Keeping roadways clear and safe are challenges the area’s highway superintendents face every winter season, but this year’s prolonged record cold temperatures and mounting snowfall totals create tough conditions for plow crews. Photographer Walter Horylev met three highway department leaders at their salt sheds last week -- from top, counterclock-wise: Parma’s Brian Speer, Spencerport’s Tom West, Ogden’s Dave Widger. They and oth-ers in the readership report salt deliveries have been slower than usual but that actual salt use is about the same as last year. In extreme cold, straight salt is less effective on roads, so some municipalities blend salt and sand to provide more traction (darker piles in photos). All wonder how much more winter March will bring.

Harsh winter impacts road careby Kristina Gabalski

It’s been a busy winter for local high-way department snow plow crews, but town highway superintendents say they are coping with winter’s onslaught and should have enough salt to get them through the end of the season.

The Town of Sweden contracted for four thousand tons of salt through the state bid with American Rock salt. Offi cials in Sweden say 75 percent of that has been spread and Highway Superintendent Brian Ingraham is being conservative in his usage of salt. The timeliness of salt deliveries is an issue with the continual/frequent storms.

Brian Speer, Town of Parma Highway Superintendent, says, “Our supply is get-ting lower than I’d like it to be,” regard-ing road salt.

He traveled to the salt mine in Livings-ton County recently to check things out himself. “Trucks are going in and out of the mine, but they are putting the brakes on how many orders,” he explains.

Speer says he put in an order for more salt on Tuesday, February 17 and didn’t expect delivery until mid-to-late week of February 23. “Usually if you order on Tuesday, the salt will be here by Friday or Saturday,” he says.

In the Town of Ogden, Highway Super-intendent David Widger says the town’s salt supply is in good shape, but like Speer, explains that delivery of addition-al supplies of salt is slow.

“We’re alright,” he says, “but it’s tough

to get it out of the mine, they are mining each day, but it’s slow getting it out.”

He hoped to receive an order of salt the week of February 23.

Widger explains that during recent bouts of frigid weather, the town has used less salt on roadways. “It doesn’t work as well, we don’t want to waste it,” he says.

Outside of salt supplies, the town is facing the problem of plowing contractors pushing snow into the roads, where it can cause very hazardous and slippery condi-tions and lead to accidents, Widger says.

“They should push it into yards instead of out into the road,” he explains. “There are town codes that state you can’t do that.”

In Riga, Highway Superintendent David Smith echoes Speer and Widger - “Salt is holding up OK, but deliveries have been a little slow,” he says.

He ordered 700 tons during the last few weeks and has taken delivery. “We’re in pretty good shape,” Smith says.

During frigid weather, Riga also con-serves salt by spreading it only on hills, curves and at intersections, Smith says. “Even with additives, the salt doesn’t work very well at those temperatures.

“We’re tired of winter and are ready for spring,” he adds.

Town of Kendall Highway Superinten-dent Warren Kruger says he mixes salt with some sand. The mix helps to stretch the salt and gives some grit to help with traction.

Meet Alicia Fink: Leader, educator, and artist serving locally and in her birthplace Ecuadorby Doug Hickerson

Alicia Fink lives a comfortable life in the Town of Sweden. She has pursued her jewelry design for a decade as a retired teacher. She is president of the Western Monroe Historical Society in Brockport, ending a productive four-year term in May. Alicia’s husband of 46 years is Herb Fink, Ph.D. in Psychology at The College at Brockport. They enjoy the social and cultural benefits of a quiet college town.

Behind this tranquil setting are Alicia’s stories of leaving her comfort zone to improve the lives of other people. With determination and grit she restored a school in her homeland of Ecuador, and also searched for the hidden women poets of Ecuador to publish their work. Alicia’s strong sense of purpose in Ecuador is also found in the educational and career path she set for herself in this country.

Restoring a school in Ecuador. Alicia grew up in Quito, Ecuador’s capital. She was a member of a middle class family who were typically architects, educators, artists, landowners, and manufacturers.

She left Quito for the U.S. after high school graduation in 1959 and did not return for 16 years. Then she made only short visits. Four years ago an aunt in Quito asked Alicia to visit the struggling school nearby. “The school was built on the grounds where my grandfather’s farm used to be near Tupigachi,” Alicia said. “As kids, we used to spend our summers there. We grew up with the farm workers’ families.” Eventually, the natives bought the farm from her grandfather by raising money in their commune. A hamlet was formed with a school of 150 students in grades K through 7 at the center of the commune.

When Alicia visited the school, “They had nothing,” she said. “There were old beat up tables and everything was thrown on the floor. The principal had been there 15 years and did not have a desk or a computer.”

Alicia’s shock led to enterprising action. First, to engage the children and get their books off the ground, they would make shelves out of bricks and boards. Then, after a week in Quito asking for donations, her uncles, friends, and others started offering their stored-away desks and chairs. And, a cousin bought a lap top computer for the principal. “Two weeks after my first visit, I went back with five pickup trucks and a big rental truck full of furniture,” Alicia said.

As the locals unloaded the trucks, “Everybody was crying to see all these things coming to the school,” Alicia said. “The principal’s hands were shaking as he received the lap top.” She left it to the principal to distribute what had been delivered. “I went back two weeks later, and I was crying because it was a different school. Everything was clean; nothing on the floor, and the children had learned to be organized.”

Alicia’s smaller projects also helped the school and delighted the children. She purchased: School supplies with a Brockport Lions Club donation; a swing set and slide with money from Brockport friends, plus her own contribution; and, 20 mattresses and sheets for each of the pre-school children with her own funds.

In January 2016, Alicia will return to the school with Dr. Laura Lieberman and ten students from The College at Brockport to develop a physical education curriculum that is completely lacking now.

An anthology of poetry by Ecuador women For over 28 years, retiring in 1999, Alicia’s career was teaching Spanish in Hilton High School. In 1990 she quotes a student in Advanced Spanish as saying, “You are always talking about women, reading poetry, and telling us about Ecuador. But you never read a poem by a woman from Ecuador.” She promised to do so. Finding no such poetry, she called a Ph.D. friend and poet at Miami University of Ohio to seek help. After he could find no Ecuadorian women poets either, she vowed to him, “I am going to find them and we are going

to translate and publish their poetry.” So began her seven-year odyssey back and forth to scour Ecuador in search of women poets.

Going beyond her familiar territory, “I did not know anybody,” Alicia said. But, the country was so small and the people so open, she added, many were reached through word of mouth. “It was amazing how these women came with their poems, many written on scrap paper or in note-books. It was as if they were carrying their babies and handing them over to me.”

In 1997, she and her friend selected out poems and published a small bi-lingual anthology. There were many writers, but only a few were included for lack of money. She explained, “Men in Ecuador had the money and controlled the whole publishing industry. So, men were published but not women.”

“It was one of the more fascinating things I have done because it put me in contact not only with the women but with men who were writers,” Alicia said about her seven-year adventure. “This broadened my horizons beyond family and friends I knew in Ecuador.”

In her adopted homeland Alicia’s achievements in this country show the same sense of purpose and drive seen in her Ecuador projects. After graduating with many privileged young people from Ecuador’s American School in 1959, she started in a woman’s college in St. Louis. She went with the guidance of her father who sought her intellectual development as well as social status, Alicia said. Shun-ning the affected atmosphere on campus, she quit after two years. In a cultural turnabout, she spent two years in St. Louis ghettos as a welfare worker. To her shocked father, she said, “I love what I am doing. The experience has totally changed me.”

Eventually, Alicia followed her life’s dream of being a teacher, graduating from the University of New Mexico with certifi-cation to teach her native Spanish as well as her newly-mastered French. Immedi-ately after graduation, she accepted a po-sition to teach Spanish in the Peace Corps/College Degree Program at The College at Brockport. It was there she met Herb Fink and they soon started married life in Brockport. During her 28-year career in teaching Spanish at Hilton High School, Alicia wrote several guides for teaching communicative competence in foreign lan-guages.

Following a long line of recognized art-ists and musicians in her family, Alicia has discovered her own artistic talent in jew-elry design. Ten years ago in retirement, “I realized I might reach 80, having spent my life in my night gown reading,” she re-flected with a smile. At the time she was attracted to a workshop in jewelry design with a revolutionary Precious Metal Clay (PMC) from Japan. She has worked with the material ever since and is certified by the PMC organization. In a crowning satisfaction at this stage in life, her desire to teach now includes her jewelry mak-ing classes in area Continuing Education Programs, at the Rochester Memorial Art Gallery, Studio 34 in Rochester, and in her studio.

Alicia Fink is shown in her Brockport home near a painting by her uncle Leonardo Tejada. Continuing a tradition of many artists in her fam-ily, she has been designing jewelry for a decade. Photo by Dianne Hickerson.

Bumgarner chosen Hickok Belt® Award Winner for 2014

A panel of National Sportscasters and Sportswriters Association (NSSA) voters has chosen San Francisco Giants Pitcher Madison Bumgarner as the overall Hickok Belt® Award winner for 2014. Bumgarner was selected based on his incredible per-formance throughout the year - but espe-cially for his record-setting performance at the 2014 World Series. That amazing per-formance led to Bumgarner becoming the first monthly Hickok Belt® Award winner to be selected unanimously, in October.

In one of the greatest World Series pitch-ing performances of all time, Bumgarner defeated the Kansas City Royals in Game 1, pitched a shutout win in Game 5, and fi-nally came on in relief to clinch the victory in Game 7 with 5 shutout innings - allow-ing only two hits while striking out four with no walks. Bumgarner also finished the regular season with an 18-10 record and a 2.98 ERA.

“On behalf of the NSSA, I’d like to congratulate Madison Bumgarner on an amazing year,” said Dave Goren, Execu-

tive Director. “He had a terrific regular season, but his performance in the post-season was truly one for the ages. Our vot-ers felt he stood out among a field of tre-mendous athletes who represent the best that sports have to offer.”

Other finalists for the award included each of the 2014 Hickok Belt® Award monthly winners, who finished in the fol-lowing order, based on the NSSA voting: Aaron Rodgers (football), Clayton Kershaw (baseball), Kevin Durant (basketball), Rory McIlroy (golf), Marshawn Lynch (football), Tuukka Rask (hockey), Jordan Zimmer-mann (baseball), Bubba Watson (golf), and Nelson Cruz (baseball).

“Madison Bumgarner is a truly incredi-ble athlete whose win only adds to the rich history of this award,” said Tony Liccione of the Hickok Belt® Award. “Given what he accomplished at the 2014 World Series - and throughout the rest of 2014 - it’s no surprise that the NSSA voters have cho-sen to recognize him with this honor.”

Harsh winter impacts road upkeepContinued from one

“We’re getting by,” he notes regarding the supply of salt, “we have an order in, it hasn’t gotten to us yet, it could be a while. We’re surviving.”

Kruger says the salt mine has been shipping salt to New England and the Boston area, which has been hard-hit by snow storms this winter. He says that although justified, those shipments have caused “some concern” to local mu-nicipalities regarding supplies.

Kruger explains that when he called the mine recently to re-order, he was asked if it was an “emergency.” Kruger says he told them no, “I just want to re-stock a little and get on the list.”

Kendall Highway crews are busy pushing back snow piles along roadways. “I wish the wind would stop blow-ing,” Kruger says, “it’s drifting continuously. Everyone is running out of places to put the snow..... I think everybody is going to have cabin fever.”

Page 9: Suburban News West Edition - March 1, 2015

Hamlin-Clarkson Herald and Suburban News West Edition - March 1, 2015 9Spencerport Board of Ed unanimous in approvalof Urban-Suburban program participationby Kristina Gabalski

The Spencerport School Board’s unanimous decision Tuesday, February 24 to join the Urban-Suburban pro-gram was met with the same mix of emotion that char-acterized debate over the controversial issue during the past several months.

Some in the audience met the vote with applause and a standing ovation. Others, clearly unhappy, expressed their desire verbally before leaving, that current board members be voted out. One man approached the table where the board was seated and was physically removed from the Cosgrove Middle School auditorium where the Board of Education meeting took place. The man told the Suburban News/The Herald he only went up to talk to board members and was told he had to leave.

Residents against Urban-Suburban say they plan to continue their fight through legal channels. They say they are hiring an attorney to sue the district over the fact the Urban-Suburban program is not open to caucasian stu-dents and therefore discriminatory.

Outside the auditorium on Februry 24, Spencerport resident Ed Patt, a coach at Spencerport and a teacher in the Greece Central School District, said he was neither for nor against Urban-Suburban, but could empathize with both sides.

Patt said he grew up in the Brockport Central School District, where Urban-Suburban has been in place for decades, and taught a student in Greece who was an Ur-ban-Suburban student until her family relocated to the suburbs.

“Let me have 100 students like that,” Patt said.On the other hand, he questioned what the real issue

is with the Spencerport District deciding to join the pro-gram. “If the goal is diversity awareness, is this the only vehicle..... if the goal is saving teacher positions, is there any other way?” he asked.

Patt noted diversity might also be accomplished through field trips or bringing in guest speakers. He added that the Spencerport community has available housing op-tions for all income levels.

Spencerport School Superintendent Michael Crumb recommended during the meeting that the district be-gin implementing Urban-Suburban during the upcoming 2015/2016 school year.

The program will begin with entry points in the first, second and sixth grades, with six students entering at each level. The program would continue to be phased-in until it reaches 72 students.

During the privilege-of-the-floor portion of the meeting, Spencerport resident Tom Mawn presented the board with an 18-page petition filled with signatures of residents who want the board to bring the issue to a referendum, so the public can vote.

Board members met in executive session for about 30 minutes to study the petition and consult their attorney.

Following the executive session, Board President Wil-liam Sweeney told those in attendance, “This program is a decision that rests with the Board of Education. A public referendum would be purely advisory. It would not have legal binding on the Board’s decision.”

During discussion before the Board’s vote, member Mi-chael Zale made a motion to table the vote until after a public referendum was held on the issue during the May school budget vote. The motion did not receive a second and failed.

Zale said a public referendum would give the Board a clear idea of how the community stands on the divisive Urban-Suburban issue.

Board member Gary Bracken said before the Board’s vote, “...it’s a small group of kids that want a chance at a good education...... if we are someplace special, we can give these kids this opportunity.”

Board Vice-President Jody Gillette said most of the feedback she received personally from residents has been positive about joining the program. “We can opt out or remove a child,” she noted, “although the program is con-troversial, it does have support.”

Board President William Sweeney said, “Respecting di-versity affirms individual worth and benefits the commu-nity.” He explained that recent debate, although heated, was exciting for him. “It re-energized me to be a part of a community (that) wants to provide a great education for their students.”

Youth complete gun safety courseSilence prevails as the 7-14 year olds concentrate on

the firing line of the Holley Rod & Gun Club’s BB Gun Safety and Marksmanship course. The club and instructor, Sandy Shay (NRA Certified Long Gun Instructor) provide this course to local children, with an opportunity for their parents to sit in, listen and learn. The course consists of lecture training about safety and marksmanship with an interactive opportunity for the students to put their skills to the test on the firing line.

During the six week course, participants met with Sena-tor Robert Ortt and Assemblyman Stephen Hawley at the Holley Rod & Gun Club. Their conversations ranged from the Senator asking a lot of questions about safety, such as, “A gun is only as safe as …” and the kids answering with a

resounding “the person handling it!” Other topics included the Bill of Rights and the SAFE Act. The children had a lot of questions for the politicians ranging from firearm licensing to tax questions.

The last day of the course consisted of the Trophy Shoot, where each of the ten participants had the opportunity to shoot two targets and their average determined the place-ment: First place, Jacob Baron; second place, Koryn Neale; third place, Cole London; with an honorable mention to Kayla Neale, Joshua Henhawk, Emma Shay, Harleigh Andrews, Chuck MacPhee, Juliana Allis and Luminara Virgilio.

Shipley helps Saints move on in basketballby Warren Kozireski

Churchville-Chili made just four-of-nine free throws over the final 45 seconds, but two field goals from senior forward Cam Shipley prior to that gave the Saints a five point lead on their way to a 53-47 victory over tenth-seed Eastridge in the first round of the Class A1 Section V boys basketball playoffs.

“This was a grinder, half-court game and, at the end, we were able to jump on some loose balls and that was big,” Saints head coach Tim Miller said, whose team is peaking at the right time with four consecutive wins. “Survive and advance.”

Senior guard Isaiah Lewis hit on three drives to the basket and Shipley had two baskets to help the Saints to a 12-2 run to open the second quarter to extend their lead to 11 points.

A three-pointer made it 27-20 Saints at halftime.Churchville-Chili managed just three field goals and

three free throws over the entire third quarter to allow Eastridge to cut the lead to just one point after 24 min-utes.

But Lewis opened the fourth with a lay-up, Williams hit a trey with a defender in his face and Lewis followed with baskets on consecutive trips to take the Saints lead back to seven.

That dwindled to just one point again before Shipley converted a perfect bounce pass from Kyle McCane un-derneath and followed by knocking down a tough, turn-around jumper to make it 49-44 with 1:07 remaining.

Then the free-throw parade, but the Saints defense held the Lancers to just one three-pointer down the stretch.

Lewis led C-C with 23 points while Shipley finished with 14. Williams added 12 as the three accounted for all but four points of their offense.

The seventh-seeded Saints advance to play at #2 Canandaigua in the quarterfinals.
