Green Climate Fund: Board agrees on initial result areas and indicators Geneva, 16 Oct (Meena Raman) – The Board of the Green Climate Fund (GCF) has reached agreement over the ‘initial result areas’ of the Fund, its ‘performance indicators’ and its ‘results management framework.’…. The ‘initial result areas’ of the Fund which was agreed to by the Board are as follows: a. Design and planning of cities to support mitigation and adaptation; b. Energy efficiency of buildings and appliances; c. Energy efficiency of industrial processes; d. Low-emission transport; e. Low-emission energy access; f. etc

4. Comment on draft IEP from urban energy development perspective
Process, Introduction, 8 Key Objectives, Energy Overview: • The plan should note the role of Local
Government in relation to realisation of may of the IEP objectives
• In accordance with Section 5(2) and 6(2)(3) of the National Energy Act no. 34 of 2008, local government should be represented within the IEP intergovernmental committee
• The local energy picture should be a part of the Energy Overview

4. Comment on draft IEP from urban energy development perspective
Energy Demand Projections
• Greater analysis the GDP-energy demand growth assumption.
• Query “other manufacture” demand driver
• Propose more complex transport demand modelling
![Page 12: Sustainable Energy Africa-City Energy Support Unit · Sustainable Energy Africa-City Energy Support Unit Integrated Energy Plan Draft 1 Comment DOE Public Participation Workshop October](https://reader034.vdocuments.mx/reader034/viewer/2022051822/5fecbb644c33b930727deeea/html5/thumbnails/12.jpg)
Electricity relative to Economic growth: eThekwini and Cape Town
![Page 13: Sustainable Energy Africa-City Energy Support Unit · Sustainable Energy Africa-City Energy Support Unit Integrated Energy Plan Draft 1 Comment DOE Public Participation Workshop October](https://reader034.vdocuments.mx/reader034/viewer/2022051822/5fecbb644c33b930727deeea/html5/thumbnails/13.jpg)
4. Comment on draft IEP from urban energy development perspective
Energy Demand: Transport Transport is the largest demand growth driver. South African’s largest cities and towns together account for half of national consumption. The IEP needs to have a more complex analysis that takes into account:
– The role of urban form and spatial planning, as well as socio-cultural factors on mobility and related transport/liquid fuel demand
– Long term spatial, urban development and transport plans of metro and key secondary cities and towns
![Page 14: Sustainable Energy Africa-City Energy Support Unit · Sustainable Energy Africa-City Energy Support Unit Integrated Energy Plan Draft 1 Comment DOE Public Participation Workshop October](https://reader034.vdocuments.mx/reader034/viewer/2022051822/5fecbb644c33b930727deeea/html5/thumbnails/14.jpg)
4. Comment on draft IEP from urban energy development perspective
Energy Demand: Residential and Built environment aspect of commerce/industry
• Residential sector: patterns of consumption needs to be understood and included in the Plan.
• Universal access: the plan should explicitly address municipal electricity distribution capacity (grid, human resources), electrification and social grants.
• Built environment: the impact of new regulations, notably SANS 204, Eskom’s IDM Programme and urban energy implementation underway, should be incorporated into demand projections off BAU.

4. Key proposals to IEP
1. Include local government in inter governmental stakeholder committee
2. Urban/municipal ENERGY USE component of national energy demand to be better understood and seriously factored into demand forecasts.
3. “demand optimisation” test case be considered.
4. Energy access and related issues MORE visible
5. Implementation role of cities to be explicitly considered. It is important to note that cities as key implementers supports diversity of approaches – diversity NB in a fast changing environment…(the 2003 IEP: “Wind energy is at
least 300% more expensive than new coal fired plant”)
