Recent trends in OCLC WorldCat agreements within the Nordic countries I know for example that Sweden does not yet have a contract in place and neither do we OCLC has a contract with Harvard which as I understand it entitles them to publish WorldCat records as CC0 22 Co-operation with OCLC Tommy Schomacker asked about co-operation with OCLC

How can OCLCrsquos infrastructure be used in national services and in Nordic co-operation

A vision of the future of for example the connection between WorldCat national and Nordic solutions

Juha Hakala Leif Andresen and Tommy Schomacker had a talk with Sally McCallum from LC at the last ISO TC46

meeting which took place start of May this year in Berlin

Sally told

bull the leader of the project Deanna Marcum didnt manage to produce plan for project before she resigned bull LC has the neccessary funding for the project Most work will be done via the net bull LC will hire an extern project leader (later announced to be ZephiraEric Miller) bull Nothing is decided on organization but there will probably be an advisory board and some tecnical groups bull LC must have an announcement ready at ALA in June 2012 bull Need for both bibliographic and RDF expertize- theoretical as well as practical

Denmark is following the project close Denmark suggests Juha Ha kala as member of the advisory board- due to his

position in ISOTC46SC4 and DCMI

Library of Congress Announces Modeling Initiative The Library of Congress is pleased to announce that it has contracted with Zepheira to help accelerate the launch of

the Bibliographic Framework Initiative A major focus of the project is to translate the MARC 21lformat to a Linked

Data (LD) model while retaining as much as possible the robust and beneficial aspects of the historical format

Zepheira brings to the project extensive experience in LD technology for library applications

Eric Miller who was a leader in the Semantic Web Initiative in its early days for the World Wide Web Consortium

W3C) and who has also worked in the library and information science field leads the Zepheira team The company

under Mr Millers leadership has been active in the development of Semantic Web and Library standards as well as

open source tools to support LD technologies and library applications These activities represent knowledge and

experience that are instrumental for constructing a core data model and to support prototype services that will serve

as a basis for a new bibliographic framework and related services

The Library of Congress has asked Zepheira to provide a model (or models) that can serve as a strong starting point for

discussion and an analysis of related initiatives underway that will be useful to this effort LC expects that the

proposed model(s) will change and be further tuned based on valuable feedback from the community and a natural

progression of requirements as they are addressed The initial model(s) will serve as a basis for work focused on a

demonstration systemservice which will then in turn be used to further refine the model(s) The expectation is that

such iterative feedback loops will eventually ensure a flexible bibliographic framework a robust reference code a

supporting infrastructure for deployment and an effective migration plan to support the community in making a

transition from MARC to a new framework

The Library of Congress will now proceed to organize various scenarios to enable community participation that will be

broad and include international users and partners various types of information agencies and libraries and library

suppliers We will be posting information as it emerges from this initial work especially relating to projected

milestones at the Bibliographic Framework Transition Initiative website (wwwlocgovmarctransition)

The Library intends to offer its plan of action for discussion and community input at the American Library Association

Country Report Finland

The NDL web service to be based on open-source software

In 2011 a new software solution has been adopted in the National Digital Library (NDL) project the public interface will be based on the VuFind open-source software Although the National Library has overall responsibility for interface development in Finland the use of open-source code will support national and international collaboration in developing the service

Originally the public interface was supposed to be based on the off-the-shelf software of the Ex Libris Group selected through an invitation to tender on international level and subsequent negotiations However the software procurement contract between the National Library and Ex Libris was cancelled in January 2012 after piloting had revealed that the software did not meet the requirements set for the public interface

The partner organisations will launch the NDL web service gradually beginning in 2012

The National Digital Library is an inter-branch project of the Ministry of Education and Culture for content and service provision which aims to promote access to the digital information resources of archives libraries and museums and to develop the long-term preservation of digital cultural heritage objects The steering group of the NDL project led by the Ministry of Education and Culture supports the National Librarys proposal for adopting open-source software

The Advisory Committee on Information Management in Public Administration has issued a recommendation (JHS-169) on the use of open-source software in public administration and the National Library has experience in using such software in its core operations

Linda- from the Finnish Union Catalogue to the National Metadata Repository

The National Metadata Repository is a joint database for all library sectors in Finland It will be based on LINDA the Union Catalogue of Finnish University Libraries which is maintained by the National Library The expansion to cover also public libraries and universities of applied sciences and their libraries will increase the number of records and diversify the content The National Metadata Repository for Finnish libraries is not just a technical project but it will substantially change the cataloguing processes in libraries

Currently LINDA contains 56 million records The development of LINDA dates all the way back to the 1970s Online searching in LINDA was enabled in 1993-1994 The project to expand LINDA towards MELINDA started in 2009 The work will need a lot of planning together compromises ideas inspiration and motivation Years 2012-2013 are reserved for piloting In the year 2015 The National Metadata Repository should be in full function

Public libraries joined the project in 2011 and the universities of applied sciences are currently joining in The project is funded by the Ministry of Education and Culture

As a centralised data pool The National Metadata Repository is the core of the Next Generation Library System (UKJ) which is also being advanced in Finland The metadata contained by it can be presented for users via various public interfaces

In Linda- Aleph there is a separate database for authority records and Finland is now developing a bilingual authority database Negotiations for joining VIAF are on the agenda and sharing name authorities with museums and archives has been discussed as well

Library systems

The design of a new library system is underway in academic public and special libraries The first projects for implementing the system will not be launched until 2014

Finnish libraries are currently using different integrated library systems Higher education libraries funded by the Ministry of Education and Culture use the same llS in three different installations on the same hardware Special and public libraries are using several different systems Many of these library systems are reaching the end of their life cycle During the spring and summer of 2011 all the Finnish library sectors together with the National Library of Finland formed a joint committee in order to assess the feasibility of a single library system entity possibly an open-source solution that would suit the needs of all the different types of libraries

New Finnish legislation passed in 2011 advocates moving towards interoperable information systems that are funded by the government To be in line with the legislation the committee decided to use enterprise architecture as the method of describing the functionalities of the new library system

Several working groups have been formed from all types of libraries to perform the actual work The first planning phase runs until the end of 2012

The project plan will specify the following

bull The necessary joint guidelines and culture (eg principles for lending and cataloguing)

bull Products and functions based on library systems bull The opportunities and needs of joint databases (bibliographic collections customer

and similar databases) bull The ratio of joint contributions to needs-based contributions bull Standards and interfaces bull A risk analysis bull A financing solution and a cost-benefit analysis bull An administrative model and legal issues bull A timetable (for the first implementation projects for the new system in 2014)

Sami bibliographies are currently being produced in several countries Russia Sweden Finland and Norway Each bibliography aims to record the literature published nationally The users of this material obviously need access to literature from the entire Sami area but cross-border access is complicated in the existing services To overcome this problem users have called for a joint NordicshyRussian Sami bibliography The Norwegian National Library believes this is the right time to move forward with the project

At the meeting of the Sami bibliographies in Rovaniemi in August 2011 the Norwegian National Library promised to contact the national libraries of Sweden and Finland and the Murmansk State Regional Universal and Scientific Library with regard to this project We envision a process where we first agree on how this service should be established and then move on to the practical implementation of this joint bibliography

In August the IFLA I WLIC conference takes place in Helsinki We assume that most of the potential contributors to a common Nordic Sami bibliography will be represented there We therefore propose that we hold a meeting to discuss further advances on this matter We also suggest that the meeting is held midway through the conference so that as many as possible have the opportunity to participate

We wish to establish a closer contact in relation to this area and would like feedback both on the idea in general and on the proposed meeting in Helsinki

Country Report from The Consortium of Icelandic Libraries Landskerfi b6kasafna hf or Consortium of Icelandic Libraries wwwlandskerfiis is a public limited-liability company The company is jointly owned by the municipalities and the state

The consortium operates the Aleph 500 SFX Classic and Primo software from Ex Libris

1 Gegnir- The National Library System of Iceland Gegnir wwwgegniris is a national library system for Iceland It serves as a union catalog as well as a library system for about 300 libraries Among the member institutions are the National and University Library of Iceland universities most public libraries and primary and secondary schools as well as research libraries

Gegnir is a brand for the Aleph software from Ex Libris The setup is one instance of Aleph500 version 20 The basic structure of the system is one bibliographic catalog and 12 administrative units into which the 275 libraries are grouped

The main project regarding Gegnir was upgrading Aleph to version 20 The upgrade process took 8 month and it was concluded last August The upgrade was performed in cooperation with Ex Libris and our hosting partner Nyherji The functional highlight in version 20 was a new cataloging aid for fixed control fields ie it is now possible to

select appropriate codes from a drop down list The gain was twofold it was a revolution for the catalogers working environment and it has improved the overall quality of cataloging and our bibliographic database in general Luckily the system performance was greatly improved since new servers were acquired for the system in conduction with the upgrade The upgrade also supported new functionality in Prima

Gegnir and SVUC Below is a table that shows the number of records retrieved from the SVUC Union Catalogs and the number of records in corresponding language The catalogs have been been made available one by one Libris and Linda were first made available in 2009 BIBSYS was next made available and finally Danbib in April 2011 Retrieving records from the SVUC union catalog has had a major impact on the catalogers working options In 2011 5210 records were retrieved from SVUC union catalogs in comparison to 1134 records 2009 At the same time the importance of retrieving records from OCLC has declined

2 Leitiris - A National Integrated Search Portal Consortium of Icelandic Libraries (Landskerfi b6kasafna hf) launched a new national search portal httpleitiri for Iceland on November l1 1

h 2011 The search portal provides access from a single location to the diverse collections of Icelandic libraries and the resources of chosen specialty libraries The system provides information on holdings and access to electronic content whether in the case of text or graphical content Data available through leitiris is constantly increasing In recent years digital databases held by libraries in Iceland and many others have grown rapidly Most of these databases offer

their own web access With leitiris users can now search these databases from one place Initially the portal is offering data from Gegnir (library catalog) Brekuris (electronic books) Elib (e-books) Hirsla (research archive) Hvaris (electronic journals and databases) Reykjavik Museum of Photographys Photoweb Skemman (research publications) and Tfmaritis (periodicals) Furthermore electronic journals and articles provided as national licenses for Iceland are searchable through leitiris Currently the focus is on integrating special electronic subscriptions provided by the universities into leitiris Future aim is to provide access not only to libraries but also museums and archives via leitiris

The software used for leitiris is Primo from Ex Libris Access to national licenses is provided via the Primo Central Index Service A recommender service for electronic licenses is provided via the bX reommender Service

3 New hosting contract

Consortium oflcelandic Libraries outsources the hosting ofGegnir and leitiris hardware as well as maintenance ofLinux OS and Oracle databases Early 2012 a hosting agreement with local vendor Nyherji signed in 2006 expired Following a tender a new service agreement was signed with local vendor Pekking in March 2012 The contract period is four years lf both parties agree it is possible to extend the contract for two more years

The method for moving the systems was to clone the hard drives of the existing servers onto the new servers Thus the only thing that changed in the setup at the new vendors site were the lP addresses ofthe servers everything else remained identical The move of Aleph and Primo staging and production systems to the new hosting company was completed successfully early April

The library system The new system

During the last year BIBSYS have focused on several relevant issues for the transition to the new system delivered by OCLC These issues can be grouped into three major categories

Back-office functionality (librarians) and front-office functionality (end-users patrons)

National extensions

Data migration

For the first category there have been established a workgroup (Store linjer) with key personnel from several BIBSYS-libraries and from BIBSYS The workgroup has been building up competence on standard functionality in the new system The aim is to use this competence for finding out how new functionality could affect workflows within the libraries and how the transition to the new system should be carried out in the libraries

This year two additional groups have also been established One group for taking a closer look at ILL functionality and the other group for competence building on the use of OCLCs discovery tool WorldCat Local

The national extensions are concerned with special functionality for the National Library as well as architectural issues regarding where to store master data such as person data and authority data These entities should be stored outside the new system with minor need for duplicates within the system We have implemented those extensions possible within the limitations of available services in the new system There is still a lot of work to be done

Data migration includes both conversion of bibliographic data from our own domestic marc format (BIBSYS-MARC) to MARC 21 and export of bibliographic data subject headings and local holdings to WorldCat We have already exported all bibliographic records in our own database to OCLCs test environment and are currently working with exporting holdings to the same environment We have found this work quite time consuming because we had to tidy up and improve the quality of our local data and because OCLCs routines for importing data are based on iterative batch loads

So far we have generally experienced a lot of challenges in the work with national adjustments and data migration Much of the challenges lie in the fact that our

bibliographic data are in a joint library catalogue whereas WorldCat currently is a union catalogue In our opinion to meet the new role as primary catalogue WorldCat needs fundamental changes in its architecture and new services that allow real-time update of local data

Services associated with the library system

The National Authority Register

The National Authority Register is developed in cooperation with the National Library We have now exported all authority data to VlAF for review VlAF is analyzing the data and we have received feedback and suggestions for improvements We have also improved the quality of the metadata from SRU (http Ism hi bsysnosearch anthority) and OAI so that the data are in better agreement with MARC21 and data exchange standards

SRU and OAI

BIBSYS has also updated our SRU- and OAr-services for bibliographic data We are now able to deliver records with holdings data where circulationloan status is included This is the embedded holdings format which will be useful for the National Library and other (non BIBSYS) libraries that need information about the availability of an item

The virtual market

Very little has happened until recently We are now cooperating with the NTNU library and developers from Basware (the purchase system used by the BIBSYS libraries) to achieve automatic update of records in the present library system when an order is sent to the vendor from the purchase system The plan is to have the relevant web services ready during July The virtual market has to be implemented in the present system until OCLC can deliver the necessary services in the new system (services for adding and updating records)

Other services BIBSYS Brage

BIBSYS Brage is our system for academic open access repositories It is based on DSpace but we have made modifications to satisfy both national requirements and local needs vi thin the consortium At present the consortium has 4 7 members All of them have their own institutional repository

BIBSYS ForskDok

Our service for research documentation BIBSYS ForskDok will soon be history The new national research documentation system CRIStin took over its tasks from the 1st of february 2011 BIBSYS ForskDok will be terminated as soon as the content in its project module has been exported to CRIStin According to current plans this will be achieved in june this year
