A large coalition of leading Canadian environ-mental groups, the Green Budget Coalition (GBC), recently unveiled their fi-nal recommendations for the federal government’s 2014 budget. The GBC’s feature recommendations offer a way for Canada to ‘green’ its budget without adding a nickel to the fed-eral debt.

The GBC represents fourteen of Canada’s lead-ing environmental and conservation organizations. The GBC’s three feature recommendations for Bud-get 2014 — reducing subsi-dies to the oil and gas and mining sectors, implement-ing the national conserva-tion plan, and protecting Canada’s fresh water — would create important en-vironmental, economic and human health benefits, and also provide direct and on-going net financial savings for the federal government.

“These recommenda-tions are prime opportunities for the Government to real-

ize its Throne Speech goal that ‘We must seize this mo-ment to secure prosperity, for Canadians now, and the generations to follow’,” said GBC Chair George Finney, the President of Bird Studies Canada.

The GBC’s final recom-mendations also highlight ten complementary op-portunities for the federal government. These in-clude sustainable energy for northern and remote communities, energy stor-age, infrastructure resil-ience and infrastructure for First Nations communities, achieving Canada’s climate target, global climate ac-tion, electric vehicles, lia-bility regimes for the Arctic offshore and nuclear pow-er, science capacity, and principles and strategies for a green economy and sus-tainable Canada.

With Finance Minister Jim Flaherty and Minister of State (Finance) Kevin Sorenson hosting pre-bud-get consultations across Canada this month, GBC

representatives will be meeting this week with key policymakers, leading MPs and senior government offi-cials, to discuss these Bud-get 2014 recommendations.

“These recommenda-tions provide the chance to honour Canada’s 150th anniversary in 2017 by creating transformative progress towards an envi-ronmentally sustainable, prosperous Canada,” ex-plained GBC Manager An-drew Van Iterson.About the Green Budget Coalition

Kobelco Construction Machinery’s fast paced growth has resulted in expedited plans to build a permanent U.S.-based headquarters. The compa-ny originally anticipated to build within five years, but started making it a priority this summer, scouting and selecting a location before the close of their first busi-ness year.

The company recently broke ground on their new facility in Katy, Texas, hav-ing signed a nine-year lease agreement with plans to occupy the building by Sep-tember 2014. This new, ex-pansive 101,300 square- foot facility will not only serve as Kobelco’s North Ameri-can headquarters, but also as the company’s training centre and parts distribution location for all of the United States, Canada and Latin America. The investment being made in this build-ing by Kobelco signifies the company’s long-term com-mitment to the North Ameri-can marketplace.

According to Ron Har-grave, Vice President of Sales and Marketing for Kobelco Construction Ma-chinery USA, “The new fa-cility being built will allow us to continue our rapid growth. We are pleased to once again be offering our products as an indepen-dent brand and are work-ing diligently to ensure Kobelco positions itself to gain continued market share moving forward. We are driven by passion to be a market leader of crawler excavators.”

Further supporting the company’s long-term commitment to the North American market is its significant investment in ConExpo/ConAgg 2014. A 165-foot x 210-foot out-door exhibit in silver lot booth #4408, will mark the company’s homecoming to the show as an indepen-dent brand after a 10-year hiatus. The exhibit will not only feature Kobelco’s pop-ular line of crawler excava-tors, but also a new line of

demolition machines. In addition to equipment, the booth has been designed to create a memorable ex-perience for attendees, one the company hopes their dealers, customers and prospective customers will remember for many years to come.

The award was an-nounced at the Guild’s Learning Solutions Con-ference & Expo 2013, held earlier this year in Orlando, Fla. Wacker Neuson host-ed its second annual contracted dealer sum-mit at the company’s North American manu-facturing facility and corporate headquarters in Menomonee Falls, Wisc., Oct. 1-3, 2013. The highlights of the event included the much anticipated unveiling of Wacker Neuson’s new skid-steer line for the North American market and the chance for one lucky dealer to win the first unit off the produc-tion line.

Over 150 people rep-resenting 100 companies from the United States

and Canada gathered in Wacker Neuson’s manu-facturing plant to hear Christopher Barnard, President and CEO of Wacker Neuson Corp., explain the strategy for the development and production of the skid steer product line. As Barnard explained, “We have the vision, com-mitment and execution to complete this critical piece of the puzzle for our product line. With the addition of our new skid-steer line, we can now offer dealers the most comprehensive and competitively unique line of light and compact

equipment in the indus-try.”

Barnard unveiled the new skid and track load-ers after explaining to the dealers and employ-ees that many options were considered to bring a quality skid-steer line to the market, conclud-ing with, “Wacker Neu-son decided for its own development in order to control the design, the manufacturing, the qual-ity, and the cost, which will benefit us all. We are confident that these new models will exem-plify the quality and du-rability that the indus-try associates with the

Wacker Neuson brand,” Barnard said.

Wacker Neuson has more than 10 years of ex-perience in designing and manufacturing skid steer loaders for the European market. “The require-ments of the customers in the U.S. are different and North America is the biggest skid-steer market in the world. That’s the reason why we decided to design a product line for this important mar-ket”, said Martin Lehner, CTO of Wacker Neuson SE.

The design of the SSL models will be done jointly between Wacker Neuson’s facility in Ho-ersching, Austria and Menomonee Falls, Wis., USA. The new models will officially hit the mar-ket at CONEXPO, March 4-8, 2014, in Las Vegas with two skid steer and two track loaders offered in a variety of packages and price ranges to fit the North American market.

After getting their first look at the SSL product line, the machines were moved to the dirt where dealers could operate the machines. “These machines look and feel robust and tough,” said Sam Eaton, Vice Presi-dent and General Man-ager, Knickerbocker Russell Co., Pittsburgh, Pa. “It’s a nice looking machine and was very

The Association of Ro-tational Molders recently named the Flashing Beacon as “Product of the Year” at its annual conference, and

awarded this prize to Res-craft Plastic Products Inc., the firm retained by North America Traffic to design and produce the new poly-ethylene housing of the beacons.

At North America Traf-fic, the goal was simply to improve on the capabili-ties and durability of other Flashing Beacon products in the market. Jordan Sher-lock, Vice President of Cor-porate Services at North America Traffic, said that Rescraft was given the as-

signment as a result of their success with previous proj-ects. “We wanted some original thinking to help us create a polyethylene housing that would repre-sent a new state-of-the-art process. We recognized the problem-solving capa-bility at Rescraft, and they proved they were the right partner.”

The new housing con-tains all the electronic con-trols and the battery pack for North America Traffic’s solar-powered beacons. A key feature of the housing is its battery compartment, which minimizes contact to the battery itself, insulat-ing it against the effects of the weather. “Cold is the enemy of battery power,” says Sherlock. “This hous-ing gives us a significant

improvement in the flash-ers’ run time through sun-less periods, especially in winter climates. The plastic material also outlasts steel, providing more durable resistance to wet weather and other environmental factors.”Design for efficient production

The housing’s develop-ment was a highly collabor-ative process, progressively adapting to new ideas and goals. “It was originally go-ing to be a series of hous-ings, in various sizes,” Todd Stone recalls. “We were able to get it down to a “one size fits all” design. The final step was finding a way to produce it with the box and lid integrated into one piece.” With that goal accomplished, tooling costs for the housing were re-duced by as much as 50% from previous designs.

North America Traf-fic’s 4-Season Beacons are utilized in a wide range of settings, typically in tandem with traffic signs such as school zone cross-ings, crosswalks, and stop signs. The Flashing Bea-cons will operate in envi-ronments with up to 90% humidity and in tempera-

The Canadian Construc-tion Documents Committee (CCDC) has published two new design-build contract forms, CCDC 14 and CCDC 15, now available in the VRCA Online Store. These two new design-build con-tracts have been endorsed by the Canadian Design-Build Institute.

CCDC 14 is a standard prime contract between the Owner and the Design-Builder where the Design-Builder provides the De-sign Services and performs the Work under one agree-ment, for a single, pre-determined stipulated or fixed price.

In addition to the com-mon contract terms and conditions for construction projects, CCDC 14 clearly defines the roles and re-sponsibilities of the Owner and the Design-Builder. CCDC 14 also identifies and describes the roles of other parties such as the Consultant and Payment Certifier as well as Owner’s Advisor, if any.About CCDC 15

CCDC 15 is a standard contract between the De-sign-Builder and Consul-tant to perform the Design Services required under a design-build contract be-tween the Owner and De-sign-Builder.

Based on an approach similar to standard client-consultant contracts (i.e. RAIC Document Six and

ACEC 31), CCDC 15 lists all the basic design ser-vices that are considered necessary in a design-build contract. These design ser-vices are listed in a Sched-ule, which allows flexibility for the Design-Builder and Consultant to establish the scope of services and com-pensation method.

CCDC 15 also includes a schedule that lists typical additional design services that the Consultant may be required to provide.About CCDC

The Canadian Con-struction Documents Committee (CCDC) is a na-tional committee respon-sible for the development, production and review of standard Canadian con-struction contracts, forms and guides. Formed in 1974, the CCDC is made up of volunteer owner representatives from pub-lic and private sectors, as well as appointed volun-teer members of the four constituent organizations (ACEC, CCA, CSC and RAIC). A lawyer from the Canadian Bar Association, construction law section, sits as an ex-officio mem-ber of the committee. With commercial vehi-cle technology advancing and expanding the use of air for non-braking func-tions, the experts at Ben-dix Commercial Vehicle Systems LLC stress the importance of protecting air systems from contami-nation to ensure longevity and performance. As part of its Bendix Tech Tips series, Bendix offers pre-ventive maintenance and troubleshooting insight on air dryer systems and some of their key compo-nents.

“Systems that can be impacted by excessive oil or moist air – from the air brakes to the engine, emission, and drivetrain systems – are susceptible to failure when that air is contaminated,” said Rick Conklin, Bendix product line director, Air Treat-ment. “These systems of-ten include technologies that improve productivity and fuel economy, or that are required to meet emis-sions regulations. Protect-ing them is important to

keep vehicles on the road, increase their service cy-cles, and reduce mainte-nance costs.”

An overall air dryer system check should be-gin with opening the drain valves on the reservoirs to check for moisture in the system. If moisture is present, verify that no ex-ternal air has been applied to the system, and check the air dryer’s service data sheet to confirm that the air dryer is mounted in the correct location with the correct discharge line length.

If external air was ap-plied, drain all reservoirs and purge tanks, restart the vehicle, and allow sys-tem pressure to build to the governor cutout pres-sure. Verify that the proper system pressure has been reached, then operate the vehicle normally. Recheck for water in the reservoirs after one week.

If an issue with the air dryer mounting or plumb-ing is encountered, have it corrected, and ensure that

the discharge line from the compressor to the air dryer slopes continuously down-ward to the air dryer inlet, with no water traps.

Also remember to take into account any significant temperature changes with-in the previous 24 hours. Ambient temperature shifts of greater than 30 degrees Fahrenheit can cause a temporary accumulation of moisture. If a significant temperature change oc-curred, continue to oper-ate the vehicle under nor-mal conditions. The small amount of water that may have condensed due to the temperature shift will be reabsorbed by the dry air once the vehicle is in oper-ation. Check the air system again after one week.

Whether moisture is present in the system or not, check all the air lines for damage such as chaf-ing, and examine the air dryer mounting bolts for tightness and torque as specified in the manufac-turer’s service data sheet.

Within the air dryer sys-tem, there are three key components to monitor: the air dryer cartridge, the purge valve, and the deliv-ery check valve.Air Dryer Cartridge Maintenance

Depending on voca-tion, Bendix recommends a one-, two-, or three-year air dryer cartridge replace-ment on vehicles equipped with a Bendix compressor.• One year or 100,000

miles: Severe service ap-plications such as resi-dential refuse trucks or school buses

• Two years or 200,000 miles: Pickup and deliv-ery operations; double- and tripletrailer line haul trucks

• Three years or 300,000 miles: Line haul opera-tions using a single trailerRecommended intervals

for trucks equipped with non-Bendix compressors are six months (50,000 miles), one year (100,000 miles), and two years (200,000 miles), respec-tively.

More frequent intervals may be required depending on a vehicle’s age, com-pressor condition, and op-erating environment.

For better air dryer per-formance and increased system protection, Bendix recommends using an oil-coalescing cartridge like the Bendix PuraGuard. Oil can be particularly harmful to air systems, deteriorat-ing seals – which can cause leaks – and contributing to

premature damage in a va-riety of other components such as push-pull dash valves, spring brake modu-lating valves, and brake chamber diaphragms.

Standard cartridges may be replaced with oil-coalescing cartridges, but fleets should always change out oil-coalescing cartridges with like replace-ments. Additionally, fleets need to beware of low-cost and counterfeit cartridges, which are not as effective as OEM equipment.Purge Valve Issues and Replacement

As a best practice in pre-ventive maintenance, Ben-dix recommends replacing the purge valve assembly whenever the air dryer car-tridge is replaced. This will address several potential purge valve issues, includ-ing:• Air leakage or lack of

pressure building due to purge valve seal wear

• “Popping” of the purge valve due to intermittent sticking

• Loss of engine turbo-charger boost during the purge cycle due to leak-age in the turbo cutoff valve

Delivery Check Valve Issues and Replacement

Signs that the system’s

delivery check valve is in need of replacement in-clude a lack of pressure buildup due to the valve sticking in the closed posi-tion, and rapid cycling or loss of pressure during the purge cycle caused by a leaky valve.

Bendix recommends replacing the air dryer sys-tem’s delivery check valve with every other cartridge replacement.

“Keeping an air system operating properly is criti-cal – but it doesn’t have to be complicated,” Conklin said. “By understanding the system’s key compo-nents, installing oilcoalesc-ing air dryer cartridges, and following a regular mainte-nance schedule, fleets can keep their vehicles on the road, operating safely and generating revenue.”
