I. Call to Order and Opening Remarks The TS-4e Chair called the meeting to order at 3:05 p.m. Chair indicated meeting would follow the 2014 Meeting Agenda (See Appendix A on pages 8-13). The TS-4e Chair asked all members and visitors to sign-in on the meeting sign-in sheet (See Appendix B on pages 14-17).

III. Approval of Technical Section Minutes – Live Meeting / Conference Call TS 4e Meeting

Minutes, March 18, 2014 A motion to accept the SOM TS-4e March 18, 2014 Mid-Year Meeting minutes was made by MS, seconded by TN. Motion passed.

IV. Old Business

A. Previous Year SOM Ballot Items - SOM-13-01 There were no TS-4e 2013 SOM Ballot items.

B. Previous Year TS letter ballots

i. SOM_TS4E-13-01

1. Reconfirmation ballot for TP 85, TP 86, TP 87, TP 88, and TP 89. a. TS Ballot Results: Each provisional standard was balloted as a separate ballot

item. Each ballot item received the required 2/3 Affirmative Vote and each provisional standard was reconfirmed. No comments were received on any of the ballot items.

b. TP 85-10 (2013), TP 86-10 (2013), TP 87-10 (2013), TP 88-10 (2013), and TP 89-10 (2013) will be published in the 2014 AASHTO Materials Standards.

c. At the SOM TS-4e 2014 Mid-Year Meeting, passed by voice vote to reconfirm TP 85, TP 86, TP 87, TP 88, and TP 89 in 2014 in order to get back on appropriate 2 year cycle for these provisional standards. These provisional standards will be published in the 2015 AASHTO Materials books with the 2014 reconfirmation date.

ii. SOM_TS4E-13-02

1. Reconfirmation ballot for TP 90. a. TS Ballot Results: 9-Affirmative, 0- Negative, 4-No Vote. C omments received

from Mississippi.

b. TS-4e Chair determined all but one comment from Mississippi were editorial. These editorial revisions were made by the TS-4e Chair in TP 90 and TP 90-10 (2013) was published in the 2014 AASHTO Materials books with the 2013 reconfirmation date and the editorial comments from Mississippi included.

c. During this meeting, the TS-4e Chair asked TS-4e to reconfirm TP 90-10 (2013) by voice vote in order to get back on appropriate 2 year cycle for these provisional standards.

i. A motion to reconfirm TP 90-10 (2013) in 2014 was made by WI, seconded by MS. Motion passed. TP 90-10 (2014) will be published in the 2015 AASHTO Materials book.

d. Bill Bailey is waiting to receive revisions on TP 85, TP 86, TP 87, TP 88, TP 89, and TP 90 from the Transportation Pooled-Fund project that initially developed these test methods. These revisions will hopefully address the technical

comments received through the initial SOM ballot to adopt these provisional standards and the TS ballots to reconfirm these provisional standards plus any revisions as a result of the ongoing transportation pooled-fund project study. The pooled fund participating states include CO, MI, MN, NH, NY, Ontario MOT, RI, VA, and WS. These revisions will be sent to the TS-4e Chair. These revisions will be reviewed and distributed via TS ballot.

iii. SOM_TS4E-13-03

1. R 50– Geosynthetic Reinforcement of the Aggregate Base Course of Flexible Pavement Structures.

a. TS Ballot Results: 11-Affirmative, 0- Negative, 1-No Vote. No comments received.

b. R 50-09 (2013) will be published in the 2014 AASHTO Materials books.

iv. Proposed SOM_TS4E-14-01 – Standards requiring reconfirmation ballot in 2014:

1. M 213-01 (2010) – Preformed Expansion Joint Fillers for Concrete Paving and Structural Construction (Nonextruding and Resilient Bituminous Types).

2. M 297-10 - Preformed Polychloroprene Elastomeric Joint Seals for Bridges.

3. T 42-10 - Preformed Expansion Joint Filler for Concrete Construction.

The TS-4e Chair will ballot these for reconfirmation by the end of the calendar

year.

v. Proposed SOM_TS4E-14-02 – Proposed TS Ballots Not Sent: The TS-4e Chair indicated that the following new and revised standards were discussed at the 2014 SOM TS-4e Mid-Year Webinar/Conference Call Meeting and were proposed to be sent out as TS ballot items. Unfortunately, the Chair did distribute them out for TS ballot. As a result, the TS-4e discussed how to handle and move forward with these new and revised proposed standards during this meeting. After discussion, the following actions were determined for each as follows:

1. MP-4e-xxx Performance-Graded Bituminous Sealants (Proposed New Standard) This is a proposed new provisional specification for bituminous joint and crack sealants providing performance grading requirements as determined from test results performed according to TP 85, TP 86, TP 87, TP 88, TP 89 and TP 90. The proposed specification will be similar in concept and format to M 320 for asphalt binders. Motion to distribute this proposed new provisional specification on concurrent SOM ballot was made by FHWA, seconded by OK. Motion passed. This is the first concurrent 2014 SOM ballot item.

2. M 288, Proposed Revisions to Section 9 – Silt Fence Requirements These are proposed revisions to add optional performance acceptance criteria for silt fence including visual performance criteria and performance testing criteria. These proposed revisions will be sent out on a technical section ballot.

3. M 288, Proposed Revisions to Section 2, 4 and 10 – Paving Fabric Requirements These are proposed revisions from TX to include fiberglass paving fabrics. The TS-4e Chair recommended a concurrent SOM ballot for these revisions. Motion to distribute proposed revisions for M 288, Section 9 was made by MS, seconded by TN. Motion passed. This is the second concurrent 2014 SOM ballot item.

4. M 288, Proposed Revisions to Add Class 1+ Very High Survivability Subgrade Enhancement Geotextile

This is proposed revision to add a new Class 1+ geotextile class for subgrade enhancement and high survivability in excessively wet, saturated conditions to provide the coincident functions of separation, filtration, and enhancement. MS recommended distributing this proposed revision to a technical section ballot.

C. Task Force Reports

i. Joint Subcommittee on Materials - Subcommittee on Bridges and Structures Task Force.The joint task force members from SOM TS-4e included volunteers Michael Benson (AR), Bob Burnett (NY), and Tim Ramirez (PA). Michael Benson (AR) is the lead. The AASHTO SCOBS T-2 Bearings and Expansion Devices Technical Committee Chair is Keith Fulton, Wyoming DOT. This joint committee to work on Task Forces 06-01 and 06-02 items. Activity: No activity to report.

ii. Task Force 06-01 – M 251 Proper Testing Frequency & Realistic English Units. The task

force members included volunteers Michael Benson (AR), James Williams (MS), Bob Burnett (NY) and Bridge Bearing Manufacturers Association. Michael Benson (AR) is the lead. Kevin Riechers (IL) indicated he worked with Jerry Westerman (former TS-4e Chair) to take a majority of information on this from the AASHTO LRFD Bridge Construction Specifications, Section 18 into M 251; however, there is still some information in Section 18 that may be useful for this effort. The AASHTO LRFD Bridge Construction Specifications, Section 18, mentions testing, but not much information for determining frequency. Task force to reach out for additional expertise. Activity: During this meeting, TS-4e discussed that the English unit issue had been reviewed in the past and a proposed revision was submitted and this should go to a technical section ballot. In addition, frequency of QC testing and verification is still an issue with indications that the QA testing specified in M 251 is too frequent. TF to check with NTPEP program for input. Tim Ramirez will review previous survey results from AR and PA on bearing pads related to testing frequency and work with TF to discuss testing frequencies.

iii. Task Force 06-02 – M 251 Materials specifications for fabric-reinforced (cotton duck)

elastomeric bridge bearing pads.The task force members include Michael Benson (AR), Bob

Burnett (NY), and Reid Kaisor (NV). Kevin Riechers (IL) provided information on cotton duck pads (CDP) from the AASHTO LRFD Bridge Construction Specifications, Section 14. Kevin Riechers recommended that the TS-4e consider a new Standard for CDP and include in M 251 (Elastomeric Pads). He also recommended combining the best from the Nebraska DOR and MIL-C-882E specifications as a good start for an AASHTO Materials Standard for CDP. Activity: Draft specification for new provisional standard has been received from Michael Benson (AR) and is based on the MIL-C-882E and NE specifications. The technical section ballot as discussed at the SOM TS-4e 2014 Mid-Year Webinar/Conference Call Meeting was not distributed. TS discussed action to move this proposed new provisional specification forward. A motion to distribute the proposed new provisional specification for Cotton Duck Fabric Bearings to concurrent SOM ballot was made by AR, seconded by WI. Motion passed. This is the third concurrent 2014 SOM ballot item.

iv. Task Force 06-03 – Development of an AASHTO Standard for Edge Drains.The task force

members included volunteers James Williams (MS), Bob Burnett (NY), and Tim Ramirez (PA). On 8/15/2011, James Williams (MS) resent the proposed AASHTO SOM list serve survey to the TS-4e chair for review and distribution to the SOM. The TF is to send out the proposed survey and determine use, experience, and existing specifications. Activity: No activity reported. PA to distribute SOM survey received from MS.

v. Task Force 07-01 – M 288 Develop Standards for Geogrids.The task force members included

James Williams (MS), Bob Burnett (NY), and Tim Ramirez (PA). Several states (NC, WA State, PA) have developed or are developing geogrid specifications for various applications. Tony Allen submitted proposed geogrid specification for inclusion in M 288 along with survey

summary results of properties used by states. PA working on geogrid specifications for uniaxial and biaxial geogrids for reinforced slope and soil reinforced wall applications based on data from NTPEP GRE Program. Geosynthetic Materials Association (GMA) has initiated a Focus Group within its Geogrid Committee. This focus group to be headed by Brian Baillie (Husker) and he will relate work being considered by AASHTO and the GMA Focus Group. GMA is not trying to develop own standard, but will gather information from geogrid manufacturers and forward information on to AASHTO. Activity: During this meeting, the TS-4e Chair reported that TS has previously discussed need to add geogrids to M 288. Wall reinforcement and subgrade reinforcement were the two areas of TS discussion. Wall reinforcement would be easier and quicker to place into M 288 as it is better defined and consistent in both design procedures and materials, but subgrade reinforcement does not have similar consistency as far as design procedures. TS-4e Chair has received several proposed revisions to M 288 to include geogrids from WA, NY, and PA. Bob Burnett (NY) recently provided a copy of FHWA NHI-07-092 Geosynthetics Engineering report and recommended adoption of Table 5-5 from the report as a starting point for adding geogrids in M 288. Chair felt TF 07-01 should put a webinar/conference call meeting on calendar to initiate discussion and development of proposed revisions for M 288 to include geogrids for TS ballot. In addition, TS recommended and agreed to adding Tony Allen (WA) to this task force. Lucie Passus (GMA) requested and the TS agreed to add her to this TF. The TS-4e Chair will pull together the proposed geogrid specifications he has received from various sources for distribution to the TF after which a conference call will be scheduled (target for August 2014) for the TF members to initiate discussion.

vi. Task Force 07-02 – M 288 Consider Development of Mean Threshold Values for

Geotextiles. The task force members included James Williams (MS), Bob Burnett (NY), and

Tim Ramirez (PA). In 2012, Tony Allen (WA State) provided explanation of relationship

between a geotextile manufacturer’s MARV values and a State DOT’s or AASHTO NTPEP’s test results. Katheryn Malusky (AASHTO) offered to address this issue in the NTPEP work plan to define MARV values and how they can be utilized with the AASHTO materials standard. Activity: During this meeting, the TS-4e discussed that the Minimum Average Roll Value (MARV) value has caused confusion within M 288. Clarification is needed. Tony Allen (WA) previously provided white paper explaining MARV and use of MARV. Clarification may be best handled in an appendix of M 288. During SOM TS-4e 2014 Mid-Year Webinar/Conference Call Meeting, Tony Allen stated ASTM is working on addressing the issue regarding MARV values and Tony reported to TS-4e that it would be helpful if the TS provided feedback to identify specific areas needing clarification for him to develop proposed language to include in M 288.

vii. Task Force 10-1 – Evaluate Possible Revisions to TP 85, TP 86, TP 87, TP 88, TP 89 and TP 90

and Develop Standard for Crack Sealant Specification.The task force members included Bill

Bailey (VA) and James Williams (MS). Bill Bailey provided proposed Performance-Graded Bituminous Sealant specification in AASHTO format modeled after M 320 - Performance-Graded Asphalt Binders for TS Ballot. Activity: Bill Bailey (VA) anticipated receiving technical revisions from the TPF study by Spring 2015. TS agreed to issue these revision on a TS Ballot at that time.

viii. PP 66 Task Force. Purpose to review PP 66 and pare down or reduce where feasible. The PP

66 TF consists of volunteers from TX (lead), NY, WA, PA and Sam Allen. Darren Hazlett (TX) volunteered Mark McDaniel (TX) to assist. Activity: Tony Allen (WA) sent a revised version of PP 66 to Tim Ramirez on 7/29/14. Tim will add these comments to the most current version of the spec. Tony Allen requested adopting this standard as a full standard. The TS-4e Chair recommended distributing the PP 66 revisions received from Tony Allen go out on a concurrent SOM ballot, including in the ballot item to adopt PP 66 as a full standard. A motion to distribute PP 66 revisions received from Tony Allen including adopting PP 66 as full standard as a concurrent SOM ballot item was made by MS, seconded by TN. Motion passed. This is the fourth concurrent 2014 SOM ballot item.

V. New Business A. Research Proposals

Tim Ramirez (PA) is the Research Liaison for TS-4e. Research proposal received for Closed Bridge Expansion Joints. Derrick Castle provided background to the TS members. A motion for TS-4e to endorse the research proposal for Closed Bridge Expansion Joints was made by MS, seconded by TN. Motion passed. TS-4e Research Liaison will submit proposal to the SOM.

B. AMRL/CCRL Issues There were no AMRL/CCRL issues.

C. NCHRP Issues There were no NCHRP issues.

D. Correspondence, calls, meetings/ Presentation by Industry i. M 288. Mike Pluimer (TRI) talked with Tim Ramirez just prior to the SOM TS-4e Annual

Meeting about proposed revisions he received by email from Sam Allen on M 288. Mike Pluimer will forward these proposed revisions to Tim Ramirez for review and consideration by the TS. Tim will forward these proposed revisions onto the TS members upon receipt for discussion and possible action at the SOM TS-4e 2015 Mid-Year Webinar/Conference Call Meeting.

E. Proposed New Standards

4. M 288, Proposed Revisions to Add Class 1+ Very High Survivability Subgrade Enhancement Geotextile

Tony Allen (WA) has requested review to determine how changes affect NTPEP

program. Requested info on latest geogrid standard. Bob Burnett (NY) indicated that there is active discussion regarding how to

specify geogrid within M 288. Study in Montana was referenced. Wall reinforcement and subgrade reinforcement were the two areas of

discussion. Wall reinforcement would be easier and quicker to place into M 288. Subgrade reinforcement is more complicated.

Fiberglass reinforcement submitted by Texas DOT will be addressed in the technical section ballot of M 288.

C. Task Force Reports

i. Joint Subcommittee on Materials - Subcommittee on Bridges and Structures Task Force.The joint task force members from SOM TS-4e included volunteers Michael Benson (AR), Bob Burnett (NY), and Tim Ramirez (PA). Michael Benson (AR) is the lead. The AASHTO SCOBS T-2 Bearings and Expansion Devices Technical Committee Chair is Jugesh Kapur, State Bridge and Structures Engineer, Washington State DOT. This joint committee to work on Task Forces 06-01 and 06-02 items. Washington State Bridge and Structures Engineer is now Tom Baker (WA). Tony Allen was not sure if Tom would be the new committee chair for AASHTO SCOBS T-2.

ii. Task Force 06-01 – M 251 Proper Testing Frequency & Realistic English Units.The task force members included volunteers Michael Benson (AR), James Williams (MS), Bob Burnett (NY) and Bridge Bearing Manufacturers Association. Michael Benson (AR) is the lead. Kevin Riechers (IL) indicated he worked with Jerry Westerman (former TS-4e Chair) to take a majority of information on this from the AASHTO LRFD Bridge Construction Specifications, Section 18 into M 251; however, there is still some information in Section 18 that may be useful for this effort. The AASHTO LRFD Bridge Construction Specifications, Section 18, mentions testing, but not much information for determining frequency. Task force to reach out for additional expertise. Activity: Unknown. Kevin Riechers indicated there may be information in Bridge Construction Specifications which may be of help for M 251. English unit issue had been reviewed in the past and would be proposed as a technical section ballot. Frequency of QC testing and verification is still an issue. Will check with NTPEP program for input.

iii. Task Force 06-02 – M 251 Materials specifications for fabric-reinforced (cotton duck) elastomeric bridge bearing pads.The task force members

include Michael Benson (AR), Bob Burnett (NY), and Reid Kaisor (NV). Kevin Riechers (IL) provided information on cotton duck pads (CDP) from the AASHTO LRFD Bridge Construction Specifications, Section 14. Kevin Riechers recommended that the TS-4e consider a new Standard for CDP and include in M 251 (Elastomeric Pads). He also recommended combining the best from the Nebraska DOR and MIL-C-882E specifications as a good start for an AASHTO Materials Standard for CDP. Activity: Proposed draft specification for TS Ballot (See Attachment #3 on pages 15-18). Consider for TS Ballot. Draft specification for new standard has been received from Michael Benson (AR) and will be submitted for technical section ballot.

iv. Task Force 06-03 – Development of an AASHTO Standard for Edge Drains.The task force members included volunteers James Williams (MS), Bob Burnett (NY), and Tim Ramirez (PA). On 8/15/2011, James Williams (MS) resent the proposed AASHTO SOM list serve survey to the TS-4e chair for review and distribution to the SOM. The TF is to send out the proposed survey and determine use, experience, and existing specifications. Activity: AASHTO SOM Survey sent March 18, 2014. Survey sent to determine current state use to justify working toward edge strip drain specification. Chair is in the process of surveying states.

v. Task Force 07-01 – M 288 Develop Standards for Geogrids.The task force members included James Williams (MS), Bob Burnett (NY), and Tim Ramirez (PA). Several states (NC, WA State, PA) have developed or are developing geogrid specifications for various applications. Tony Allen submitted proposed geogrid specification for inclusion in M 288 along with survey summary results of properties used by states. PA working on geogrid specifications for uniaxial and biaxial geogrids for reinforced slope and soil reinforced wall applications based on data from NTPEP GRE Program. Geosynthetic Materials Association (GMA) has initiated a Focus Group within its Geogrid Committee. This focus group to be headed by Brian Bailey (Husker) and he will relate work being considered by AASHTO and the GMA Focus Group. GMA is not trying to develop own standard, but will gather information from geogrid manufacturers and forward information on to AASHTO. Activity: None. May start with wall reinforcement. Design will play prominent role in requirements. Tony Allen has made some progress on wall reinforcement and has added place holders for geogrid base course application, but editorial work needs to be completed. TS ballot to get comment of proposal from Tony Allen.

PP 66-10 was maintained as provisional (PP 66-13) due to negative from Texas DOT when balloted to adopt as full standard. However, negative from TX was withdrawn –. Since it was withdrawn, question was asked if the 2012 ballot could be used as the ballot request to move PP 66 to full standard. However, missed publishing window in 2013 and 2014. Move to ballot PP 66 as full standard in 2015 NY/MS. Motion passed. Motion amended to propose revision to resolve error in equation B1.2.

vi. Task Force 07-02 – M 288 Consider Development of Mean Threshold Values for Geotextiles.The task force members included James Williams (MS), Bob Burnett (NY), and TimRamirez (PA). In 2012, Tony Allen (WA State) provided explanation of relationship between a geotextile manufacturer’s MARV values and a State DOT’s or AASHTO NTPEP’s test results. Katheryn Malusky (AASHTO)

offered to address this issue in the NTPEP work plan to define MARV values and how they can be utilized with the AASHTO materials standard. Activity: Unknown. MARV values have caused confusion within M 288. Clarification is needed. – Tony Allen (WA) will provide information on definitions of MARV and minimum values and indicate how NTPEP is addressing issue. Tony stated ASTM is also working on addressing the issue regarding MARV values. Feedback to Tony from TS 4e to identify specific areas needing clarification would be helpful. Clarification may be best handled in an appendix of M 288. Tony’s comments will be forwarded to task force members.

vii. Task Force 10-1 – Evaluate Possible Revisions to TP 85, TP 86, TP 87, TP 88, TP 89 and TP 90 and Develop Standard for Crack Sealant Specification.The task force members included Bill Bailey (VA) and James Williams (MS). Bill Bailey provided proposed Performance-Graded Bituminous Sealant specification in AASHTO format modeled after M 320 - Performance-Graded Asphalt Binders for TS Ballot. Activity: No TS Ballot Sent. TS Ballot will be sent in April 2014 once all comments are received by Bill Bailey from research group.

viii. PP 66 Task Force. Purpose to review PP 66 and pare down or reduce where feasible. The PP 66 TF consists of volunteers from TX (lead), NY, WA, PA and Sam Allen. Darren Hazlett (TX) volunteered Mark McDaniel (TX) to assist. Activity: None. Address comments for Texas DOT. Task force will submit results of their work to submit as a ballot item at a later date.
