1.0 Introduction
Welcome to Wolverhampton Homes summary findings abstracted from its Equalities Monitoring report for the period October 2014 – March 2015 (quarters 3 & 4). There are a number of reasons why the Equalities Monitoring is undertaken:-
Know and understand our key stakeholders better.
Understanding the diversity of your customer will lead to the design and delivery of more appropriate, targeted services. This can lead to greater customer satisfaction and ensure value for money services at a time of austerity measures impacting on social housing organisations and tenants.
Better understanding of the diversity of customers can support more inclusive and cohesive communities.
There are Legislative obligations on organisations that carry out public functions to know and understand their customers & the communities they serve (see Equality Act 2010)
Monitor the service services we provide in terms of service take up, service usage and access by different groups.

Demographic data relating to the City has been taken from the 2011 Census information. Wolverhampton is one of the most densely populated local authority areas in England with a population of 249,500 people, which is a rise of 12,900 since 2001.
The broad percentage of white British resident population stands at 64.5%.
There has been a significant increase in BAME population in Wolverhampton since 2001, the 2011 Census highlighted this to be at 35.5%.
There are around 88 main languages spoken in the city of Wolverhampton.
The number of older people (65 years and above) living in the city has increased to 40,600 (an increase of 600 since 2001)
16% of the residents in the city were born outside of the UK.
There is an increasing number of “white other” residents in Wolverhampton.

Ethnicity in the City
Data collated from the 2011 Census has revealed a significant increase in the percentage of BAME population in the city amounting to 35.5%, an increase of almost 11% since 2001.
There has been a small percentage rise in the number of Asian residents currently standing at 18% (higher than England).
Mixed ethnic group residents stand at 5% and the percentage of Black residents amount to 7%.
The “White Other” group stands at 2.8%.
BAME residents are primarily concentrated in wards within the inner and south of the city of Wolverhampton.
There is not any current data other than information highlighted on the Wolverhampton in Profile website, highlighting data for 2013 sharing that there are around 2628 foreign Migrant workers in Wolverhampton. This data is based on the number of National Insurance Numbers (NiNo) registration of foreign workers and overseas nationals.

There are more BAME residents in the younger age groups than the older groups
Of the 26,032 residents who don’t have English as their main language, 8,045 or 30% cannot speak English well or at all.

Disability The Census definition of Disability is self-defined; the question asked whether the respondent (or someone in their household) was limited in their day-to-day activities. This is similar to the Equalities Act definition, which says someone is disabled if they have a “physical or mental impairment that has a “substantial” and “long term” negative effect on your ability to do normal daily activities”.
In the city as a whole, there are 51,258 people who are limited a lot or little in their day to day activities, which equates to 20.5% of the population.
Utilising this Disability definition, there are more females and older white people with Disabilities.
14.6% of the disabled people aged 16 plus either had never worked or were long term unemployed.
Marriage & Civil Partnership
43.8% of all residents aged 16 plus were either married or in civil partnership Sexual Orientation
Data is not produced about Sexual Orientation at a local level by the office for National Statistics (ONS). However, they do ask about sexual identity as part of the Integrated Household Survey. The latest release, covering 2012, estimated that 1.5% of the adults identified themselves as Lesbian, Gay, or Bisexual (LGB). Applying this estimate directly to Wolverhampton’s most recent Mid-Year population estimate of 250,970 – this equates to 3,765 LGB residents.
3.0 Profile of Wolverhampton Homes Tenant Population as at March 2015.
Wolverhampton Homes tenant population has remained consistent during the last few years of reporting Equalities Monitoring data, with minor changes to its diverse communities. The overall trend suggests a decreasing White British tenant population and a slightly rising BAME tenant population. The total tenant population as at March 2015 is 24,529 with 22.3% (5,473) representing BAME tenants. Non-BAME tenant population stands at 19,056 or 77% (this figure includes 2.6% of tenants where there is data without ethnicity information). Data collection by Wolverhampton Homes has greatly improved Customer Profiling information held.

3.1 Wolverhampton Homes Tenants by Ethnicity as at March 2015. The total tenant population as at March 2015 is 24,529 with 22.3% (5,473) representing BAME tenants. All Asian population has remained steady at 920 or 3.7%.
All Black African/other/Caribbean population stands at 2100 or 8.5%.
Middle Eastern (269) and Eastern European (272) population has remained steady and stands at 534 or 2.1%.
Dual Heritage tenant population stands at 747 or 3%.
Data for “others” category stands at 135 or 0.61%.

3.5 Wolverhampton Homes Tenants profile by Disability type as at March 2015. The table below highlights the different types of disabilities indicated by Wolverhampton Homes tenants. Please note: A percentage of tenants have indicated more than one particular type of Disability and as a direct result the total count will includes some tenants that have multiple disability types. Therefore, the total for this purpose equates to 9,505 tenants.

4.0 Our Performances - March 2015.
Allocation of properties – Lettings
The Housing Register as at March 2015 had 11,701 applications recorded for re-housing. The make-up of the register includes new, transfers and Homeless applicants. There were 35% BAME applicants on the Housing Register.
There were 61,753 bids made for accommodation.
47% of the bids made were made by BAME applicants
607 of these applicants have received additional support with the Homes in the City (HITC) process
There were 963 offers made for accommodation and 800 properties re-let.
72 properties were successfully let to disabled applicants Collecting Rent
23.5% of Wton Homes tenants were in rent arrears as at March 2015.
The total number of Wolverhampton Homes tenants evicted for the period October 2014 to March 2015 amount to 57, from this total there were 49 or 85.9% that were evicted for rent arrears only.
Customer Satisfaction
Tenant satisfaction – overall satisfaction with Wolverhampton Homes services is high as survey responses have highlighted around 85% satisfaction.
Carrying out repairs
Between October 2014 – March 2015, 36,632 repairs were reported and 33,236 were completed.
Interpretation and Translation Services
For the six months covering October 2014 – March 2015, there have been around 43 various documents translated.
There have been 56 requests for “Face to Face” interpretations.
Telephone interpreting services have been requested 104 times.

Wolverhampton Homes is one of the largest employers in the city with 740 staff members. This Equality profile data for Wolverhampton Homes is submitted to the HR sub Committee every year. It also details the employment monitoring data Wolverhampton Homes is required to monitor by the Equality Act 2010 (Public Sector Duty). Wolverhampton Homes’ equal opportunities policy statement in relation to employment is outlined within the Equality and Valuing Diversity Strategy Document and has been updated to reflect the changes in the new Equality Act that came into force in October 2010.
