Fraser Surrey Docks LP Round 2 Public Consultation Notification Plan Notification methods for Round 2 Public Consultation, regarding Fraser Surrey Docks LP’s (FSD) application to amend permit No. 2012‐072, are as follows: *Please note all dates to be confirmed. Notification Activities
1.0 Print Advertising Advertisements will run in the following papers with two insertions starting July 22, 2015. The detailed advertising schedule and deadlines for print advertisements are shown in the attachment. Print advertisements must be booked and materials submitted Friday and Monday, respectively, prior to advertisement run. Online advertising will start July 17 in the Surrey Leader and the New Westminster NewsLeader websites and run until the print advertisements are published. Creative for online ads must be submitted one business day prior to advertisement run.

2.0 Postcard Mail‐Out
A postcard informing participants of ways to participate (online Feedback Form, written submissions, etc.) will be sent to households in Surrey and New Westminster near to FSD. A list of postal codes for the mail out area is attached. Printing, courier to Canada Post and delivery to households is anticipated to take 5‐6 business days. 3.0 Website and Social Media Notification of the consultation period and a button linking to the Discussion Guide and online feedback form will be displayed on the home page at www.fsd.bc.ca and redirected to www.fsd.bc.ca/amendment. Notification of the consultation period and the Discussion Guide and online Feedback Form will also be posted to Port Metro Vancouver’s home page at www.portmetrovancouver.com (TBC).

Notification will be sent out from the FSD Twitter account at the start of the notification period, and at relevant times throughout to remind participants to submit feedback. (Social media will be monitored for comments.)
4.0 Stakeholder Notification (Email and Follow‐up Calls) On July 17, 2015, an email notification will be sent from the [email protected] email. Notification phone calls will also be made to key stakeholders on July 17, 2015. An email will be sent 48 hours prior to the end of the public consultation period to remind participants to submit feedback.
o Emails will be sent to stakeholders in the region and to those who have indicated that they would like to receive FSD updates, including: Stakeholders that were notified during Round 1 Public Comment Period (May 4
to May 19, 2015) Respondents who provided feedback during Round 1 Public Comment Period
(May 4 to May 19, 2015) o Follow‐up phone calls will be made to those whose phone numbers are available.
Port Metro Vancouver will consult with First Nations on Fraser Surrey Docks' permit amendment application.
5.0 Multi‐Stakeholder Meetings (Small Group Meetings)
Beginning on July 17, key stakeholders will be notified by email and follow‐up phone calls will be encouraged to participate in small group meetings. Two meetings with key stakeholders will be held on Tuesday, July 28 and Thursday, July 30, in Surrey.

Round 2 Public Consultation Application to Amend Permit No. 2012 – 072 Direct Transfer Coal Facility July 17 – August 14, 2015
Fraser Surrey Docks LP (FSD) has applied to amend its existing permit from Port Metro Vancouver (Permit No. 2012 – 072) that gives it approval to build and operate a Direct Transfer Coal Facility within its existing lease area. The proposed amendment would have no impact on the volume of coal permitted to be shipped through FSD (4 million metric tonnes per year). The proposed amendment would allow FSD to load coal directly from the facility to ocean‐going vessels which would eliminate or reduce the number of barges required.
