• This phase is relevant when a topic is new with little or no definition for the District. The primary purpose is to perform research on the topic to understand what is available and possible
• This phase is relevant when a problem to be solved is understood and a high-level design needs to be created.
• Design components may include researching best practices, documenting requirements, designing processes, technical features and/or change management considerations
