Th ree former Surrey school trustees were hon-oured last Th ursday evening (Dec. 18) – the fi rst offi cial meeting of the Surrey Board of Education since the November election.

Th e current board took the opportunity to recog-nize longtime trustees Reni Masi and Pam Glass, who retired this year, as well as Charlene Dobie, who failed to get re-elected.

Trustee Shawn Wilson said Glass, who served fi ve terms (15 years) and is a former Olympian, was a great supporter of school athletics and “had a way of making people she met feel at ease and important to her.”

Masi, Wilson said, brought a “unique and valued” per-spective as a former teacher and principal – experience that “often served to help our board better understand the potential implications of decisions.”

Wilson called Dobie, who served one term, a tireless advocate for students.

“She has long been active in community social causes and I’m sure she’ll continue her work in support of students and learning in a variety of

ways beyond her professional role,” Wilson said.Masi, who served nine years on the board, was

the only one of the former three trustees to attend Th ursday’s meeting, addressing and complimenting many of his former colleagues and Surrey First Edu-cation coalition members directly.

He said the diverse group proved that political parties come second when there’s a common goal.

“We set the stage for good coalitions in Surrey,” Masi said.

He told the newly elected trustees they had a “great experience” and “fascinating job” ahead of them.

“It’s a good feeling when you’re doing good things for kids,” said Masi.

Surrey’s seven-member board of education claimed more than $27,700 in expenses – on top of their annual pay – during the 2013-2014 school year.

Th e expenses, which are slightly higher than last year, are included in the district’s recently released Statement of Finan-cial Information (SOFI), which are posted online at surrey-schools.ca

Topping the spending by the elected offi cials was Trustee Laurae McNally, who submitted expenses totalling $6,769, $900 more than the year prior.

Th e next-highest spender was Trustee Shawn Wilson, the board’s chairperson, who had a tab of just over $5,000, $1,200 less than he spent last year.

Trustee Terry Allen had a bill of $4,331, while former Trustees Charlene Dobie and Reni Masi and vice-chairperson

Laurie Larsen’s expenses all hovered around $3,000. Former Trustee Pam Glass, who was unwell for much of the year, had the lowest expenses at $1,477.

Car and fuel costs, conferences and registration fees general-ly account for the bulk of the expenses, which are in addition to the board members’ wages.

Remuneration for the seven trustees totalled $215,900, with each receiving $30,200 annually. Th e chair and vice-chair get an additional $3,000 and $1,500, respectively.

Th e salaries of principals, teachers, management and sup-port staff cost the Surrey School District about $431 million between June 2013 and June 2014. Th at amount is down by about $17 million from the year prior. A further $1.4 million in expenses was claimed by employees.

Th e SOFI report publishes the names and wages of employ-ees who earn more than $75,000 per year – a list of more than 2,000 people whose earnings total about $140 million. Th e earnings of those in the school district who make less than $75,000 was about $291 million.

Th e Surrey School District employs more than 10,000 peo-ple, including about 5,600 teachers.

The brother of one of two men sent to prison for life earlier this month for killing of six men in Surrey in 2007 has been ar-rested in Alberta.

According to media reports, 28-year-old Justin Haevischer was arrested Monday (Dec. 22) after causing a disturbance on a plane leaving Edmonton.

Haevischer was wanted on a Canada-wide warrant on an accessory-after-the fact charge related to a 2007 murder. No fur-ther details had been provided prior to The Leader’s press deadline Tuesday.

Justin is the brother of convicted mass murderer Cody Haevischer.

Cody and Matthew Johnston were each found guilty of six counts of first-degree murder and one of conspiracy to murder for the mass slaying of six men in a Surrey apartment on Oct. 19, 2007. They were sentenced to life in prison with no chance of parole for 25 years.

The trial heard while they planned to rob and kill rival drug dealer Corey Lal, they also murdered his brother Michael, asso-ciates Ryan Bartolomeo, Eddie Narong, as well as fireplace repairman Ed Schellenberg and neighbour Christopher Mohan to elim-inate any witnesses.

According to court records, Justin Hae-vischer was scheduled for an appearance in Nanaimo Provincial Court Jan. 15 on an unrelated assault charge.

Surrey has squeaked its way into a list of the top 10 Best Cities For Work in B.C.

Th e ranking, compiled by BCBusi-ness magazine, puts Surrey at num-ber nine, with Fort St. John, North Vancouver and Coquitlam taking the top spots.

Th e ranking was developed with Environics Analytics, weighing seven economic indicators: income growth, average household income, population growth, unemployment, labour participation and the per-centage of people with degrees and taking transit.

“Th is ranking will undoubtedly be considered controversial by some,” said BCBusiness Associate Edi-tor Trevor Melansen, “but there’s appeasement in the fact that, no matter how we sliced the data, the ranking came up mostly the same. High income and population growth, low unemployment – all the indicators we measured tended to go hand-in-hand.”

Th e freshly elected Surrey council, 100 per cent made up of Surrey First members, acted as Scrooges in what was almost the fi rst act of the nine people who will run the city’s aff airs in the next four years.

Council handed out what is, in eff ect, a 10-per-cent tax increase, although it is couched in language to make residents think their taxes are only rising by a more modest 2.9 per cent.

What was most surprising and disappointing was the imposi-tion of a $100 recreation and culture levy on each property on the tax roll. Th is was not mentioned during the recent municipal election campaign and few saw this coming. Its im-position smacks of the way the provincial government brought in the HST after the 2009 pro-vincial election. In Surrey’s case, it was introduced even more quickly – just three weeks after the election.

Few Surrey residents will dis-count the importance of build-ing enough recreation facilities for a fast-growing population, in a city which has a high percent-age of young people.

However, given that most people accept the need for such facilities, why did Surrey First not bring up its plan to impose this tax during the election? Given the margins that all of its candidates won by, it hardly

would have derailed their victo-ry. It also would have been the honest thing to do.

A $100-per-parcel tax is also unfair. It would be better to have the tax as a general line item and that way people with higher assessments would pay more, while those whose assessments are lower would pay less. It might even raise more than the $16 million the city expects from the new parcel tax.

However, that would have interfered with the political spin that taxes are only going up 2.9 per cent, so council chose the fl at tax.

Council has also boosted secondary suite fees by 28 per cent. Th is too does not count as a “tax” increase.

Council defends its 2.9-per-cent tax increase by saying it will be used to pay for increased policing, which most people agree is necessary. Th ere is no doubt that policing and crime issues dominated the campaign. All three political slates prom-ised there would be a substantial investment in new policing. A tax increase was a certainty.

However, because of the intense focus on the crime issue, voters paid little attention to other spending plans. Th e last Surrey First council showed a desire to build new facilities –

libraries, recreation centres, city hall and other facilities. Th ese are needed in a growing city.

However, the $100 tax was the fi rst indication from Surrey First to taxpayers about  how all these buildings were to be paid for.

Th e new Surrey First council under Mayor Linda Hepner has got off to a challenging start. To bring in massive tax increases at the beginning of a four-year term is an old political trick, often used in the past by federal and provincial governments. In many cases, dominant parties have gotten away with it. A lack of opposition voices at the coun-cil table makes it even easier.

Th e B.C. Liberals fi gured they would get away with the HST in 2009. Th ey did not factor in the possibility that a referen-dum campaign might actually succeed.

Th ere is no mechanism to re-call members of council, or force a referendum on an unexpected tax increase, and it isn’t certain that Surrey residents would even be interested in going that route. However, the new council now has a big trust defi cit with many Surrey residents and will have to work hard to rebuild that level of trust.

Remember this: When you become in need of legal aid and you’re a low-income individual, you probably won’t find “aid” in this province.

Non-profit agencies that used to go all the way to the courts with you are almost non-existent and have declined in this province because of funding cuts by the Liberal government.

And, the tiny few that do exist are in a circle of “try this number,” and then expect to be told “it’s not in our mandate, our funding has been cut, or we have a shortage of staff and we have to set pri-orities... or simply try this number.”

Legal aid in this province is a bone of circles and the carcass is the mere sinew of a structure of justice and equality for all. What does that mean, not just for yourself, but for your children, your father, your mother, and the person you don’t even know?

We are evolving into a system only a

few benefit from and the ones who have money, well, I guess they will obtain justice.

Equality is a myth unless justice is fairly applied. Democracy is not a bone to be picked at and discarded and heaped on a pile of dung.

When governments’ mandate becomes an illusion of justice, what exactly do we have in a country? What becomes of the future of the generations to come?

Seven months after the crime, Surrey RCMP are releasing a video of a pair of sus-pected arsonists.

Surrey Mounties say they have obtained vid-eo footage that shows two suspects setting fi re to a Guildford resi-dence in July.

On July 15, at about 1 a.m., Surrey RCMP received a report of a house fi re in the 10200-block of 143A Street.

When they arrived, the home was fully engulfed in fl ames. No one was found inside the residence.

Offi cers have spoken with several individu-als and continue to fol-low up on all avenues of investigation.

“Surrey RCMP has now released surveil-lance footage of two suspects in this inci-dent and is appealing for the public’s help in identifying them,” police said in a release.”

A 19-year-old Sur-rey man was pep-per-sprayed, robbed and beaten on his way home in Newton last week.

Th e young man, described by some

who known him as a “gamer” and a “nice kid” was on his way home at about 7:30 p.m. on Dec. 17 when he was confronted by a group of thugs near a park at 141 Street and 68 Avenue.

Th ey demanded his money.

He gave them his wallet and phone. Th ey then pepper-sprayed him and beat him up.

His mother called po-lice half an hour later.

Police say the group of attackers were described as Caucasian. Otherwise the descrip-tion was vague.

The victim’s inju-ries are believed to be superficial as he did not need medical care.

Th ere was also an un-confi rmed report of a woman hit on the head with a rock and robbed on the same day, just outside the Safeway near 72 Avenue and 138 Street.

“It was mid-after-noon,” tweeted Chris Topher, who said the victim was his aunt.

“Hard to believe it’s that bad with a police station right there,” Topher tweeted.

He said his aunt is going to be okay and is just trying to shrug it off .

“Th ing that bothers me,” he said, “someone else might have heard or seen. Where was the help?”

Police said there has been no report of this attack.

Naida Robinson, a community activist in Newton, says the level of violence in the area hasn’t abated since the murder of Julie Paskall, the hockey mom who was fatally beaten out-side Newton Ice Arena last year.

“It’s beyond out of control,” Robinson told Th e Leader.

“I hear something every day. I am not exaggerating.”

A pair of Edmonton residents were lucky they and others were unhurt Sunday when the luxury sports car they were travelling

in lost control on Highway 99 in South Surrey.

Police were called just after 11:30 a.m. Dec. 21, after a northbound 2007 Lamborghini Murcielago spun off of

the road just past the 152 Street overpass and caught fi re.

“We found at the scene, the 27-year-old driver, male, with 19-year-old female passenger, both from Edmonton, Alta., standing outside the vehicle, uninjured,” Cpl. Bert Paquet said Monday.

“It could’ve been a lot worse, for sure.”

According to wit-nesses, one of whom caught the incident on a dash-mounted cam-era, the Lamborghini was travelling at a high speed, with a Dodge Viper close behind, just before the crash. Th e Lamborghini lost control while attempt-ing to pass. It came to rest against a tree, and Surrey fi refi ghters were called to put out the fl ames.

Paquet said that while police do not believe the two vehi-cles were racing, “the Dodge Viper following

the Lamborghini was defi nitely displaying the same kind of driv-ing behaviour.”

Th e Viper owner did not stick around after the crash.

Th e 27-year-old Lamborghini driver received “an early Christmas present by the attending offi cer,” in the form of charges under the Motor Vehicle Act – speeding, driving without due care and attention and unsafe lane change – and associated fi nes totalling around $700.

Th e car itself like-ly cost much more. Online, the price for the same-year model runs around $200,000, depending on mileage. New, the base ver-sion of the sports car retails for upwards of $350,000.

Paquet said the dash-cam footage produced “wonderful video evidence of driving behaviour and the consequences of it.”

Container truckers voted unanimous-ly Sunday to take strike action again if needed in response to the imposition of what they say are

lower-than-promised rates to haul goods in and out of Port Metro Vancouver terminals.

Union and non-union truckers met Sunday in Surrey to discuss their next steps after talks Friday with Port Metro Vancouver’s CEO.

Truckers staged a 28-day strike last March that ended on government promis-es to reform the rate structure to halt ram-pant undercutting and stabilize the industry.

Th e province passed legislation in October to set minimum rates but only revealed them Dec. 15.

“Th ey didn’t live up to their end of the bargain,” said Paul Johal, president of the Vancouver container truckers local of Uni-for. “It was supposed to put money in our pock-ets but they’re taking money away from us.”

He estimates the shortfall on rates will add up to $50 a day less for employee drivers and $150 to $200 less for owner-operators.

Johal said truckers want a new meet-ing with federal and provincial government representatives to address their issues.

“If nothing happens we’re going to look at another shutdown – that’s the only choice we have left.”

Gavin McGarrigle, B.C. area director for Unifor, said both union and non-union drivers are “very disappointed” with the rates.

“We don’t want to go on strike but a deal is a deal.”

Th e rate structure is complex, with diff erent amounts for employee drivers versus own-er-operators, options of paying per trip or per hour, minimum callout rates and rates for “off dock” move-ment of containers between points other than terminals.

Another concern is a new Port Metro Vancouver rule that as of 2019 only trucks less than 10 years old can access container terminals.

McGarrigle said federal offi cials have promised to review that change, which he said would be “punitive and discriminatory” because truckers would be forced to buy new vehicles more often.

If you may be watching more television than usual over the next week or two, you may want to consider the two-season

Canadian series Don’t Drive Here. It’s a documentary on the Discovery Channel that is part travelogue and part ‘how to’ drive weird and often not so wonderful two-, three-, four- and more-wheeled vehicles in some of the most traffi c congested, road-rules-free cities around the world.

Th e program has impressed some commentators and reviewers as humorous in a Canadian sort of way. No doubt this has a lot to do with the host, the exuberant Andrew Younghusband whose antics that are fun to watch. He sweeps you up into his quest to try and learn to drive like a local in cities that top the lists of worst places to drive in the world. In these places most tourists with any interest in self-preservation must by sheer eff ort of will resign themselves to being driven. Trying to do what Mr. Younghusband does is unthinkable. Hence the suggestion: Don’t Drive Here …okay, but just watch me try it!

Otherwise it is diffi cult to see the humour in the conditions you will see and vicariously experience. And the way in which these conditions are described and revealed and explored is puzzling. Th e underlying premise is that driving in these cities is extremely risky and unsafe in comparison with driving in our cities, but then, instead of challenging this premise by modeling at least an attempt

at safe driving, Mr. Younghusband invariably succeeds and survives by adapting. Th is makes for some hair-raising moments.

In Rome, for example Mr. Younghusband interviews underage—at least by our licensing standards—drivers through the open windows of their cars while he is riding alongside them on a motorcycle. If you are the least concerned about the huge potential for any such side by side motoring chat to end disastrously, it’s hard to focus on the substance of the interview.

Enough of this sort of thing and you start to feel that, paradoxically enough, the show somehow manages to present an alternative to our back-at-home risk-averse, strictly controlled use of our roadways. You may fi nd yourself wondering whether we are missing something in abstaining from driving like a madman. But then, when the really sour note is hit and disaster ensues in traffi c, the demand for safe driving is seen as incontrovertible. For example, a chat with a taxi driver about how many people he has seen killed on the road—“Th at many?”— put in sharp focus that what we are seeing is errant behavior.

Don’t Drive Here is a species of ‘Reality TV’ and partakes of all the usual strangeness of this genre – perhaps repulsive, but also fascinating. Perhaps you can’t take your eyes of the obvious lunacy. Are you learning anything the least bit helpful to your day-to-day life experience? Th is is reality after all, as recorded and edited by a fi lmmaker. Shouldn’t there be some life lesson that justifi es watching this sort of program? One answer is that with regard to a crazy driving documentary that focuses on other parts of the world, we are reminded to be grateful that we live in a country that generally has reasonable laws that are enforced fairly

A pair of local soccer players spent last

week in Vaughn, On-tario at the Canadian Women’s National EXCEL camp.

Defender Simmrin Dhaliwal and goal-keeper Priya Sandhu were among the 20 players invited to the five-day camp, which included a variety of skills sessions and testing.

Players attending the camp are eligible for the U20 nation-al team which will compete at the U20 Women’s World Cup in 2016.

Dhaliwal attended her first national youth program event in 2012, and went on to win a silver medal with Canada at the CONCACAF Women’s U17 championship in Jamaica. She also played for Canada at the U17 Women’s World Cup in Costa Rica in earlier this year.

Sandhu played 18 games for the Simon Fraser University Clan this past fall, posting a 2.49 goals against average with two shutouts.

In 26 WHL games this season, Petan has six goals and 27 assists for 33 points. He missed Portland’s fi rst seven games of the season while in camp with the Winnipeg

Jets of the National Hockey League. He was drafted by the Jets in the second round, 43rd overall, in the 2013 NHL Entry Draft after netting a career-best 46 goals and 120 points in the 2012-13 season. He shared the WHL scoring title.

Last season, he tallied 35 times and totaled 113 points in 63 games played, missing nine games while at the World Junior tourna-ment.

North Delta’s Demico Hannoun was in Kindersley, Saskatch-ewan for the World Junior A Challenge Dec. 14-20.

A member of the BC Hockey League’s Pent-icton Vees and a former Surrey Eagle, Hannoun played for Canada West at the six-team tourna-ment. He had an assist in four games played. Canada West placed sixth with a win and three losses.

In 30 games this season with the Vees, Hannoun has 16 goals and 28 points. A mem-ber of the Surrey Eagles from 2011-13, he has committed to play for Michigan Tech next season.

Public speaking, experience presenting structured education programs, volunteer management skills. Excellent computer skills.
