ADDENDUM - VAULT TYPE PRIVY PERMITTo be constructed in accordance with Act 273, ofP.A. 1939

I. Privy vault shall be constructed of an impervious material and be water tight. The tank shall be sealed so asto prevent drainage or leakage of emuent or sewage.

2. 11le tank shall be provided with an outside opening, not less than 12" in diameter, fitted with a tight cover, topennit inspection and cleaning.

3. A ventilation pipe cOJlIlectedto the vauIt and exteDding above all parts of the building shall be inslalled.

1. Excavation:a. Tank should have a mlll1mUm IS" clearance around all

sidcs for proper placemcnt and hack filling (Fig. A & C).Propcr use of bedding material is critical so as to providc auniform bearing surfacc to ensure the tank will not besubjcctcd to advcrsc settlemcnt. Use a minimum of 4" ofgranular (sand or "pea stone") bedding overlying a firm anduniform basc unlcss othcrwise specified. Tanks should notbear on largc boulders or rock edges. Set the tank level toprovidc thc propcr elevation drop from inlet to outlet (FigB). Proper use of bedding over undisturbed soils ensuresthe tank is sct Icvcl and stays that way.

2. Burial Depth and Loadings:a. Most standard concrete septic tanks are not designed for

burial depth in excess of 3 feet of cover ovcr the tank (FigC). Tanks used for deep burial or traffic loadings should bespecially designed for the intended usc.

3. Concrete Tank Inspection:a. Verify that the tank is of corrcct capacity and configuration

as required.b. Joint scaling materials should be of high quality.

preformed and flexible to achieve a watertight seal.Scalants conforming to ASTM C990 meet the criteria andshould be of proper size for the joint of the concrete tank.Apply sealants to form a continuous length of seal.Properly spl ice the sealant by one of the followingmethods. Overlap splice: place one piece on top of theother and carefully mold together. Side by side splice:place ends in a parallel position and carefully moldtogcthcr.

c. The connection between the pipe and tank must beaccomplished with a watcrtight. rcsilicnt and flexiblcconnector. These connectors are generally referred to asboots (Fig. D). Connectors conforming to ASTM C-923fulfill this requircment.

d. Inspect the tank visually for any defect that may impair theuse or life of the product. These may include cracks (Fig.E). honeycombed areas (Fig F). cold joints. etc. Repairsshould be made using only materials that are specificallydcveloped for concrete repair; and make repairs accordingto the manufacturer's specifications.

e. A cold joint (Fig. G) is a joint or discontinuity formedwhen a concrete surface hardens before that next batch isplaced against it. Cold joints require special care and. as aminimum. should includc a high quality water-stop.bonding agent. and continuation of reinforcing betweenpours. ON TYPICAL RESIDENTIAL CONCRETESEPTIC TANKS, A COLD JOINT SHOULDRARELY, IF EVER, BE OBSERVED.

f. Verify the outlet device (pre-cast tee. plastic tee. eflluentfilter. etc.) is provided and of proper size and length.

g. All access risers and covers must be structurally sound andwatertight. Riser covers shall be secured to preventunauthorized entry.

4. Backfilling:a. Care should be taken when backfilling. to prevent damage

or misalignment to the entry and exit piping. the tank andfittings. and any joints. flack fill should be placcd inuniform. mechanically compacted layers less than 24"thick. Compact one or two sides before backfilling theother sides. Excavated material may be reused for thispurpose hut should be free of any large stoncs. debris. ormaterial great than r in diameter. Heavy concrete tanksare least likely to float in a flooded excavation. Concretetanks will float. however. if the water level in theexcavation is allowed to rise to a high level. causingpotential damage to pipe connections and tank placement.To prevent this from happening. keep water pumped out ofthe excavation until after backfilling is completed. or tillthe tank with water. or place soil on top of the tank.

5. Tank Testing:a. Each manufacturer and supplier of concrete tanks should

develop a quality control program that includes testing. Theuse of one of two primary test methods is recommended.

b. Vacuum Testing: The recommended procedure is tointroduce a minimum vacuum of 4" of mercury and hold thevacuum for five minutes with no loss (Fig H, I & J).Depending on the tank configuration, it may take some timeto stabilize the vacuum level due to various factors(compression of sealant. temperature variations, etc.) It ispermissible to apply vacuum until the vacuum level stabilizesat 4 inches. Once vacuum is stabilized, remove the vacuumsource and hold the vacuum for 5 minutes. If the tank failsthe test. it may be repaired and retested. The suggested rangeof the gauge is 0-10 inches of mercury (maximum).JVarnillg: Te.''iling'with negative pressure inro/ves potentia/~\'lueardous conditions. It is recommended that the negativeair pres.\'ure testing of COllcrete tanks not exceed 7 inches ofmercury. which is the recognized maximum requirement forstructural strength proof testing. Take precalilions tominimi=e potential risks by incorporating safety devices thatwill prevent excessive vacuum /ere/s (.'iqfety release valves.etc).

c. Water Testing: Fill the tank with clear water to the ceiling ofthe tank. or 2" above the top of the tank inside the riser iI' soequipped. and allow it to stand for 24 hours. If there is visibleleakage (water !lowing or dripping in a steady stream) repairthe tank. refill it and allow it to stand for one hour. Nomeasurable drop in water level is allowed. Do no reject thetank for damp spots on the exterior.
