 Introduction on SCP
To explain on why we engage in SCP
What is SCP: definition and objectives, the history and recent developments
SCP Policy Framework of Malaysia
SCP Blueprint, Input to the 11th Malaysia Plan (2016- 2020)
Why SCP in Industry is needed?
 The crucial role of industry
Where industry can make a difference along the life-cycle
Challenges for the Plastic Industry
 Closing the loop of materials
The challenge
“We recognise that fundamental changes in the way
societies consume and produce are indispensable for
achieving global sustainable development.”
(Rio +20)
It now takes the earth already one year and six months to
regenerate what we use in a year. If current consumption
and production trends continue, by 2030, we will need the
equivalent of two Earths to support us.
The menacing perspective
The ecological rucksack as result of todays unsustainable
patterns in industry and unsustainable consuming is a
burden limiting our way forward.
We need to regain the balance
The approach that we need
“Sustainable Consumption and Production (SCP) is a
holistic approach
to minimising the negative environmental impacts
from consumption and production systems …
… while promoting quality of life for all.”
(UNEP 2011)
Some Definitions/Clarifications
The terms “SCP”, “Green Growth” and “Green Economy”
are closely linked and support the same overall objective
which is:
=> Sustainable Development !!!
SCP is an Agenda to Change
Change
patterns in
industry
Change
behaviour of
consumers
… and to achieve
Sustainable
Development
SCP
SCP and Development
SCP is closely linked with …
 poverty alleviation,
 increasing quality of life, and
with the development goals of Malaysia
The Malaysian context
To become a high income fully developed nation
which is both inclusive and sustainable by 2020
To enhance the standard of living, quality of life and
well-being of its people
Be a global leader in the green revolution
Recognition that practices of production and
consumption patterns will impact negatively on the
quality of life of the present and future generations, if
left unabated.
SCP is a win-win solution for environment, society,
and economy!
Productivity footprint
(More income, better quality of
life)
Ecological footprint
(Less emissions, waste, etc.)
REDUCEINCREASE
SCP means: Gain more through less!
SCP aims at achieving …
 a better quality of life
a low-carbon and resource efficient society
 an efficient and prosperous economy
 a safe and healthy environment
SCP is based on four key principles …
SCP principle 1 – Quality of life
Improving the quality of life without increasing
environmental degradation and without
compromising the resource needs of future
generations.
SCP principle 2 - Decoupling
Decoupling economic growth from environmental
degradation.
SCP principle 3 – Life cycle thinking
Applying life-cycle thinking which considers the impacts
from all life-cycle stages of the production and
consumption process - from “cradle to grave (cradle)”
SCP principle 4 –
Against rebound
effects
Guarding against the re-
bound effect, where
efficiency gains are
cancelled out by resulting
increases in consumption.
SCP in brief – Harvesting the benefits!
SCP is a comprehensive cross-
cutting concept.
SCP aims to do “more and better
with less,” by reducing resource
use, degradation and pollution
along the life cycle of goods and
services.
It is anticipated that SCP will support the transition to a resource
efficient (green) economy, while turning environmental and social
challenges into business and employment opportunities.
SCP – How to get there?
Key questions
What government can/shall/must do to support the change
of unsustainable patterns and behaviour on side of
industry and consumers, and in key sectors?
Shaping the policy conditions for a better uptake of SCP
practices!

Why we need SCP in Industry?
Industry operations have significant impact (on economy,
environment, and society) through …
Consuming raw materials, energy, water, chemicals,
equipment, etc.
Generating emissions and waste in their processes
Operating complex systems of distributing goods
 Supplying products for consumer use
Having responsibility to close the material loop at the end of
life

Waste logistics
Addressing industry with SCP means to look at each stage of the
life-cycle how industry can adopt SCP options to make a difference to business as usual.
SCP Challenges for the Plastic Industry
Industry life-cycle
Sourcing Production Distribution Products Waste
The biggest challenge of plastic is in the recycling logistics. From
an SCP perspective it is much desired that the plastic
manufacturers take responsibility in this respect.
