Sustainability: Implementing
Programs that Last 100 Years
Implementation and Sustainability: A Context
No matter how cynical you get,
it is impossible to keep up. Lily Tomlin
The nice part about being a pessimist is that you are constantly being either proven right
or pleasantly surprised. George Will
The Wing Institute The Wing Institute
FIRST YEAR FOCUS
Extensive review of existing research, resources,
policies, programs, and systems regarding
evidence-based education, school reform,
professional development, and support resources.
The Wing InstituteThe Wing Institute
FIRST YEAR OBSERVATIONS
• Unprecedented focus on science, evidence, outcomes in policy, practice and culture
• Significant drought of formal research on evidence-based practices
• Lack of standards on what constitutes “evidence”
• Inadequate resources & infrastructure for new research
• Fledgling efforts at analyzing, disseminating existing evidence
• Extremely poor performance scores by almost all measures
• Track record of failed reform efforts
The Wing InstituteThe Wing Institute
FIRST YEAR ORGANIZATIONAL RESPONSE
• Secured large size bottle of anti-depressants
• Developed a conceptual framework for organizing research and defining the core components of evidence-based practice: ROADMAP
• Expanded search for exemplary work
The Wing InstituteThe Wing Institute
SECOND YEAR FOCUS
Expanded review of existing research, resources, policies, programs, and systems across disciplines.
education school psychology social psychologypsychology social work school counselingpsychiatry mental health juvenile justicemedicine organizational mgmt. sociologylanguage communication etc.
The Wing InstituteThe Wing Institute
SECOND YEAR OBSERVATIONS
• Roadmap provided organizing matrix to identify “gaps” in research, identified critical roles of implementation and monitoring
• Exemplary work occurring in diverse fields of study and practice areas in addition to education
• Serious lack of awareness, communication and collaboration across these efforts
The Wing InstituteThe Wing Institute
SECOND YEAR ORGANIZATIONAL RESPONSE
• Development of “catalyst” model for increasing communication, collaboration and cooperation across diverse fields of study and service areas
• Development of “anthology” to disseminate exemplary work from diverse fields of study and service areas
The Wing InstituteThe Wing Institute
THIRD YEAR FOCUS
Focused research on implementation and sustainability
Increased focus on
Research to Practice
in the Real -world
in Real-time
The Wing InstituteThe Wing Institute
THIRD YEAR OBSERVATIONS
• Implementation and monitoring are the critical components for real-world, real-time evidence-based practice
• Sustainability is the “holy grail” of evidence-based education
• We are really bad at it.
average life of an education innovation is 18-48 months (Latham, 1988)
evidence-based and effective practices often fail due to ineffective implementation strategies (National Implementation Research Network)

• Collaborate with policymakers regarding EBP
• Collaborate with other disciplines regarding EBP
• Establish a common definition of "evidence-based practice” with other organizations

National Autism Center: National Standards ProjectSusan Wilczynski
Organize a network of individuals and agencies — all leaders in the field of autism research and treatment — to ratify a set of national standards derived from the empirical literature.
Provide a broad, informed, consensual validation of practices that will be widely disseminated to families, practitioners, organizations, and funding agencies.

The State Implementation of Scaling-up Evidence-based Practices (SISEP) Center
Dean Fixsen and George Sugai
SISEP is a five year Technical Assistance Center funded by OSEP.
Purpose: to promote students' academic achievement and behavioral health by supporting implementation and scaling-up of evidence-based practices in education settings.
SISEP will work with states and provide the critical content and foundation for establishing a technology of large-scale, sustainable, high-fidelity implementation of effective educational practices.
Window of OpportunityWindow of Opportunity
There is still strong support for evidence-based, outcome-driven school reform.
There are models for implementation that address real-world, real-time issues.
Small groups of people can make a difference.

Neverstreaming became one of the of the earliest school system-wide models for early intervention, research-based curriculum, and data-guided teaching, becoming a predecessor of the nationally recognized Response to Intervention (RtI) model.

NEVERSTREAMING
The Nebraska Department of Education, via the Nebraska Response-to Intervention (RtI) Consortium, is preparing schools to deliver RtI services by means of a state-wide implementation plan, training, evaluation and dissemination of results, and oversight of a quality implementation process. This website provides materials, information, and guidelines to support RtI implementation in the state of Nebraska.
