T1.1 BID NOTICE

CHRIS HANI DISTRICT MUNICIPALITY TENDER NOTICE

PROJECT NAME: CLUSTER 4 WATER SUPPLY SCHEME: NCORA ZONE-A WATER SUPPLY: VILLAGE RETICULATION TENDER NUMBER:30/2015/MD(TN) Tenders are invited for the supply of all, labour, materials and equipment for the construction of civil and structural works associated with water reticulation and appurtenant works in the Ncora Zone-A Villages (INtsika Yethu Local Municipality) which is accessible from the district road DR 08038, which branches off the main road R 61 between Cofimvaba and Ngcobo. The communities are typical rural with little infrastructure. The works consists of the construction of approximately 33.244 km of pipelines ranging from 50 mm ø PE100 to 160 mm ø Upvc , three (3) reinforced concrete reservoirs of capacity 50 m3, 100 m3, 150 m3, 70 standpipes in the Ncora area . Tenderers must be registered with the CIDB in a CE class of construction works grade 6CE/5CEPE or higher. One copy of the tender document and drawings may be obtained from the offices of Chris Hani District Municipality, Finance Department, 44 Cathcart Road, Queenstown from 03 August 2015 at 10H00. A non-refundable deposit of R 500.00 (either cash or bank guaranteed cheque in favour of Chris Hani District Municipality) is required per document. A compulsory briefing and site inspection will be held on 12 August 2015 at 11H00 at Ntsika Yethu Local Municipal offices where the Engineers and the Supply Chain Management Unit shall take the prospective tenderers to the site of the works. Tenders in sealed envelopes endorsed “TENDER NO: 30/2015/MD(TN) CLUSTER 4 WATER SUPPLY SCHEME: NCORA ZONE-A WATER SUPPLY: VILLAGE RETICULATION must be placed in the tender box at the Chris Hani District Municipality offices, 15 Bells Road, Queenstown not later than 12h00 on 11 September 2015, when tenders will be opened in public. Late, incomplete, electronic, telegraphic, telexed, faxed tenders will not be considered. Tenderers must take note of the following:

Tenderers will have to score a minimum of 30 out of 50 points for functionality; in order to qualify to be assessed for price and preference.

Tenders must attached completion certificates of the projects they have completed in order to be assessed for functionality.

A certified copy of the BBBEE certificate must be attached to the tender for BBBEE points to be allocated. In the case of a Joint Venture, or Consortium, a consolidated BBBEE certificate for the parties involved should be attached in order to be considered

A minimum qualification of Labour Intensive Construction (LIC NQF5) of the supervisor shall be required otherwise the bid will be non-responsive.

An approved formal performance guarantee will be required from the awarded tenderer. A letter of intent to provide this guarantee, from an approved company/state entity has to be submitted with the bid for it to be responsive.

An original Tax Clearance Certificate from the South African Revenue Services is to be submitted with the completed tender.

Proof of good standing with the workmen’s compensation must be submitted with the tender for it to be responsive.

An original bank stamped Financial Bank Rating Code, not older than two months.( A minimum rating of C will be required for the bid to be responsive)

A Company profile of the bidder, with full curriculum vitae of the proposed project team must be submitted stating whether each of the members will be full time or part time on the project, and their roles for the tender to be responsive.

Certified ID copies of owners or directors of the company to be included in the bid.

The Chris Hani District Municipality Supply Chain Management Policy will apply.

Penalties will be applied both in respect of late completion of the works and failure to meet the required targets.

Failure to complete all tender forms, data sheets and submit all supplementary information will lead to the tender being considered non-responsive.

All tenders are valid for 90 days after the tender closing date and the Employer is bound to furnish any reasons for the acceptance or rejection of a tender.

Tenders which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted.

All contractors must be registered with CIDB and the CRS Number must be submitted with the tender.

Chris Hani District Municipality does not bind itself to accept the lowest tenders or any tender and reserves the right to accept the whole or part of the tender.

NO BIDS WILL BE CONSIDERED FROM PERSON IN THE SERVICE OF THE STATE.
