Dear Attendee:

Welcome to the IACC 2016 Spring Conference! We are pleased to host this

year’s event in the beautiful city of Orlando.

For the first time, the Spring Conference is co-hosted by the International

AntiCounterfeiting Coalition (IACC) and the International Chamber of

Commerce Business Action to Stop Counterfeiting and Piracy (BASCAP).

This unique partnership underscores the commitment of IACC and ICC

BASCAP to collaborate with other organizations to bring innovative

engagement opportunities to our members and the wider anti-counterfeiting

community.

That commitment is reflected in this year’s theme, “Securing the Global

Supply Chain from Counterfeiting and Piracy – Rights holders and

intermediaries working together to stop fakes.” As counterfeiters continue

to become more sophisticated and adept at evading rights-holders’ and

governments’ enforcement efforts, we must work more closely together and

across sectors to effectively combat fakes. The Spring Conference program

has been designed to stimulate a balanced and constructive dialogue among

all parties involved in the manufacturing, distribution and sale of legitimate

goods, including rights holders, intermediaries and government. We are

proud that this Spring Conference includes a distinguished list of speakers

with a wealth of global expertise and experience, and a commitment to

make a significant impact on the counterfeiting problem.

We are also pleased to have the honor of hearing from these special guests

and keynote speakers for the conference: Jack Ma, Executive Chairman of

Alibaba Group, the Honorable Max Baucus, U.S. Ambassador to the People’s

Republic of China, and Daniel Marti, U.S. IP Enforcement Coordinator. We

look forward to hearing their perspectives on IP rights protection and

enforcement.

The Spring Conference roundtables, sessions and workshops will give

you access to important discussions between intermediary companies

and rights-holders—from developing best practices across e-commerce

platforms to mitigating counterfeiting and piracy on content-sharing

services to blocking and seizing domain names and infringing sites. The

dynamic sessions are moderated and presented by a diverse group of

panelists representing government, some of the world’s largest brands,

intermediary companies, service firms and enforcement agencies. We thank

all our presenters for sharing their expertise with us.

Lastly, we encourage you to take full advantage of the networking sessions

Jack MaFounder and Executive ChairmanAlibaba Group

Jack Ma is Alibaba's lead founder and, since May 2013, has served as the executive chairman. From Alibaba's founding in 1999 until May 2013, Jack served as its chairman and chief executive officer.

Jack currently serves on the board of SoftBank Corp., one of Alibaba's major shareholders and a Japanese corporation listed on the Tokyo Stock Exchange. He is also chair of The Nature Conservancy's China board of directors and a member of its global board of directors. In September 2013, he joined the Breakthrough Prize in Life Sciences Foundation as a director. In August 2014, Jack was elected to the Foundation Board of the World Economic Forum. In January 2016, he was named a Sustainable Development Goals (SDGs) Advocate by the United Nations.

Jack graduated from Hangzhou Teacher's Institute with a major in English language education.

KEYNOTE SPEAKERS

Honorable Max Sieben BaucusAmbassador of the United States of America to China On January 7, 2014, President Barack Obama nominated Max Sieben Baucus to be Ambassador of the United States of America to China. The Senate confirmed him on February 6, 2014 and Vice President Joe Biden swore him in on February 21, 2014.

Ambassador Baucus formerly served as the senior United States Senator from Montana. He served in the U.S. Senate from 1978 to 2013, was Montana's longest serving U.S. Senator, and had the third longest tenure among those serving in the U.S. Senate. Ambassador Baucus was Chairman and Ranking Member of the Senate Committee on Finance, Vice Chairman of the

Joint Committee on Taxation, member of the Senate Committee on Agriculture, Nutrition and Forestry, and member of the Joint Select Committee on Deficit Reduction. He was also a member of the Senate Committee on Environment and Public Works and chaired its Subcommittee on Transportation and Infrastructure. Before his election to the U.S. Senate, Ambassador Baucus was a member of the U.S. House of Representatives from 1975 to 1978. He previously served in the Montana House of Representatives from 1973 to 1974.

Ambassador Baucus has extensive experience in international trade. As Chairman of the Senate Committee on Finance, Ambassador Baucus led the passage and enactment of Free Trade Agreements with 11 countries: Australia, Bahrain, Jordan, Chile, Colombia, Morocco, Oman, Panama, Peru, Singapore and South Korea. He also worked to increase U.S. exports by knocking down trade barriers and led business leaders on trade missions abroad to Germany, Spain, Belgium, Russia, Japan, New Zealand, Brazil, Colombia and China. During his tenure on the Senate Committee on Finance, Ambassador Baucus was deeply involved in orchestrating congressional approval of permanent normal trade relations with China in 2000 and in facilitating China's entrance into the World Trade Organization in 2001.

Ambassador Baucus earned a bachelor's degree and law degree from Stanford University. He is married and has one son and two stepchildren.

Danny MartiU.S. Intellectual Property Enforcement Coordinator Executive Office of the President

Danny Marti currently serves as the U.S. Intellectual Property Enforcement Coordinator within the Executive Office of the President. Mr. Marti was nominated by President Obama in August 2014, and Mr. Marti took office in March 2015 following unanimous (92-0) confirmation by the United States Senate. The Office of the U.S. Intellectual Property Coordinator is charged with developing the Administration’s intellectual property enforcement strategy and is the primary office responsible for coordinating the efforts of the U.S. Government criminal, national security, and economic agencies

engaged in intellectual property policy and enforcement.

Prior to joining the Administration, Mr. Marti was a Partner at Kilpatrick Townsend & Stockton LLP, where he specialized in the protection, management and enforcement of intellectual property in the United States and abroad. Mr. Marti advised clients in connection with international trademark portfolio management, licensing, and other intellectual property-based transactions, and represented clients in a wide range of cases involving trademarks, false advertising, unfair competition, copyrights, trade secrets, cybersquatting and computer fraud and abuse matters before various U.S. federal courts, as well as the Trademark Trial and Appeal Board and the World Intellectual Property Organization. Within Kilpatrick Townsend, Mr. Marti held multiple leadership roles, including serving as the Managing Partner of the firm’s Washington, D.C. office and Co-Chair of the firm’s Intellectual Asset Acquisitions & Transactions Group.

Mr. Marti has served on several professional associations and charitable boards, including the International Trademark Association and the American Cancer Society’s National Capital Region Corporate Council. Mr. Marti received a B.A. from Georgetown University and a J.D. from Emory University School of Law.

Robert (Bob) Barchiesi President of the International AntiCounterfeiting Coalition (IACC)

Robert (Bob) Barchiesi is President of the International AntiCounterfeiting Coalition(IACC). In this role, Bob leads one of the world’s oldest and largest trade associations representing exclusively the interests of over 250 companies concerned with trademark counterfeiting and the related theft of intellectual property.

Mr. Barchiesi joined the IACC in 2008. Under his leadership, the organization has almost doubled its membership and expanded its initiatives into Europe, Latin America, Asia and the Middle East. Mr. Barchiesi also spearheaded the development of the IACC RogueBlock® initiative—a voluntary agreement and strategic partnership with MasterCard, Visa Europe, Visa International, PayPal, Discover / PULSE / Diners Club, American Express, MoneyGram and Western Union. The initiative focuses on combating rogue websites and online marketplaces. He also led the launch of IACC MarketSafe®, an initiative with Alibaba and IACC to address counterfeit products on the company’s e-commerce platforms, Taobao and TMall.

Prior to his appointment as the IACC President, Bob has had a distinguished career serving in leadership positions at the Recording Industry Association of America, the New York City Police Department and the U.S. Virgin Islands Office of the Attorney General, and as the Chief of Police in Crystal River, Florida.

Mr. Barchiesi has spoken to influential media including CNBC, Bloomberg, The Wall Street Journal, The Today Show, CNN, ABC, CBS, and other major media outlets about global anti-counterfeiting strategies, voluntary agreements, and the impact of counterfeiting on governments and consumers. Bob has also testified before Congress and is a frequent keynote speaker at anti-counterfeiting conferences around the world. Mr. Barchiesi serves on the editorial panel for the World Intellectual Property Review magazine and is listed in the 137th edition of “Contemporary Authors.”

Mr. Barchiesi received his M.A. in Criminal Justice from the University of Alabama and his B.A. from John Jay College of Criminal Justice.

Dawn AtlasVice PresidentEnforcement and Assistant General CounselCalvin Klein, Inc

Dawn Atlas is the Vice President, Enforcement and Assistant General Counsel for Calvin Klein, Inc. She has been responsible for the worldwide enforcement of intellectual property for Calvin Klein for 15 years.

Dawn is also the Chair of the Board of Directors of the International AntiCounterfeiting Coalition (IACC), the only nonprofit organization solely dedicated to intellectual property enforcement.

She held this position from 2002 through 2006 and again from 2012 to present, serving on the Executive Board as a Director in between. She has also served as the Chair of the Brand Protection Counsel of the American Apparel and Footwear Association since 2008.

Before joining Calvin Klein in 1999, Dawn was a Patent and Trademark Associate with Fitzpatrick, Cella, Harper & Scinto in New York.

Dawn graduated with a B.S. degree in Biology from Union College in 1990. She received her J.D. and Master of Intellectual Property degrees from Franklin Pierce Law Center in 1995 where she served as Editor in Chief of Franklin Pierce’s Law Review IDEA The Journal of Law and Technology.

Jeff HardyDirectorICC/BASCAP

Jeff Hardy has been the director of the International Chamber of Commerce (ICC) initiative Business Action to Stop Counterfeiting and Piracy (BASCAP) since its creation in mid-2005. BASCAP unites the global business community across all product sectors in an effort to stop the counterfeiting of goods and IP piracy. It focuses on setting standards for global performance by governments and companies;

framing decisions for policy makers; advocating for the allocation of resources at the highest levels in national governments; and building global awareness. Mr Hardy joined the ICC in 1999 as a policy advisor and previously held various positions with the US government.

Counterfeit and pirated goods are transported around the world in a wide range of ways. Fake goods have been seized in cargo containers shipped by sea and by air and in small packages routed through traditional mail centers and express mail carriers. Companies that transport these goods are a critical part of the supply chain and a key intermediary in stopping the flow of illicit goods. This panel of rights holders, intermediary representatives and government officials will discuss the challenges faced by the transport operators and rights holders, what steps are being taken to stop the criminal infiltration of the supply chain and what more can be done collaboratively to stop the shipment of fake goods.

1:45-3:15 Session 2 – Where are counterfeits made, warehoused and sold? – Eliminating the criminal’s place of doing business Plaza D-G

What would happen if the criminal operators had no place to make, store, distribute and sell their illicit goods? The question highlights the importance of property owners and landlords as intermediaries in the supply chain for counterfeit goods. Landlords may knowingly or unknowingly rent space for manufacturing, warehousing or sale of these goods, and they typically are not in the business of regularly inspecting the nature of the business once they have a lease. This leads to a critical vulnerability in the supply chain. In this panel, rights holders and property owners will explore how they can work together to identify and address the vulnerabilities and effectively deny counterfeiters access to the space to do business.

The Internet marketplace has become a complex, inter-connected network built to deliver a seamless range of online services and products to consumers and businesses. At the same time, this new online environment has created enormous opportunities for criminal networks to market, sell and distribute counterfeit and pirated goods. This panel will discuss the challenges faced by rights-holders across e-commerce platforms, followed by a discussion on best practices to address and mitigate the threat of counterfeits on online marketplaces. Internet hosting services, domain registrars and registries, and internet access providers provide the services that are the technical backbone of the internet. Domain names and addresses are a basic piece of the internet puzzle, and the assignment of these names is controlled by ICANN and administered by registries and registrars around the world. The system works amazingly well given the breadth and complexity involved. However, it is vulnerable to abuse by those who sell counterfeits and unlicensed content, and these abuses confuse and mislead consumers into unknowingly making transactions for fake goods and services, including many that are unsafe and harmful. This panel will look at the current system and the approaches and best practices for blocking domain name abuses and seizing existing illegal and illegitimate sites.

David E. Green is Vice-President for Public Policy and Creative Content Protection for NBCUniversal in the Comcast-NBCUniversal Washington Office. He focuses on public policy issues, especially those involving the protection of digital content. Before joining NBCUniversal in April of 2005, Mr. Green was the Vice President and Counsel for Technology and New Media for the Motion Picture Association of America, where he handled similar public policy issues for the major U.S. motion picture studios.

Prior to joining the MPAA in May 2003, Mr. Green worked for the U.S. Department of Justice. There, he served as the Principal Deputy Chief of the Computer Crime and Intellectual Property Section of the Criminal Division, where he helped coordinate the national enforcement of criminal laws protecting against computer hacking and intellectual property theft. Before that, Mr. Green prosecuted public corruption cases as Senior Litigation Counsel in the Criminal Division’s Public Integrity Section. Mr. Green also worked for several years as an associate with the law firm of Arnold & Porter, where he was involved in litigation and in legislative work, including intellectual property protection.

Mr. Green graduated from Oberlin College with a Bachelor of Arts in History. He received his Juris Doctorate, cum laude, from the University of Pennsylvania Law School, and served as a law clerk to the Honorable Louis H. Pollak in Eastern District of Pennsylvania.

Lara Miller is Associate Counsel at the International AntiCounterfeiting Coalition (IACC). She has both a legal and a marketing-communications background. James is a Senior Associate in Baker & McKenzie's London office. Matthew J. Bassiur was named Vice President, Head of Global Intellectual Property Enforcement of Alibaba Group, effective January 2016. Matthew will lead a team that works with international brands and retail partners, industry associations, government regulators, law enforcement and other organizations to advance Alibaba Group’s anti-counterfeiting and IP rights protection efforts. He will report to Michael Evans, President of Alibaba Group.

Prior to Pfizer, Matthew was Senior Director, Americas Region, and Counsel for IPR Enforcement at Apple, where his responsibilities included building and overseeing an investigative program into complex thefts, frauds, leaks, threats and cyber-related crimes, as well as developing and implementing Apple’s civil, criminal and administrative anti-counterfeiting program.

Prior to joining Apple, Matthew was a federal prosecutor in the Computer Crime & Intellectual Property Section (CCIPS) of the United States Department of Justice (DOJ), where he prosecuted large-scale, multi-jurisdictional IP crimes, and coordinated domestic and international IP enforcement training and outreach. During his tenure with the DOJ, he also served as the Intellectual Property Liaison to Industry for his section.

From 1998 to 2006, as an assistant district attorney in the Trial Division under Manhattan District Attorney Robert Morgenthau, Matthew specialized in investigations and prosecution of New York’s trademark counterfeiting industry and Asian organized crime.

Matthew was a United States Fulbright Scholar and, under the Fulbright Specialist Program, taught Intellectual Property law at Renmin University in Beijing. He earned his J.D. from the University of Virginia, School of Law in 1998 and was inducted into the Order of the Coif. In 2007, he was the recipient of the U.S. Chamber of Commerce Award for Distinguished Service as a Federal Government Official for his work in the field of IP investigations, prosecutions, education and outreach.

Joel BlankIntellectual Property Attaché to ChinaU.S. Patent and Trademark Office

Joel Blank serves as the Intellectual Property Attaché at the U.S. Embassy in Beijing, China. In this capacity, Mr. Blank serves as the principal officer within the Embassy on matters related to the protection and enforcement of intellectual property rights in China and as the primary liaison between the Embassy and relevant offices of the Chinese Government for such matters. Mr. Blank’s duties include helping to develop, promote, and implement U.S. Government policies that will facilitate the ability of right holders to protect and enforce their intellectual property rights in China; apprising the Ambassador and other Embassy officials of important intellectual property developments; and serving as a point-of-contact for U.S. companies that have questions on China’s intellectual property environment.

Prior to his appointment as the IP Attaché, Mr. Blank was an Attorney-Advisor in the Office of the Administrator for Policy and External Affairs at the U.S. Patent and Trademark Office (USPTO). As a member of the Office’s Enforcement Team, Mr. Blank specialized in developing USPTO policy on China-related IP matters, particularly those concerning the enforcement of intellectual property rights in

While at OCCIC, Mr. Blank specialized in international intellectual property, investment, competition, and China-related legal issues.

Mr. Blank graduated Magna Cum Laude from American University’s Washington College of Law, where he served as the Editor-in-Chief of the International Law Review, and holds a Business Degree from Drake University, where he graduated Magna Cum Laude with majors in International Business, Accounting, and Management.

Ron DavisQuality Brands Protection Committee (QBPC)

Ron Davis recently retired from Qualcomm as the Senior Director of Brand Protection. Recruited in 2005 to establish their Brand Protection Program, Ron was responsible for management of their global brand protection/intellectual property rights investigation and forensic evaluations. In this role, he traveled to China and Asia multiple times each year and worked closely with the Chinese citizens that composed his brand protection team there, as well as the Quality Brands Protection Committee (QBPC) in China.

Prior experience includes United States Marine Corps combat helicopter pilot, FBI Special Agent; big-four international security consultant; security director for General Dynamics Space Systems; volunteer security director for Dennis Conner’s successful America’s Cup campaign; global director, corporate security for Honeywell; and anti-counterfeit leader for Cisco Systems, living in Hong Kong, where he created and managed their program to complement ongoing IPR and gray market efforts.

He continued his long involvement in the industry as the only U.S. based Vice Chairman of the 215+ corporate member QBPC. Upon announcing retirement Ron was elected as QBPC’s Vice Chairman Emeritus and “Goodwill Ambassador” to the United States. He has been designated a Certified Protection Professional (CPP) and Certified Fraud Examiner (CFE). He is also a long term member of the Board of Directors, not-for-profit, Identity Theft Resource Center (ITRC).

Mr. Davis was selected in May, 2011 as a member of the A-CAPP Industry Advisory Board and served a term as President. Given his unique experience, Ron is recognized as one of the most experienced professionals in the brand protection space and brings a valuable perspective from having lived/worked in Hong Kong/China/Asia. Ron is currently working with the A-CAPP Center as an Industry Fellow and pursuing opportunities to share his unique knowledge with other brand protection professionals.

Peter N. Fowler is the Regional Intellectual Property Attaché for Southeast Asia, serving as a resource for U.S. Government agencies and national intellectual property offices. He joined the USPTO in 1995 as an Attorney-Advisor in the Office of Legislative and International Affairs and has served variously as Senior Counsel for Enforcement in the Office of Policy and External Affairs, and as the agency’s Chief of Staff, Senior Advisor to the Under Secretary and Director, and as Acting Deputy Administrator for External Affairs. As a technical advisor to the Office of the U.S. Trade Representative, he worked on a number of trade agreements, including those with Australia, Bahrain, Malaysia, Oman, and Thailand, as well as the Anti-Counterfeiting Trade Agreement and the Trans-Pacific Partnership Agreement.

Prior to joining USPTO, he practiced law in San Francisco, California, representing a wide range of creative people. He also taught as an Adjunct Associate Professor of Law at Golden Gate University School of Law, an Adjunct Lecturer at Hastings College of the Law, University of San Francisco College of Professional Studies, and at essor of Education at La Universidad Pontifícia Bolivariana in Medellín, Colombia.

He graduated as a lawyer from the Universidad de Buenos Aires in 1994 with a concentration in business economics and in 1997 he earned his LLM degree from Northwestern University in Chicago, Illinois. In 2002 he completed a postgraduate course on Intellectual Property at the Universidad de Palermo in Buenos Aires. He is a professor of trademark law at the Center of Intellectual Property of the Austral University in Buenos Aires, and frequently lectures in conferences and seminars in Argentina and abroad. He is one of the most respected voices in anticounterfeiting work in Latin America, in particular in Argentina where he practices law. He is a licensed Intellectual Property Agent and is a member of INTA (where he chaired the Association’s Latin American Anticounterfeiting Subcommittee in 2008-2009 and the Anticounterfeiting Committee in 2012-2013), the Argentine Association of Industrial Property Agents (AAAPI), the International Association for the Protection of the Industrial Property (AIPPI), and of Licensing Executives Society (LES). Sarah LevittSenior Counsel for Content ProtectionMotion Picture Association of America (MPAA)

Sarah Levitt is Senior Counsel for Content Protection at the Motion Picture Association of America. She advises the world’s six largest motion picture studios on all matters related to content protection and anti-piracy, including litigation, criminal investigations, government policy, and voluntary initiatives with Internet intermediaries. Her work on voluntary initiatives has as special focus on domain names, including direct work with ICANN, the Domain Name Association, and individual registries and registrars. Sarah recently negotiated the first “trusted notifier” agreement between the film industry and a major domain name registry, allowing for content creators to send evidence packages directly to a registry for consideration of domain name suspension based on copyright infringement. Before joining the MPAA, Sarah served as a federal prosecutor in the Cyber and Intellectual Property Crimes Unit of the United States Attorney’s Office in Los Angeles. After graduating from Harvard Law School, she practiced business litigation and white collar criminal defense at O’Melveny & Myers in Los Angeles, California.

Carlos Linares is Vice President, Anti-Piracy Legal Affairs, of the Recording Industry Association of America (RIAA), the trade association representing the U.S. recording industry. RIAA’s member companies are the record labels that create, manufacture and distribute more than 85 percent of all legitimate sound recordings sold in the United States. Mr. Linares serves as lead counsel to the company’s anti-piracy division, and provides legal oversight and guidance in the development of enforcement programs designed to protect the intellectual property interests of the U.S. recording industry. Additionally, his responsibilities include supporting investigations and prosecutions of both physical and online piracy, and partnering with government and industry relations to create effective state piracy legislation. Before joining the RIAA at its Washington D.C. headquarters in 2006, Mr. Linares served as Regional Counsel for the company’s Southern Region, based in Dallas, Texas, and practiced in litigation at the law firm of Conroy, Simberg & Ganon, in Orlando, Florida.

Mr. Linares holds a Doctor of Jurisprudence degree from the University of Florida and a bachelor of arts in liberal arts and music performance from Louisiana State University. A long-time musician and songwriter, he has recorded and toured extensively, and is a voting member of the National Academy of Recording Arts and Sciences. Mr. Linares is a member of the Bars of the State of Florida, the State of Texas, and the District of Columbia.

Chris Oldknow is a senior policy advisor to ICC BASCAP and the co-founder and director of Elipe, a strategic consultancy focused on digital and IP issues. He is one of the authors of the ICC BASCAP Report Roles and Responsibilities of Intermediaries: Fighting counterfeiting and piracy in the supply chain

Before co-founding Elipe in 2014, Chris was interim vice president of anti-piracy at media and entertainment company NBCUniversal, and a consultant to various trade associations and companies.

He spent 15 years at Microsoft leading anti-counterfeiting, anti-piracy and licence compliance activities in the UK and central & eastern Europe. He drove international policy and advocacy at the company, integrating IP enforcement with corporate affairs including working with economic attaches and negotiating the EU MoU regarding counterfeiting online.

Chris was chair of the Anti-Counterfeiting Group (ACG) in the UK from 2013-2015, and on the board of The Police IP Crime Unit PIPCU. He has been actively involved in many other associations. His track record shows repeated delivery of business-focused results through engagement.

Paul Paolucci began his career in the credit card industry with MasterCard Worldwide in 1996 and is currently the Senior Business Leader/Vice President of the MasterCard Customer Performance Integrity Group. For the past 20 years, Paul's responsibilities included the management of global MasterCard compliance standards as well as developing innovative fraud mitigation strategies for both merchants and financial institutions. He has also been a leader in collaborating with right holders, law enforcement, and government agencies to enforce MasterCard's policies to protect the MasterCard brand and those of its customers.

Mr. D'Arcy Quinn Director, Anti-CounterfeitingCropLife International

Food: Mr. Quinn began his anti-counterfeiting enforcement for the French food and drinks group Danone, based in Paris. He eliminated counterfeiting factories in North Africa and Asia and stopped the illicit trade of counterfeit Evian mineral water saving the brand image in the USA. He negotiated acquisitions globally and was a Board Member of Scharffenberger Cellars, a subsidiary of Champagne Pommery-Lanson.

Pharmaceuticals: Mr. Quinn was Legal Counsel for Merck Sharp & Dohme in the Middle East and Africa, dealing with medicines that were smuggled and counterfeited. He oversaw compliance and anti-corruption programs. He was a Director of the Pharmaceutical Security Institute consisting of twenty-two pharmaceutical companies, overseeing worldwide investigations into criminal networks selling counterfeit medicines. His investigations in Tijuana led to a re-structuring of the FDA anti-counterfeiting units.

Tobacco: Mr. Quinn worked for the manufacturer of Marlboro and L&M and through law enforcement actions and business strategies he reduced the Russian rate of counterfeit cigarettes from 17% to less than one percent and oversaw the raids of twenty-two illegal cigarette factories in Central Europe and the ex-Soviet Union. He trained prosecutors and customs officers in the region and managed over twenty private investigators in the ex-Soviet Union. Pesticides: Currently Mr. Quinn advises seven multinational agrochemical companies, governments and regulators concerned about counterfeit and illegal pesticides, on behalf of CropLife International. He trains law enforcement ranging from Interpol, Europol, FBI, to national customs, and lectures at conferences and universities on alternative strategies to stop counterfeiting. Mr. Quinn, a lawyer, is a member of the State Bar of California.

On her assumption as the fourth Director General of the Intellectual Property Office of the Philippines in October 2015, lawyer Josephine Rima-Santiago brings with her an expansive and extensive experience in the field of the intellectual property system that traverses two decades in government and in the private realm. In government, she was former Deputy Director General, Intellectual Property Office (1999-2002); Director, Technology Application and Promotion Institute of the Dept. of Science and Technology (2006-2008); and an Alternative Dispute Resolution (ADR) practitioner, Intellectual Property Office of the Philippines (2011-2015). In the private sector, she was an intellectual property rights consultant and legal practitioner, educator, and researcher.

As a legal practitioner and educator, DG Santiago engaged in a modest legal practice in her own law firm while being a faculty member at the Faculties of Law of the De La Salle University and the Arellano University where she taught Intellectual Property Law for almost a decade. She is the only Filipino Faculty/Tutor on Advanced Patent at the WIPO Academy’s Distance Learning Program and serves as resource person in various conferences, workshops and seminars, both local and international.

As a researcher, she led several local and international research projects conducted in the area of IP system and related fields, one of which was on access to innovation, a 2-year grant obtained from the International Development Research Center (IDRC) of Canada in 2009.

A graduate of the University of the Philippines with the degrees of B.S. in Foreign Service and Bachelor of Laws, DG Santiago further obtained the degree of Master of Laws in Intellectual Property from the joint program of the University of Turin in Italy and the WIPO Worldwide Academy.

Norman Schenk, UPS Vice President Global Customs Policy & Public Affairs, is responsible for shaping global customs policy and border strategies to facilitate the smooth flow of shipments across international borders.

With more than 30 years of UPS experience, Schenk has been involved with expansion planning, brokerage acquisitions, and the development of global compliance programs. Schenk has testified before the U.S. Congress on both postal issues and drug enforcement issues. Norm currently serves on Advisory Committees to the U.S. Department of Homeland Security (DHS), U.S. Department of Commerce (DOC), U.S. Department of State, and the World Customs Organization (WCO).

He currently chairs the customs committee of the Global Express Association GEA) and is also actively involved with the Express Association of America (EAA). Norm is also involved with the American Association of Exporters & Importers (AAEI) and National Customs Brokers & Forwarders Association of America (NCBFFA). He was appointed to the Commercial Operations Advisory Committee (COAC) in October 2002 and has served two terms on this advisory group to U.S. Customs & Border Protection.

Norm spends a great deal of time working directly with government leaders on reducing trade barriers, simplifying processes, and most recently supply chain security issues. He was a key contributor in the development of Air Cargo Advanced Screening (ACAS), now being used by Customs & Border Protection (CBP) for global express air shipments.

Schenk graduated from Widener University in 1979 with a Bachelor of Science degree in business administration and is a licensed customs broker (1985). He resides in Louisville, KY.

Victoria Sheckler is the Senior Vice President, Deputy General Counsel for the Recording Industry Association of America (RIAA). She helps develop strategy for industry-wide projects for the music industry, and serves as corporate and compliance counsel to the RIAA.

Before joining the RIAA, Ms. Sheckler was a partner at Hogan & Hartson, LLP. Chris Vansteenkiste, Cluster Manager of Europol’s Intellectual Property Unit (Focal Point COPY). Chris was born in Belgium and worked for the Belgian Federal Police since 1982. During his career at the Belgian Federal Police (In former days the Gendarmerie) he worked at the national police school and the national intelligence centre. He started the National IP Crime Unit in Belgium in October 2002. Julio Velez is the Americas Regional Investigations Manager for Global Brand Security, HP Inc. He has been with HP in this position since September of 2010.

Julio and his team are focused on disrupting, dismantling and eliminating counterfeiting organizations in the Americas via use of intelligence, investigation and enforcement actions. With the assistance of various supervisors who work directly under him, Julio oversees 6 investigative vendors who employ over 120 investigators who cover all of the Americas.
