    Government support or thedevelopment o sustainable citiesThe Delegation or Sustainable Cities has been tasked by theSwedish Government to manage and allocate nancial sup-port to projects aspiring to develop sustainable cities.

    This support is to stimulate sustainable urban develop-ment projects that not only help to reduce emissions ogreenhouse gases but also are best practice examples ourban development measures that make use o integratedurban planning and applied green technology. The projects

    are to display the potential inherent in the development osustainable cities, be demonstration models and acilitatethe dissemination and export o green technology and exper-tise. The projects should also promote attractive solutionsthat benet the people who are to live and be active withinthe environments that are to be built or regenerated, as wellas stimulate innovative solutions and originality.

    Thesupport totalled SEK 340 million or

    20092010 was primarily intended orinvestment projects or newly constructed

    or regenerated city districts or housing areas. Asmaller part o the support could be awardedto planning projects, such as easibility studies,programme descriptions and cross-sectorplanning and inormation initiatives.

    In 2011 and 2012, the Delegation can decideon nancial support totalling about SEK 19million per year. Support can only be allocatedto planning projects during this period. Up to

    The Delegation has distributed support to nineinvestment projects and 55 planning projects.Brie descriptions o the projects that have beenawarded support are presented in this report.

    New global showcases

    that are a step aheadSweden is in the vanguard o sustainable urban planning and an internationalpacesetter. Stimulating new demonstration models reinorces this position, whileshedding light on several sustainability aspects. One such example is collaborationin both the planning and the implementation process with the actors involved municipality, business sector, residents - enhancing the quality o the projects. Theprojects also demonstrate how the technical systems are linked together. Majorsynergies can be achieved by taking a coordinated approach to energy, waste, andwastewater management.

    In lidhem, a city district o Ume, being green will be easy and un. Its conversion to asustainable city district, with its own wind turbine, solar cells and innovative insulationmethods, is well under way.

    AtChristmas in 2008, an entire housingblock burnt down in lidhem. The ideawas then hatched to initiate the biggestlow-energy project in northern Sweden and atthe same time start to upgrade the districts other

    housing properties, built during the million-homesprogramme, and to create pleasanter and saeroutdoor environments. The initiative includes over500 apartments, 140 o which will be new low-energy units.

    District heating will power dishwashersand washing machinesThe climate in lidhem and Ume is cold but theregion has an extensive district heating system,99 percent o which is powered by non-ossiluel. In the project, total energy consumption will

    decrease and district heating will be used in newways. To reduce household electricity, or exam-ple, new dishwashers and washing machines willbe installed machines that instead o heatingthe water using electricity are connected to the

    district heating system. The buildings will betted with new ventilation systems with heatrecovery and energy-ecient LED light bulbs.

    New ways o involving residentsThe project will help residents to be more environ-mentally aware. The installation o individual smartenergy metering equipment in apartments will beone o the measures implemented. Old waste-rooms

    will be replaced by modern, unctional recyclingacilities. Encouraging the participation and involve-ment o the lidhem residents is an important parto the orthcoming change. Residents have previous-ly shown little interest in traditional consultationsessions and so now new ways o increasing theirinvolvement are being tested. The municipal housingcompany AB Bostaden in Ume has, or example,arranged walking tours with the residents to studysustainability and saety aspects o the local environ-ment. There has also been productive dialogue withstudents rom Ume University and the local theatregroup Skuggteatern in lidhem.

    A new method was chosen to increase involve-ment in the uture o the lidhem youth recreationcentre. A large poster with the words Hello lid-hem, what do you want to do with this building?was put up on the outside o the centre. Residentswere urged to rank existing proposals and proposeideas o their own.

    The physical investments in lidhem were precededby dialogue with local residents and other stake-holders. During the lidhem Campaign, residentshad the chance to put orward their own proposalson the development o their local environment.

    The Swedish million homes programmeThe million homes programme was implementedin Sweden between 1965 and 1974. The purposeo the programme was to build a million newhomes over a ten-year period - hence the nameo the project. The period was notable or rationalplanning and substantial use o preabricatedconcrete panels.

    The method proved very successul. More than200 visitors gave their opinion on the matter. Themajority got what they wanted and lidhem nowhas its very own cultural centre.

    A place or testing new solutionsThe area is to be displayed as a demonstrationmodel in conjunction with Umes year as Euro-pean City o Culture in 2014. The ambition is alsoor lidhem to play an important role in the citysuture development.

    By cooperating with several institutes at UmeUniversity, including the Institute o Design, theInstitute o Technology, the Academy o Fine Artsand the School o Architecture, the district will be

    a testing ground or new sustainable urban develop-ment projects.

    Some o the improvements planned or lidhem: 50-percent reduction in energy consumption

    Using among other solutions innovative insula-tion and sealing methods, energy consumptionwill be halved. To preserve the original brickexteriors, insulation is being installed on theinterior o the buildings

    Locally produced energyThe fat roos on lidhems buildings are being

    converted into gently sloping roos with inte-grated solar cells. Considerable care is beingtaken when doing this, however, since the roosare also an important part o the areas originalarchitecture. The aim is to recreate the originalcharacteristic fat-roo look rom ground level.Energy will also be supplied to the area romtwo wind turbines that will be erected close by

    Sustainable Jrva is part o the City o Stockholms initiative to regenerate the citys million-homes areas. The Jrva suburb in north-west Stockholm will be an area o minimum environ-mental impact. Using innovative technology and with the participation o local residents, theproject will create positive social, ecological and economic development in Jrva.

    rom pilot to reality

    Athird o Swedens housing stock consistso buildings constructed as part o themillion-homes programme in the 1960sand 1970s. Many o the buildings rom that era are

    run down and in need o wide-scale repair. Energyconsumption needs to be halved to meet todaysdemands or reduced carbon emissions. The aim othe Sustainable Jrva project is to be a national andinternational example o how to re-develop run-down million-home housing areas sustainably.

    Dierent methods o energy-ecient reurbish-ment are being testedEnergy consumption in Jrva will be more thanhalved to 88 kWh/m2 and year, which can be com-pared to the national standard o under 110 kWh/m2and year or new buildings.

    Three o the most common types o buildingare to be reurbished: 11-12 storey tower blocks inAkalla and Husby, 5-6 storey balcony-access apart-ment blocks in Husby and three-storey slab blocksin Rinkeby. Two dierent methods are being tested- traditional on-site reurbishment and pre-abrica-ted modules. The two methods are being compared

    and evaluated rom an environment, economic andhistorical point o view.

    From pilot to reality

    The rst block was nished in 2011 and workis under way on two more buildings. Technicalprocurement is currently ongoing and the aim isto use the best concepts in orthcoming reurbish-ment projects. Since the entire housing stock othe municipal housing company Svenska Bostder,including 5 200 apartments in Jrva, is to be reur-bished beore 2020, the methods that prove to bethe most ecient will be put into practice directly.Over 200 million Europeans live in housing builtduring the 1960s and 1970s similar to thoseconstructed as part o the Swedish million-homesprogramme. The method could be repeated in mil-lions o homes across the continent.

    Renewable energySolar cells and solar panels are being installed onthe acades and roos o buildings in Akalla andRinkeby. To promote local electricity productionand meet Svenska Bostders need or electricity

    in the area, plans to erect a 2MW wind turbine inJrva have been mooted.Sustainable transport

    Stockholm politicians, civil servants and local resi-dents have all evaluated the current network ocycle-paths in the area. The analysis will orm thebasis o Jrvas new cycle plan. One initiative toimprove the link between Jrvas northern andsouthern parts is to enhance the standard o existingroutes across the Jrvaltet green area and to con-struct new cycle-paths with ecient LED lighting.

    A number o initiatives are being taken toencourage more people to start cycling, includinga borrow-a-bike scheme. An activity week with

    a cycling school or adults, road saety coursesor children and cycle repair sessions, is arrangedevery year.

    The establishment o a car pool in Jrva will alsobe acilitated in order to urther encourage sustaina-ble travel.

    Inormation and participationImplementing technical solutions to acilitate asustainable liestyle is not enough. To achieve theset goals, extensive inormation and participationinitiatives are also being implemented:

    Residents are submitting comments via theJrva Dialogue initiative and are participatingin reurbishment decisionsLocal housing representatives and environmen-tal ambassadors who live in the area are beingtrained to disseminate inormation and adviceon more sustainable liestyles to each individualhousehold

    Local clubs, schools and preschools are beingoered environmental trainingHot water use in the area is twice as high as

    normal. This is partly due to the act that theaverage household in Jrva is bigger than inother areas. Technical measures and inorma-tion initiatives are nevertheless expected toreduce hot water consumption considerably

    Cultural initiativesThe Stockholm City Museum is implementingmeasures as part o the project aimed at enhancingpeoples knowledge about Jrva and at increasingthe residents sense o pride in living there. One

    such measure that the Museum has implementedis to urnish an apartment in Tensta as it wouldhave looked when rst built in the 1960s. Thisapartment is now open to the public. A culture andhistory trail Tidens vg(A path through time) with inormation boards highlighting both past andpresent aspects o the area has also been establishedon the adjoining culture reserve on Jrvaltet.

    A teachers handbook has been produced as a guideor schools and preschools to encourage visits to thedistricts green areas.

    Monitoring and evaluationThe Royal Institute o Technology In Stockholm ismonitoring the project by carrying out a continuoustechnical, economic and behavioural science evalu-ation. A handbook describing the results o thedierent construction methods and other initiativesin the project is being developed to help othersbenet rom the outcome.

    Malm is continuing its urban development initiatives in the district o Vstra hamnen.Swedens largest area o energy-ecient buildings is being constructed as part o theFullriggaren project. Far-reaching sustainability solutions can be realised through closecooperation with builders.

    Sustainable urban development in the

    Vstra hamnen searont district o MalmVstra hamnen has become the fagship oMalms sustainable urban development.Expansion o the area started when the cityhosted the European housing exhibition Bo01 inthe summer o 2001. The conversion o searontindustrial land to a vibrant urban area was put onshow to the general public or the rst time. Thiswas Swedens rst urban area with a climate-neutralenergy system, using entirely locally produced en-

    ergy rom renewable sources such as solar, wind andwater power. Ater this high-prole demonstrationmodel ollowed the Flagghusen project which aimedto make sustainability mainstream.

    The sustainability ideas are now being urtherdeveloped in a third project in Vstra hamnen,Fullriggaren. A mixed-use urban area o residentialhousing, oces, preschool, disabled-person housingand multi-storey car park is being constructed aspart o the Fullriggaren project. About 75 per-cent o the 630 apartments will be rental tenure.Construction began in the summer o 2010 and thearea is expected to be nished at the end o 2012.

    the building project or two years and have workedtogether to produce a common knowledge baseand common reerences. Issues such as energy-e-ciency, damp-proo construction, ventilation, greenurban areas, open stormwater treatment, car poolsand orms o tenure have been in ocus.

    Low-energy buildings and passive houses onlyFullriggaren will be Swedens largest collection oenergy-ecient buildings. A third will be classedas Passive House standard, the rest as low-energybuildings, which is 40 percent better than Swedensnational energy requirements.The oce premises will be classed as Green Build-ing standard, i.e. 25 percent better than the norm.Lighting control and smart metering o electricity,heat and hot water will also reduce the energy need

    in the area.

    Renewable energy rom waste, the sun and windThe area will also be the biggest in Sweden whereorganic waste is collected via waste grinders, sepa-rate pipe networks and collection tanks or biogasproduction.

    The organic waste is expected to lead to theproduction o about 270 MWh o biogas per year,the equivalent o 70 500 litres o petrol. Renewableenergy is also produced via solar panels connected

    to the district heating grid and via a solar cell bankand urban wind turbine on the multi-storey carpark.

    Car pool or everyone and green wallsThe area will be the rst in Sweden where all theresidents will have access to a car pool rom thebeginning. This has been achieved by the project

    guaranteeing access to a car pool or the rst veyears. The scheme is expected to lead to less carownership and a corresponding decrease in parkingneeds and aspires to encourage people to changetheir travel habits.

    Fullriggaren will also demonstrate innovativegreen solutions. Several buildings in the area will betted with green walls. A large 490 m green wallis being installed on the multi-storey car park. Toreduce the amount o hardened suraces, about14 500 m2 o green roos will also be installed.

    rebrobostder is taking a holistic approach to its regeneration o the Vivalla million-homes

    area in rebro. The My green neighbourhood project will reurbish 123 apartments in oneand two-storey buildings and tackle several sustainability challenges. Measures are beingimplemented in dierent areas: energy use and climate impact; participation and liestyles;integration and employment; preservation o cultural environments and artist involvement. Thesuccessul measures in the pilot project may be applied throughout the district with its 2 400apartments in the uture.

    The project goals are implicit in its nameMy. The goal is to give the residents a strong senseo anity and make them eel more at home.

    Residents will eel prouder, saer and more at homein the area as well as gain more understanding andknowledge o how they can infuence their ownsurroundings. Participation will lead to a greatersense o anity and responsibility.

    Green. The goal here is to strengthen the neigh-bourhoods green values in a concrete and palpa-ble way. Energy use in the area will be more thanhalved. Waste heat will be reused in a local heatingsystem and renewable energy will be produced. Anew street and cycle-path structure will help to

    reduce car use and encourage green transport op-tions. The quality o green areas will be improvedto create better recreational opportunities, promot-ing play and other physical activity and making thearea more enjoyable to live in.

    Neighbourhood. The goal here is to strengthenthe identity o the neighbourhood by implement-

    ing technical, artistic and educational measures.The structure will be similar to that o the rest orebro and improve the districts contact with the

    city. The contrasts between private and public spacewill be elucidated. Opportunities or social contactamong neighbours will be improved.

    Reduced energy use and climate impactA number o measures are being carried out insidethe neighbourhoods buildings to save energy andincrease the amount o renewable energy used. Wallsand roos are being tted with extra insulation, doorsand windows are being replaced and laundry-roomsare being made more energy-ecient.

    Solar cells are being installed or electricityproduction and solar panels or heat production. Inaddition, the possibility o installing wind turbinesis also being examined. A control and monitoringsystem is being installed or indoor energy-relatedunctions.

    Participation and liestylesThe participation o residents is central to this

    project. By employing new techniques and work-ing methods, the project will hopeully increase theopportunities or citizen participation in the regenera-tion process. This includes making it easier or peopleto air their views as well as being involved on a moreconcrete level by taking an active part in the projectin some way or another. Examples o innovative andsomewhat unusual methods include artist-led work-

    shops and a history exhibition. The tenants will alsobe given the chance to infuence and reduce their ownenvironmental impact. Smart electricity metering willbe introduced and a way o visualising water con-sumption will be created. Meetings can be held andtechnical solutions displayed in a mobile environmentcentre.

    Integration and employmentThe building project will engage unemployed personsrom the local area, providing them with work place-ments and training and ultimately permanent employ-ment. In a unique cooperation initiative between thenational employment agency, the municipality andprivate contractors, new working methods are beingcreated to utilize the opportunities presented in anurban regeneration project to reduce unemployment.Being involved in a practical way and rebuilding onesown neighbourhood also increases a persons sense oinvolvement and participation.

    Transer o project resultsBy starting with a small, clearly-dened neighbour-hood, rebrobostder is creating a pilot project orits regeneration work. Experiences rom the pilotproject will be transerred to the rest o rebro-bostders housing stock. Cooperation with theCesam rebro University Foundation providesproductive channels or gathering and disseminat-ing knowledge.

    Along a our-kilometre stretch rom central Lund to Brunnshg on the outskirts o the city, a vibrant research, high-tech, business and resi-dential area is emerging. The ambition is to make the precinct one o Swedens most interesting business areas and to strengthen its urbanqualities. About 25 000 people currently work in the area. The number o workplaces is expected to double in the long term. The precinct willalso accommodate high-quality housing and will be linked together by an integrated urban tram system and ootpath and cycle-path network.

    Work on developing a sustainable mixed-use urban area is being carried out incooperation with the City o Lund,Lund University, the National Property Board

    and the national university and college propertycompany, Akademiska Hus. A large number ourban development, construction and reurbish-ment projects are being carried out in the precinctocusing on energy eciency, sustainable mobility,liestyle infuence and urban greenery.

    Regeneration in historical surroundingsIn Lundagrd in the centre o the city, the NationalProperty Board is carrying out a number o meas-ures to make the university buildings more energy-ecient and supply them with renewable energy,via e.g. solar cells. The buildings are all listed andare o signicant historical value, which means thatextra care is required.

    Integrated urban tram, ootpath and cycle-pathnetworksThe City o Lund is developing the precinct as ademonstration model or green urban transport.The area eatures an integrated tramway and prior-ity routes or pedestrians and cyclists. The measuresare part o a larger initiative and will contribute to

    strengthening the citys cohesive tram and cycle-path network.

    A more condensed campus environmentThe existing buildings on Lund University campusare being improved and made more energy-ecient.This will reduce the amount o energy bought romexternal sources. The area is being made more com-

    pact and other types o buildings are being added.Among the initiatives is an experimental project orsustainable compact student housing.

    Urban green area GreenrontA climate-enhancing plantation is being planned atthe end o the precinct which will also be a globalarboretum eaturing trees rom dierent parts othe world. Green walls and cultivation areas arebeing established in the area.

    Sustainability centreA sustainability visitors centre is to be built closeto one o the tram stops in the precinct. The centrewill exhibit technical energy and mobility solutionsand implement inormation projects on climate-infuencing activities such as grocery shopping andrecreation. A ull-scale, virtual prototype o theprecinct will also be constructed in the sustain-ability centre. Urban planners, architects, engineers,researchers and anyone else interested can walkaround and consider how the precinct may beurther developed in the uture.

    The Sustainable Rosengrd project is part o the City o Malms attempt to reduce the

    unctional segregation o the million-homes programme and allow vibrant and sustainablemixed use urban areas to fourish. The aim is to create a world-leading demonstrationmodel ocusing on climate and green technology that can be a prototype or urther urbanregeneration projects in Sweden and abroad. Many o the measures are climate-related,but they will also help to increase social and economic integration.

    Sustainable Rosengrd in Malm

    In the planning process, the City o Gothenburghas applied a desultory consultation procedure,which involves close cooperation between dierentcity administrations at an early stage beore theplan is drated.

    Run-down area will become attractive and vibrantKvillebcken is being built in a location close tothe very centre o Gothenburg, just a stones throwrom the citys main shopping area and well servedby public transport. The area is currently very run-down and the land is highly polluted. The goal is to

    o the Kongahlla Project is to overcome existinglegal and economic obstacles. A new commercialcentre in Kongahlla will also inject more lie intothe town, providing a greater and more attractiverange o shops.

    An environmentally active urban areaA holistic approach is being taken to environmentalissues in the area, with particular ocus on electric-ity consumption.

    On a yearly basis, more electricity will be pro-duced than consumed. Energy consumption in thearea will be low and only renewable energy is tobe used. The commercial centres roo and exteriorwalls will be equipped with Swedens largest solarelectricity plant.     The Delegation or Sustainable Cities a national arena or sustainable urban development

    The Delegation or Sustainable Cities was appointed by the Swedish Government in theautumn o 2008 with the mission to promote the sustainable development o cities, urbancommunities and housing areas. The Delegation is working together with municipalities,the business sector and other parties and is to implement a variety o measures aimed atimproving the conditions or sustainable urban development.

    These initiatives will constitute a national arena or sustainable urban development.A nal report on the mission will be presented in December 2012.

    The mission includes: making a contribution toknowledge development; giving its backing to

    existing initiatives; collecting and disseminatingbest practice examples; promoting dialogue andcoordinating dierent sectors and skills; acilitatingpublic-private cooperation; supporting the devel-opment, use and export o green technology; andpromoting international cooperation on sustainableurban development. The Delegation shall also com-pile experiences and examples rom its work androm the support projects and make them availableto others.

    To begin with, the Delegations mission was to

    run rom the autumn o 2008 until the end oDecember 2010. The mission has since been exten-ded or a urther two years. The renewed missionmeans that the Delegation will continue to imple-ment various measures that ocus on and make along-term contribution to improving the conditionsor sustainable urban development.
