R U L E S MADE BY THE H I G H COMMISSIONER UNDER SECTION 20.

I N EXERCISE of the powers vested in him by section 20 of the Animal Diseases Ordinance, 1945, the High Commissioner j has made the fol­lowing rules: —

1. These Rules may be cited as the Animal Quarantine (Amendment) Rules, 1946, and shall be read as one with the Animal Quarantine Rules, hereinafter referred to as "the principal Rules".

2. Rule 15 of the principal Rules shall be amended by the revocation of sub-rule (1) thereof (as enacted by rule 4 of the Animal Quarantine (Amendment) Rules (No. 2), 1935) and the substitution of the fol­lowing therefor:—

"(1) The following fees shall be charged for the examination of any imported stock (other than stock imported for slaughter in quarantine), poultry and transport animals : —

Inspection and enquiries as to contents of the Amending Schedule.

3. The Amending Schedule shall be deposited at the office of the Custodian of Enemy Property, Jaffa Road, Jerusalem, and any person may inspect it free of charge on any day, except a Saturday, Sunday or public holiday, between the hours of 9 a.m. and 12 noon. Written enquiries as to whether the name of a particular person is contained in the Amending Schedule shall be answered free of charge.

Order") the force of an award, and other expressions have the same respective meanings as they have in the principal, Order.

ject to the provisions of paragraph 5 of this Order — («) the provisions of the principal Order, except those of paragraph

(i) which has been reported to the Director under paragraph 3 of the principal Order before the date of the commencement of this Order, and

(ii) in which the Director has decided to intervene but which has not been settled before that date in the manner provided by the principal Order;

( 6 ) any award which is in force at the date of the commencement of this Order shall continue in force on and after that date and shall have effect by virtue of this paragraph, and any award which (by Virtue of sub-paragraph ( a ) of this paragraph) is made on or after that date shall have effect on and after that date by virtue of this paragraph, and the provisions of the principal Order, except those of paragraph 18 thereof, shall continue to apply in relation to the trade dispute to which any such award relates:

Provided that in relation to any award having effect by virtue of this paragraph, paragraph 16 of the principal Order shall have effect as if the words "except as provided in this Order" were omitted there­from and as if for the words "until varied by a subsequent award" there were substituted the words "until it ceases to have effect under sub-paragraph (1), (2) or (3) of paragraph 5 of the Defence (Trade Disputes) (Revocation) Order, 1946".

5.—(1) Where any award having effect by virtue of paragraph 4 of this Order — • ( a ) has been or is made for a specified period, such award shall

continue to have effect until the date of the expiration of that period unless, before that date, it ceases to have effect under the provisions of sub-paragraph (2) or (3) of this paragraph;

(&) has not been or is not made for a specified period, such award shall continue to have effect until it ceases to have effect under those provisions.

(2) If either party to whom any award having effect by virtue of paragraph 4 of this Order relates, at any time desires that such award should cease to have effect and complies with the following require­ments, namely —

( a ) gives to the other party to such award a notarial notice of the - party's desire that the award should cease to have effect; and ( b ) furnishes the Director with a copy of such notarial notice not

later than seven days after the date of service thereof on such other party,

the award to which such notarial notice relates shall cease to have effect on the expiration of two months after the date of service of the notice on such other party. *

(3) If both parties to whom any award having effect by virtue of paragraph 4 of this Order relates, at any time desire that such award shall cease to have effect and such parties comply with the following requirements, namely —

( a ) enter into an agreement in writing wherein they agree that such award should cease to have effect; and

( b ) furnish the Director with a copy of such agreement not later than seven days after the date of its execution,

the award to which such agreement relates shall cease to have effect —

(i) where a date is specified in the agreement, as from that date; or

(ii) where no date is specified in the agreement, as from the date of the execution of the agreement.

(4) The Trade Union, Labour Federation, or Labour Organisation, of which the majority of the workers to whom an award relates are members, shall be competent, by an agent duly appointed in writing in that behalf by such Union, Federation or Organisation, to re­present, and to act on behalf of, such workers for the purposes of sub­paragraphs (2) and (3) of this paragraph.

(5) Where any award having effect by virtue of paragraph 4 of this Order ceases to have effect under sub-paragraph (1), (2) or (3) of this paragraph, all the provisions of the principal Order shall, as from the date on which such award so ceases to have effect, cease to apply in relation to the trade dispute to which such award relates.

Citation.

Interpretation.

Fees.

1. These By-laws may be cited as the Ramat Gan (Certificate Fees) By-laws, 1946.

2. In these By-laws — "Council" means the Local Council of Ramat Gan; "President" means the President of the Local Council of Ramat

Gan and includes any person to whom the President has delegated in writing his powers under these By-laws.

3. The fee for the granting or authenticating of any certificate by the President or by the Council shall be two hundred and fifty mils and shall be paid to the Council by the person applying for the certificate:

Provided that the President may grant exemption from paying the fee prescribed under this by-law, or part thereof, in case of poverty of the applicant or where the application for the certificate is made by a charitable, religious, cultural or educational institution the object of which is a purpose entirely other than to derive pecuniary profit.

NOTICE OP DEPOSIT OF MODIFICATION OF A DETAILED SCHEME. ׳

NOTICE IS HEREBY GIVEN, in accordance with section 19 of the Town Planning Ordin­ance, 1936, that there has been deposited at the office of the Jerusalem Local Building and Town Planning Commission, together with the plan annexed thereto, a copy of a modification, resolved upon by the Jerusalem District Building and Town Planning Commission, of a detailed scheme entitled "Detailed Scheme No. 754 •— Modification of the Talpioth Public Open Space", notice of the grant by the said District Commis­sion of authority for the putting into force whereof was published in the Gazette No. 542 of the 10th October, 1935, at page 970. •

The copy of the said modification, together with the plan annexed thereto, is open for inspection by any person interested free of charge, and any person interested as owner or otherwise in land, buildings or other property affected by the said modifica­tion may lodge objection thereto at the office of the said Local Commission within two months from the date of the publication of this notice in the Gazette.

I N EXERCISE of the powers vested in me by regulation 46 of the De­fence Regulations, 1939, I , MAJOR LAURENCE STANLEY ANIÈRE, Acting Controller of Road Transport, being a Competent Authority for the purposes of the said regulation, do hereby order as follows: —

1. This Order may be cited as the Defence (Control of Tyres and Tubes) (Amendment No. 2) Order, 1946, and shall be read as one with the Defence (Control of Tyres and Tubes) Order, 1944, hereinafter referred to as "the principal Order".

2. Paragraph 6 of the principal Order shall be amended by the in­sertion therein, immediately after the words "or allow the retreading in Palestine of any tyre", of the following words : —

"unless such tyre is in the possession or under the control, in accordance with the provisions of para­graph 12(a), of the holder of a valid licence granted under the Road Transport Ordinance or any rules made thereunder".

EXPLANATORY NOTE.

The above Order re-inserts in paragraph 6 of the principal Order certain words which had been deleted therefrom by paragraph 2 of the Defence (Control of Tyres and Tubes) (Amendment) Order (No. 3), 1944. At; that time it was necessary to prohibit the retreading of tyres except by special permit. Now, the situation in respect of the supply of raw materials for retreading of tyres has improved to a degree which will enable retreading to be extended to all categories of tyres for licensed vehicles which have been declared to the Controller of Road Transport. The effect of the above Order is to cancel the prohibition of retreading with regard to such tyres.

G a z : 20.5.46, rp^g r e c e n t increase in customs duty, as effected by the Customs V• 7 0 9 - Tariff and Exemption (Amendment of Schedule) Order (No. V), 1946,

has rendered it necessary to revise the maximum prices specified in the G a z : 16.5.46, Defence (Control of Engineering, Building and Hardware Material) p . 694. (Maximum Prices of Certain Articles) Notice, 1946 ("the principal

Notice"), with a view to adapting them to the new customs tariff. The above amendment, which replaces and re-enacts, with the

necessary modifications, the Schedule to the principal Notice, provides accordingly. It will be deemed to have come into force on the day on which the new customs tariff became effective, i.e. the 20th May, 1946, in view of the fact that, as from that date, customs duty in respect of the articles to which the principal Notice applies has already been paid at the increased rates.

Tinned milk which is about to be distributed has been added to the list of restricted commodities and, consequently, in the areas specified in the Third. Schedule to the. Food Control (Rationing) Rules, 1945, sales of tinned milk from wholesalers to retailers may be effected only on written authorisation from the Food Controller. Retailers may sell tinned milk without coupon but only to consumers who are in possession of a valid ration document other than a commodity linking card.
