by all the learners for this worthy cause.A week before the fun day a raffle was held for a one-hour helicopter ride from Rand Airport to Sandton and back. The prize was drawn the Wednesday before and the winner was a very deserving Andrew Xaba and his mom, who thoroughly enjoyed it.There were stalls selling muffins, cupcakes, samoosas, candy floss, Chip ‘n Dip as well as fresh boerewors rolls. Learners and teachers were able to buy ribbons of many colours in support of seeking cures for the different cancers that affect our communities.
There were also entertainment stalls that included “spin the wheel” and “throw the water balloon at the teacher.” Other entertainment included various water slides and the infamous “Rocket,” which were enjoyed by all in the heat of the day.The basketball tournament was for ladies only and the netball girls made great basketball players. The soccer tournament was a great success, with 22 teams entering.A huge thank you to the organizers and our extremely generous sponsors: CNA, Dros - Lemon Tree, Plaçecol – The Glen, PNA, Spar, Pick ‘n Pay – New Redruth Centre and Panorama Media corp for donating 1000 Teenzone magazines. The fun day was a great success and enjoyed by all. Alberton High is blessed to have many students who are dedicated to supporting these worthy causes.

is ook iets anders! Vra mos nou vir iemand om ‘n ordentlike foto te neem? Nee kyk, dit gaan my verstand te bowe. Dan sê ek ook niks van dit waarvan foto’s geneem is nie: daar is net drankbottels en pynlike kort broekies en rookbolle in die agtergrond. Ek en Gysie was of net baie konserwatief, of die jong generasie vandag is maar net anders. So het elke era maar sy eienaardighede.
Tip: Moet nie so vinnig vir die jongmense kyk en frons nie. Dink eers bietjie: het jy nie ook in jou jeugdae waaghalsige oomblikke gehad nie? Dit is maar deel van jongmens wees.
Met die kalender wat al diep in Oktobermaand draai, is dit seker nie vreemd dat die winkels al begin kersbome en liggies versier nie. Carnival Foods turns 20 Carnival Foods’ 20-year celebration has coincided with the country’s 20 years celebration of democracy.680 Carnival Foods members of staff from all the branches, including Mpumalanga, were part of the celebration dressed in their traditional regalia and company T-shirts. They handed out free jiggies snacks to the public and also had a lunch feast with refreshments at their Alberton North premises.Manny De Agrela, Managing Director of Carnival Foods, told tame TIMES that they are proud to celebrate 20 years. “When we started a business we wanted to create for
ourselves but as the company grows, we realized that we have other responsibilities, including catering for our employees. For the past 20 years, the company has grown successfully and we have created our own individual family. We believe in making the best product at a reasonable and affordable prize. It is our social responsibility that often reminds us that people are the most important,” said De Agrela.He added that they manufacture jiggies snacks, cornflakes and an energy drink branded under their name.

On the evening of 6 October, two people died on the corner of Peter Uys and Gerrit Maritz Streets in Alberton North after an altercation between a mechanic and his client.According to the Alberton SAPS, a mechanic (in his late thirties) and his son shot a client and another female after an argument regarding non-payment. The SAPS is not yet sure what the relationship between the client and the female was. The mechanic and his son were arrested on the scene for the double murder, but it is not yet clear who pulled the trigger and the matter is still under investigation. The firearm used was also recovered. The Station Commander commended the SAPS members who responded within a few minutes and made sure the suspects were arrested before they could run away. She went further by thanking everyone involved in assisting at the scene: the community, CPF, Trauma centre, paramedics and security companies.

Task Team taking the fight to the criminalsThe task team from Brackendowns SAPS, W/O Chretien and Sgt Thomas, has in the past two weeks arrested numerous suspects on drug-related, hijacking and recovered firearm charges.

On 26 September, a female victim was tied up in her house while the suspect ransacked her home and stole her VW Passat. When the car was recovered in Orange Farm, the suspect ran off and left his 16-year-old nephew inside
the vehicle. Through SAPS informants in Orange Farm, the Brackendowns SAPS traced the suspect, who was arrested on Monday 29 September in Orange Farm. A toy gun and a bag of cutlery were recovered.
While on a strategic patrol on Saturday 4 October, the EMPD Freeway patrol unit stopped a truck towing a trailer at about 11:00 on the N12 westbound, just before the Gillooly’s Interchange. After examining the two vehicles, officers discovered that the trailer had a Germiston case-number attached to it – it had been stolen in 2013.The Zimbabwean driver failed to provide police with a satisfactory answer as to why he was in a possession of a stolen trailer and was immediately booked in at Bedfordview Police Station. Subsequent to the driver’s arrest, the owner of the truck showed up at the police station and was also arrested.The 28-year-old driver and his employer from Alberton, who is in his forties, were both charged with being in possession of a stolen vehicle at Bedfordview Police Station. They are expected to appear in the Germiston Magistrate’s Court on Monday 6 October.

Alberton SAPS detectives worked tirelessly to secure the conviction of a highflyer. W/O Ngiba and W/O Pillay were awarded commendation certificates and monetary awards for securing the conviction of Mr Mashobane who was sentenced, together
with his accomplice, to more than 100 years in prison for various crimes which included cash-in-transit robbery. The certificates were signed by the National Commissioner General Phiyega and handed over by the Provincial Commissioner Lt Gen Mothiba.

Primrose police arrested three suspects aged 23, 24 and 28 for murder at the Makause informal settlement on Saturday 4 October. Police received a complaint of murder over their radio control and on arrival at the scene found the body of a man who had already been certified dead by paramedics. They started investigations at the scene and, after receiving a tip-off, took a woman in for questioning.Police interrogated her and found out that she had two boyfriends and that the deceased was the 30-year-old boyfriend she was staying with. On Friday night she went out with her other, 28-year-old, boyfriend and his friend for a night of drinking. When their money ran out, the woman told the boyfriend she was with that her other boyfriend had recently been paid and suggested that they go and rob him. She explained that she would throw a stone on the shack’s roof as usual as a signal to her live-in boyfriend to unlock the gate to the yard. The two men entered the yard after the
untrustworthy girlfriend. The friend of the man she was dating grabbed the man she was living with by the neck and then her date stabbed the victim with a sharp object on the lower body and he collapsed. All three drinkers entered the shack and searched for money, but to no avail. So, instead, they took two decoders and a DVD. When they were about to leave, the heartless woman realized that the victim was still breathing, took the sharp object and stabbed him as well. They took the clothes which the victim was wearing, and left with them because they were covered in blood. The police traced the surviving boyfriend to his shack, where they found the deceased’s DVD. The boyfriend informed them that they had burned the deceased’s clothes and the two decoders. Police arrested the woman and her boyfriend, then tracked down and arrested the boyfriend’s friends. All three suspects were detained at Primrose SAPS and will appear at the Germiston Magistrate’s Court soon.

Primrose police arrested 2 suspects aged 20 and 23 for possession of dagga at Delport informal settlement on Saturday 10 October. Police members were doing a “stop and search” operation at Delport informal settlement when they came across two men and requested to search them. The police separated the two so that they could be searched individually and found dagga in the pockets of both. The suspects were arrested and brought to Primrose SAPS for detention. Both suspects have appeared at Germiston Court.

Early last Monday morning, CPS Security Reaction Officers found a man in possession of house-breaking implements in Susanna Street, Florentia. The suspect was arrested and taken into custody. Well done to the CPS reaction officer for keeping the streets of Alberton safe.

On the evening of 2 October, S.O.G reaction officer Gerrit received a panic alarm from a house in Middle Street, Alberton North. On his arrival the client told him that his family had been hijacked and both their cars had been stolen. Twenty minutes later S.O.G recovered one of the vehicles in Kritzinger Road. The reaction officer, Gerrit, would like to thank Willem from Car Track, Alberton SAPS and CPF’s Willie van Wyk, Charls and Quinton.

Swartkoppies oil spill causes accidentThe oil spill that occured on Voortrekker and Swartkoppies Roads on Friday 26 September resulted in a student from UJ writing off her vehicle in an accident on the corner of Swartkoppies and Phantom. Anke van Vreden, a second-year student at UJ, was travelling from UJ to Albertsdal in Alberton. Swartkoppies Road was closed off at the intersection of Voortrekker and Swartkoppies, and she had to take a detour behind the Lemon Tree Shopping Centre. When she arrived at the traffic light at the intersection of Swartkoppies and Phantom, the traffic lights were in working condition but because of the road closures two EMPD officers were controlling the intersection. According to Anke, the two officers directed both her and another driver to proceed at the same time, causing a collision. The other driver confirmed Anke’s story.EMPD assisted on the scene with the Accident Report on which they indicated that the accident happened at a robot,
but the Van Vreden family is of the opinion that the accident took place at a controlled intersection and that the traffice lights should have been switched off when the EMPD officers started directing vehicles. “This could have been prevented,” a family spokesperson said. “If the oil spill didn’t happen then the accident would not have happened. We feel that the EMPD should have done better crisis management.” An eyewitness on the scene told tame TIMES that while one of the officers was giving directions to cars to cross the intersection, the other officer was also directing cars to cross the same intersection, but without checking to see if it was clear, and that is when the accident happened. Kobeli Mokheseng, EMPD Media Liaison, told tame TIMES that they would be investigating the matter.

Smith reeled in two birdies early in the final round, and kept clear of the pack with a string of pars through nine holes before racking in another birdie at the par-five 13.th
.Although the TuksSport Golf Academy member stumbled near the end of his round with bogeys at the 15th and 17th, a birdie at the 16th and par at the short 18th helped Smith to a one-shot victory on a 10-under-par 278.Spacey also racked up five birdies, but his bid for victory was derailed with bogeys at the 16th and 18th.Smith closed with a 70 to take second on 279 and finished two strokes clear of Van der Knaap, who returned rounds of 71, 68, 71 and 71. Meanwhile Stoop (69 66 76 71) took fourth on 282 and Southern Cape’s Jade Buitendag (72 69 70 72) interrupted Gauteng North’s stronghold to finish fifth on a six-under-par 282.Kyle McClatchie and NJ Arnoldi were the two best placed Ekurhuleni golfers. The pair tied for seventh with former Sanlam SA Amateur champion, Ryan Dreyer, on a two-under 286.
Smith was absolutely delighted with the result. “What a result for TuksSport Golf Academy to get first, second, third and fourth,” the country’s number four ranked amateur said. “I’m sure our coaches will want to celebrate this remarkable achievement! And a great show for Gauteng North, as well. The last month has been full of disappointments, so this was a great turnaround for me. It was especially great having my dad watch me win, since he missed the SA Stroke Play.”“When I got back, we discovered that the lofts on all my clubs were out.” Smith said. “We think it happened during the trip to Japan, but the guys from Srixon were fantastic and they sorted it all out for me. I played a lot better at the SA IPT in Cape Town, but losing our title defence and getting demoted was a bitter pill to swallow. So it really feels great to come through another tough tournament and walk away with the trophy. The challenge out there was fantastic. The course was tough but in great shape and the guys really edged each other on. They kept up the pressure and I’m really proud of the way I protected my lead to win.”
Reigning South African Stroke Play champion Jason Smith held off a determined challenge from Gauteng’s Matthew Spacey to win the Ekurhuleni Open Stroke Play Championship by one stroke at Germiston Golf Club on Sunday.The 20-year-old Irene golfer, who debuted for South Africa at the World Amateur Team Championships in Japan last month, carded rounds of 68 and 67 to grab a share of the 36-hole lead with Gauteng North SA Inter-Provincial team mate, Hendrikus Stoop. The pair led by four from Andrew van der Knaap, another recent starter for Gauteng North at the SA IPT, sponsored by Tempest, at Westlake.

Last year Team Seize was victorious in the 10km race, leaving Team Showbiz in the dust. This year, anything could happen.The Jozi South Half Marathon, organized by Brotherhood Athletic Club, Gold Reef City and tame TIMES, is in its third year and is set to be a great success, as it was in the past two years. This year Gold Reef City has chosen Bree Street Primary School to be
the beneficiary. R10 from each entry for the 21km and 10km races will benefit the primary school. There are three different races: 21km, 10km and the 4km fun walk. The fun walk takes place in Gold Reef City Theme Park and is perfect for families and children. All proceeds from the fun walk will be donated to Bree Street Primary. All race entrants will receive free entry into the Theme Park on the day of the race, upon verification of race registration, plus 50% discount on Theme Park entry fees for two family members.The race starts at the Apartheid Museum
parking area at Gold Reef City, winds its way through Soweto, passing Chris Hani-Baragwanath Hospital and South Gate Mall, and ends at the museum. The prize-giving will be held at Theme Park Town Square at 10:30.Last year Lucky Mohale and Rene Kalmer won the 21km race and Derocious Makhobolo and Christine Kalmer were the 10km winners. Weather permitting, fast times are expected, as the course is a flat and easy one. Watch out for the results in next week’s edition.

Rural and Farm Schools National Tournament
The 2014 Rural and Farm schools national tournament was held at Germiston Stadium from 6 to 8 October.The tournament is the culmination of the Transnet Foundation’s Rural and Farm Schools sport programme which saw learners from over 200 schools compete in inter-house competitions. Almost 2000 of the best young athletes from Mpumalanga, Kwazulu-Natal, Eastern Cape, North West and Northern Cape competed against each other at provincial level across various sports. Provincial teams for football, chess, netball and athletics were given the opportunity to play against each other on their respective platforms.“The tournament creates an opportunity for children who would have never had the chance to showcase their talents in their rural areas,” said Micheal Moloto, Senior Manager in the sport portfolio of the Transnet
Foundation. The Rural and Farm Schools sport programme is an initiative that enables children in isolated and rural areas to play sports that their schools were previously not able to provide for them. The programme promotes skills development and the forwarding of the children’s talents. Emphasis is placed on training coaches and referees to assist the young players in their careers as school sportsmen. Moloto explained that there is an abundance of talent in these areas that could lift the nation’s sports to new heights. “We must discover and nourish this talent,” said Moloto. “Firstly, through the proper training and facilities talent can be found and built to a level where it can be recognised. Then the players can be brought in to contact with scouts from official sport teams which would have been impossible if the players were limited to their local circuits.”
