Sweden Town Board members displeased with legislation regarding library district

It appears the Town of Sweden will continue with Monroe Ambulance as primary responder for ambu-lance services.

Despite an effort by some residents in the commu-nity to have the Town Board cancel their contract with Monroe and designate Brockport Ambulance Corps as primary responder, Sweden Town Board members July 28 didn’t take any action regarding ambulance service, indicating they will continue with Monroe.

Under New York State Law, municipalities must cancel their current ambulance contracts by August 20 each year if they want to re-negotiate or enter into a different contract. The July 28 Sweden Town Board meeting was the last before that August 20 deadline.

During the public comment session of the meet-ing, Brockport Ambulance Chief Cody Dean asked board members not to renew the primary responder contract with Monroe and noted the public support Brockport Ambulance has received.

Two Sweden residents then expressed mixed opin-ions.

Pete Hare said Monroe Ambulance has done an outstanding job.

“I’ve been offended as I ride around the village looking at signs telling us in Sweden we have to do this. Do not change anything. Leave things alone,” he said.

Residents in the village and town who support Brockport Ambulance have placed signs in their yards calling for the change.

Westcott explained that the Brockport Ambulance saved his life after suffering a heart attack.

Monroe Ambulance Deputy Chief Mike Bove re-ported to the board and said Monroe is dedicated to the Brockport community and has 34 employees who live, attend church, and are involved in the greater Brockport area.

He reported on the number of requests for service

from July 2014 - June 2015 from Sweden, Clarkson, Hamlin and Eastern Orleans County.

The total calls numbered 4,318, with Monroe an-swering 98-99 percent, Bove said. His report included 1,417 calls from the Strong West facility. “Strong West averages five calls a day,” he noted.

Bove also announced that Monroe Ambulance is working to implement a community paramedic pro-

gram that will provide non-emergency care performed by paramedics in patients’ homes.

“It should be ready to roll out by fall,” he said.“I understand it’s a difficult decision,” Bove told

Sweden Town Board members are asking Governor Andrew Cuomo not to sign state legislation calling for the creation a Seymour Public Library District.

Town Board members voted unanimously during their July 28 meeting to make the request in the wake of the passage of bills in the State Assembly and Senate on June 17, which call for creation of a library district.

“We cannot support creating another taxing authority in our town,” Supervisor Robert Carges said. He noted the Sweden Town Board, “stuck it’s head out,” the last two years by agreeing to provide additional money to the

library, a move which he said was not repeated by the Town of Clarkson or Village of Brockport which are also served by the library and contribute annual funding.

Sweden Town Board member Donald Roberts agreed. He said the last two years Sweden went above and be-yond the normal funding commitment. “We wrote a check for a considerable amount of money to fund the library,” Roberts said.

Village questions fairness of Seymour tri-municipal fundingLegislature passes creation of library district subject to referendum

The following was submitted as a press release by Brock-port Mayor, Margay Blackman.

On June 17, 2015 the New York State Assembly and Senate passed legislation creating the Seymour Library District. That legislation now awaits the Governor’s sig-nature. If signed into law, its creation will still require a referendum of the voters of the district. That referendum will also include approval of a budget and the election of 9 at large library board members.

Following its passage in the New York State Legislature the Village of Brockport Board of Trustees unanimously supported the creation of the library district in a resolu-tion passed on July 20, 2015 and submitted, with the fol-

lowing statement, to the NYS Office of the Budget. Although none of the board members were favorably

disposed to another taxing district, they believe that the current tri-municipal system of financing and operating the library is broken, for the following reasons.

The tri-municipal agreement (1990), giving control and financing of the library to the Village of Brockport, Clark-son, and Sweden is ineffective and had not been adhered to.

Because the tri-municipal agreement does not specify agreement among the municipalities in respect to fund-ing, the library director and board members have been forced to make multiple budget appearance requests be-fore town and village boards as the municipal boards pre-pare and adjust their annual budgets. These efforts are further complicated by the different budget calendars/fis-cal years of the village and towns. Attempts on the part of the village mayor to get the two supervisors to minimally agree to not exceed the tax cap in their allocations to the library have not succeeded.

The agreement specified that library allocations were to be based on population and adjusted, at minimum, at every federal census. The municipalities have continued to operate off the census at the time the tri-municipal agreement was created (1990) to the point that according to the 2010 census, in 2014-15 Clarkson underfunded the library by $12,006, Sweden overfunded by $10,730, and Brockport overfunded by $1276.

Municipal sharing of services. The tri-municipal agree-ment stipulated that certain services for the library were to be shared and rotated among the three municipalities. Snow plowing, for example, is rotated, but lawn mowing proved too time consuming and has been contracted out. Until only a few years ago the Village handled the library banking and accounts payable. The library now handles this with some oversight by the Town of Clarkson. More importantly, library employee payroll, civil service, retire-ment, employee benefits, and workers compensation have been handled by the Village only because of the imprac-ticality of periodically rotating these functions. Nonethe-less, the presumed equal sharing of services is and has been unbalanced with the burden falling on the village.

Hilton resident elected Rochester Rotary President

The Rochester Rotary Club has elected Peter Sarratori its president for the Ro-tary year from July 2015 through June 2016.

Sarratori’s election as president fol-lows several leadership roles in Rochester Rotary, including board vice president of Rochester Rotary Sunshine Campus, Pe-ter D. Formicola Sunshine Camp Golf In-vitational chair, Roc City Uncorked chair and co-founder, Sunshine Kids Gala co-chair, LPGA committee chair, and board representative for Rotary Camps for Spe-cial Needs.

A Rochester Rotary member since 1995, Sarratori had the idea to construct the fully accessible wooden treehouse at Roch-ester Rotary Sunshine Campus, which opened to campers this summer.

Peter Sarratori is president of Roches-ter Lead Works, which provides wholesale and retail automotive collision paint and related supplies throughout New York, Pennsylvania and adjacent states. Based in Rochester since 1883, the company has 90 employees.

In addition to Rochester Rotary, Sarra-tori serves on the executive board of the IAMG industry-marketing group, and he was previously active in the LPGA tour-nament as concessions and distribution chair.

“Chick” Schum inducted into Section Five Baseball Hall of FameThe late Harold E. “Chick” Schum,

longtime Spencerport High School coach and Athletic Director, was inducted into the Section Five Baseball Hall of Fame on June 28, 2015 at Frontier Field.

Schum began his career at Spencerport in 1935 and coached baseball until 1958. He also coached soccer and basketball.

He grew up in Attica, New York and graduated from Ithaca College where he was a catcher and also played soccer and football. In Schum’s senior year at Ithaca, his classmate, Edson “Ike” Kincaid, ad-vised him that Spencerport had a Physical Education and Coaching job available but he did not want to apply since his father, Charles Kincaid, was a member of the School Board and Ike’s appointment would be perceived as nepotism. The story ends with Schum at Spencerport for his career and Ike at Cuba, New York for his lifetime position.

Spencerport baseball during the Schum era was annually one of Section Five’s best teams. The 1942 championship team defeated Madison of the City league.

Schum temporarily left his coaching

position to serve in the Navy during World War II in 1944 and 1945. After his return, his 1947 team won the Monroe County title with a 9-1 record but lost in the Sectionals to Penn Yan.

A succession of excellent pitchers helped Chick produce his top rated teams includ-ing Bill Flagg, Homer Barton, Ted Fos-mire, Nelson Reynolds, LeRoy Hershey, Pete Hinchey, Bill Hiscock, Jerry Webster and Paul Allen. Among the better posi-tion players and hitters were Rich and LaVerne Houck, Chuck McMillan, Ralph “Dutch” Webster, Ed DeCook, Bob Stenzel, Joe Ryan, Bob Kenyon, Kick Kerwin, Joe Fosmire and the three Przybyciens: John, Walt and Ed.

Those in attendance June 28 included his son Tim, who was the presenter, and his other son, Dan. Other former players coached by Schum who attended were Pete Hinchey, Joe Ryan, Nick Radford and Fred Holbrook.

Tim Redding, Churchville-Chili pitcher who had a significant major league career, was also inducted into the Section Five Hall of Fame.

SHS student wins Eastman School of Music honor

The Eastman School of Music award-ed Heather Haven, a Spencerport High School student, with the Eastman Award. The honor recognizes high school juniors (incoming seniors) who have contributed positively to the musical environment in their school.

According to SHS teacher and band director John Viavattine, Heather ex-emplifies the meaning of this award and maintains the tradition of the highest standards achieved to garner this recogni-tion. “Heather is not only an outstanding musician but is a role model to our entire Spencerport High School community,” Vi-avattine said.

Sweden’s ambulance decision best for communityThe Brockport Ambulance Corps has a long and proud

history. The organization has many dedicated paid and volunteer members. But choosing an ambulance service should not be based on nostalgia nor popularity nor poli-tics nor disinformation. Choosing an ambulance service should be based solely on the facts regarding level of care available, response time, and the fiscal stability of the or-ganization (its ability to purchase and maintain expen-sive medical equipment; and cover operational costs now and in the future).

The Sweden Town Board has carefully studied the facts regarding level of care, response time and fiscal stabil-ity of both the Brockport Ambulance Corps and Monroe Ambulance. We have made the decision to continue our contract with Monroe Ambulance for 2016 based purely on these facts. Our peers on the Clarkson Town Board have also painstakingly reviewed the facts and come to the same conclusion.

The emotions surrounding the ambulance service con-tract run high, we accept that. That politics has entered the discussion is not acceptable. The decisions for the pro-vision of ambulance service must be above politics. Every-one should want the best possible ambulance service our community can have. Period.

We appreciate the service that Brockport Ambulance provides in the Village of Brockport. Four out of five Swe-den Town Board members are Village residents. We want Brockport Ambulance to succeed and thrive - our own personal health may depend on it. But in our role as the custodians of ambulance service in the Town of Sweden outside the Village of Brockport, we have to make the de-cision for what is best there.

Someday the Brockport Ambulance Corps may have the ability to expand its 2.2 square miles of current responsi-bility to the additional 64.7 square miles of the Towns of Sweden and Clarkson; and to expand its care from a resi-dential base of 8,366 to a population of more than 20,900. The facts demonstrate that that time is not now and we will not risk our residents’ health and safety.

Brockport Kiwanis Club announces scholarship winner

The Brockport Kiwanis Club is a service organization working to enhance the qual-ity of life for specific individuals in need as well as the community as a whole. The Brockport Kiwanis Leadership Scholarship is such an endeavor.

This scholarship was created to recognize the importance of leadership, community service, and citizenship. In order to qualify, the candidate must be a senior and a mem-ber of the Brockport High School Key Club for at least one year. Further, the applicant

must complete five or more service hours, maintain a B average, and be accepted to an accredited college.

Finally, the applicant must provide a personal mission statement addressing why he/she best exemplifies the principles of leadership, service and citizenship.

This year’s winner of the Brockport Ki-wanis Leadership Award is Anna Fisher. Anna plans on going to college and even-tually entering the medical profession in pediatric oncology. She plans on playing softball while in college.

Heart patient to start Running ClubGates resi-

dent, Bruce Ry-chwalski, is a 66 year old, lifelong runner. In April 2011, after suffer-ing a Ventricular Tachycardia at age 61, he was diagnosed with Arrhythmogenic Right Ventricular Cardiomyopathy (ARVC) (genetic heart muscle disease) and had Implant-able Cardioverter Defibrillator (ICD) im-plantation surgery. Since then he has run in and competed in 164 5K road races: 18 in 2011, 32 in 2012, 50 in 2013, 50 in 2014 and 14 so far in 2015.

Bruce would like to gather a group of runners who manage a chronic condition

such as heart disease, diabetes or a spinal, neurological, gastroenterological or uro-logical disorder while continuing to lead an active, running lifestyle. This would become a running club whose members benefit from medical technology; a running club whose members have medical devices including any pacemakers or implantable cardioverter defibrillators, spinal devices, neurological devices, insulin pumps, heart valve and coronary or thoracic stents. He proposes calling the club “The Rochester Running Heroes.”

He also wants to have club T-shirts printed and made available to qualifying members.

Walter F. PrzybycienSpencerport: On July 24, 2015, at home, surrounded

by his loving family, at the age of 82. Walt is survived by Dee, his wife of 55 years; his children, Walter F. (Kar-en) Przybycien, Jr., and Wendy Przybycien Woodley; grandchildren, George J. Fishell Jr., Nicholas Walter Woodley and Danielle Regina Woodley; great-grand-daughter, Madilyn Josephine Woodley; brothers and sisters, Mary Frederes, Sally (Ralph) Hamaker, John (Pat) Przybycien and Florence Przybycien. He is pre-deceased by his parents, John and Sally Przybycien; and brother, Edward Przybycien. Walt was the owner of Manitou Sand & Gravel Co. Walt was a loving son, brother, husband, father, grandfather, uncle, and good friend to many.

His Funeral Mass was celebrated July 29 in St. John the Evangelist Church of Spencerport. Interment, St. John Cemetery.

Stanley served as Clarkson Town Justice for 33 years. After retirement he volunteered at Lakeside Memorial Hospital for 25 years. He is a current member of U.S. Magistrates Association, Knights of Columbus - Spencerport, Lions Club - Brockport, Elks Club - Bradenton, Florida, Pi Kappa Phi - Cornell Uni-versity and St. Elizabeth Ann Seton Church - Hamlin.

His Funeral Mass was celebrated July 30 at St. Elizabeth Ann Seton Church. Interment Mt. Olivet Cemetery. Dona-tions can be made to St. Elizabeth Ann Seton Church, 3747 Brick Schoolhouse Road, P.O. Box 149, Hamlin, NY 14464 or to the Brockport or Hamlin Lions Club in his memory.

Hilton•Hurlbutt, Douglas C., July 23, 2015, age 75. He is sur-vived by his devoted wife, Carolyn; his sons, David (Susan), Phillip (Diane) and Matthew (Kristen) Hurlbutt; grandchil-dren, David John Hurlbutt, Jessica (Andy) Confer, Naomi Meissner, Kelsey, Kari, Noah, Luke and Adam Hurlbutt; great-granddaughter, Emma and great-granddaughter on the way; his brother, Charles Hurlbutt; brother-in-law, Don (Cathy) Struble; several nieces, nephews and cousins and many friends. Doug was a former Mayor of Hilton and a longtime member of the St. Paul Lutheran Church, proprietor of Hilton Dairy and former member of Hilton Fire Department.

His Memorial Service was held August 1 at St. Paul Lu-theran Church, Hilton. Private Interment, Parma Union Cemetery. Contributions can be made to his Church Memo-rial Fund in his memory.

Classmates gather for 64th reunion - The Churchville-Chili graduating class of 1951 met July 23 for a 64th class reunion. The group met at the home of Jerry and Judy Hoomans, alongside the Erie Canal in Spencerport, where a picnic lunch was served. There were about 25 people attending, with eight from the original class. Clarkson Academy summer camp filling up fastThe second annual summer camp at the

Clarkson Academy is now taking registra-tions for its 2015 season. The camp is for children entering grades 4 or 5 and will have classes in writing cursive, group sing-ing, history and games from the 1950’s. This year will include a segment on local architecture and even a spelling bee.

There are two sessions taking place in August. Session I runs from Monday, Au-gust 17 through Thursday, August 20 from 9 a.m. to noon. Session II runs the follow-ing week, August 24 through August 27. Each session costs $25.

Hunter education courses in HolleyThe Holley Rod & Gun Club has an-

nounced that its Hunter Safety Instructor Team is holding a N.Y.S. Basic Hunter Education Course at the club grounds on Pumping Station Road, just south of the Village of Holley.

The course begins on Wednesday, Au-gust 12 at 5:30 to 9:30 p.m. and continues the same time on Friday, August 14, then concludes Saturday, August 15 from 8 a.m. to 1 p.m. All courses are free.

All first time hunters must complete the

Hunter Education Course before they can obtain a NY State hunting license. The class is for students age 11 and up.

Anyone may pre-register by filling out and leaving the completed student regis-tration form, in person, at the Holley Rod & Gun Club on Thursdays, between 5 and 8 p.m. At that time students will receive their workbooks. In order to complete the course successfully, students must score 80 percent or higher on the written exam.

Seymour Local History Room progresses on scheduleGrand opening set for After Hours Fundraiser - November 7

The Seymour Library Local History Room in Brockport has come a long way since the groundbreaking ceremony on April 18 and is still on schedule to be completed by mid-September. The purpose of the room is to provide local history organizations with a place to display items from their collections on a monthly basis as well as a central location for local history books, space for presen-tations and lectures, and table space, a computer and scanner for those who would like to do research.

“Thanks to Senator (Joe) Robach and Senator (Robert) Ortt, for providing grant money so that we could pur-chase furnishings, a projector, a computer and audio system,” said Director Carl Gouveia. The room is funded through state grants and private donations, not public tax dollars.

The first exhibits will be offered to the three munici-palities that the Seymour Library serves – Brockport, Sweden and Clarkson. “The library is well-loved by the three communities it serves, which is evident through both usage and donations,” said Gouveia. The room’s dis-play cases will then be available for use by any local his-tory organization.

The Local History Room’s official grand opening will be held during the annual After Hours Fundraiser on Saturday, November 7 at 7 p.m. During the event, the Donor of the Year Award is also presented. Last year’s recipient was BISCO (Brockport Integrated Service and Community Organization). Tickets will be on sale in September at the library.

RBA to rebrand as Greater Rochester Chamber of Commerce

Rochester Business Alliance, the chamber of commerce serving the nine-county Finger Lakes region, is pleased to announce its intention to rebrand as the Greater Rochester Chamber of Commerce effective January 2016. The move to RBA’s chamber roots stemmed from a strategic plan-ning process that started in February of this year. The former Greater Rochester Metro Chamber of Commerce merged with the Industrial Management Council to form Rochester Business Alliance in 2003.

RBA President and CEO Bob Duffy said, “Rebranding as the Greater Rochester Chamber of Commerce helps us more clearly define our mission as an organization that offers advocacy and services to help businesses of all sizes grow and prosper. We have received very positive feed-back about the name change throughout the strategic planning process with input from our board of directors and staff, regional business leaders, not-for-profits, re-gional chamber of commerce executives, and many oth-ers. We are excited about what the future holds for the Greater Rochester Chamber of Commerce.”

Work is now underway to bring the new Greater Rochester Chamber of Commerce brand to life with Dixon Schwabl, led by RBA board member Lauren Dixon, act-ing as the marketing agency for the transformation. RBA staff has worked closely with Dixon Schwabl over the past few months on the rebranding, which includes a new logo, marketing materials, and website. The Greater Rochester Chamber’s updated strategic vision and mission will also be revealed in the coming months.

Spencerport Sports Booster Club will present the 2nd annual Food Truck Rodeo Thursday, August 20 at Spen-cerport High School, 2707 Spencerport Road. This year the rodeo will host 21 trucks to accommodate all, with plenty of parking available.

The club will provide music, games, activities and fun for all in the family. The high school will also open the pool for swimming. A wide variety of foods from different cultures will showcase this year’s rodeo, including sandwiches, pizza, mac-n-cheese, specialties and more.
