If you are an optimist, this is a book you won't want to read but you should. The prevailing thesis of this book is that many inventions, medical cures, many energy-related inventions, and other valuable discoveries have been suppressed. Some inventors have been threatened, shot, or killed. Here are the major section headings from the table of contents: The Suppression of Alternative Medical Therapies The Suppression of Unorthodox Science The Suppression of UFO Technologies and Extraterrestrial Contact The Suppression of Fuel Savers and Alternate Energy Resources As an expert reporter on new-energy topics, this book review emphasizes the energy-related discoveries. The energy section begins with the story of Nikola Tesla, continues with the energy-producing invention of Lester J. Hendershot, T. Henry Moray, water as a fuel, Archie Blue, Francisco Pacheo, automotive developments (especially carburetors), Charles Pogue, and suppressed fuel savers. While the author and his selected writings support the title of the book, they do so at the expense of occasional alternative explanations. For example, the failure of the automotive industry to adopt fuel-saving devices is adopted as suppression when it may be just management inertia, "If it ain't broke, don't fix it." The trashing of laboratories (many citations) may not always be from active suppression. Some embarrassed inventors, unwilling to admit to their investors, that they couldn't solve the problem they were so sure they could solve, trash their own laboratories and move on. Some deaths of inventors, such as T. Henry Moray and Nikola Tesla, may just have been from old age without outside help. Nevertheless, the author makes a strong point that there was, is now, and probably will be the suppression of inventions in the future. There is no question but that inventions and discoveries have been suppressed. This author has been reporting for almost ten years on the partial- success in suppressing cold fusion. This suppression is briefly mentioned. The reader should feel indebted to the author and those who helped provide information for this book. Anyone who is working the in the fields of new medical or new-energy discoveries should treat this book as a text book on what not to do. All other readers should join in the sharing of information about new, proven technologies and new medical discoveries (even if they come from herbs and not from the pharmaceutical companies). The goal should be to spread information in order to minimize suppression. New inventions cannot be suppressed if the information is shared worldwide on the internet. It is suggested that in the next edition of this book, the author adds a chapter on the value of dissemination of information. Much of the suppression of new inventions appears to be from the unwillingness of many inventors to share their information. Many inventions have been bought up and shelved due to greed and the fear of lose of existing markets. Many inventors died with their secrets because they were unwilling to share their secrets (usually for another type of greed: the fear of losing vast wealth). Some inventors just lacked the courage or the means to battle the status quo. Recently, the medical establishment, through the Food and Drug Administration tried to force herbal remedies to be handled through the FDA and cause producers to spend millions of dollars to prove that a specific herb was beneficial. producers, herbalists, and users plus the support ofmembers of Congress (such as Senator Hatch) plusprevious legislation in favor of natural substances,caused the FDA to back off. There is a real lessonthere and a real lesson given to us by JohnathanEisen. Individuals can be suppressed. It is muchmore difficult to suppress large groups, especially infree countries. It is much easier to suppress a secret.It is much more difficult to suppress sharedknowledge. Buy the book. Sit down and read it.Then find a real invention or discovery that unbiasedprofessionals will agree has commercial potential.The next step is to stand up and make your opinionmean something. Spread the word. Help get financialsupport for the invention. Help get political support.But make sure that you are not supporting someimpractical idea. Example: anyone with a littleworking knowledge of internal combustion enginescan improve a carburetor to get the extra miles pergallon. All you have to do is to make a leaner mixture.But most of the carburetor inventions would not allowyou to drive from the hot desert to the cold ski slopeswithout considerable carburetor adjustments. Manyof the better-mileage inventions are not commerciallypractical and were not suppressed, they died for lackof proper engineering support. There used to be anannual most miles to a gallon contest. Leanmixture, very careful acceleration, constant speed,hard tires, etc. and nearly all the entries could get 80to 100 miles per gallon. Obviously, that is not acommercial method of improving gas mileage.

Here is another example of a highly-touted inventionthat today is commercially impractical: Tesla's world-wide broadcast of power. One could tap this energyfrom any place in the world, provided that you onlyused a small amount of power. Tesla calculatedand stated that there could be enough powergenerated to complete with Niagara Falls. Today,Tesla's entire power output from tuning up the earth toionosphere capacitor wouldn't power Salt Lake City.Tesla's idea was marvelous but impractical. Tesla'ssolution to use alternating current rather than directcurrent was an enormously more valuable idea. Thewidespread use of Tesla coils would disrupt enormousamounts of communication. Tesla coils and otherarcing-type devices should only be used in a screenroom which keeps most of the electromagneticinterference isolated.

Jonathan Eisen has done the world a great favor bywriting this compendium of suppressed inventions. Itis the kind of book that may cause some people tothink. Thinking may not be popular, but it is

important. Thinking people can be moved to talkaction. In the case of suppression of inventions, thebest place to start is with the biggest suppressor: TheUnited States government. Anyone who develops atechnology using government funds shouldunderstand that the government has the right toclassify such work -- it is often desired for nationalsecurity, such as with new weapons development.However, the government should not have theright to classify the work of inventors who do notuse government funds. This is the most importantplace to begin to stop the unnecessary suppression ofinventions! If you want to do something for yourcountry, get the facts about the law that allows thegovernment to suppress inventions -- then get on theinternet and drum up support to change the law. Youwill become a hero.

Clarke.In the June 5, 1998, issue of Science magazine(www.sciencemag.org), he writes about table-top

By the success of the 2nd Int. Symposium onConsciousness, New Medicine and New Energy, thisyear 1999 has become a year of great leap forward tothe 21st century. There were two innovations in

science at the turn of this century, from the 19th tothe 20th century. The one is discovery of quanta byMax Plank in 1900. The second is the specialrelativity proposed by A. Einstein. And the 20thcentury has been the age of quantum mechanics andrelativity. However, the 20th century science began toreveal serious difficulties since early 1970. In particlephysics, proton decay experiments to validate grandunification theory (GUT) has been unsuccessful andmissing neutrino problem in solar energy has not yetbeen solved. Furthermore, high temperaturesuper-conducting phenomenon in ceramic material,cold fusion in an electrochemical reaction, andN-machine are unable to be understood by theparadigm of present natural science since the 17stcentury. Adding to these, metal bending, mind-overmatter phenomenon, has been confirmed scientificallyand the intrinsic limitations of the mass-energy naturalscience manifested itself. I think a key-word of thescientific revolution which humanity is nowexperiencing is "consciousness" (Ki, spirit), which wasneglected at the onset of the present natural sciencein the 17st century. The problem to incorporate"consciousness ingredient" into present science wasdiscussed at the 1st Int. Symposium onConsciousness, New Medicine and New Energy, andit was also discussed in the second symposium lastautumn.

And it resulted in the radical shift of our scientificworld view and scientific paradigm. It is reallydeserved to be called as the second Copernicanrevolution. How does the shift influence on theexisting science? First, as to relativity, it has theaspect, by the mathematical hypothesis of constancyof light speed, to expel non-material aether (Ki, spirit)which the 19th century physicists thought as themedium of EM propagation, and thereby securing themechanistic nature of Newtonian science. Therefore,it could not survive into the 21st century and its reignwould be limited within this century. Furthermore,according to the new scientific world view, thephysical world is not closed by itself, but is connectedto the shadow or consciousness world. This impliesthe possibility of violation of various conservation lawsin conventional physics; such as the law ofconservation of energy and that of angularmomentum. Thus, conventional physics may notsurvive.

Humanity may have a prospect of brand new scientificworld view and paradigm in the new century to comeshortly.

Scientists have slowed light down..... way down,reported Dr Lene Hau of the Rowland Institute forScience, and Harvard University. By passing itthrough an illuminated atomic cloud, they have cut thespeed of a pulse of yellow laser light from 186,000miles per second to 0.01 mile per second and plan toreduce it further to a crawl of about half an inch asecond.

Because glass has a refractive index which is largerthan that of free space,.light is already known to slowdown a little when it enters a piece of glass. Quotedfrom the magazine: “Dr Hau said: "We are using amuch more interesting mechanism to slow light downby a factor of 20 million." The trick is to use onelightbeam to alter the refractive index of an unusualmedium - a cloud of sodium atoms cooled to ultra-lowtemperature known as a "Bose-Einstein condensate"- in such a way that it can slow down a second pulseof light. The trick has a number of applications, Dr.Hau said, such as converting infra-red light into bluelight. "In the future, this could be of importance forlaser light projectors -- it is hard to generate blue lightotherwise."

With a view toward future practicality and commercialapplications, such things are suggested as: convertinginfrared light to the visible spectrum easier, reducingnoise in communications, and creating light controllingswitches for the new optical computers. Dr. Hausaid: "These possible applications are, of course, forthe future -- perhaps 10 years down the line if we getto work on it. Right now we have an experimentalset-up where we are pushing technology to theoutermost limit. We'll have to figure out how to makethis into a practical instrument."

The article correctly states that zero-pointenergy (ZPE) comes from space itself. It is the technological andevolutionary tool to bring us to unity beyond diversity.If you believe the information revolution is a big thing,wait until you see the monetary revolution. ... In fact,money is not a thing -- it is an agreement. It lives inthe same space as political parties, as gender, asmarriage." In an unusual insight into our changingworld, Leitaer tells us that a recent survey in Americanfound that about one quarter of society no longeraccepts the media's paradigm or value system."These people are aware that things have to change-- that inner work is necessary as well as outer work.In the Western world alone it is estimated that thereare over one hundred million people who recognizethis [new paradigm].

This article came just after gasoline prices have risenby ten cent per gallon at the pump during the pastweek. However, an oil glut may become a real issue,not because the oil-producing and exporting countries(OPEC) are producing too much oil, but hopefully,because we have better new-energy systems in use.Then the oil can be saved for future use as chemicalfeedstocks to make the thousands of products that weuse every year from petrochemicals. Don't burn it,conserve it for future generations.

Therefore, the future impact of new-energy devicecommercialization (which now has begun) will besome economic disasters for some nations such asIraq, Iran, Nigeria, Saudia Arabia, etc. Some of themembers of the upper class in these countries mayhave to go to work for a living. The good news is that

the non-OPEC nations, especially those that producelittle or no oil, will be able to have new-energysources.

This article updates the biblical injunction that "thelove of money is the root of all evil." The authorstates, "Ninety-seven percent of all the money thatgets into circulation is created by the banking system- it doesn't come from the government at all. ... Sixtypercent of the money in circulation in this country (UK)is only there because people have taken outmortgages." The most interesting part of the article isthe discussion of Local Exchange Trading Systems(LETS). Here are some interesting quotes: "So anessential part of building sustainable communities isthat they must have their own money system. LETSdoes take a step toward this..." About experimentalcurrency systems: "One of these, and the one I ammost closely connected with, is in rural Ireland."About another currency system in the UK: "...it isbeing launched by Rural Forum Scotland and willcover about half of the rural area of Scotland."Finally: "The way I see the future developing is thatwe conceive of a sustainable world, not being

This monograph is a continuation in a series ofarticles [1-4] dedicated to the creation of a unifiedtheory that encompasses the known forces of nature.A postulate has been established that neutrinospossessing mass pervade the universe thus creatinga "luminiferous medium." A foundation for thedynamics of the neutrino medium is presented herein.The mass energy equation can be interpreted as astatement that mass is comprised of a condensedneutrino group. Therefore, energy propagation asevaporated mass can be re-written in terms of adifferential rate. The equation, E = mc 2, isdifferentiated with respect to radial distance, r. Therate of electromagnetic energy propagation outward isinversely proportional to the rate of mass gradientinward. The proportionality constant is the speed oflight squared. Thus the gravitation equation isexpressed by the following equation:

The above expression summarizes how gravitation iscaused by electromagnetic gradients radiating

outward from a large body. Gravity and light energyare one in the same by an inverse relation and aproportionality constant, c2. As light energy radiatesoutward, a bias in the mass-energy field is establishedacross all spectrums of light energy. The effect isamplified by the power of mass energy. Thegravitation effect is subtle, but very little is needed tomove mass when the amplification factor is c2. Notethat the gradient, dE/dr, has the units of force due tothe definition of energy as force times distance. Alsonote that dm/dr is a mass gradient and this describesthe gravitational field.

Then gravity may be described as "an æther wind ofneutrinos." This establishes gravitation as an ongoing and continuous condensation of the neutrinomedium. Michelson and Morley would havedemonstrated a wavelength shift if one of the arms ofthe interferometer had been pointed straight up. Andthis has indeed been proven in terms of the so calledred or blue shift of photons traveling towards or awayfrom the earth's center along a gravitational vector.

Einstein's equivalence principle is another statementthat gravity is the "neutrino æther wind." Free fall ismore inertial than fixed at the earth's surface becausein free fall, objects appear to be weightless. Anaccelerometer that has not been reset to zero at thefixed state (a pure accelerometer) will read zero infree fall and will read one g fixed at the earth'ssurface. This means that objects fixed at the surfaceof the earth are equivalent to having an accelerationof one g and when in free fall, there are nocompressive forces. This is typically explained by theso called body force of gravity that acts on each andevery point with equal force so that in free fall there isno registration of compressive force.

In free fall, there is no force because free fall is theprocess of the neutrino æther accelerating inward atone g. In other words, the neutrino æther is inertialspace and to be fixed against an acceleration of theneutrino æther, is to be fixed against the accelerationof inertial space. Spin arrests the action of gravityand causes mass to stabilize in an orbit or an actionthat resembles gravitational repulsion. Since heat isa form of spinning mass, the negation of gravity maybe possible with a contained thermal gradient that hasa very large magnitude of gradient and is opposite thegravitational field.

The above approach introduces the view of a"Bernoulli effect" on all types of fundamental particles.When a particle flows past another particle in a closetangential flyby, a void is created. Then the firstparticle begins to fill the void. The principle

of void filling is a fundamental law of nature. This iswhy the vortex feeds on itself to get stronger andstronger with increasing tangential velocity towardsthe center until a threshold is reached and matter orneutrino æther goes out through the top and/or bottomof the vortex center "eye."

But this is the Bernoulli "void filling" principle in action.The inward acceleration of inertial space is asecondary outcome of the flyby tangential effect thatmanifests as gravity. This provides a view that doesnot have to treat the neutrino æther as having finitecompressibility. The neutrino æther conforms to fitthe manifestation of the natural realm in a way thatexplains the effects observed.

Further reasoning can be applied to explain the other3 forces of nature. The various forces are simply dueto the Bernoulli flyby void filling effect at differentproximaties with different constants of magnitude.Gravitation is due to the tangential action ofelectromagnetic gradients that permeate all bodiesand pull items inward described fundamentally byNewton's laws.

The strong force is a similar action at a hypermagnified level. The electron is a spherical vortexthat is tumbling through space. Attraction cannot bedistinguished from repulsion because the tumblingcareening action of the flyby will look like a repulsionwhen two electrons attract each other and result in a"powered" flyby. A positron and electron attractbecause a positron is a reverse flow spherical vortexso there is always superposition of attraction for allpoints in the merger of the two flow fields.

The proton attracts an electron because the proton ismore stationary and stable and can anchor theBernoulli void filling effect to cause the electron tohave a stable orbit. The other forces of nature aremerely the same effect on a different scaling basis.This gives a universal theory born from the neutrinoæther. Classical mechanics with waves, forces,collisions, etc., are outcomes of the basic action.Waves result when streams of particles grouptogether and travel according to the motion templateof a helieal spiral pattern that links the action of theparticle to a sinusoidal wave as seen from the sideview. Thus the neutrino æther possesses a highdegree of orthogonality.

In conclusion, the neutrino æther will conform to makeall known phenomena exist in a way that provides thelaws of nature. Many new variations of a resurrectedæther have recently been proposed. The conceptspresented herein are just another

addition to the ongoing effort to reestablish aworkable æther with the neutrino of finite mass as thebasic building block of the æther.

David Moon asked me to send you this. A drawing isattached. A new approach to obtaining energy fromthe cold fusion reactions, by converting the energydirectly to electricity, was disclosed in an article, "TheNucleo-Electric Effect" (Infinite Energy , number13-14).

Following is a more detailed description of one celldesign based on this concept.

Cell Design

Strong Pressure vessel (1) contains H 2 or D2 gas.P-type semiconductor (2) has NP junction (3) with N- type semiconductor (4) that has been coated with athin film of hydrogen -active metal (eg. Pd, Ni or Ti).Electrical contacts (5) connect the semiconductors toan external circuit (6) as well as to a rechargeablebattery or energizer (7), in series with two large ohmresistors (8,81), which provide a forward - biasedvoltage across the NP junction greater than thecontact potential set up in the reverse direction (P toN) . Hydrogen or deuterium gas is admitted to theevacuated vessel through valve (9). Pressure isabove atmospheric, optimum pressure beingdetermined by experiment. Hydrogen nuclei absorbedinto the interface between the metallic film andsurface of the N-type semiconductor react to driveexcess electrons across the junction to the P side andout to the external circuit. PN-type rectifiers (10-13) inthe circuits assure flow of electrons as indicated.These are heavily - doped tunnel diodes having lesselectr ical res istance than other impur i tysemiconductors.

Operation of cell

The rechargeable battery or energizer (7) applies avoltage to the PN junction contrary to the equilibriumcontact potential set up at the junction. A diffusion ofelectrons from N to P across the junction begins, butresistor (8) is designed to limit the rate of discharge ofthe battery (7) . If the external circuit (6) is closed, itmay also contribute slightly to the current beingapplied. Absorption of sufficient H or D into the N -type semiconductor will, according to the "swimmingelectron layer" (SEL) theory (Miley, Hora), result innuclear fusions or transmutations. It is proposed herethat the nuclear energy released will excite electronsin the semiconductor from the valence band into theconduction band, at a worthwhile efficiency, thusgenerating an excess electrical potential. Initially, thecurrent flows entirely through the external circuit (6).

When the generated current reaches the energy, suchthat the potential at C exceeds the potential at A, thensome current (e- ) will flow from C to A. At point A,electrons have two possible pathways: from A to N toP to B, or from A thru (7) to B. The latter is the"recharging cycle" for the battery and should occurwhen the internal resistance of the battery (7) acrossAB, designated r7, is less than the total resistancefrom A to N to P to B. That is, when r7 << R8 + R11 +RNP + R81. The selection of resistors (8

and 81) must give enough ohms to steer the electronflow from A to B thru energizer (7) when V (at C)exceeds V (at A), in order to recharge the battery (7)during normal cell operation.

Current from the cell divides at C during normaloutput. To be a useful source of d.c. electricity, mostof the electron flow from C to D will go through theexternal circuit (6). Therefore the total resistance fromC to D passing through the battery (7), which is R13 +r7 + R12, will be considerably greater than theexternal resistance, R6 + R10, yet will allow forrecharging. Further, to prevent the loss of electricalenergy from P to B to D during operation, R81 + R 12>>R6 + R10. If it happens that reactions in the N -type semiconductor fall below the minimumoperational level, then V (at C) becomes less than V(at A), and battery (7) reenergizes the cell.

Choosing the correct components for thisnucleo-electric cell, including the proper ohm resistors(8 and 81), can lead to a reliable*, rugged,self-sustaining and long-lasting source of directcurrent for many applications.

*Note : tests may prove individual cells producevarying d.c., but that cells in combination generate anacceptably steady current.

A short review will be undertaken to refresh thereaders minds. Every Mass acts as if its entire Forceis concentrated at its exact center of Mass.Therefore, every Mass acts as if it was at the center ofthe Universe. That ended the SEP. There is thatMarmet Equation which now permits all theparameters of the smallest Universe, whichtheoretically can exist, up to our Universe, and thenceto the maximum limit to be calculated. There needs but to study (19-8) a bit. Setting Mass ofUniverse, MU to the left side, then there is on the rightside, the value which gives its radius. It is importantto note that the calculation gives the R to anotheridentical M, so that they can be theoretically, or willbe in reality, attracted to one another, resulting in theacceleration of same, whether or not one is fixed andthe other can move, or both can move. From that MU

calculation of r, then its diameter, and from that itsspherical Volume, and from the Volume and Mass, theMass density of same.

TABLE 5 gives all of the parameters, from thesmallest to the largest possible Universe includingours, 8. Specific discussion will follow as to this table.Excluding any values with <, all answers arestipulated to be extended. 15 billion light years =1.419 x 1028 cm. r in cm, Mass in gm, density isgm/cm3 and Volume is cm3.

The values can be found and/or double checked fromtheir ratio relationships. It is possible to extend TABLE5 up or down, between limits, by finding the

ratios between any two, and using same, to find orverify, the other values. The ratios for r and densityare linear. Using either then, Mass is (d1 : d2)2 and forVolume (r1 : r2)

Electric power generation converts basic fuels intoelectric power and is categorized separately. For thepurpose of this paper, it is included in the abovecategories. Electric power is used in zero-pointenergy collection so the fuel or energy source and thechanging into useful electric power cannot beseparated.

GLOBAL ENERGY OUTLOOK published by Moody'sWorld Energy Group, in their February, 1999 issue,forecast that by 2020 the world will consume threetimes as much energy as in 1970. In that year, theworld's energy consumption was 1,359.3 quadrillionBtu. Assuming that the Global projection is the bestavailable, the world's energy requirement will be 4,078quadrillion Btu. That is the target for zero-pointenergy.

The common unit of measurement in the abovecategories is the Btu, the British thermal unit. OneBtu is needed to raise one pound of water one degreeFahrenheit at 39.2 degrees F. One quadrillion is 1015

or 1,000 trillion. In oil terms, there are 5.8 million Btuin a barrel. In electricity terms, there are 10,272 Btuper kilowatt-hour. In coal terms, there are 21.278million Btu per long ton. Nuclear power requires20,914 Btu per kilowatt-hour.

Energy companies are based primarily on petroleum.During the 1970s oil crisis, some oil companiesdiversified into coal and chemicals and calledthemselves energy companies. The Global articletells us that Royal Dutch Shell and British Petroleumsee themselves as energy companies and are pouringmillions of dollars into solar manufacturing facilities.On the surface, movement into renewable energy iscommendable. However, it appears to be a delayingaction to protect their investment in fossil fuels. In1994 the photovoltaic component of our energyconsumption was too small to be even listed.

Zero-Point Energy Role

The only new energy sources that have the potentialto meet the world's energy needs are cold fusion andzero-point energy. Nuclear energy is both expensiveand politically unacceptable. Zero-point energy isabout 10 years behind cold fusion in its developmentbut is inherently less expensive and capable of beingscaled up rapidly. It not only is capable of electric

power production but will be used in all the fossil fuelmarkets, except chemicals. It will be possible tocompletely saturate the energy market by 2020 and atleast one organization has plans to do just that.

Funding Potential

Global lists nine economic sectors in terms of profit.Of those nine, energy was third from the bottom at$3.72 billion in the fourth quarter of 1998. If you takeout electric companies, the profit was only $1,633billion. In 1994 on revenues of $446.6 billion, theoperating income was $30.1 billion at 3.7 percent.The technology sector was $17.08 billion. As pointsof comparison, in 1995 Intel had sales of $16.2 billionwith a net income of $3,556 billion. Microsoft hadsales of $5,937 billion with a net income of $1,453billion or 24.5 percent.

The collection of zero-point energy and conversioninto electric power or other fossil fuel applications is ahigh technology activity and will justify a hightechnology rate of return on investment or a 50percent gross profit, for example. The relatively highrate of return will attract investors from all over theworld.

Hal Fox estimated the cost of new energy as one thirdof present day energy costs. (Private communication)At that rate, it will replace all fossil, nuclear andrenewable energy sources. Even the Columbia Rivermay go back to salmon production. Sales expenseswill be very low.

ABSTRACT

For the past 10 years I have been intensely interestedin scientific aspects of subtle energy -- and indeed inall kinds of “fringe science.” My aim has been to helpbring at least some aspects of subtle energy out intothe light of objectivity. Nothing would please me morethan to be able to demonstrate some phenomenonwhich would defy conventional explanation. Thus Ihave, over the years, tried to repeat several publishedclaims to demonstrate such phenomena. In some Ihave failed to find the phenomenon -- often due toinsufficient technical details being provided. In others,where I have reproduced the phenomena (to mysatisfaction at least) it has seemed to me that theywere accountable by simple conventionalexplanations. It is difficult enough in this area topublish in any detail even positive results, and moredifficult if they are negative. Thus I limit myself to aqualitative account of my experiences in each of fourtypes of experiment.

In this same issue of Global Energy Outlook are thefollowing extracted tidbits: The U.S. daily oil production is down (1998compared with 1997) by 165,030 bbls per day. U.S. tax rates are higher than anytime in thiscentury except 1944 (during WW II).The major oil companies had profit declines during1998 4th Qtr. by 91 percent. The energy sectorexperienced losses of billions of dollars. Federal taxes are 20.7 of entire economy now,compared to 19% during Korean War and 20.9%when the U.S. was fighting both Germany and Japan. Between 1970 and 1980 the U.S. economyincreased 122.4% while energy consumption hasincreased only 35.9%. Currently, the U.S. consumes92.9 quadrillion BTUs (est. for 1999, an increase of1.7% from 1998). Oil and natural gas provide 2.3rds of U.S. energyand coal provides almost 1/4th. U.S. major oil companies denied entry into SaudiOil business. [That's good, the oil companies need toinvest in new-energy projects. Ed.]

The seepage of oil from ocean-under-seabedsources is 100 times as much oil as comes fromoffshore oil exploration. The biggest threat to oil prices stems from thepolitical unrest in the Middle East. By 2020, the world will consume three times asmuch energy as it did in 1970. U.S. gross domestic product grew 5.6% in 4th Qtr.of 1998. The smallest category is Basic Materials at$2.4 billion; Energy at $3.7 billion, and the topFinancial Services at $22.36 billion.

"The average family with two earners paid nearly asmuch in taxes in 1998 as their total nominal earningsin 1980."Welfare: "In the six most generous states, benefitsexceed the entry-level salary for a computerprogrammer. The higher the benefits, the less workrecipients perform."Price Control: "Supreme Court Justice Owen Roberts... it is plain that this Act creates personal governmentby a petty tyrant instead of government by law."Superfund: The government has spent almost$1 billion for Superfund and forced private parties tospend up to another $80 billion. Yet the program hascleaned up barely a third of the most dangerouslandfills."Citizen Trust: "...a 1995 poll found that 76 percent ofAmericans say that they "rarely or never trustgovernment to do what is right."Rewarded by Fines: "...OSHA inspectors were beingrewarded on the basis of how many fines they issued."Stealing by IRS: "...IRS wrongfully collected up to $7billion in penalties...not owed by taxpayers. Thus,Americans probably lose more each year fromunjustified IRS payment demands than is stolen by allthe burglars and armed robbers combined."Price of Getting: "What have politicians given to thecitizenry that they did not originally take from them? ...In reality, ... politicians give back far less in value thanthey took."Sovereignty: "The challenge of our times is to limitthe power of government so that citizens can reclaimsovereignty over their own lives."

Many of the laws enacted by government are labeledwith such nice words as Environmental Protection,Fair Trade, and Comprehensive Employment andTraining Act ($40 billion spent, $0 results). Worse,the legislators think they are helping the people.However, by the time the bureaucrats write andpublish the regulations, the citizens who are supposedto be helped find that they can be arrested,imprisoned, and fined, with no rights to sue those whoimpose these serious coercions upon them.

So what has that to do with new energy? When coaluse decreases, when electric utilities cannot competewith new-energy devices, when oil refineries have toreduce production, when natural gas use is greatlyreduced, what do you think those industries are goingto ask from their Congresspersons? They will ask forfair trade, price controls, new-energy restrictions, andlegislation prohibiting new-energy systems. And whatwill the Congresspersons do? Unless a strong

voice from the people is registered, the will find waysto help maintain fairness for groups that donate largere-election funds.

What Should You Do? You must make your votecount. You must make your voice heard. You mustfill your Congressman's email file with strong,courteously-worded demands for the government tonot restrict the use of new-energy technology. Youhad better start now or find that the new-energydevices now being commercialized will be bound withgovernment regulations disguised as safety, fairness,consumer protection, etc.

Recently, the Department of Agriculture tried toexpand the definition of organic. Tens of thousandsof concerned citizens objected. The DOA withdrew!That is the answer to your freedom to use thenew-energy devices that are now beingcommercialized! To be forewarned is to beforearmed! Read this book, be informed, maintainyour energy rights. Then regain your many otherrights that are currently denied by bureaucraticregulations.

In the final chapter of this remarkable book, the authorsuggests some things that citizens should do. Hereare some further suggestions that should beaccomplished:

1. Require every government agency that is based onthe Constitutional concept of "promote the generalwelfare" to reduce its number of regulations by halfand the amount of fines by half. Repeat this mandateevery Congress or forgo any appropriations.

2. Remove the shield of sovreignty for all "generalwelfare" based agencies and allow the concernedcitizen to sue the government worker and haveimmediate access to an independent Arbitrator.

3. Require that only one government agency shall beallowed to write regulations for any particular topicsuch as Energy.

4. Pass legislation that all total government taxationcannot exceed 25% of a person's income.

5. Insist that someone in every Congressperson'soffice must read a new law before it is presented forvote.

The Two Basic Issues:1. The claim of the proponents of strict secrecy isthat the nation must control technological informationto ensure the country's technologic superiority. The claim of the academic and scientific scholarsis that scientific superiority in the U.S. can only bemaintained by freedom to communicate scientificinformation.

This publisher's view is that the government must befree to classify (for short periods of time) detailedstructural information on military weapons. This viewincludes the right of government to classifyweapon-related research that is funded bygovernment military agencies. The Regulations:The Inventions and Secrecy Act of 1951 gave

defense agencies authority to review patentapplications to determine if they should be classified.This law has been used to classify a voice scramblerand a data-protection device. An attempt was madeto classify the discovery of high-density chargeclusters.

The Atomic Energy Act of 1954 relates to nuclearenergy research. Such research is "born classified"under this law. In 1979, this act was used to preventpublication of an article, "The H-Bomb: How We GotIt, Why We're Telling It." Later in 1981, the DOEattempted to use this law to prohibit any U.S.laboratory employees from corresponding withresearchers from Communist countries.

The Export Administration Act of 1979 allowsrestrictions on the export of anything deemed to beharmful to national security.

Finally, regulations were promulgated by overfifteen government agencies to control, oversee, orrestrict scientific activities.

The Result:It would be obvious to anyone who is experienced

in research and development, that these restrictionswould diminish the technological advances in anycountry in which this type of restraint on professionalcommunication was imposed. That has been theresult in the U.S. The editor of this magazine hastalked with scientists who have left the United Statesand gone to other countries to be able to continuetheir scientific research after their work had beenclassified. Consider the growth of the computer andthe internet technologies. What country would beahead of the U.S. if the in-the-garage work led to thefirst Apple Computer had been classified? The U.S.leads the world in new technology. Freedom ofcommunication is the essence of technologicaldevelopment. No government agency nor any civilservant should have any right to curtail privateinvention and discovery. If it is weapon-related, theinventor is going to try to sell it to the governmentanyway!

Information any person whose research is notsupported by government funds retains full rights tothe dissemination of scientific data unless theresearcher and the government agree on full paymentfor research achieved and/or planned. Also, thegovernment shall have no right to change theclassification of any government-funded orprivate-funded research that is not initially classified.Government employees and politicians act only uponpublic demand. IS CO-GENERATION DEAD?By Hal Fox, editor

There is legislation that an entity who produces morepower than required for that entity, can sell the powerto the power company. The idea is to save theburning of more fossil fuels by having the powercompany buy the co-generated power and close downits own fossil-fuel-burning, power-generating station.The end result has been the building of a variety ofsmall water-powered generating facilities; theinstallation of natural-gas turbine-engine generators;and a number of plans for home owners to becomeinvolved in co-gen operations.

Here is the danger: The utility is not required to paymore than its lowest cost of generating electricalpower. As soon as the current two new-energytechnologies (now being commercialized) areavailable, power-production costs are expected toplummet. Therefore, anyone making an investment inpower-generating equipment to sell power to the localutility must take that information into his/her financialplanning.

Co-generation of electrical power, to sell to the localutility, is not dead but it is mighty sick. However, forthose who desire to "get off the grid" with one of thenew-energy power-generating technologies, theremay be some short-term benefits that can be obtainedby installing a larger-than-needed, power-producingunit and selling power to the local power company.Perhaps there will be a one- to two-year potential tosell power. But don't mortgage your home to do it!

Thank you for e-mailing me about your concerns witha long distance charge on Internet services. There isno plan, bill, or process in place to charge an accessfee or long distance charge for the Internet. Nor isthere any plan to tax electronic commerce on theInternet, because last year Congress passed a bill,that I cosponsored, titled The Internet Tax FreedomAct. This bill puts a moratorium on all Internet taxesfor two years, until a sound policy regarding electroniccommerce can be developed. There is an e-mail thathas been circulating since this past November, and ithas always cited that a vote "will take place in twoweeks time." This e-mail is not factual. This beingsaid, where does the talk of a long distance fee on theInternet come from?

The Internet is among the most exciting technologicaladvancements in the last decade. Access to theInternet has opened up whole new possibilities for life,business, and social service. The very idea of payinglong-distance-type charges for hours web surfingnaturally produces great anxiety. Therefore theserumors tend to spring up anytime the FCC doesanything related to long distance service.

On February 25, 1999, the FCC adopted a DeclaratoryRuling to clear up some issues regarding a conflictbetween local telephone companies. Essentially theFCC is beginning to lay the ground work that will aid inthe development of the Internet.

The FCC guaranteed the following points in itsFebruary 25, 1999 meeting:

The FCC will not impose long distance charges fordialing up the Internet. This exemption from longdistance access charges is solid as a rock and hasbeen upheld in court.

The consumer may continue to access the Internetby dialing a seven digit telephone number, and will notincur a long distance charges when they do so.

The FCC has reconfirmed the Internet's exemptionfrom local telephone charges. Consumers will see nonew charges on their Internet or phone bills

The big picture in the long run is very positive -- ourcontinued "hands off" policy towards the Internet willallow it to continue growing rapidly, unfettered byregulations.

The government must not be too quick to regulate,or worse, tax an industry that is developing itstechnology so fast. I hope this information is helpfuland answers your question.

I admire you for your work.You will never get the credit you deserve for your time,money, and persistence. The same plaudits go toyour friends. I know you haven't given up. I suspectthat like Sparky Sweet, you'll die trying to improve theworld. I certainly do not look down my nose at anyone. It may be true that I have been discouraged bythe lack of any "low-tech" solution to the N/E problem(so far), but my hopes are with you. In the meantime,our publishing activities and our search for andreporting on both high-tech and low-tech new-energydiscoveries has brought me in contact with a couple ofamazing new developments, both of which have takenten years to develop (and neither is cold fusion). Aswe reported in NEN, March 1999, these newadvances: 1. Dr. Randall Mills collapsing the hydrogenatom below its

traditional ground state and, 2. the creation andproper control of high-density charge clusters, appearto be the two most promising new-energy technolgiesbeing, or close to being, commercialized.

Don Kelly has another beef: "Firstly, your judgementof these "G" Wheels is real bumdinger; i.e. 'a devicemay not work in a uniform gravity field, but would workif part of the device were exposed to a weakenedgravity field.'"

My fault, Don, for not being more precise. Theconcept was that if we could put one part of a wheel(almost any wheel) so that half was exposed tostandard gravity and the other half exposed toreduced gravity, then one part of the wheel (of thesame mass) would appear to be "lighter" and the otherhalf would appear to be "heavier." The wheel wouldobviously rotate. What is being done with Wheels isnot to affect gravity but to affect the torque given to awheel by having various masses change theireffective radius arm (m times r) so that this torquecaused by a uniform gravity is different on one part ofthe wheel than on the opposite side of the wheel. [Bythe way, I think the use of magnets to affect one sideof the G Wheel is ingenious.]

Don Kelly also makes another suggestion: "Shouldersactively seems to center on writing about thetechnology in his 80-plus-page patent, etc., but whynot prototype work on his proof?"

Mea culpa, Don. I've failed to report on KenShoulders' extensive laboratory work that has led tohis several patents (issued and pending). KenShoulders is, in my judgement, one of the world'sgeniuses in the laboratory. He has a marvelouslywell-equipped laboratory adjacent to his home. Onethat makes some of the rest of us drool with envy. Ihaven't properly related that story. However, Ken hasno inner need for the media to praise him, nor forothers to accept his work. He knows what he is doing.He knows what he wants to achieve, before he makesa public announcement. Ken Shoulders cares notwhat less-informed and less-talented people thinkabout his work. As for those who would like to instructShoulders about his errors, I classify theseself-appointed experts as equivalent to the ones whoproclaimed that the Wright Brothers couldn't fly,Edison's light bulb wasn't practical, and Goddardshould know that rockets couldn't work in spacebecause there was nothing to push against.

In a recent contribution to "My Turn," Frank Wallssuggests that NASA be turned into NationalAlternative Energy Research Administration. One ofthe missions of the current Department of Energy is tofind, foster, and promote sources for new energy.DOE has funded hot fusion (about $20 billion) andfunded solar, wind, tide, geothermal, and biomassalternative energy products by spending billions moredollars. The results have been essentially zero, as faras providing low-cost, alternative energy. Why wouldany living and literate person expect that a renamedNASA could do any better?

Almost no scientific breakthroughs are produced fromgovernment laboratories. It is the individual or smallprivate groups that foster new technologies. Readersof The Arizona Republic may be interested to knowthat two such alternative-energy groups are nowcommercializing new-energy discoveries.

Example 1: The 1989 invention by Dr. Randell Mills isnow being commercialized (defined as a companyhaving developed its technology to the stage ofproviding engineering prototypes to licensees). Dr.Mills' invention obtains energy from catalyzing thehydrogen atom below its normal ground state. Thisprocess is accomplished in a hot gaseousenvironment and the photons of energy, in thecollapsing of the hydrogen atoms, provide copiousamounts of thermal energy. This is a revolutionarynew form of chemical energy. After this process wasdiscovered on earth, it was found to be a part of thesun's energy. Example 2: Kenneth Shoulders was issued a patenton May 21, 1991 as U.S. Patent 5,018,180. Thistechnology produces both thermal energy and directelectrical energy. The ratio of the output to inputenergy ranges from 10 to 100. The source of theenergy, according to the patent: "...In any event,energy is provided to the traveling wave outputconductor, and the ultimate source of this energyappears to be the zero-point radiation of the vacuumcontinuum." This is the first patent (known to me) todescribe the source of energy as coming from theenergy that fills all space. In other words, this is thefirst technology to tap the vast energy available

anywhere on earth or in space. Now that issomething that NASA needs.

Regarding Gravity, the Stevens Device, andDisk-Shaped Magnets

By means of response to the "Stevens" device thefollowing:

I wrote a theory of gravity that is based entirely on ahydraulic view of physics. This means that allphenomena are considered a result of space (aether)currents. Fields are considered mathematicalabstractions, in reality space currents exists that flowat right angles to these field-lines. For example:gravity has vertical field lines, but the real space flowis horizontal. So gravity is explained as caused byanti-clockwise, spiral-shaped space currents thatcome from all directions. Due to the presence of ourplanet, an excess exists in the horizontal direction(this out-of-balance situation obviously is the cause ofgravity).

Before making some remarks about the "Stevens"device, it must be understood that conductivity isprimarily caused by the degree the conductor allowsthe passage of space currents. This is true whether ornot electrons are involved and dragged along by thesespace currents.

When keeping the above in mind, a lot makes sensein the e-mail but a lot is non-sense as well. If the 7.23Hz is true, all smaller objects around us would shakecontinuously and we would all soon become mad.The true frequency is 157.3 kHz, the well known earthfrequency. At this frequency any coil will resonate onthe inductance of the wire and the capacitancecaused by the space in between the wires. Once thegeometry of the outer coil is fixed, cutting the wiringaway in between tests is a good way of tuning thiscoil, because the inductance changes at a differentrate than the capacitance. It is further claimed thatwhen the device is overturned it performs less well.From this may be concluded that the device is woundfrom inside out in a clockwise direction. This is thebest way to receive the pulsating anti-clockwisegravity spiral currents. By the way, nothing is saidabout this spiral aspect and

I consider this just as important as the flatness of thecoil. Because of the excess of horizontal spiral gravityflow, the device will perform best when in thehorizontal position. When placed at an angle, it willreceive spiral flows that have suffered absorption bythe near planet. I would not be surprised when theantenna shows much operation when in the verticalposition. Because the gravity spiral flows come fromthe outside, the outer coil shields the inner coil fromthe gravity energy; this means the only task left is atransformer function. Because a rectifier bridge givesa loss of 1.2 Volts, it is very efficient to step up thevoltage to decrease this loss. This also brings downthe impractical high frequency to a zero value. Thisinner coil must be tuned to the same base frequency.A lot of readers wonder about the function of themagnet(s). Magnets show a powerful space currentaround the north-south axis, when a conductor isplaced around this axis this will promote spaceconduction. This would promote the start-up of thedevice. Of course, a 157.3 kHz trigger current woulddo the same job. You have all heard of Coler's 180kHz fundamental frequency for magnets. This was forthe 10 mm. diameter steel magnets of his time. It'spossible however to find a magnet that is tuned to theantenna. The frequency of a disc shaped magnet isproportional to its strength and inversely proportionalto it's diameter.

I originally published the idea of a quantum ofcapacitance in my book Elementary Antigravity in1989, ISBN: 0-533-08334-6.

This idea is important in that it links the size of themacro-un iverse to the in terac t ions o fmicro-elementary particles. The link is stray capacitivecouplings.

The value I published in 1989 is 3.42 x 10 -24 farads.

Let's take a look at the capacitance of an isolated oneinch superconducting sphere.

Capacitance = 4 eo = 1 x 10 -10 farads

The ratio of the quantum of capacity to capacity ofsphere is 3.42 x 10 -24 / 1 x 10 -10 = 3.4 x 10 -14

We have just discovered that the velocity of light in asuperconductive solid is 35 MPH or about 75 metersper second

The ratio of this number to the speed of light squaredis (must square number because light speed varies ofthe sq. root of the electric constant):

(75 / c)2 = 6.25 x 10 -14

Note the agreement between the above two ratios.

Finally we believe that the downshifted Comptonwavelength of the electron in a one inch super-conducting disk is:

FREQ MHz = 38 / (diameter) = 38 mega hertz

This value is constant with Noever's work at NASAMarshall

This yields a wavelength of c/FREQ = 7.9 meters

Comparing 7.9 meters to the Compton wavelength ofthe electron yields: (note this frequency varies directlywith the change in capacitance)

2.42 x 10 -12 / 79 = 3.1 x 10 -14

Once again this third ratio is consistent with the firsttwo.

The numbers may be off a little due to the fact that theexact size, modes of vibration, and stray capacitancevalues are not exactly known.

CONCLUSION

A superconductor is a view into another universewhere: Light travels at 31 MPHCompton frequencies are in Mega Hertz band.Low Level Nuclear Reactions take place.Heat travels at the speed of sound.Current travels without friction.

I wonder what life would look like in such a universe.

The conclusions support my original idea of aquantum of capacitance.
