“DOING BUSINESS WITH SPD”
As the State Agency, the SPD is charged with administering the Federal Surplus Property Assistance Program (FSPAP). The FSPAP is a state-run federal program for the donation of federal surplus property to public tax-supported entities and eligible private nonprofit tax-exempt organizations.
Some examples of surplus personal property are:• Office Machines ,
Equipment, supplies
• Furniture• Medical Supplies• Clothing• Motor Vehicles
FEDERAL PROGRAMS
To obtain federal surplus through the State Agency/Federal Surplus Assistance Property Program, the nonprofit entities and tax-exempt public health activities must intend to use the surplus personal property to aid education or public health, either directly or through research.
Some eligible organizations include:
• Public Libraries & Museums
• Child Care Centers
• Food Pantries and Day Centers
• Charter Schools, Public Colleges and Universities
• Drug Abuse Treatment Centers
• Shelter Services
• Adult Daycare
• Public Assistance Programs
Activities supported by the State Agency-Federal Surplus Property Assistance Program
The certification process for 8a Small business firms is similar to the Non-Profit acceptance into the program, where as the firm must be certified through the SBA and have completed our application process.

ONLINE AUCTION SALES
The Government of District of Columbia manages the sale of its surplus assets through online auction sales on www.dcgovt.govdeals.com. The program is managed by the Office of Contracting and Procurement, Surplus Property Division, and brings the District a streamlined process that creates a valuable revenue stream and meets the District's criteria for transparent tracking and real-time reporting on transactions involving surplus property. Online auction items include items such as:
• Passenger cars and trucks;
• Police, Fire and EMS vehicles;
• Computers and electronic equipment;
• Communication and production equipment;
• Office furniture and supplies; and
• Evidentiary items including jewelry, cars and other personal property.
ONLINE AUCTION SALES
The cash flow from the sale of the District's surplus assets is deposited directly into the General Fund and is re-allocated to
departments and programs within the District Government. The additional revenue enables the District to more effectively address
and meet the expectations of taxpayers. For auction rules, start time, and location, see the instructions on the GovDeals website.
Please note: Current DC employees or members of their households are not permitted to bid on DC Government surplus
property.

• District Agencies must submit Requests for Excess through their Accountable Property Officers
• Non-Profits, 8a Firms, and Charter Schools may obtain applications via Online at www.ocp.dc.gov or [email protected]
• The General Public can visit our online auction website (www.dcgovt.govdeals.com) to purchase surplus property sold by SPD
Step 1
• Go online to print the application (www.ocp.dc.gov)
Step 2
• Submit the complete application to SPD via postal mail, fax or email
Step 3
• Receive your Letter of Approval
Step 4
• Start receiving Surplus personal property
