Known as Telephone Attendant cum Dak
Khalasis (TADK), or Bungalow Peons, for the
official work of the officers.
A TADK is treated as a temporary
employee in Group D category for initial 120
days of continuous service, after that he will
be observed as permanent Railway employee
after screening test on completion of three years.
The posts of Telephone And Dak Khalasi
(TADK) are sanctioned to the certain posts in
JA Grade and above. The officers occupying
such posts are entitled to engage Telephone
Attendant cum Dak Khalasis (TADK).
The officers who are entitled to engage
Telephone Attandant cum Dak Khalasi (TADK)
can propose engagement of a candidate of
their choice fulfilling the eligibility
conditions.
The engagement of a fresh TADK should be
done only with the approval of the General
Manager.
Once the General Manager approved the
same :
A) the issue of medical examination,
B) offer of appointment ,
C) engagement should be completed within
45 days from the date of approval of General
Manager.
The candidates proposed for engagement
should be within the age limits prescribed for
Group-D recruitment on Indian Railways with
the normal relaxation to the candidates
belonging to SC/ST/OBC communities.
The candidates should possess the minimum
educational qualification of a pass in class
10th.
Candidates belonging to SC/ST/OBC
communities should produce community
certificate in the prescribed format. If the
certificates are not produced they will not be
considered for engagement.
Candidates once approved for engagement
should be examined for medical classification
of Bee-One. In case, they are unfit in Bee-
One, they should be examined for lower
categories to Bee-2 & Below.
The person proposed to be engaged as
Substitute should not be a blood relation of
the officer or relation from his wife’s side.
Officers have to furnish a declaration in the
proposal to this effect.
Telephone Attendant cum Dak Khalasis
(TADKs) on completion of four months (120
Days) continuous service have to be granted
temporary status after receiving educational
verification and working satisfactory report
from the concerned officer.
On the grant of temporary status, the TADKs
will be eligible for all the privileges as
admissible to TEMPORARY RAILWAY
SERVANT.
On completion of 3 years continuous service the TADKs have to be screened by the respective divisions/headquarters/workshop units for assessing their suitability for regular appointment.
The screening committee will consist of three junior scale officers to be nominated by the Chief Personnel Officer in headquarters, Divisional Railway Managers in divisions, Chief Workshop Managers in workshops.
The TADKs so screened and considered for
regular absorption will continue to work as
TADKs with the officer for whom they are
engaged till such time they are transferred to
the post where they are provided lien after
screening.
After the screening is completed, this is
compulsory as his initial offer of appointment
is for the post of Substitute Telephone
Attendant cum Dak Khalasi (TADK) and there
has to be a fresh offer of appointment for the
regular post for which he is now found fit.
The officer who has engaged a TADK is permitted to change his TADK and propose engagement of a fresh face. This can be done at any time after his existing TADK is screened for regular absorption and is provided a lien.
However, if the officer wishes to continue the TADK even after screening and provision of lien, he can do so. The TADK cannot claim it a right for posting to the department where he is provided lien.
The service of a substitute TADK who has not
completed 120 days continuous service can be
terminated on administrative interest and for
unsatisfactory service without assigning any
reason and without following DAR procedure as
per the provision of para 301 of Indian Railway
Establishment Code, Vol.-I and para 1502 of
Indian Railway Establishment Manual, Vol.-I.
However, one month’s notice or one month’s pay
in lieu of notice may be given in such cases. In
the appointment letter also, it should clearly be
mentioned that their services are liable to be
terminated without assigning any reason before
completion of three years’ satisfactory service.
