The affiant of this affidavit is Frances Laquatra, a law enforcement officJ of the Commonwealth of Pennsylvania within the meaningof Section 5702 of the Pennsylvania Crimes Code and, as such, I am efpowered to make arrests for criminal offenses enumeratedtherein. I am currently employed as a Detective with the Allegheny Courty District Attorney's office and have bee'n employed inthis capacity for the past fourteen years. My current duties involve the imvestigation of all facets of criminal activity, including theinvestigation and prosecution of white collar crime.

The information contained in this affidavit is based on: evidence and/or irformation obtained from participants and eyewitnesses tothe alleged criminal acts as described herein; evidence and/or informati~n personally obtained or observed durind the course of theinvestigation; evidence and/or information obtained and/or observed by pther Detectives (including Allegheny CoJnty Detective'sPerann Tansmore, Patricia Parker, Kevin Flanigan, Tim Cross, Alan Bal\o, Rick Byers, Jackelyn Weibel and Lyle Graber) directlyinvolved in this investigation; the conclusion of the 2010 Allegheny Cou ty Investigating Grand Jury investigation resulting in theissuance of Grand Jury Presentment (C-2); the criminal trial which led t9 the conviction of Senator Jane Clare Orie in March 2012and the conclusion of the 2010 Allegheny County Investigating Grand JLlry investigation resulting in the issuance of Grand JuryPresentment (C). During the course of the investigation, your affiant has personally intervi wed or otherwise been present during the interview ofwitnesses; of those interviews not personally interviewed, your affiant h4s reviewed the investigative reports prepared by otherDetectives of such interviews. Your affiant has reviewed all available evidence received during this investigation ~nd read all grandjury testimony provided under oath by witnesses. Your affiant has read prand Jury Presentment (C-2) in its entirJty, and aversthat the contents contained therein comport to your affiant's aforementio ed knowledge and understanding of this investigation as aresult of both your affiant's and other officers' investigative activities that have been told to me. There exists a presumption ofregularity which surrounds the Grand Jury proceedings and as such you affiant avers that the source of this information, the GrandJury Presentment, is presumed reliable. Your affiant has attached a c09Y of said Presentment (C-2)which is made part of thisaffidavit of probable cause by this reference thereto and offers the infornnation contained therein as probable cause for the issuanceof process, namely, a criminal complaint for the herein named actor.
