    Summit County overall activity has picked up a bitover last year. Number of sales is up, but dollar volumeis showing very close to the same as last year; showing adownward trend in pricing and prices of properties that are being sold. Inventory is down from last year foreclosure and shortsale activity is up a bit, but not by leaps and bounds. Thereare some really great deals to be found in the retail market-not just the wholesale market of foreclosures and shortsales. We can get you all the details on these properties andhelp you find the best property for your situation. We do anticipate higher inventory coming on the marketthis summer along with the buyers who typically come hereto ski in the winter and come back to buy in the summer! This year, over 50% of all Summit County transactions werefrom cash buyers no financing involved. There are peopleout there who have money to spend and are recognizing thatresort real estate is an excellent investment in lifestyle. Maybeyoure one of them. We do anticipate the prices will continue to fall and thatwe are at the top of our market for the foreseeable future. So,why should you buy now? While price is a major concernfor Sellers, COST should be the primary concern if yourea buyer. Take into account the total monthly payment, not just the price tag. The interest rate the money it costs youfor a mortgage is important if you are getting a loan. If

    you plan to pay cash, you need to know that you are usingyour money in the best place, and that its not better spentsomewhere else that might have a higher rate of interest.Waiting for prices to hit the bottom while interest rates areincreasing can wind up costing much more over the time youown the property. The projection is that interest rates will beincreasing over the next several quarters.     After town officials, business ownersand citizens met with economicvelopment and planning experts duringlverthorne's town core assessment process,wn officials now have information theyn use to develop a new downtown.Four focus groups in late March broughtople together to discuss what constitutes

    vibrant commercial core. They were leda team of nine experts assembled by

    lverthorne's project partners, Downtownolorado, Inc. and the Colorado Department

    of Local Affairs.The primary recommendation that came

    out of the meeting was to use 4th Streetat a core axis for the area, meant toenhance pedestrian connectivity to existingpublic amenities such as the SilverthorneRecreation Center, Rainbow Park, the BlueRiver Trail, Silverthorne Pavilion and theSilverthorne Transit Center.

    Silverthorne's Town Core area is a greatcanvas on which to build a strong identityfor the town, said Katherine Correll,

    executive director ofDowntown Colorado,Inc. It's not somethingthat happens overnight, but the assessment teamfelt that there were somesmall steps that could getthe ball rolling. The teamfelt that the 4th Streetcore axis was a potentialstarting point.

    To make pedestrianconnections withinthe area deemed thecivic core, the grouprecommended creating a

    pedestrian-focused plaza east of the existingpedestrian bridge near the SilverthornePavilion. It would connect the Pavilionand the recreation center more formally,and provide an outdoor space for publicgatherings, town spokesman Ryan Hylandsaid.

    The town council has yet to have anopportunity to meet formally to discusstheir initial thoughts on the presentation, but once that occurs we will begin lookingat concepts they would like to see exploredin more detail, town manager KevinBatchelder said.

    The presentation of information collectedduring the focus groups is available onlineat www.silverthorne.org and at www.summitnews.com. It's also being aired onSummit County Television on cable channel10 at 1 p.m. and 10 p.m. daily.

    In the coming weeks, a narrative reportand recommended action matrix should beprovided to town officials by the team ofexperts, Hyland said.

    A long time Dillon favorite, Pug Ryans Steakhouse & Brewery, will be expanding this summer thanks to Dillons Urban RenewalAuthority which was created to improve the towns center andencourage development. The town owned land was essentially givento the restaurant owner on the condition that he is able to construct andcommence the project he proposed. Town manager Devin Granberysays It makes improvements to an existing business, it improves theaesthetics of the area, it improves the functionality of the area, createsmore opportunities for more jobs and engages the street front. There area lot of things that forward the goal of the urban renewal authority asfar as revitalization of our town center. From Pug Ryans standpoint,the overall goal of the project is to create more brewing capacity space, but also includes a new deck, new bathrooms and an updated entryway.The restaurant expansion will bring the restaurant more forward on thestreet to encourage more people to stop in. The project is expected to becompleted by November and the restaurant owner is getting bids fromlocal contractors and is working with a local bank on financing.

    A year after the 60 foot retaining wall behind Walgreens in Dillonfailed, plans for reconstruction and project funding are nearly finalized.The Town of Dillon, Walgreens Company and Pace-Dillon Associate,the property owner, are entering into a joint agreement concerningthe funding of the hillside and walls restoration, repair and possiblerelocation of the water line and repair of Little Beaver Trail. Constructioncontracts are still being completed, but work is anticipated to begin inearly July. Little Beaver Trail will close during reconstruction, whichshould take about three months. The estimated cost for the project is$1.4 million, including a 20% contingency. Although the three entitieshave reached an understanding regarding construction and funding,there still isnt any agreement as to who is at fault. While it is knownthat a push-on joint in an underground water line separated and

    released about 170,000gallons of water, it isunclear whether the watercaused the slope to fail, ora failing slope caused the joint to come apart andrelease the water.

    The ColoradoRiver CooperativeAgreement is aproposed agreement between33 Western Slope communitiesand Denver Water that is being heralded asa historic accord thats good for Summit County andDenver Water as well as the Western Slope. As Denver Water takes onresponsibilities such as defining its service area, recycling and reusingwater, setting conservation goals and timelines, Summit County reaps

    many benefits. In particular, county municipalities and ski resortsget more water, some of which is free and some has conditions. Thattranslates into a firmer supply in dry years for towns and ski resortsnowmaking, which likely means a more protected economy. DenverWater has also agreed to maintain the Dillon Reservoir water level ator above 9,012 feet in elevation between June 18 and Labor Day. Itsthe critical level for Frisco Marina to be operational, helping drive thecountys summertime economy. A one-time $11 million windfall fromDenver Water comes to the county for wastewater treatment plantimprovement, environmental enhancements, forest health projects andlocal water and sewer work. The hope is to have all the parties in theagreement signed on by the end of 2011.

    After examining several incentiveprograms in March to boost the localeconomy, Frisco Town Council decided

    to put two into action by passing bothordinances on the first reading.The first establishes a temporary program

    to run until Dec. 31 of this year thatreimburses commercial property or businessowners with 50 percent of building permitfees for commercial projects. Eligibleapplicants include commercial propertyand business owners with a buildingpermit to construct, add upon or improvea commercial space. The rebate would be dependent on the owner receivinga certificate of occupancy and beingcompliant with town codes. The ordinance

    also calls for an expedited review processfor large commercial projects.Staff feels it is important to consider

    anything that would benefit (Frisco) businesses, executive assistant TheresaPaul said to council Tuesday night.

    Paul said because permit refunds aredependent on the size of the project, staff isunsure of the cost to the town.

    The second ordinance is also a temporaryprogram (also running until the end ofthis year), and would provide a 50 percent

    reimbursement up to $5,000 for signs,landscaping and facade improvementsto local businesses. To qualify, properties

    must be zoned for commercial purposesand be visible from Main Street orSummit Boulevard right-of-ways. Eligibleimprovements include exterior paintingor siding, lighting, trees, shrubs or publicartwork.

    The incentive has a program cap of$25,000. At Tuesday's meeting, townmanager Michael Penny said staff felt thelimit was a good place to start, and wouldreturn to council for direction if there isoverwhelming demand.

    Community developmentdirector Jocelyn Mills said

    she has already receivedcalls from interested business ownersregarding the facadeincentive.

    To qualify for eitherincentive, applicants must be in good financial standingwith the town.

    Paul said both items wereresearched per council'sdirection in March. She said staff

    hopes the incentives will give businessowners and developers encouragement tostart a project they might be waiting to start.

    While both objectives passed on firstreading, a lone objection was made byCouncilmember Larry Sawyer, who did notapprove the ordinance regarding facadeimprovements.
