PURCHASING OF MOBILES
Deloitte Yousuf Adil, Chartered Accountants (Deloitte Pakistan) is contractor for USAID on Sindh
Capacity Development Project (SCDP), a USAID three-year project that will support the sustainability
of the Sindh Basic Education Program (SBEP). This will be done by ensuring stronger governance and
improved public accountability in the education sector through systems building and institutional
strengthening of Program Management and Implementation Unit (PMIU) and Education and Literacy
Department (E&LD) of the Government of Sindh.
Deloitte Pakistan invites quotations from OEM (Original Equipment Manufacturer) /Authorized
distributers / Dealers – for the quoted equipment, having valid registration for Income Tax, Sales Tax1
(if firm is not registered for Sales Tax, the sales tax would need to be deducted at source and if
exception not granted in accordance with guidelines as attached in Appendix D, submitted to the
National Exchequer). Bidders may quote their bids having detailed specifications of product along with
service support, experience and telephone numbers and competitive prices. Bidders may submit their
bids on or before 04:00 pm Friday 19th September 2016 at the below mentioned address. Any
response received after this time will not be considered.

Appendix A: Terms and
Conditions The received quotations shall be evaluated based on comparing price quotations obtained from
several suppliers (in the case of goods) or from several contractors (in the case of civil works),
with a minimum of three, to assure competitive prices. The acceptable terms & conditions of
the lowest responsive quotation shall be incorporated in the brief Purchase Order.
All goods ordered shall be delivered within fifteen days (15 days) from the date of issue of the
purchase order. All aspects of safe commissioning shall be the exclusive responsibility of
supplier.
Along with quotation, catalogue/leaflets of the equipment showing the make model
number, specifications etc. should invariably be included without which they will be
rejected.
Commercial Replacement warrantee/guarantee of the equipment supplied shall be
for a minimum period of 12 months from the date of successful operational
demonstration. The terms of the warranty shall be included with the invoice and
amount mentioned separately on the format quotation. A replacement stock of 5%
should also be available with the vendor to cover immediate replacement of the
same model, if needed.
Accidental insurance for the phones should also be quoted along with warranty
separately as an option with one-time premium.
The process for Warrantee / Guarantee would be the exclusive responsibility of the selected
vendor / supplier.
Deloitte Pakistan is not bound to accept any quotation, nor award a contract/purchase order,
nor be responsible for any costs associated with a supplier’s preparation and submission of a
quotation, regardless of the outcome or the manner of conducting the selection process.
Accordingly, Deloitte Pakistan will not pay any of the suppliers’ cost of preparing their
proposals under this quotation.
All Quotations must be valid for a period of at least 30 (thirty) days from the closing
date of the Quotation.
Price shall be quoted in Pakistani rupees. The quoted price shall be inclusive of all related costs
including all taxes, packing costs and transportation costs etc.
In case of anomalies between unit rates or prices and the total amount quoted, the unit rates
or prices shall prevail. In case of discrepancy between words and figures the former will
govern. Bidder / Supplier shall remain bound to accept the arithmetic corrections made by the
Procurement Committee.
All applicable taxes as per the federal and provincial regulations shall be levied and the
supplier responsible for paying them. The quotes should be inclusive of all such taxes. See
Appendix D for guidance related to taxation which are required to be applied for exception
before payment of invoices.
All Payment will be made through Cross Cheque to the Firm mentioned in the quotation by
Deloitte Pakistan within 12 working days of receipt of Bill (Invoice) after completion in all
respects.
