The move allows the city to declare the 28,000 square foot parcel surplus property and sell it to Pacific Seafood for $700,000. The prop- erty also includes a 7,720 square foot building that serves as the company's retail and com- mercial seafood operations hub. Pacific Seafood plans to invest approximately $1.3 million in improvements to the building, including the construction of a new cafe and bistro, accord- ing to documents prepared by City of Tacoma staff. As part of the agreement, Pacific Seafood agrees to complete the public waterfront espla- nade that fronts the building. The city-owned property is located at 1199 Dock Street and is managed by the Foss Water- way Development Authority. City council's com- munity and economic development committee was briefed on the proposal last month. City of- ficials see the move as one way to create more local jobs, strengthen the city's tax base and re- vitalize the area around Thea Foss Waterway. "This is an exciting development for the City of Tacoma, which looks forward to the new en- ergy this will certainly infuse into the area," said Community and Economic Development Director Ricardo Noguera. "This property was being managed by the Foss Waterway Develop- ment Authority, and the funds generated from this sale will be used to support Foss Waterway Development Authority operations in the 2013- 2014 biennium." Inslee said job creation was the state's "top prior- ity today, tomorrow, and every day for the next four years" and Wash- ington "must move swiftly to put the recession behind us. "A new world economy is emerging from the depths of this recession, and while its contours and relationships are not fully understood to us, we do know two things," added Inslee. "One: with our uniquely powerful fusion of values and talents, Washington State has the potential to lead the next wave of world-changing innovations. Two: the world will not wait for us." Inslee took the oath of office in the rotunda of the Legislative Building, surrounded by hundreds of friends, family members, and citizens from through- out the state. The oath is historically given during a joint session of the Legislature, but the governor moved it to the rotunda to include more Washing- tonians. In attendance at today's ceremonies were Inslee's wife, Trudi, his three sons and two grand- children. He was introduced by Denis Hayes, CEO of the Bullitt Foundation and a principal founder of Earth Day, who described the economic challenges facing the state and the opportunities to lead in innovative new industries such as clean energy. "When I've spo- ken with Jay about what he intends to accomplish while governor, he speaks with excitement and con- viction about his vision for a sustainable, prosper- ous Washington that will be a model for the world," said Hayes. In his inaugural speech, Inslee touched on a range of timely issues including gun violence and school safety. He emphasized the need for more STEM edu- cation, saying subjects like science, technology, engi- neering and math are to the next generation what the three Rs were to his generation. He described his intent to bring "disruptive change" to Olympia to make government more efficient and the need to implement cost-saving health care reforms. The proposed project, 2013 Down- town Wastewater Replacement Pro- ject, includes the following locations:

South 15th Street between Martin Luther King Jr. Way and Yakima Ave- nue

Alley between Martin Luther King Jr. Way and South J Street from South 14th to 15th Street

Alley between South I Street and Yakima from South 15th to 17thStreet

This project consists of conventional open cut construction of approximate- ly 3,500 linear feet of wastewater pipe ranging in size from 8-inches to 15- inches in diameter, and 360 linear feet of 10-inches in diameter storm sewer.

This project involves 1.6 acre of soil disturbance for Wastewater pipe construction activities.

Stormwater will be discharged to the existing piped collection systems which daylight into streams and culverts before en- tering a piped system again and discharge directly into Com- mencement Bay.

Any persons desiring to present their views to the Washington State Department of Ecology re- garding this application, or inter- ested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this no- tice.
