Remind your dictionary that was there when you didn’t know themeaning of a word, or when you wanted to check whether a wordyou had in mind existed already or not.

The age of internet brings new possibilities for your curiosity,ingenuity and creativity.

These possibilities are already nurtured by the internet, yet itsmainstream use is distractive, consumptive and commercial.

As a general purpose counter-measure for the information overloadand bias of that mainstream internet, the proposed systematic tagswill empower users in an instructive and productive use of theinternet.

As long as there will be social media platforms supporting hashtags,you, your favourite authors, your students, your teachers and yourpeers can use each defined hashtag to share and discover content.

On the #Tag Guideline being anessential e-book

On the tags’ structure and meaning

This book addresses three kinds of hashtags:

• isic tags are for sectors of industry;• cofog tags are for functions of government;• lgu tags are for local government units.

For sectors of industry or functions of government, a root tag suchas #isic0112 is combined with an ISO country code, for instance USfor the United States of America, to create a tag #isic0112US for the

economic activity growing of rice in the United States. Powertagsfor functions of government are created in the same way.

By using powertags when posting content on a social platformsuch as Twitter, Facebook, Google+, Instagram, Pinterest you or anunknown author can indicate that the content is related to a sectorof industry of function of government in the country.

Country-specific tag guidelines also propose #lgu tags for localgovernment units. The chapter on territorial tags proposes for a fewcountries how to construct #lgu tags for their administrative sub-divisions.

On using the tags

Tags can be used to search content via the common search enginesand on many social platforms.

On the social platforms anyone can tag content relevant to a sectorof industry or function of government in a country to make it partof domestic discourse which is globally visible.

This makes the discourse inclusive. Everyone can contribute, with-out a need to join a specific group or community, or without a needto be “rich or famous” for the contribution to be noticed.

Whereas social media gives you a means to communicate with yoursocial network, the powertags allow you to target a discourse ratherthan the public in general or your own network.

Powertag Code of Conduct

By tagging we can fight information overload. The success in thisfight also depends on applying certain principles in dealing withcontent that others have created, and when contributing your owncontent on the internet.

Respect for copyright

It is rather meaningless to discover content via a tag, then copy orrepeat it, and post it with the same or a neighbouring tag (e.g. adifferent country code). Your content is likely to appear in the samesearch result as the copied content.

Rather if you wish to strengthen the original author’s message,retweet or repost it, or like, favorite, +1 it.

By using powertags, the author expresses confidence his or hercontent is not infringing the copyright of others, or is not justrepeating what others wrote already.

Avoid spam or aggressive, commercial push ofcontent

A common practice to reach a large audience using (social) mediais to repeat the same post regularly or at many places.

For instance in Twitter, some post the same content weekly, dailyor more frequent. In LinkedIn or Facebook we may post the samecontent in multiple groups, in Google+ in multiple communities,etc.

The use of hashtags in a public platform makes such multipleposting unnecessary.

By using powertags, the author or publisher opts out of spamming-like, excess content-push attitudes addressing readers. He or she

posts once, and next let the readers discover the content, via thetags, when they need it. This is called “on-demand”.

Contribute to an inclusive discourse

A discourse has questions and answers. Authors tend to use theprint and social media to share their answers, even without ques-tions being asked.

Where can people express their burning questions?

People working in an “under-served” economic activity can tagtheir question. A question can become prominent as it is liked byothers. Andwhen a person able to answer comes across a prominentquestion, he or she can be sure that the tagged answer will beappreciated.

The hurdles to joining the discourse aremuch less on a “public socialplatform” than in a closed group of app users.

By using systematic tags, tagged questions become part of aninclusive discourse, in addition to answers and arguments.

Territorial TagsFor territorial tags it is recommended to combine the ISO countrycode with numeric, alphabetic or alpha-numeric codes defined bythe national statistics organizations.

Here a few examples.

The European Union

The NUTS classification (Nomenclature of territorial units forstatistics) is a hierarchical system for dividing up the economicterritory of the EU for the purpose of statistical analysis. The currentNUTS classification valid from 1 January 2012 until 31 December2014 lists 97 regions at NUTS-1, 270 regions at NUTS-2 and 1294regions at NUTS-3 level. Due to the accession of Croatia on 1 July2013 the NUTS classification was extended by 1 NUTS-1, 2 NUTS-2and 21 NUTS-3 regions. Full details on NUTS are at the Eurostatwebsite³.

Territorial #EUlgu tags on the basis of NUTS are defined at the EUSocial Capital wiki⁴. Tags can also be defined on the basis of theidentifiers that national statistical systems give to municipalitiesand cities.

The joint definition of both tags is illustrated in the table below,taken from the Hovedstaden page⁵ of the EU Social Capital Wiki:Frederiksberg has “NUTS3 tag” #DK011, and “national statistical”tag #DK147.

How to construct territorial tags for other EU member states isexplained at the EU Social Capital Wiki.

India

Territorial #INlgu tags will be defined for states, union territoriesand districts, cities, villages and towns.

The current proposition is to use the coding pattern devised fol-lowing the recommendation of the Metadata and Data Standard(MDDS) Committee. Its full details are at the Census of India web-site: Description of Coding Sequence for Location Code Directory⁶.

This is the coding convention: * A State code of 2 digits within India* A District code of 3 digits continuous code within India * A Sub-district code of 5 digits continuous code within India * A Villagecode of 6 digits continuous code within India in which the range of000001 – 799999 is for Villages and the range 800001 - 899999 is forstatutory towns.

Powertags for counties in the United States of America are createdby adding the identification numbers of their state and the countyto the tag starting with #US. For Autauga, the county in Alabama,the powertag is #US01001. This tag is constructed from the NGAGeopolitical code of the state (01) and county (001) (formerly FIPScodes).

The author

Jan Goossenaerts is a social media entrepreneur and a business andarchitecture consultant specialized in applying ICT and communi-cations solutions for inclusively meeting the people’s needs in com-plex socio-technical settings. In 2012 he founded Wikinetix whichbecame a finalist in the 2012 Social Media Leadership Awards.In order to catalyse further the instructive and productive use ofinternet he launched the Actor Atlas and a number of relatedsocial capital wikis: one for the Philippines, Tanzania, Nepal, India,the EU and the US. Jan has edited several books on informationinfrastructure in manufacturing systems and published in a num-ber of journals including Computers in Industry, Information &Management, Production Planning and Control and InternationalJournal of e-Collaboration. In 2013 he co-edited a book on ForeignAid and the making of Democracy in Nepal which is published via
