CHAPTER-I

Prior to 1984 the Subject “SPORTS” was part of the erstwhile

Department of Tourism, Sports and Culture, having a combined Directorate of

Culture and Sports. In May’1984 an independent Directorate of Sports was

created vide Resolution No – 4517 Dt. 7-5-1984.

In 1991, a separate ‘Tourism’ Department was created. The

subject “Youth Services”, earlier being dealt in the Education Department, was

transferred to Sports & Culture Department and the Department was renamed

as ‘Sports, Culture and Youth Services’ Department.

In 1995 a department in the name of Department of Sports and

Youth Services was created with Directorate of Sports & Youth Services

working under it. (GA Department Notification No – 29049/Gen, dtd. 30-12-

1995). A separate ‘Culture’ Department was also created.

The Directorate of Sports & Youth Services was integrated with the

Department of Sports & Youth Services w.e.f 1st April 2012 vide Resolution

No – 4970/Gen, Dtd. 27-2-2012 of Government in GA Department. Since then

the integrated Sports & YS Department is functioning in Plot No - C-1,

Nayapalli, Bhubaneswar – 751012, i.e. in the premises of the erstwhile

Directorate of Sports & Youth Services.

INTRODUCTION


CHAPTER-II

The Department of Sports and Youth Services is headed by Hon’ble Minister, Sports and Youth Services,

Odisha. The main objective of the Deptt. is to promote various Sports and sports persons in the state. For the

purpose, it is constantly endeavoring to institutionalize various sports activities. Opening and running of Sports

Hostels, development of Sports infrastructure, conduct of grass root level / state level / national and international

level Sports events and incentives to eminent sports personalities etc. are some of the major activities of the

Deptt. There are a no. of eminent Sports personalities in the state now because of the Department’s constant

endeavor in the past years. All these activities and institutions require a smooth administration by a state level as

well as Field level administrative units.

STATE LEVEL ADMINISTRATIVE UNIT:

At the state level, after merger of the erstwhile Directorate with the Department, the same is now

functioning at C-1, Nayapalli, Bhubaneswar. Commissioner-cum-Secretary, Sports & Youth Services Deptt.,

Odisha is the administrative head. The Deptt. has a Director-cum-Addl. Secretary. The other Sub ordinate officers

include a Dy. Secretary, a Financial Advisor, Three Under Secretaries and required no. of other officials & staff as

per Deptt.’s Notification No.64 / Dated-31-12-2014.

DISTRICT SPORTS OFFICES :

For implementation of different schemes of the Department for promotion of Sports and Games

as well as youth welfare activities at the grass-root level starting from village to district, District Sports

ADMINISTRATIVE SET UP


Offices have been established in each district of the State under direct control of Collector & DM of

respective districts. One District Sports Officer has been posted in each District.

SPORTS HOSTELS :

15 Sports Hostels are run by the State Government in 14 districts of the State covering disciplines of

Athletics, Archery, Basketball, Football, Gymnastics, Hockey, Kabaddi, Swimming, Volleyball, Wrestling &

Weightlifting. A district-wise Table showing sports hostels and their strengths is given at Annexure-I.

The total sanctioned strength of sports hostels is 1010 (Boys-769 & Girls-241).

Facilities provided : Stipend @ Rs.125/- per head per day for inmates below 18 years and

Rs.150/- per head per day for inmates above 18 years, sports uniform, sports equipment, kit, bedding

material, medicine, admission fee in Educational Institution, Toiletry expense @ Rs.150 per month for each

girl inmate, to & fro journey expenses to attend competitions wherever necessary, etc.

Selection Process : For admission of talents into sports hostels, selection of talents are made

through a series of scouting process starting from Block Level to State Level by a group of Coaches.

Talent Scouting is made through batteries of physical tests which test the physical structure & fitness of

the candidate. Other than Annual Talent Scouting Programme, talented boys and girls are also given

admission to Sports Hostels through Lateral Entry Scheme throughout the year.

PHYSICAL EDUCATION COLLEGE (S)

Two Government Colleges of Physical Education i.e one at Bhubaneswar and the other at Kulundi,

Sambalpur are functioning under the Administrative control of Sports & Y.S Department. Apart from this, two

private Physical Education Colleges are functioning at Tigiria and Baliapal. Sports & YS Department is the

Prescribed Authority in respect of these two private colleges. The courses offered in these four Colleges are here

ODISHA COUNCIL OF SPORTS

A grantee autonomous organization functioning since 1957 & duly registered under Society

Registration Act in 1970-71 headed by the Hon’ble Minister, Sports & YS of Odisha as its Chairman,

Commissioner-cum-Secretary, Sports & YS Department as Vice-Chairman and Director, Sports as ex-

officio Secretary. The Council has 21 Members. The Under Secretary-cum-ADYS to Government, Sports

& YS Department is functioning as Special Officer of Odisha Council of Sports. The Council has engaged

29 trained Coaches who are imparting Coaching in various disciplines in 30 Districts of Odisha and also

functioning as In-charge District Sports Officer in some of the districts.


STATE YOUTH WELFARE BOARD

A grantee autonomous organization, functioning since 1957 & duly registered under Society

Registration Act in 1976, headed by Hon’ble Chief Minister, Odisha as Chairman of the Board. Hon’ble

Minister, Sports & YS as Working Chairman and the Commissioner-cum-Secretary as Vice-Chairman,

Director, Sports & Youth Services as ex-officio Secretary and Under Secretary to Government, Sports &

YS Department as Jt. Secretary of the Board. The Board has 32 members.

The State Youth Welfare Board conducts routine events like conferment of STATE YOUTH

AWARDS, BIJU PATNAIK BRAVERY AWARD, AWARDS FOR SOCIAL SERVICE, AWARDS FOR

OUTSTANDING PERFORMANCE IN SPORTS & GAMES etc., Apart from above, regular State &

National level Adventure programs like Rafting, Coastal Trekking, Jungle Trekking, Para Sailing, etc. are

undertaken by the Board regularly. Financial assistance is extended to Youth Clubs and Educational

Institutions for organization of Youth related programs and Youth Exchange as well as Excursion to

different places of the Country. Currently the entire youth welfare activities of the State Government are

being carried out by the SYWB with the funding of Sports & Youth Services Department.

TECHNICAL SUPPORT UNIT

A Technical Support Unit (TSU) in partnership with UNFPA for implementation of policy direction

of Odisha State Youth Policy 2013 has been functioning since with 50:50 financial support by UNFPA

and State Government. The Unit is comprised of Team Leader, Monitoring and Evaluation Specialist,

Education and Life Skill Specialist, Accounts and HR Officer, PO-Documentation Specialist, Youth

Development Specialist.


CHAPTER-III

KHELO INDIA : NATIONAL PROGRAMME FOR DEVELOPMENT OF SPORTS

To achieve better fitness and effective implementation, Rajiv Gandhi Khel Abhiyan (RGKA), Urban Sports

Infrastructure Scheme (USIS) and National Sports Talent Search Scheme (NSTSS) have been dovetailed into a

single Central Sector Scheme named as “Khelo-India National Programme for Development of Sports” vide

Ministry’s OM/Notification number 37-5/MYAS/RGKA/2015 dated 22nd April, 2016 as amended on 26th May,

2016 & will be implemented from the financial year 2016-17.

Basic component of the Scheme are as follows:- A. Competitions B. Talent Identification C. Sports Infrastructure

OPERATIONAL GUIDELINES FOR DEVELOPMENT OF SPORTS

The erstwhile Urban Sports Infrastructure Scheme (USIS) has been merged under “ Khelo India- Sports

Infrastructure” as a Central Sector Scheme. The various projects which can be sanctioned under “Sports

Infrastructure” and the maximum admissible grant are as follows:-

Construction of Stadia Complex will be decided by this Ministry after taking into account the various

facilities available in a State. No proposal in this regard shall be sent by any eligible entity. The Stadia Complex

may include the following:-

(i). Construction of Multi-purpose Indoor Halls for Indoor games

(ii). Indoor Stadium including Swimming Pool Complex in the Stadium

(iii). Outdoor Stadium with spectator galleries and elite facilities

(iv). Courts for sports like Tennis, Squash, Basket Ball, Volley Ball etc.

(v). Provision of FIFA standard Natural Turf in Football Grounds

(vi). Sports academies and training centres including hostels for sportspersons

The cost of the project over and above the maximum admissible grant mentioned above shall be borne by

the grantee. Sports infrastructure facilities will be provided at mofussil / sub-district areas at a lesser scale with

cost of about Rs.3.00 crore per project. The following entities shall be eligible to receive assistance for creation of

sports infrastructure under this scheme:-

(a) State Governments/State Sports Council/State Sports Authority;

(b) Local Civic Bodies;

(c) School, Colleges and Universities under Central/State Governments; and

(d) Sports Control Boards.

CHAPTER-IV

State Level & District Level Sports Infrastructure

Kalinga Stadium Sports Complex and Jawaharlal Nehru Indoor Stadium, Cuttack are two

premiere State Level Sporting Infrastructure managed by Department of Sports & Youth Services.

Kalinga Stadium Sports Complex spread over an area of around 50 Ac. has a main stadium with

synthetic athletic track having a seating capacity of 15,000 persons. JN Indoor Stadium at Cuttack is

centrally Air-Conditioned with a seating capacity of 5000 persons. The Indoor Stadium has facility for

organization of Basketball, Volleyball, Gymnastics, Table-Tennis, Badminton etc. Rs. 22.86 crores was

sanctioned in 2016-17 for Kalinga Stadium , J.N.I.S. and Dist. Level sports infrastructure out of the state

plan Annexure-II.

Scheme of Block Level Mini Stadium

The Scheme of Mini-Stadium introduced in 2013-14 was modified with new guidelines for

execution as well as funding pattern in September’2014. Under the Scheme, the Department of Sports &

YS contributes Rs. 20 lakhs for each project. Remaining amount of Rs. 5 lakhs are supported from LAD

funds of Hon’ble MPs/MLAs proposing the project. The priority of items of work to be taken up within the

budget of Rs. 25 lakhs are as under:

a. Playfield development including grass turfing with boundary wall and gate.

b. Watering facility.

c. Provision of drainage and soil erosion check measures.

In September’2015, the Scheme was extended to Urban Areas. Maximum number of playfields to

be taken up each year, subject to availability of funds will be :-

i. All Municipal Corporation(s) (5 nos.) 4 each - total 20

ii. Municipalities/NACs (only one field in each Municipality/NAC) - total 40

All 314 blocks and 78 (urban) projects in 2016-17 were sanctioned with Rs. 77.40 crores under

this project till date. All remaining ULBs will be covered in 2017-18. Additional facilities of Mini Indoor

SPORTS INFRASTRUCTURE


Hall, Toilets, Open Gym with Rs. 15 lakhs planed for 150 Mini Stadium projects in 2017-18. The details

are at Annexure-III.

BIJU PATNAIK SWIMMING POOL COMPLEX

An international standard Swimming Pool complex has been commissioned by the Sports & YS

Department in Kalinga Stadium Sports Complex since 2006 having following facilities.

Gymnasium (2) - (Separate for Ladies & Gents)

A Management Committee has been constituted & registered under Societies Registration Act

1860 for regular smooth management and maintenance of the Swimming Pool Complex with Hon’ble

Minister, Sports & YS as its Chairman. Different tariff rates have been fixed for monthly and annual

membership for Swimming practice as well as use of multi-gym by the intending users.

Construction of Swimming Pool Complex at District Headquarters

Except for Bolangir, none of the District Headquarters has Swimming Pool Complex. It has been

decided for construction of Swimming Pool Complex at District Headquarters. Approval has been

accorded for construction of Swimming Pool at district headquarters of Boudh, Mayurbhanj, Sambalpur,

Jajpur, Ganjam, Subarnapur, Angul in the first phase.

Urban Sports Infrastructure Schemes

Relaying of Synthetic Athletic Track at Kalinga Stadium has been approved under USIS Scheme

of Govt. of India. An amount of Rs. 5.5 Crores has been sanctioned. , out of that, Rs. 2.50 Crore has

been released as 1st installment for 2015-16. IDCO will be executing the project.

Construction of Speed Climbing Facility


In order to promote adventure sports in general and speed climbing in particular which is going to

be a discipline from 2020 Olympics, a Sports Climbing Unit at Kalinga Stadium Sports Complex with

facility of Speed Wall, Lead Wall and Bouldering as per International Federation of Sports Climbing

(IFSC) norm is underway. The executants have been selected through a bidding process with a cost of

Rs. 3.76 Crores. The project is expected to be completed by end of 2017.

District Level Sports Infrastructure :

There are a no. of sports infrastructure available at the district level to facilitate various types of

Sports. Apart from Sports Hostels, there are Stadiums, Dist. Sports Complexes, Gymnasium Indoor

Halls, Swimming Pools, Indoor Halls for Badminton & Tennis etc. Deptt. of Sports & Youth Services

constantly endeavored to support for physical and financial growth of these infrastructure.

To constantly encourage sportspersons in pursuing their sporting career a no. of welfare schemes are in

operation which help in retaining sportspersons in the mainstream. Apart from recognition to sports persons &

cash awards, other encouragements such as financial support for international participation, coaching courses

and after retirement supports are also ensured by the Deptt.. The followings are some of these supports.

Biju Patnaik Sports Award

The state’s highest sports award, entitled as Biju Patnaik Sports Award are given every year on 29th

August in five different categories. The quantum of Cash Award is as mentioned below.

SPORTS PERSONS’ WELFARE


CASH AWARD FOR OUTSTANDING SPORTS PERFORMANCE

Meritorious sportspersons are conferred with Cash Award considering their level of

performance/achievements at National and International level. A committee headed by Secretary, Sports

& YS Department select & recommend the quantum of Cash Award to be given to the Outstanding sports

persons of the State as per resolution No. 17874/SYS/Dtd.20.11.2014. During 2016-17, 206

sportspersons have been awarded with cash award amounting Rs.78,11,500/- .

PENSION TO INDIGENT SPORTSPERSONS

To provide financial support to the sportspersons, who are living in indigent condition, Government in

Sports & Youth Services Department is providing Pension as per scheme notified vide no.8893-SYS-SPW-SP-

0003/2015 Dtd:19-10-2015 under which presently 169 sportspersons are availing monthly pension @Rs.2000

ALLOTMENT OF RESIDENTIAL PLOT TO OUTSTANDING SPORTSPERSONS OF THE STATE

A Policy decision has been taken in General Administration Department of Govt. of Odisha to

allot residential plot to outstanding sports persons of the State for their creditable performance in the field

of Sports & Games at International level. Notable beneficiaries are Padmashree Dilip Tirkey,

Padmashree Ignace Tirkey, Olympian Lajrus Barla, former Captain Indian Women Football team Ms.

Sradhanjali Samantaray, former Indian Hockey Captain Prabodh Tirkey, Olympian Athlete Anuradha

Biswal, Commonwealth Gold Medalist Weight Lifter K. Ravi Kumar, etc.

SPORTSPERSONS IDENTITY CARD

Sportsperson’s Identity Cards are issued in favour of outstanding sportspersons of the State in

recognition of their participation in Sr. National Championship organized by recognized National

Federation/Association in order to avail benefit of 1% job reservation in Government, Public/Private

Sector Undertakings. Till date 1038 Sportsman Identity Cards have been issued to the sportspersons

those have participated in the Sr. National sports competition/championship representing the state of

Odisha.

WEIGHTAGE TO SPORTSPERSON

Sports & Youth Services Department issue Weight Certificate to Sportspersons reading in

Schools & Colleges in recognition of their participation in Sports Competitions/Championships organized

by recognized Sports Federations/Associations for availing weightage for admission into educational

institutions for pursuing studies.

FINANCIAL ASSISTANCE TO SPORT SPERSONS TO PURSUE SPORTS COACHING COURSES

Under this scheme financial assistance are given to sportspersons of the state for undergoing

short term & long term Coaching Courses conducted by SAI NS NIS, Patiala (6 Week Certificate

course/NIS Diploma course etc.) as a part of skill development programme. This has been implemented

from the year 2014-15. During the year 2016-17, 35 no. of sportspersons have been sanctioned

Rs.4,34,788/-


FINANCIAL ASSISTANCE TO SPORTSPERSONS FOR INTERNATIONAL PARTICIPATION

Financial assistance is provided to sportspersons seeking financial help for their participation in

International Competitions & these are considered at Government level for grant of assistance. During

the year 2016-17, a sum of Rs. 3,50,000/- has been provided as Financial Assistance for

National/International participation in respect of 05 sportspersons.

State Govt. Financial Grant to Sports Association is divided into two categories,

i. General Grant (Annual Basis)

ii. Special Grant (Case to case basis)

During 2016-17, an amount of Rs. 21,25,000/- was provided to 24 nos. of State Level Sports

Association and Rs. 11.00 lakhs in favour of 12 nos. District Athletic Association (As on 11/16).


BIJU PATNAIK MINI-MARATHON

Sports & Youth Services Department organizes Biju Patnaik Mini-Marathon in the State Capital

Bhubaneswar on 5th of March every year involving all age, all categories of people numbering about 3000

and Cash Prizes are awarded to the position holders.

OBSERVANCE OF NATIONAL SPORTS DAY

In commemoration of Birth Anniversary of Legendary Hockey wizard Late Dhyan Chand, Sports

and Youth Services Department, Government of Odisha observe National Sports Day in the State

Capital, Bhubaneswar and in all District Headquarters every year by organizing different sports activities

and Seminar/Workshop. Biju Pattnaik Sports Awards, Biju Pattnaik Beavery Award and State Award for

Social Service are conferred on the awardees on this day by Hon’ble Chief Minister, Od isha in a State

Level function.

ODISHA SPORTS DEVELOPMENT FUND (OSDF)

OSDF has been created in the Department for which funds from different sources are being

received and deposited in a separate Account opened by this Department for Development of Sports &

Games in the state and being utilized as per guidelines. It is being utilized for promotion of Sports in the

state where there is no specific budgetary support is available.


CHAPTER-VI

INTEGRATED YOUTH DEVELOPMENT PROGRAMME

As part of the Youth Policy, one of the flagship

programme taken up by the Department of Sports and Youth

Services is the ‘Active Citizenship Programme’ under the

Integrated Youth Development Programme (IYDP). Active Citizenship Programme was launched by the

Government on 2nd October 2014 with the aim to nurture the spirit of active citizenship and inculcate responsible

behaviour among youth. The programme has been designed in an innovative way by compiling short audio visual

films into a film show titled ‘Active Citizenship- Har Jagah Har Pal’ meant for the youth. The film show covers five

important themes relating to the youth namely

Patriotism,

Civic Sense,

Respect to women,

Empathy for the disabled and

Drug/Substance Abuse.

With the support from UNFPA, Department of Sports and Youth Services has developed modules on active

citizenship and life skills for the youth of the State. Till date, three volumes of Active Citizenship audio visual films

(ACP-I, ACP -II and ACP-III) have been developed.

The Active Citizenship Programme is rolled out in all the educational institutes of the State and since its

launch in 2014, the programme has been conducted in a phased manner in around 3000 educational institutes of

the State reaching out to 5 lakh youth. The Active Citizenship Programme that was piloted in 100 colleges in 2014

has evolved into an interesting forum at colleges and universities across the State.

During 2014-15, the programme was conducted in 977 educational institutes with budgetary expenditure

of Rs 1.09 crores.

During FY 2015-16, the programme was conducted in 2236 educational institutes with budgetary

expenditure of Rs 2.80 crores approximately. (During July-September 2015, 1236 colleges were covered

and during January- March 2016, active citizenship was conducted in 1000 colleges).

During FY 2016-17, Active Citizenship Programme was conducted in 1223 colleges under the Integrated

Youth Development Programme. The first phase of active citizenship programme was conducted during August -

October 2016, where in 660 colleges from 30 districts were covered. The training schedule and colleges covered

under 9 respective zones is given vide Annexure-IV.

The Second phase orientation was conducted during January-February 2017 which covered 600 colleges

from across 30 districts. The trainings were conducted in 12 zones covering 600 colleges. Training schedule and

colleges covered in the second phase is provided vide Annexure-V.

Funds amounting Rs 1,34,53,000 /- (@ Rs 11,000/- per college covering 200 students) has been released to

1223 colleges based on the documents submitted by the colleges. The district wise details of educational

institutes covered and funds transferred has been provided vide Annexure-VI.

Active Citizenship Programme was conducted in 1223 colleges covering more than 2 lakh students during FY

2016-17 wherein the Vol-II and Vol III ACP were screened. Monitoring visits were made to 10% of the colleges by

the TSU members and the Advisors during the programme. On-line reporting mechanism has also been

developed for effective tracking of the active citizenship programme. The active citizenship programme held in

different educational institutes is being tracked and monitored through the online monitoring mechanism by

compiling feedback/opinions shared by institutions over www.dsysodisha.gov.in. The colleges submit the

utilization certificates online through the established online platform. Specific web page and facebook on active

citizenship (www.ACP.OfficialOdisha) has also been created to stay connected with the youth and for wider

dissemination of information and exchange of ideas and opinions.

E-Newsletter

The publication of the second edition of the e-newsletter was completed

during the reporting period show- casing the outstanding transformation

stories that has been heralding among youth of the state. The young

harbingers of positive change and their remarkable contributions to

society were highlighted for larger circulation among all stakeholders of

the programme. The dynamic force behind the youth, the all-crucial

contribution of ACP nodal officers was also emphasized through the

Newsletter. The e-publication of the Newsletter was circulated and

shared to all institutions for the purpose of encouragement and

replication among others.

PROMOTION OF ADVENTURE ACTIVITIES

The Scheme provides for

Adventure programme for youth both inside and outside Odisha :

Adventure Camp at Manali/ Rishikesh & Dehradun, Adventure Camp inside the State, Parasailing

Programme, Expedition to Chilika Lake Mouth, Coastal Trekking, Hot-Air Balooning, Water Sports Programme

etc. are organized as a part of the programme . Programmes outside the State are organized in association with

All India Organizations such as National Adventure Foundation, National Adventure Club and other recognized

Institutes of Govt. of India and other State Govts. Adventure programme within the State are conducted in

association with NCC, INS Chilika, Indian Coast Guard, State Chapters of All India adventure Sports

organizations and other state level adventure sports bodies.

Other promotional activities include :

Financial assistance to youth for undergoing training courses in adventure activities

Cash Award for outstanding achievement in Adventure activities.

Financial assistance to organizations engaged in promotion of Adventure activities in Odisha for purchase

of adventure sports gears/equipments and/or creation of adventure sports infrastructure.

There is budget provision of Rs.1.80 Crore per annum

BIJU PATNAIK HIMALAYAN EXPEDITION

To commemorate Birth Centenary Celebration of Late Biju Patnaik, Biju Patnaik Himalayan Expedition

was introduced as an annual programme in collaboration with Tata Steel Adventure Foundation headed by


Ms. Bachendri Pal, the first women Everester of India. The expedition aims at instilling values of adventurism,

discipline, team spirit and leadership among youths. The participants were selected through open advertisement

process through a three-layer screening programme at Sandakphu, Darjeeling, Panchalingeswar, Balasore and

Uttarkashi. From amongst, 120 youths, finally 15 participants (9 Boys+ 6 Girls) were selected for scaling Mt.

Rudugaira (5819 M). The expedition team was flagged by Hon’ble Chief Minister on 15th September’ 2016. Out of

the 15 participants, 13 participants successfully scaled Mt. Rudugaira.

STATE LEVEL CYCLE RALLY ON OCCASION OF BIJU PATNAIK CENTENARY CELEBRATION To commemorate the Birth Centenary of the legendary statesman and ex- Chief Minister of Odisha, Late

were places identified with either the memory of the late Biju Patnaik or his contribution in development of the

areas as an architect of the modern Odisha. The 1st route cycle rally was held from 2nd Nov. to 4th Nov. 2016, from

Sambalpur to Rourkela. The 2nd route was from Angul to Paradeep from 5th Nov. to 8th Nov. 2016. A total of 50

male selective participants from NSS & NYKS were participated in both these routes.

The 3rd route was from 7th to 9th Nov. 2016 from Cuttack to Puri in which 50 NCC girl students were

participated in this. A huge number of welcome ceremonies were arranged for these cyclists by different schools,

colleges and voluntary organizations and the district administration across their ways. The department of Sports &

Youth Services has provided new By-Cycles, T shirts, track pants, caps and back bags to each of the participants.

AIR DISPLAY BY IAF TEAMS AS A PART OF CELEBRATION OF BIJU BIRTH CENTENARY : The Air Display was organized over Kathjodi River bed by Indian Air Force as a tribute to Late Biju

Patnaik, legendary statesman who himself was a brilliant pilot. His exploits as pilot is replete with instances that

earned him the sobriquet of ‘’dare-devil’’. Earlier, Union Minister of Defence was requested for the Air Display.

Inspection of the display area was done by IAF in August and September’ 2016. Ministry of Defense sought the

consent of State Govt. for conducting the event on 23rd Dec’2016. The consent was conveyed after obtaining

Govt. approval on 12th December’2016. Air Hqrs. conveyed the requirements and other logistic support of the

team on the afternoon of 16th Dec’2016. The teams started arriving from 18th Dec’ 2016 onwards.

The Air Display involved 07 Hawk Jet Trainer Aircrafts, 05 ALH Dhruv Helicopters and 01 Mi-17

Helicopter. Around 40 Officers and 120 Airmen participated in the operation. The massive operation included

three teams of IAF for the aerobatics namely, Surya Kiran, Sarang and Akash Ganga which performed over

Kathjodi River bed on 23rdDec’2016. The spectacle was witnessed by almost half a million people and many more

through local TV channels. The programme was attended by both Hon’ble Governer and Hon’ble Chief Minister

along with other dignitaries.

STATE & DISTRICT YOUTH FESTIVAL :

The Government of India in collaboration with one of the States and institutions like the Nehru Yuva

Kendra Sangathan (NYKS) and the National Service Scheme (NSS) organizes National Youth Festival every

year. The idea behind a Youth Festival is to organize a gathering of the youth for fostering the concept of National

Integration, spirit of communal harmony and brotherhood. The Sports & Youth Services Department following the

Government of India guidelines conducts State level, District level youth festivals in the same line as that of the

National Youth Festival to select District Contingent for the State Level Festivals and selection of State Contingent

for the National Level Festival. There is a budget provision of Rs.1.00 Crore per annum.

State Youth Festival-2016 was hosted by Puri district administration for selecting the state contingent to

participate in the National Youth Festival-2017 held from 12th to 16th January 2017 at Rohtak, Haryana. State won

BIJU PATNAIK BRAVERY AWARD

From 2014-15, the awards are given annually to any person of any age in or outside Odisha in

recognition of his/her spectacular act of bravery and gallantry deeds for the society in Odisha. The award

comprises of a cash award of Rs.1.00 lakh, one silver medal and a scroll. Both the awards are presented on state

level function on 29th August.

OBSERVANCE OF NATIONAL YOUTH DAY/WEEK

Birth Anniversary of Swami Vivekananda was observed as National Youth Day on 12th January,2017.

Mass Rally, Seminar on life & works of Swami Vivekananda were organized to mark the occasion.
