TALKING TO (HERITAGE) CITIES ABOUT
SMART SPECIALISATION

Assumptions
Still great divide between cultural heritage policies and innovation policies
To many cities, S3 has little to do with them. A matter of the regions
S3 is about an innovation-oriented policy-mix on economic development
with a focus on a short range of priority areas, which is governed in a
collaborative (and entrepreneurial) way
Nevertheless, prioritisation is just a starting point, not an end itself. It
provides direction, working as a backbone in the perspective of a
“specialized diversification”, which is the real (and somewhat hidden)

Concluding remarks
What in you view are the main barriers to a more rapid expansion of
heritage-applied research and technologies?
Governing silos preventing an integrated approach to CH
Too rigid and complex public procurement procedures
Regulatory issues
Limited funding capacity for heritage valorisation
Low awareness of CH valorisation among managers and officers
Aversion to risk taking and experimentation by heritage and city managers
Low awareness of technology trends applying to CH by heritage managers
Insufficient support tools from research and innovation policies
YOUR VIEW ON TWO QUESTIONS
Boosters to innovation-led CH valorisation. What formula, in your view,
could work better to catch the interest of CH and city managers in
emerging technologies?
YOUR VIEW ON TWO QUESTIONS
WHAT TO DO
Linking CH to the innovation policy. S3 is the bridge
To better shape the role and potential of CH within some broad domains
usually prioritized at RIS3s - Culture, Creative Industries, Tourism…
Now between two poles: a shortsighted view of heritage just as an asset
within tourism and the visitor economy on the one hand, and on the other
hand a strong focus on digitization
…/…
Linking CH to S3
WHAT TO DO
Better concreteness in terms of priority setting, from a challenge-based
approach: technologies, emerging activities, also as a portfolio of investment
and business opportunities
An in terms of crossovers: main cross-innovation vectors involving CH
Linking CH to S3
WHY
Because S3 is a mainstream policy in the UE and will be so in the future
To get funding from the calls designed to deliver RIS3 visions and roadmaps
To turn CH into a driver for urban growth
Linking CH to S3
HOW
Giving the local agenda a more transforming purpose (by placing innovation
at the core)
A policymaking more open to co-production and exposed to experimentation
Rising awareness about meaning and scope of S3 and what´s in it for cities
Empowering cities as RIS3 key actors. But do not seat and wait !
Linking CH to S3
WHEN
It´s timely now. Multi-level governance is now on top of the discussion
about S3
Imperious need for the spatial embedment of RIS3. Now an innovation
place-based policy without a spatial perspective
Setting the ground for post 2020
Linking CH to S3
Smart specialisation and the heritage city
