110. Description of Proposed Construction : Construct 3 earth covered reinforced

concrete Hayman Type igloos, 26' x 80', capable of storing 500,000 pounds of Class 1.1 munitions. Work includes access roads, reinforced aprons, utilities and other

necessary support. Complies with DoD Minimum Antiterrorism Standards for Buildings, UFC 4-010-01.

PROJECT: Constructs 3 earth covered reinforced concrete Hayman Type igloos, 26' x

801,capabile of storing 500,000 pounds of classl.1 munitions. Work includes access roads, reinforced aprons, utilities and other necessary support.

REQUIREMENT: Properly sized and configured munitions storage facilities are required to support the new Standard Air Munitions Packages (STAMP) mission for SDB assets. STAMP assets are war reserve munitions (WRM) required by all Combat Air Force (CAF) involved in many types of contingencies worldwide. Separate structures are required to support single point load out locations to meet STAMP contingency support and to provide safe

and efficient explosives handling and storage capabilities within the existing explosive safety footprint. These igloos must be capable of storing 500,000 pounds Net Explosives

Weight (NEW) of Class 1.1 explosives.

CURRENT SITUATION: The SDB is an ACC new mission requirement. SDB STAMP assets are packaged in a pre-loaded configuration inside a 12-foot long container as well as individual bombs. The existing igloos are utilized to their maximum capacity. Without changes there is insufficient capacity for the current workload and nocapability to accommodate new missions assigned to Lackland AFB.

IMPACT IF NOT PROVIDED: Failure to provide adequate SDB storage facilities would result in costly production and fielding delays. Additionally, the SDB would not be immediately available to warfighters if STAMP storage facilities are not provided.

REQUIREMENT: 1,458 SM; ADEQUATE: 0 SM; SUBSTANDARD: 1,458 SM >ROJECT: Construct munitions maintenance and inspection facility (Current Mission) XEQUIREMENT: A properly sized and configured munitions maintenance and inspection facility capable of 24- lour a day operation is required to support the 651 Munitions Squadron mission at Lackland AFB. Also ncludes area lighting, lightning and fire protection systems to accomplish the munitions mission. ZURRENT SITUATION: Current maintenance and surveillance/inspection operations are conducted in aging, lilapidated and inadequately configured facilities that do not allow the required explosives weight for current Standard Air Munitions Packages (STAMP) and Standard Tanks, Racks, Adapters, and Pylon Packages STRAPP) programs. Operations are restricted to two explosive operating bays and must be replaced with four jays to effectively accomplish the mission. Lighting is poor and is to some extent non-existent. Safety :onditions are compromised due to maintenance operations being accomplished in crowded, poorly lit facilities. MPACT IF NOT PROVIDED: Without this facility munitions personnel will continue to be subjected to leedlessly unsafe and crowded conditions and will be forced to continue multiple movements of munitions and :qiiipment to perform maintenance procedures in inadequate operating bays. As a result, the Munitions jquadron mission will be severely degraded. IDDITIONAL: This project meets the criterialscope specified in AFH 32-1084, "Standard Facility 7equirement.s. REQUIREMENT: A modern, properly sized, all weather flight line munitions holding, staging and inspection point facility capable of 24-hour a day operation to provide munitions from the munitions storage site at Medina Annex to aircraft at the Kelly Field Annex runway. Facility will also require adequate area lighting, lightning and fire protection systems for the successful accomplishment of the munitions mission.

CURRENT SITUATION: This munitions staginglinspection facility supports worldwide deployment of Standard Air Munitions Packages (STAMP) and Standard Tanks, Racks, Adapters, and Pylon Packages (STRAPP) war munitions. As the Air Force transitions to an Air Expeditionary Force posture rapid deployment of STAMPISTRAPP is essential to successful mission accomplishment. The current lack of this facility forces continual wasted travel back and forth from the Medina Annex to the Kelly Field runway to retrieve pallets for air shipments. Added manpower and travel requirements delay the operation and jeopardize the timely execution of wartime missions. Lighting is poor and inclement weather protection is non-existent.

IMPACT IF NOT PROVIDED: Without this facility, both wartime and peacetime operations will continue in makeshift roadside loading and crowded travel lanes within the munitions compound at the Medina Annex. STAMPISTRAPP munitions deliveries to critical cargo aircraft will continue to delayed as crews repeatedly [ravel back and forth to the flightline for necessary equipment and accessories. Munitions personnel will :ontinue to be subjected to needlessly dangerous conditions and procedures. Ultimately, the deployment of war nunitions will continue to be severely handicapped.

SDB PROGRAM FUNDING FOR MODULAR STORAGE MAGAZINES

PURPOSE

This paper provides justification for using Small Diameter Bomb (SDB) program funds for the construction of three (3) Modular Storage Magazines (MSM) in the 651 MUNS Munitions Storage Area.

BACKGROUND

- Properly sized and configured munitions storage facilities are required to support the new Standard Air Munitions Packages (STAMP) mission for SDB assets. STAMP assets are War Reserve Materiel munitions available for shipment to combat units involved in contingencies worldwide.

DISCUSSION

- Current facilities in use with little modification or funding since originally built in 1954.

- 65 1 MUNS already stores new weapons such as the AIM-9X, the Joint Standoff Weapon and the Joint Air-to-Surface Standoff Missile; scheduled to receive SDB in FY 08.

- SDB STAMP assets packaged in a pre-loaded configuration inside a 12-foot long container, as well as individual bombs.

- Igloos inefficient for storing large containers. Due to arched ceiling and narrow doors, cannot support the increased width of the new SDB packaging.

- Currently large weapons stored using workarounds that create unsafe conditions for personnel and increased risk of damage to equipment.

- Adapting current workarounds to SDB will further increase hazards.

- Failure to fund adequate SDB storage facilities could result in costly fielding delays and possible damage to containers and/or assets due to handling requirements.

- Wide doors and straight walls of MSMs reduce handling, increase safety and efficiency of transport preparation, and allow greater consolidation of assets in storage.

RECOMMENDATION: AFMC request SDB program funding for MSMs at 65 1 MUNS to ensure unit ability to support SDB mission requirements.

ADDITIONAL INFORMATION ON JOINT INSPECTION FACILITY

PURPOSE

This paper outlines projected increases in productivity following construction of the new Joint Inspection (JI) facility.

BACKGROUND

- A covered area with adjoining storage is required to support the Standard Air Munitions Packages (STAMP) mission. Artificial lighting and covered spacing will enable the potential for 24 hour operations in any weather. Storage will allow more efficient access to essential pallet build up materials.

DISCUSSION

- Joint Inspection process with new facility will be carried out as follows:

- Pallets, chains, binders, tie downs, nets and plastic covers will be kept at the JI facility instead of Kelly USA (7 mile distance)

- Upon notification of a pending shipment all needed supplies will be transported from the facility to the build-up locations (less than 1 mile distance)

- Once pallets are built and loaded on trucks, they will be moved to JI facility pending joint inspection of STAMPISTRAPP packages with Munitions and ATOC personnel

- All documents and munitions will be checked for discrepancies

- A dedicated JI facility with covered storage and admin facilities will allow all errors to be corrected on the spot, eliminate lost time due to lighting, and will be equipped with L.P.S

- Vehicles will then be driven to Kelly flight-line to be loaded on transport

STAMPISTRAPP EXPLOSIVE CONVOY OPERATIONS

PURPOSE

This paper provides Mr Art Beauchamp information on the explosive convoy operation required to move STAMP munitions from Medina Annex to the Lackland AFB Flightline.

BACKGROUND

- 65 1 MUNS stores munitions items in support of the Air Force War Mobilization Plan One, and is required to palletize standard munitions packages on 463L airlift pallets. The munitions storage area is located on Lackland Training Annex (Medina Annex), and munitions must be convoyed approximately 12 miles to the Lackland AFB Flightline over Texas highways.

DISCUSSION

37 TRW provides convoy support as written in the LAFB Installation Deployment Plan. - Six munitions vehicle augmentee drivers - Security Forces escorts for the entire convoy

The San Antonio Police Department also provides an escort from Gate 20 on Hwy 90 to the Growden Gate on Lackland AFB.

The 37 TRW also monitors the convoy from the Deployment Control Center (DCC), the 65 1 MUNS provides a liaison in the DCC.

All munitions vehicles are equipped with radio communication equipment, and high explosive or sensitive munitions are covered with tarps.

The 37 TRW Weapons Safety Office has approved the convoy route, and a safety representative accompanies all convoys.

All munitions storage areas routinely receive and out-ship munitions via commercial carrier over civilian highways.
