COMPLETE YEAR 10 IN THE USA This year there are double the usual number of Shire students participating in the Sutherland Shire Lakewood Sister City Exchange, with eight students taking advantage of this life-changing experience.

Over 300 students have visited Lakewood in Colorado USA since the program’s inception in 1978. This year’s students return to our shores in January and will be followed soon after by the Lakewood students visiting the Shire.

OUR NEW MAYOR AND DEPUTY MAYOR Sutherland Shire Council elected a new Mayor and Deputy Mayor for the next 12 months at a Special Meeting of Council held on 23 September.

Councillor Kent Johns was elected Mayor and Councillor Carmelo Pesce elected Deputy Mayor.

Councillor Johns said he was honoured to be elected to the position of Mayor for a second time by his fellow Councillors.

“I’m pleased that as Mayor of the Sutherland Shire I can again lead the Council, and with assistance from Deputy Mayor Cr Pesce and my fellow Councillors I will work with the community to improve the Shire,” the Mayor said. “I want to ensure that our enviable lifestyle is maintained and that small business is supported in our area.”

Councillor Johns was fi rst elected to Sutherland Shire Council in 2004. He is the General Manager of a manufacturing organisation within the Australian water industry.

Councillor Pesce was fi rst elected to Council in September 2012. He is passionate about the Shire and as a business owner in the Shire is keen to see improvements to businesses, environment and lifestyle in the area.

'SOUND AND STABLE' FINANCIAL POSITIONCouncil’s auditors have assessed council’s fi nancial position as ‘sound and stable’ into the future. The 2013/14 fi nancial reports showed that council is performing better than all benchmark standards in Local Government Industry Performance Indicators, with the exception of the Operating Performance Ratio, which is due to changes to the timing of annual grants from the Federal Government.

The reports also demonstrated that council’s expenditure is well within its operating revenue, and it has a low debt service ratio. More information on the 2013/14 fi nancial reports is available on council’s website: www.sutherlandshire.nsw.gov.au.

MAPPING TOOL RECOGNISED WITH STATE INDUSTRY AWARDA mapping tool designed by Sutherland Shire Council’s Land Information Unit has been awarded top honours at the NSW Surveying & Spatial Information Awards, winning the 'People & Community' category as well as the prestigious Sir Thomas Mitchell Award.

The mapping tool was created to assist in the exhibition of council’s Draft LEP, specifi cally to enable the community to view maps and materials in a streamlined online environment.

Gone is the need for anyone looking at the Draft LEP to have to scroll through hundreds of A3 maps, which is the standard that the NSW Department of Planning sets for exhibitions.

Shire Maps is Council’s publicly available mapping website providing current land, addressing, points of interest, planning, environmental and historical aerial photography information via a desktop and iOS application (for iPhone and iPads).

E-WASTE CLEAN-UP SUCCESSA big thank you to residents who took part in the free E-waste collection in October. More than 75 tonnes of E-waste was collected and will now be recycled rather than going to landfi ll. That’s 15 tonne more than was collected in March this year. Almost double the number of cars dropped off material, with 2200 cars moving through the collection point. In response to the growing need for a way to properly dispose of E-waste, council will hold two free E-waste collections each year. The next collection is scheduled for March 2015.

MOBILITY PARKING SCHEME (MPS) PERMITS – DISABLED PARKINGPeople using disabled parking spaces with revoked or stolen permits will be caught, as Council can access data to fi nd out if a permit has been lost or stolen or if the permit has been revoked and not returned to the issuer, Road and Maritime Services (RMS).

Know how to use and display these permits correctly to avoid penalty. For example, the MPS card must be displayed when the vehicle is used to transport the person to whom the permit was issued, not to run errands for an eligible person when that person is not in the vehicle.

SUSTAINABILITY GRANTS'Sutherland Shire Council, Toyota and Hino Australia Sustainability Grants' have provided $60,000 to local community organisations and groups to undertake new or innovative projects in 2014/15. The grants were expanded this year with a new local partner, Hino Motor Sales, coming on board to allow for a total of 12 grants of $5,000 each to be awarded for projects with a social, environmental, economic or cultural focus. Congratulations to recipients who will undertake a range of projects including: walking groups for people who are blind; providing hospitality training for young people at a community café; and a volunteer gardening program for frail, aged residents.

COMPLETED PROJECTSJoseph Banks Native Plants ReserveThe Stage 1 works to improve accessibility at the Joseph Banks Native Plants Reserve are fi nished. One of only a few specialised gardens in Sydney devoted entirely to Australian native plants, it now features pathways accessible by people of all abilities, an arrival gateway, gathering space and viewing platform, as well as a redesigned carpark with bike racks. Future works, subject to funding, will improve picnic areas, upgrade stormwater containment and treatment, and deliver an elevated boardwalk.

Bundeena Rural Fire StationWorks renewing facilities for the Bundeena Rural Bush Fire Brigade, including demolition of the pre-existing station and construction of a new 2-storey building, have been completed.

ROAD IMPROVEMENTSCaptain Cook DriveWorks are progressing at Captain Cook Drive, Woolooware, with the fi nal pavement layers and road surface being laid. Landscaping and fi nishing touches such as linemarking and signposting will be carried out throughout November and early December. It is planned for the road and cycleway to be opened in time for the Christmas school holidays.

Miranda Shopping Centre UpgradeCouncil has been carrying out improvement works on the Kingsway to improve pedestrian access and safety in conjunction with the upgrade of Westfi eld Miranda. Work includes beautifi cation of the median island and footpath and new pedestrian signals. Some of this work needs to be performed at night due to the traffi c volumes. The works are paid for by Westfi eld.

FROM TRASH TO TREASURETHE RIDGE SPORTS COMPLEX COMES OF AGEWho would believe on entering The Ridge Sports Complex that it was once a waste disposal site? This $100 million sporting facility at Barden Ridge was built by Council and is enjoyed by thousands of Shire residents and visitors each year. In fact, the six playing fi elds utilised for soccer, Oztag, rugby union, touch football and cricket, plus the 12 netball courts and synthetic athletics track are used by over 21,200 people each year.

OUTSTANDING GOLF FACILITYThe Ridge Golf Course, Sydney’s newest 18-hole golf course, has seen over 52,000 golf rounds played on the course in its fi rst 12 months. Open to the public seven days a week, the course is in top condition. It features couch fairways and bent grass greens, and is proving to be a challenge for golfers of all standards. The 52-bay golf driving range, (one of the fi rst facilities opened during the 10-year development) has dispensed more than 43 million golf balls since opening.

IN THE GREENThis innovative project involved a high level of collaboration between Council and Waste Services NSW. One of Council’s underlying objectives was to develop and maintain an environmentally-sustainable sporting complex. The project has seen a former waste disposal site treated, fi lled and compacted with 850,000 tonnes of clean fi ll, allowing landfi ll gas extraction for electrical power generation and gas odour control. Gas extraction will continue for at least another 20 years. The Ridge also has a state-of-the-art watering system, supplied by a 46 megalitre dam constructed on the course which will also service the surrounding sports fi elds, enhancing the playing surface condition for both winter and summer sports. The development has seen the transfer of approximately 120ha of bushland to the west of the current tip site as a conservation area.

BMX PARK PLANSPlanning is now underway for an additional component of The Ridge Sports Complex, a new Off Road Bike Park offering the only purpose-built dirt jump park in the Sydney Metropolitan area and a BMX competition venue of which there are few in Sydney.The Ridge Sports Complex is an outstanding local and regional multi sports facility which delivers on Council’s commitment to provide high quality sports and recreational facilities.To fi nd out more about The Ridge Sports Complex and its facilities visit www.sutherlandshire.nsw.gov.au.

ONLY RAIN DOWN THE DRAIN Controlling stormwater pollution is vital to keeping our Shire’s waterways clean and safe. When it rains, all sorts of rubbish is washed from our streets and gardens into the drains. The pollution

carried in this runoff can kill plants, fi sh and other animals in our waterways, increase bacteria and toxic algae making it unsafe for swimming, block drains and cause fl ooding. Polluted waterways are also unsightly.

Council needs your help to control stormwater pollution. What you can do:• sweep up leaves and grass clippings and use them as mulch or compost or

put them in the green waste bins provided• cover piles of soil, sand or mulch to stop them washing into drains• pick up your dog's droppings and put them in the bin• wash your car on the grass or use a car wash that recycles water• bin your cigarette butts• dispose of chemicals using Council's Chemical Cleanup service• dispose of larger household waste using Council's Cleanup service• make sure your bin is not over full.Illegal dumping is another major factor in stormwater pollution. ‘Dob in a Dumper’ if you see this happening and report it to Council.

DOGS IN PUBLIC PLACESSummer is here and this means more people out enjoying the weather with their dogs. While you’re having fun with your pet, please remember to do so responsibly.

A dog in a public place, including parks, reserves, beaches, foreshores, bathing areas and tidal

pools must be on a leash, unless it’s an designated off-leash area.

Dogs are completely prohibited in the following places, regardless of whether they are leashed or not:

• within 10 metres of playgrounds and play equipment

• within 10 metres of food outlets, except if the place is in a public thoroughfare (such as a road, footpath or pathway)

• in bathing areas such as tidal pools, beaches and foreshores

• within schools• within child care centres• within shopping arcades or shopping

complexes, including parking areas or access to shops

• within any area set apart for the protection of wildlife, such as Wanda Heritage Dunes, Taren Point Shorebird Reserve, Swallow Rock Reserve, and Maianbar foreshore.

Council provides fi ve off-leash areas where dogs can exercise without a leash, but must still be

under the control of a competent person:

• Carina Bay Reserve, Como• Greenhills Beach, Cronulla• Helena Street Reserve, Kirrawee• Horderns Beach, Bundeena• Silver Beach, Kurnell

Check signs at each site for specifi c times and other regulations, and don’t forget to 'scoop their poop'.

TOAD BUSTERSCane toads continue to invade the Shire despite the use of sniffer dogs, traps and chemicals to eradicate them. Sutherland Shire Council has pledged $60,000 to support the work of scientists from the University of Sydney to tackle the toad problem and protect native animals at risk from toads.

The scientists have identifi ed a new chemical that is effective in controlling cane toad populations. The chemical is produced by cane toad tadpoles to kill newly-laid toad eggs to reduce competition. Researchers are keen to turn the toads’ own weapons against them. Trials show the chemical has no effect on native frogs or other species.

Cane toads were fi rst identifi ed in the Sutherland Shire in 2010. Since then, Council has been actively managing the cane toad population and has signifi cantly decreased numbers. BUSHCARE FUNDINGConstables Point Bushcare group has been successful in its application for an Environmental Trust Restoration and Rehabilitation grant for the project entitled Restoration of Kurnell Dune Forest at Maianbar.

The $16,498 grant will enable the group to engage bush regeneration contractors to assist them in removing weeds including Asparagus Fern, Climbing Asparagus and Green Cestrum in the last heavily infested area of the reserve.

Weeds are not the only issue to be tackled. The project will also fence some parts of the area to reduce the impacts of feral Rusa Deer grazing.

Interested in volunteering? Extra hands are welcome. Constables Point Bushcare group meets every 2nd Wednesday of the month. Being a Bushcare volunteer isn’t just about weeding, it’s about being active and a part of your community.

NOXIOUS WEED PROFILE: BONESEEDChrysanthemoides monilifera ssp. monilifera

Originating from South Africa, the fi rst recorded presence of Boneseed in Sydney was in 1852 as a specimen in an ornamental garden. Today, Boneseed is widely distributed throughout southern Australia where it threatens native plant communities by outcompeting native plants through its ability to produce masses of viable seed. To put things into perspective, a single plant can produce up to 50,000 seeds in one year.

Due to these factors, Boneseed has been declared a Class 1 noxious weed under the Noxious Weeds Act 1993 where ‘The plant must be eradicated from the land and the land must be kept free of the plant.’

To identify Boneseed, look for an erect shrub up to 3m with elongated, oval shape leaves with irregular toothed edges. The plant also produces yellow daisy-like fl owers with 4-8 petals, where it fl owers late winter to spring.

RECYCLING OVER THE FESTIVE SEASONThere are usually big piles of greeting cards, tags and wrappings left over after Christmas. Make sure your yellow top recycling bin is fed as well as you are this festive season and dispose of your Christmas cards in your recycling bin. And, before you do, try these ideas fi rst. There are also lots of other clever ways to avoid, reduce and re-use cards and wrap:

• get creative and turn your old greeting cards and wrapping paper into new gift tags and cards, a great activity for kids on holidays

• make sure you separate your cards and wrapping paper from plastic and foil wraps before putting them in your kerbside recycling bins

• donate your used cards and wrapping paper to a local childcare centre, school or nursing home for use as craft materials

• greeting cards and wrapping paper made entirely from paper and cardboard can go into your worm farm or compost bin and can be used as mulch.

EWOODCHIPPINGIt’s that time of year again. Council is offering a number of free domestic woodchipping service days for Shire residents. Please load branches into your trailer with the cut end of the branches towards the rear of the trailer. You are welcome to take woodchips home with you. For more information on what is accepted, please visit the website, check in your Waste Management Booklet or phone Council.

Scheduled dates for November to January are:

2014: 1 November 15 November 29 November 13 December

2015: 10 January 24 January

HOLIDAY PERIOD WASTE COLLECTION TIMESClean up collections cease on 19 December and recommence on 5 January 2015. All other waste collections continue as usual over the public holidays, except Christmas Day where collections start at 3am due to support services and landfi ll facilities being open for shorter number of hours.

WASTE WISE LIVING WORKSHOPSTake the fi rst steps to living a more ‘waste wise’ lifestyle by attending one of council’s FREE Waste Wise Living workshops.

DISCOUNT MICROCHIPPING DAY FOR YOUR PETMake sure that you and your furry friend can be more easily reunited (should they go missing) by microchipping them. On 29 November, Sutherland Shire Council's Animal Shelter is hosting a discount microchipping day from 9am to 2pm at 8 Production Road, Taren Point. It costs only $15 on the day to have your pet permanently identifi ed.

And why not bring a friend who is looking for a dog or cat companion to adopt? All cats and dogs are desexed, lifetime registered, vaccinated and microchipped before they are rehomed. They also leave the shelter with a collar and council-made tag. The shelter has a wide range of dogs and cats for sale, including puppies and kittens, as well as mature pets. All are temperament tested prior to being put up for adoption. THE WHITLAMS TO PLAY ON AUSTRALIA DAYAustralia Day in the Shire will be bigger and better than ever in 2015, with the Menai and Engadine events moving to larger venues at Blaxland Oval and Anzac Oval. Council is excited to announce our headline acts, The Whitlams at Cronulla Beach, Uncle Jed at Menai and The Australian Fleetwood Mac Show at Engadine. All sites will fi nish with fabulous fi reworks displays at 9pm.

CRICKET ABILITY Council and local disability service providers are holding a fun day of cricket for people with disabilities to play alongside Councillors and staff. Everyone in the community is invited to come and enjoy the day for people with disabilities, their families and carers.

JASON BENJAMIN: EVERYONE IS HEREUntil 30 November 2014Considered one of Australia’s most talented landscape painters, Jason Benjamin has concentrated his energies and talent into shaping a pared back vision of light and space around landscape sites. This series of work developed following lengthy fi eld trips to the austere expanse of the Hay Plain and the Monaro regions of New South Wales.
