Supplementary Agenda for 28 th WRPC Meeting: Item No SA-1: Balance Proposals from 37 th SCM for WR an 19 th OA meeting: PGCIL have intimated that the 27 th WRPC meeting covered a few proposals from the 37 th SCM of WR and 19 th Open Access Meeting. The list of proposals not covered in 27 th WRPC meeting, but concurred in 37 th SCM of WR and 19 th Open Access meeting that requires WRPC concurrence as furnished by PGCIL is given in Annex- (SA-1-Exhibit-1) WRPC may like to approve. Item NO SA-2: SCHEDULING OF POWER FROM NTPC JHANOR-GANDHAR STATION. NTPC have intimated the following with respect to scheduling of power from NTPC-Jhanor stations: Govt. of India has allocated APM gas, the cheapest gas available in the country to all NTPC gas stations including Jhanor-Gandhar. A part of APM gas is supplied to Jhanor-Gandhar station from ONGC’s South Gujarat fields through a dedicated pipeline in GAIL’s South Gujarat network. As per the requirement NTPC has entered into APM gas supply agreements with GAIL for committed drawl with Take-or-Pay clause. It has been observed that generation schedule on domestic APM gas received by Jhanor-Gandhar station has started decreasing from November,2014 and of late the station is not getting any generation schedule. In the absence of schedule, station is not able to draw ONGC’s South Gujarat gas from GAIL. Due to technical constraints GAIL has indicated its inability to divert this gas to other gas stations of NTPC. Further GAIL vide letter dated 30.01.2015 has raised concerns regarding facing of serious operational and contractual problems due to this poor off take of gas. The poor off take has been leading to instances of flaring of this gas by ONGC which is a terrible waste of scarce national resource.

PGCIL have intimated that the 27th WRPC meeting covered a few proposals from

It may also be noted that MOP & NG which allocates domestic gas has

taken a very serious view of this situations where gas suppliers are compelled to

flare gas due to poor off take by consumers. As APM is the cheapest gas in the

country, any shortfall in its drawl may lead the Govt. to reduce allocation of the

same to this & other NTPC stations.

GAIL has further intimated that if this situation continues, they would be

constrained to enforce Take-or-Pay charges on the station in line with the

contractual obligations. To obviate such situation, it is requested that sufficient

schedule may be given to Jhanor-Gandhar station so that the station can operate

at least at its technical minimum load in combined cycle mode and can draw the

committed gas from GAIL to avoid Take-or-Pay situation.
