शासन णनियय - नवीन महाणवद्यालये (व्यावसाणयक व पारंपाणरक), णवद्याशाखा, अभ्यासक्रम / णवर्षय व वाढीव

तुकडयांना मंजूरी देण्यासाठी णद. 30.10.2010 च्या शासन णनिययाद्वारे णनकर्ष णवणहत करण्यात आलेले आहेत. त्या णनकर्षात शासन णनियय णद. 25.10.2011 अन्वये सुधारिा करण्यात आल्या आहेत. यात महाणवद्यालयासाठी जागेबाबत णवद्यापीठ अनुदान आयोगाने णवणहत केलेल्या णनकर्षांचा णवचार करण्यात आलेला आहे. 2. शैक्षणिक वर्षय 2014-15 पासून नवीन महाणवद्यालये (व्यावसाणयक व पारंपाणरक ), णवद्याशाखा, अभ्यासक्रम / णवर्षय व वाढीव तुकडयांना मंजूरी देण्यासाठी पणरणशष्ट्ट 'ब' मधील अनुक्रमांक 12 व 13 मध्ये नमुद केलेल्या सुधाणरत णनकर्षासंह अजय मागणवण्याची काययपध्दती व णनकर्षांबाबत खालीलप्रमािे शासनाने णनियय घेतला आहे.

1. महाराष्ट्र णवद्यापीठ अणधणनयम 1994 च्या कलम 82 (3) मधील तरतूदीनूसार सवय अकृणर्ष णवद्यापीठांनी बहृत आराखडयातील णठकािासह वृत्तपत्रात जाणहरात देवून अजय मागवावते. बहृत आराखडया बाहेरच्या णठकािासाठी व अभ्यासक्रमासाठी अजय स्स्वकारले जािार नाहीत असा स्पष्ट्ट उल्लेख जाणहरातीत करण्यात यावा व तसे स्स्वकारु नयेत.

2. सदर अजय णद. 30 ऑक्टोबर, 2010 च्या शासन णनिययातील पणरणशष्ट्ट “अ” मधील अजाच्या नमून्यातच मागवावते.

3. णवद्यापीठांनी महाणवद्यालयाकडून मान्यतेबाबतचे अजय मागणवतांना इलेक्रॉणनक पध्दतीने म्हिजचे व्ही.सी.डी. वर व नेहमीच्या पध्दतीने Hard Copy वर णवद्यापीठांकडे सादर करण्याबाबतच्या सूचना जाणहरातीत देण्यात याव्यात. त्यामध्ये संस््ांमध्ये असलेल्या सोयी सुणवधांच ेव कमयचारी/ णशक्षक यांच्या णवर्षयीच ेस्व्हणडओ णचत्रीकरि असाव.े

4. प्रस्ताव घेतांना ते फक्त DVB-TT-Surekh या फॉन्टमध्येच घेतले जावते व त्याच फॉन्ट मध्ये शासनास सादर करावते.

5. याणचका क्र. 6307/2012 मध्ये मा. मुंबई उच्च न्यायालयाच्या औरंगाबाद खंडपीठाने णद. 8.8.2012 रोजी पढुीलप्रमािे आदेश णदलेले आहेत - “Learned AGP and counsel for the University to take instructions in respect of the norms, guidelines framed by the competent authorities, if any in respect of minimum requirement of infrastructural facilities to start colleges, till the management fulfills the criteria laid down in respect of the infrastructural requirement within the stipulated period of five years, as per the State policy.” मा. न्यायालयाने णदलेल्या सदर आदेशाच्या अनुर्षंगाने नवीन व्यावसायीक व पारंपाणरक महाणवद्यालय, णवद्याशाखा, अभ्यासक्रम / णवर्षय व वाढीव तुकडयांचे प्रस्ताव मागणवतांना व णशफारस करतांना शासनाच्या णद. 30.10.2010 च्या शासन णनिययामधील पणरणशष्ट्ट 'ब' व 'क' मध्ये सुधारिा करुन एकच पणरणशष्ट्ट “ब” णवणहत करण्यात आले असून यासोबत जोडलेल्या पणरणशष्ट्ट “ब”, “क” व “ड” ची पतूयता करिाऱ्या प्रस्तावांचीच णशफारस णवद्यापीठांनी करावी.

6. णवद्यापीठांनी अजय स्स्वकारतांना व णशफारस करतांना णद. 30 ऑक्टोबर, 2010 च्या शासन णनिययामधील तरतूदीनूसार काययवाही करावी व या शासन णनिययासोबत जोडलेल्या पणरणशष्ट्ट “ ब”, “क” व “ड” मधील णनकर्षांची पतूयता होत असल्याची खातरजमा करुन त्या पषु्ट्टय य् कागदपत्रे अजासोबत क्रमवार पध्दतीने जोडण्यात यावीत.

7. बायोटेक्नॉलॉजीच्या नवीन अभ्यासक्रम / णवर्षयांना मान्यता देण्याच े प्रस्ताव वरील नमुद णद. 30.10.2010 च्या शासन णनिययाप्रमािे तसचे डॉ. कोळसकर यानंी अशा प्रस्तावांच्या छाननीसाठी ज े णनकर्ष ठरणवले होते त्या णनकर्षांप्रमािे छाननी करुन केवळ पात्र प्रस्ताव णशफारशीत कराव.े सदर णनकर्षांचा तक्ता “क” आणि “ड” ये्े सोबत जोडण्यात येत आहे.

8. या शासन णनिययाद्वारे शासन णनियय णद. 25.10.2011 णनरसीत करण्यात येत आहे. सदर शासन णनियय महाराष्ट्र शासनाच्या www.maharashtra.gov.in या संकेतस््ळावर
