1. Introduction

The present report was conducted in the framework of the 1G-MED08-515

WATERinCORE project for the “Sustainable Water Management through Common

Responsibility enhancement in Mediterranean River Basins”.

The WATERinCORE project is implemented under the transnational programme of

European territorial cooperation MED (http://www.programmemed.eu), Priority Axe 2:

Environmental protection and promotion of a sustainable territorial development,

Objective 2.1: Protection and enhancement of natural resources and cultural heritage.

The project aims at the design, application and dissemination of a methodological

frame for the integration of Local Agenda 21 principles in Water Resources

Management in Mediterranean River Basins.

It focuses on the identification of the water management practices and policies as well

as of the actual state of Local Agenda application in the participants regions.

Considering these and additionally the specific characteristics of the regions a public

participation process will be designed and implemented at selected pilot river basins in

order to motivate and actively involve the local key actors/stakeholders in the

development and application of local actions in water management.

Inside the Componet 1 "Communication" is expected in phase 1.4 "Capitalization of

Project's results", during which they were organized local courses addressed to local

actor who have participated in the final phase of the project.

2. Programme

The course “Toward the Serchio River Contract: sustainable management of river

areas” was held in two days: January 19, 2012 and January 20, 2012. The first day

was devoted exclusively to the representatives of the Serchio River Basin Authority,

while the second day was referred to the technicians of the Province of Lucca.

The course had the following objectives:

1. WATERinCORE presentation of the Project, with its general and specific

objectives and working plan;

2. Insert the key themes of the project and present the actions to be implemented

in selected pilot section;

3. Presenting content and opportunities of a River Contract through the illustration

of other experiences in Italy and in EU countries;

4. Illustration of the methodology of work with stakeholders of the territory

covered by the pilot area;

5. Discussion among the participants to define and improve the phases of the

project still to be done.

The first day of local course was about the process and the work undertaken, was held

on the afternoon of January 19, 2012 with the political authorities of Province of

Lucca, the technical reference of the Project and the Serchio River Basin Authority

represented by its General Secretary, Raffaello Nardi (professor in geology), and the

Manager of the technical area Benedetta Lenci (architect).

For the Province of Lucca were the Province Councilor Francesco Bambini, the Manger

Francesca Lazzari, the technical reference of The Project Sandra Paterni, the expert

consultants Massimo Bastiani and Endro Martini of Ecoazioni Company and Gianfranca

Nieddu of Province of Lucca.

On this occasion, has illustrated the origins of the River Contracts, the Italian and

European experiences in this area and have been described in the methods applied in

the paths of participation for the construction of river contracts.

It was immediately found a good match between the project objectives and activities

already undertaken or to be of the 'Authority of the Serchio, concerning the Water

Management Plan (Directive 2000/60/EC) and the Floods Directive (2007/60/EC) as a

result of which you are updating the “Hazard Analysis and Management Plan of

Serchio River Basin”.

At the same meeting it was proposed a work schedule inherent in a first plenary

session, regarding the launch of the participatory process and the organization of

three tables work as follows:

1 - Water quality and quality of the river ecosystem;

2 - Hydraulics and geomorphology risk;

3 - Landscape, land use and economic development of the river.

On the morning of January 20, 2012 we held the second local course with the

representatives of the technical offices of the Province of Lucca and the managers of

the Press. During this meeting attended by 15 technical expert from the Department

of the Province of Lucca involved in the process of public participation and who have

supported the activities of the River Contract.

On this occasion, have deepened the methodologies of participatory management of

routes and have shared some experiences of Italian construction River Contracts.

It was been agreed with the staff of the press of a communication strategy and were

discussed the contents of a series of press releases to be released. It was then

developed the program of the first plenary session, the questionnaire for the survey of

opinion and content of the tables.
