Thanks in part to franchise fee revenues from new construction and a minimal increase in the property tax rate (up from last year’s 2.65 to 2.89 per $1,000 of tax- able assessed value), the city was able to avoid the elimination of programs and serv- ices. Due to declining property values, many homeowners’ tax bills may be less than they were last year. The new Sunny Isles Beach 2.89 millage rate also remains one of the lowest in Miami-Dade County (in neighboring Golden Beach, the millage rate is now 8.50). The budget further reflects the City Commission’s commitment to attain opti- mal cost efficiency as this year’s $27.8 mil- lion budget is about comparable to last year’s $27.5 million budget – and even lower than the $29.2 million budget for fis- cal year 2008-2009. TThe Sunny Isles BeachCity Commission recent-ly approved the 2010-2011 fiscal year budgetwithout cutting services,

Jane grew up in a household full of

love and caring. Her parents enjoyed

each other and it made Jane always

feel secure. She of course decided that

when she grew up, if she fell in love it

should be forever like her parents. She

went through school and college

secure that she would find her “forev-

er” love.

She thought she had found it in

Billy, after all they were both in their

early 20s and they were truly in love.

Even got married, had a daughter,

Carol. Somehow after six years “forev-

er” became just six years and they

divorced not too nicely.

Jane still felt that she would find her

forever love and at 27, she felt she had

it with Peter. Peter even enjoyed the

growing up of Carol, so that was a very

good plus. It became a minus when

Peter, after five years together, decided

that he was still too young to be mar-

ried and dealing with a daughter that

wasn’t his from birth. That ended that

current “forever.” Jane figured that

after two “forevers” didn’t work that

maybe that word didn’t belong in her

itinerary and settled into a few quick

relationships that slowed down as her

daughter grew into her teens.

She hit her 50s and all of a sudden

her daughter was entering her 20s and

one day told her that she was falling in

love with a fellow named Wilbur.

A few months later Carol told her

mother that this feeling with Wilbur

was so strong that she wanted to marry

him. She just knew that she and Wilbur

would be in love “forever” Jane lis-

tened and after a moment suggested,

“How about you use the word” “for

now?” “Forever” doesn’t seem to do

well in our family”

being built and rebuilt over many cen-turies. The cathedral, the third to be built

in Florence, was built on the site of theprevious one, Santa Reparata, competing

with the new cathedrals in Pisa andSiena. Santa Maria del Fiore is the

cathedral of Florence known for its dis-tinctive Renaissance dome. Its name

(“Saint Mary of the Flower”) refers to thelily, the symbol of Florence. The impres-

sive Gothic cathedral complex includesthe Duomo, the famous baptistery and a

campanile.It was designed by Arnolfo di Cambio in

1294 to be the largest Roman Catholicchurch in the world but later reduced in

size with the first stone being laid onSeptember 8, 1296.

Here are some city prior-ities for 2010/2011 withinnovative suggestions onhow to make the best evenbetter “on a budget”…

• Limit budget increasesand operating costs: Wouldn’t it would bewise to add just a few extra budget lineitems? After all, there should always befunding available for residents to enjoyluxuries like designer sun visors with theSunny Isles Beach logo – or free beachcabanas stocked with unlimited supplies ofsuntan lotion!

• Consolidate departments: Just imagineif the city’s Building Department mergedwith the Cultural and Human ServicesDepartment…then there could be big par-ties complete with lavish displays of fire-works when new developments passed alltheir inspections.

• Bring Broadway to Collins: Patrons ofthe arts would certainly condone puttingmore money into the budget to fund culturalevents – especially if residents could get dis-counts on tickets to Broadwayhits…Mamma Mia! Can you imagine get-ting all dressed up and using extra Hairspraywithout feeling Wicked or Les Miserablesabout splurging on entertainment?

• Improve traffic quality: To relieve con-gestion and generate revenue, the citycould create Sunpass lanes on CollinsAvenue…Another good idea to preventaccidents would be to up the fines whencameras catch red light runners so viola-tors would have to forsake trust funds orstock dividends.

• Get more environmentally-friendlyvehicles: If the city were to dig deep, theycould come up with a way to replace shut-tle buses with a fleet of “Go-Green” limosthat would truly be in keeping with theSunny Isles Beach reputation for ultimateluxury!

• Provide funding for landscaping –Toaccomplish this goal, the city could recruitvolunteers to sell flowers on street cornersto help boost revenues!

• Purchase new police vehicles: Toenhance response times, perhaps it wouldmake more “horse cents” to rent the fastestthoroughbreds from Gulfstream Park -specially trained not to trample on anynew landscaping!

• Continue adopting ‘’Go Green’’ ini-tiatives: Even more money could betrimmed from the budget if the city keptre-printing the same exact good newsabout Sunny Isles Beach since it justkeeps “recycling!”

Complainers express their dissatisfac-tion with just about everyone and every-thing. They grumble and moan and groan.They carp on things in an endless series ofcomplaints and fault-finding. You really donot need a description to recognize a com-plainer.

Because complainers are so prevalent, youprobably know at least one. They are easy torecognize and they are everywhere. It couldbe your parent, your spouse, your sibling,your child or a relative or friend.Complainers also exist at work they may beyour boss or your co-worker.

It doesn’t matter whether or not theirgripes are valid or justified. They have strongexpectations for how other people shouldbehave and how events should unfold. Theircomments are delivered in an angry, hatefuland exasperated manner. They soundannoyed and even disgusted. Their tone anddemeanor are accusatory. T h e y

create feelings of irritation in their listeners.They blame others and the circumstancesand situations for what happens in their life.They do not take responsibility for anythingthat happens. Complaining makes the indi-vidual appear blameless. Complainers makeyou feel defensive. They often force you toplacate them in some way. Complainers feelpowerless. The message behind their mes-sage is that someone (you) should do some-thing about the situation that displeasesthem.

There is no way to escape them so it is wiseto develop some ways to cope with them. Youmust actually listen to them. Then you mustacknowledge what they are saying. Theydread having their issues dismissed. It isimportant that they feel that you understandtheir position or point of view.

However, you should not agree with them.Do not defend. Do not express regret. Do notapologize Do not accept responsibility.Avoid the Accusation-Defense Re-accusa-tion Sequence. Do not accept that you are atfault. It only defuses the situation for themoment. A useful technique in business situ-ations or customer situations is to ask thecomplainer to put their complaints in writing.

Hardly a week goes by without receivingemail about how “Haym Salomon, Jewish fin-ancier, helped finance our Revolutionary War.”Is the story true? Historian Max I. Dimont in“The Jews in America,” states that Salomon’srole is an exaggerated tale; “…a bill-brokerwho sold war bonds…. but throughout the yearshis contribution has been successfully enlargeduntil he has become a Rothchild-like financierwho single-handedly underwrote theRevolution.”

Salomon immigrated to New York fromPoland in 1772. When war broke out in 1776,he became active in the patriot cause. TheBritish forces arrested Salomon in 1778 for espi-onage and confiscated all of his property. Heescaped and fled penniless to Philadelphia andapplied to the Government to resume his bill-brokerage business, filing an affidavit he waspenniless. In 1781, during the RevolutionaryWar, Congress established the Office ofFinance, under Robert Morris, to save America

from financial ruin. Under Morris, Salomonbecame an extremely effective broker, sellingAmerican securities at reduced personal fees, tomeet the federal government expenses. In addi-tion, he made a few personal loans to severalmembers of the Continental Congress, includingJames Madison, charging little or no interest. In1784, Salomon’s nephew tried to come toAmerica and needed a relative’s affidavit forfinancial responsibility. Salomon replied that hecould not afford financial assistance.

Salomon died insolvent at age 45 in1785, leaving a widow and 4 children. At timeof his death, Salomon possessed securities ofabout $350,000, which his executor turned overto the Government, making no claim of moneysdue Salomon or his estate. Some 43 years later,Salomon’s son, age 61, penniless and for thefirst time, pressed Congress alleging money’sdue his late father. Congressional committeesinvestigated and denied the claim. The officialtwo-volume listing of those who helped financethe Revolutionary War includes numerous Jews,but not Salomon.

Salomon’s good name does not need anyexaggeration. While supporting the nationalcause, Salomon, a Founder of Temple Mikvahin Philadelphia, lead the successful fight torepeal the test oath that barred Jews and othernon-Christians from holding office inPennsylvania.

More than 100guests came to PelicanCommunity Park to take part inthis celebration, including friendsand extended families from over-seas. Both bride and groom lookedvery excited and happy during theceremony performed by their pas-tor and later when the receptionstarted. Is the job market improving as the yearcomes to an end?

The pace of layoffs nationwide may beslowing down as 2010 winds down. Rightnow, there are signs of improved holiday hir-ing around South Florida and local employ-ment experts say they are seeing growtharound the South Florida job market.

Companies may be back in the mood to hirebecause recent signs have indicated that con-sumers are back to spending. The latest salesfigures from some of the country’s biggestretailers show improvements throughSeptember. New unemployment claims aredropping overall.

Some analysts think this is another sign thatlayoffs may have peaked and companies areready to start hiring again. Local employmentexperts say they expect the pace of hiring toimprove through the end of the fourth quarter.

I recently spoke to a local who visited NovaUniversity’s employment fair and told me thatshe is feeling better after seeing two dozen com-panies looking for new employees.

The currently unemployed business managersays, “I’m always a really optimistic person andI’m really excited and ready to get back to work.”

If you’re looking for a job, UPS justannounced that it’s looking for 50,000 seasonalworkers nationwide to handle the expectedincrease in demand for holiday shipping. Theirpart-time jobs typically start at $8.50 an hour.

If retail is more your thing, Bloomingdales isinterviewing potential candidates for its newoutlet store opening next month at SawgrassMills mall. Several Macy’s locations throughoutSouth Florida also are hiring to fill nearly 900openings and those jobs pay between $8 and$60 an hour.

Although these tips won’t ensure you hookthe job, they could help you stand out among themany people who are looking for temporarywork this season. With the pace of hiringimproving and more jobs opening throughoutthe fourth quarter, you don’t want to be over-looked.

The construction of Heritage Park on192nd Street and Collins Avenue is nearly70 percent complete. The City will plan aspecial dedication ceremony for theVeterans Wall for Memorial Day 2011.

It takes money to build a first class community

Recently, I heard a fewpeople in our communityare unhappy about thefact that the City spentover $15 Million to builda first class school forchildren in this communi-ty. They are also unhappy

about the fact that the City spent a signifi-cant amount of money to build first classparks in the City.

The progress that the City hasmade since its creation in 1997 is amazing.Unfortunately, a small group of people areunhappy about the progress. In fact, they areseeking to stop progress by asking residentsto support an amendment to the City Charterthat would require voters to approve by ref-erendum spending on capital projects suchas police vehicles, parks, schools, landscap-ing and drainage projects.

Requiring residents to vote on each capi-tal project that exceeds $500,000 is a badidea that will hurt the progress of the City. Ido not want to discuss the legality of the pro-posed spending cap on capital projects inthis article but it is important to point outthat such cap may be illegal under lawbecause cities are required under the law tospend significant amount of funds on capitalprojects to maintain certain levels of service.A spending cap on capital projects is imprac-tical and unreasonable. If the spending capwas in place at the time we were planning tobuild a school, one person could havestopped the construction of our great schoolbecause she or he is upset because of thepossibility of parents parking in the parkinglot of Publix.

Our City is a magnificent City because

our residents have supported the CityCommission’s efforts to make our communi-ty a first class community. Your support hasallowed the City Commission to provide foryour safety. The City has spent millions toprovide our Police officers with the besttools to fight crime. It cost more than$500,000 to buy more than 50 police vehi-cles for our outstanding police department.Imagine if we have to wait on the next elec-tion to provide our officers with the tools tokeep our community safe. We cannot affordto put our officers at risk. Some of you mayrecall that we became a City because Miami-Dade County failed to provide adequatepolice resources to our community.

The spending cap would not only preventthe City from effectively and immediatelyfighting crime but it would also prevent theCity from beautifying our streets and fixingdrainage problems immediately. We recent-ly spent over $9 Million Dollars to fixdrainage problems throughout the centralarea of the City. The City cannot wait for thenext election to fix drainage problems.Driving in flooded streets is a safety hazard.In other words, we will not continue to be afirst class community if a spending cap isimposed on capital projects.

As your City Commissioner, I realized along time ago that the job of the CityCommission is to make this community abetter community. We value residents inputon the future of our community. We inviteresidents to attend commission meetingswhere capital projects are discussed andapproved. Capital projects are created basedon the vision of residents. If the majority ofthe residents are not happy with a particularcapital project, the City Commission will lis-ten to your voices to determine whether theproject should go forward.

Heritage Park’sVeterans’ Wall

North Miami Beach Little League(“NMBLL”) is excited to announce thereturn of Baseball Buddies, a ChallengerLittle League baseball program designedfor children with special needs. BaseballBuddies will pair up experiencedNMBLL players with children (betweenseven and fifteen years old) who havespecial needs or haven’t had the confi-dence to participate in organized baseballin the past.

This program will occur over sixSunday afternoons in October and

November of 2010 at a Pelican Parkin Sunny Isles Beach. Every childwill be assigned a “buddy”, typicallyan 11-15 year old member ofNMBLL who loves baseball andwants to help others learn to love thegame as well.

Residency in North Miami Beach isnot required. This program is also opento Sunny Isles Beach residents.

By now you know thatOctober is Breast CancerAwareness Month. Didyou know that it is alsoDental Health Month,Trick or Treat forUNICEF Month, Czech

Heritage Month, Italian AmericanHeritage and Culture Month, PolishAmerican Heritage Month? The list goeson and on with each week and many daysdesignated for special events. At SIBCS,we observe all the occasions mandated bythe District and give extra attention tothose messages which impact studenthealth and safety. In the beginning ofOctober, we participated in Walk YourChild to School Day and our physical edu-cation department instructed the childrenon safe walking practices. At the end ofthe month we will celebrate Red RibbonWeek. This is a school-wide effort thatinvolves all the staff and all the children.

Red Ribbon Week is especially impor-tant because it provides teachers, parentsand the community with an excellentopportunity to address the topic of mak-ing good choices. During Red RibbonWeek our teachers will present scenariosin which children make decisions thathave consequences. Children areempowered with information, decisionmaking skills and an awareness of their

ability to change things. I encourage you to take some time this

month to sit with your children and definewords like trust, respect, values, and pride.What do these words mean to your chil-dren and your family? These are abstractconcepts and sometimes children have dif-ficulty grasping their meaning. Give themconcrete examples of how you establishtrust, how you earn respect, and how youprioritize values. Ask them what they takepride in doing and share what you takepride in doing.

As you explore these topics with yourchildren, remember to infuse the impor-tance of saying no to drugs. Discussingthe impact of drugs, alcohol, and tobaccowith your family is critical. If you needsome information or guidelines, there aremany resources available online. Visit theUS Drug Enforcement site at www.jus-tice.gov. There is information about thehistory of Red Ribbon Week and a DEAResource for parents entitled, Get Smartabout Drugs.

It will take the efforts of the school, thehome and the community working togeth-er to make a significant impact on thisproblem. Halloween is almost everyone’s favoriteholiday. We get to dress our children up incute or scary costumes and watch themshriek and laugh as they fill their sacks withcandy. Things have gotten so out of hand thatgoing knowing the rules of etiquette beforethey hit the streets will insure they have funand be respectful.

Costumes- Please parents, allow your chil-dren to help in the selection process but don’tallow your 8 year old to be the sexy vampirein lace stockings. Keep your value system inmind during this process.

Explain to your child that not everyonecelebrates the holiday. The usual guide is iflights are off, they do not want Trick orTreaters. Try to Trick or treat in areas that arechildren friendly. For young children checkyour paper for malls and communities thathost block parties. For older ones, explain therules and your expectations.

The rule is ring the doorbell once, knocktwice, if no one answers leave, without atrick!

Teach your child to take one treat, not ahandful. Then to say Thank You.

Older children should be told not to scarethe little ones.

Parents giving out candy should not bakeditems, and use candy that is wrapped toensure safety.

Trick or Treating ends by 9PMAbout Tricks- Make sure your children the

consequences of destroying others’ propertyand doing anything which can be construedas illegal. Halloween is not an opportunity toallow children to “act out”- so keep the eggsat home, and just pass over the houses thatare not joining in the celebrations. This con-versation is especially a good one for middleschoolers, who often do not think ahead ofthe consequence.

October 31st is Halloween- there areprobably more superstitions aboutHalloween than about any other day of theyear. Halloween used to signal the end of theharvest and was a time used by the ancientCeltic pagans to take stock of supplies forwinter. They also believed the dead could

reach the living on that day. And since they thought that thehead was most powerful part of the body, they used that partof vegetables to carve a face and frighten off the scary thingsthat they believed in. Jack O Lanterns were first carved froma turnip or rutabaga. They would place a skeleton on theirwindow sill to represent the departed and protect their home.

Halloween has changed greatly since ancient times. Intoday’s celebration most participate in Halloween as a fun dayto party. In our imagination on that festive day witches floataround on their brooms probably needing an air traffic con-troller. Go with the kids at night for Trick or Treat; be sure tolook through their “Goodies” before they eat the candy.

the music department to include a key-board lab. We will also be opening ourindoor exercise room, offering new afterschool clubs and enriching our mathemat-ical and science resources.”

In keeping with the city’s commitmentto fostering future leaders, the Sunny IslesBeach City Commission approved a col-lege scholarship program for high schoolstudents who graduate from a public highschool in Miami-Dade County. Thescholarship recipients (who must have atleast one year residency in Sunny IslesBeach) will be selected by a committeecomposed of the Police Chief and princi-pals from the Sunny Isles Beach K-8Community School and the Alonzo andTracy Mourning High School.

The committee will establish additionalcriteria for awarding the scholarships. Thefirst scholarships will be awarded in Mayof 2011 in the amount of $5000 each.The city will award four scholarships peryear.

In addition to the scholarships, the cityhas made generous financial contributionsto the Sunny Isles Beach K-8 CommunitySchool and the Alonzo and TracyMourning High School to support theeducational endeavors of young residents.

Gwen MargolisPark and Town Center Park – but now, justask any of the kids enjoying basketball andlittle league – or fitness enthusiasts work-ing out in the Fitness Center if they thinkPelican Community Park provides enrich-ing recreational services and odds areyou’ll hear a resounding “three cheers” forthe award-winning addition to the commu-nity.

Now, residents are looking forward tothe opening of Heritage Park at the northend of the city - and even more new parksare coming to the south end of the city onthe west side of Collins Avenue featuringopen views of the Iintracoastal and walk-ing paths adjacent to the water.

Officers patrol the city on motorcy-cles, jet skis, boats, ATV’s, bicycles, andin patrol cars. Special programs offeredthroughout the year include Red RibbonWeek, food drives, Toys for Tots, KidFest (including fingerprinting and IDprogram), the Police Officers AssistanceTrust 5K Run, career day, and govern-ment day. Crime prevention programsare also offered including crime preven-tion and awareness, identity theft, van-dalism, anti-robbery, hurricane prepared-ness, gun safety locks, vehicle identifica-tion, anti-theft “club” giveaways, andfraud and scam education.
