Semper Paratus Defense Solutions (SPDS) President and lead instructor, Chris Luebkin, has served for over 24 years on the Phoenix Police Department, the majority of which has been as a Tactical Operator, Team Leader, Training Sergeant, and lead firearms instructor for the department’s elite SWAT Team. He has taught over 600 classes on tactical and firearms operations to students ranging from beginner to advanced.

All SPDS instructors have served for more than 20 years on the Phoenix Police Department, and all have served as members of the department’s elite SWAT team. They have deployed on numerous tactical missions in their careers, and they have trained a large number of local, state, federal, and military law enforcement personnel, including SWAT team officers, team leaders, and command element personnel in tactical operations, crisis negotiations, and firearms techniques.

This course is designed to teach you how to fight with a carbine by focusing on drills that enhance:

Tactical Carbine Operator 2Course Objectives

Course Length: Three days (24 hours)

Course Description:

The Tactical Carbine Operator 2 Course is a high intensity 3-day course designed to provide operators with the skills necessary to utilize the carbine as a combative tool in the tactical environment.

Drills and exercises will be employed that focus on the fundamentals and combative techniques necessary to fight with the carbine in high risk environments such as close quarters battle, open air operations, medium range engagements, and active shooter situations.

This course of instruction will utilize a series of linear training techniques and drills, each subsequent exercise building upon the previous drills, and will cover the fundamentals of marksmanship, weapon manipulation, balancing speed and accuracy, target identification and decision making, shooting on the move in a dynamic environment, shooting and manipulating the weapon in a low-light or no-light environment, and working and communicating as a team.

Performance Objectives:

• Understanding of firearms and range safety rules and practices• The fundamentals of marksmanship - proper sight alignment and trigger control• Shooting stances• Understanding of most effective anatomical target zones• Administrative loading and unloading• Tactical, speed, and empty gun reloading• Class I and class III malfunction clearances• Methods of carry and deployment• Target identification and decision making• Immediate action drills and transition to handgun• Positional shooting• Shooting from cover• Shooting on the move• Addressing multiple threats• Support side shooting and manipulation• Operating in low-light and no-light conditions• Working and communicating as a team• Responding to active shooter situations






Tactical Carbine Operator 2Equipment List

Mandatory Equipment:

• Tactical carbine chambered for .223 caliber/5.56 mm (iron sights are mandatory; red dot systems are optional but recommended; tactical sling; weapon mounted light)

• Tactical pistol (weapon mounted light optional but recommended)

• 2,000 rounds of .223 caliber/5.56 mm practice ammunition

• 100 rounds of pistol practice ammunition

• 5 carbine magazines & 3 pistol magazines minimum

• Training uniform (BDU pants; long sleeve shirts recommended; ball cap or boonie hat; boots)

• Tactical or duty belt with hip or thigh holster

• Magazine pouches for rifle and pistol magazines

• Handheld flashlight

• Wrap-around ballistic eye protection (tinted optional; clear mandatory for night shoot)

• Hearing protection

• Fluids for hydration and energy snacks

• Weapons cleaning kit and quality lubrication

Optional Equipment:

• Knee & elbow pads (highly recommended)

• Gloves (highly recommended)

• Tactical body armor, load bearing gear, helmet and goggles

The SPDS Tactical Carbine Operator 2 Course is open to all active duty, reserve, and retired law enforcement and military personnel, as well as approved civilians competent with the basic operations of the AR-15 style carbine weapon system. Total cost including range fees is $550.00.
