    Have you ever wondered what makes one 8-year-old childspeak to a complete stranger while another, whenapproached by that same stranger, instantaneously turnsaround and runs half a block back to school to tell thecrossing guard what just happened?

    What about a 6-year-old child who shares her entire home

    address over the Internet with a 48-year-old man who ispretending to be a 6-year-old girl? Why would anotherchild of the same age rush to tell her mother wheneveranyone asks for personal information over the Internet?

    The answer is simple. Just like us, children respond tovarious situations based upon how they perceive thoseparticular situations. Perception is the number one factor

    that determines how a child responds.

    By nature, we and our children face all types of potentialthreats. Consequently, if a child does not receive adequatestimuli (information, knowledge, and conditioning) prior

    to being confronted with a life- threatening situation, thechild will not respond effectively to the threat.Did you know that contrary to reacting directly to apotential threat, when confronted with any apparently life-threatening danger, police officers are trained toinstantaneously draw back to a position of safety first?

    Instantaneous: done without any delay being

    purposely introduced; e.g. took instantaneous

    action to correct the abuse.

    Student Safety Tips:40 That Every 1st-2nd Grader MUST Know!

    Its somewhat like second nature.

    If there were a robbery, fire, or some other type ofcatastrophe, the majority of bystanders might seemalarmed, perplexed, and somewhat paralyzed.

    However, the primary action of the police officers whorespond is to move themselves, as well as bystanders,instantaneously to what appears to be the safest position ofadvantage (SAFETY IS ALWAYS FIRST).

    Police officers learn this instantaneous response throughhours of discussions, illustrations, and repetitive training.

    Why is this so important for you to know?

    From working with tens of thousands of students for morethan 16 years in my career as a police officer, after speakingto a child for about 5 to 7 minutes, I can pretty much tell

    you how that child she will respond to a variety of potentialthreats.

    Surprisingly, there are generally just two ways thatchildren typically deal with potential threats:

    1) Non-responsive: Being non-responsive to potentialdangers is generally caused by a child not knowing that apotential danger even exists.

    The child may or may not have heard that the scenario hasthe potential to produce a life-threatening danger. Inaddition, remember that at the age of 68 years old, manychildren are learning to remember and recite their homeaddresses and phone numbers and may unwittingly givethem to strangers.

    This type of responder reminds me of a 6-year-old boy bythe name of Charles. One day a man whom Charles did notknow approached him. Charles said later that the man wassmiling and seemed to be very nice. Charles reported thatthe man said to him, Are you a smart kid? Charles toldthe man, Yes. The man then said to him, Let me see ifyou know something. What is your address? Charles saidthat he looked at the man, smiled and correctly recited his

    full address.

    2) Reactive: Being reactive to potential dangers isgenerally brought about by a childs knowledge that apotential threat might exist.

    Dont tell your children not to talk to strangers withouttelling them what to do when confronted by one. I will

    explain why.

    A child has most likely, at one time or another, receivedinformation that the scenario he or she has just entered hasthe potential to produce danger. This is where the child

    reacts in direct correspondence to the danger, rather thantoward the solution of the danger.

    As I think about this type of response, I recall a 9-year-oldgirl named Naomi. Naomi told me a story about how shewas approached by a man when she walked out of a storethat was near her house.

    Naomi said that she just bought some bubble gum with herlast 65 cents. She said, A tall man stood right in front ofmy bike and I couldnt move. He said, Hey, little girl,where are you going? I was so scared.

    I asked Naomi what she said to the man. She said, At first,I didnt say anything. I was too scared.

    I then asked her, What did you do?

    Naomi said, I was scared and all I could do was keepstaring at his eyes.

    Naomi said the man then yelled at her and said, Hey, Imtalking to you! Where are you going?

    Naomi said she was scared because the man was a

    stranger, so she told him, I cant speak to you because mymom told me not to talk to strangers.

    Please keep in mind that Naomi is not the only child whohas been told not to talk to strangers but has notbeen toldwhat to do when approached by one.

    I have heard about some kids who were so consumed with

    their training or conditioning not to talk to strangers thatthey remained completely silent when approached by one.

    I have also heard about children who even enteredstrangers cars when they were told to get in, when their

    primary focus was on doing what they were conditioned todo: Do not to talk to strangers.

    Unfortunately, simply telling a child not to talk to strangersgenerally accomplishes just that. It usually shuts themdown to the point where they dont say anything, even atthe risk of being abducted.

    If you are reading this book, the good news is that,fortunately, your child and any other children you knownow finally have the opportunity to learn how to respondeffectively to many life-threatening situations.

    A Letter from the Author to All Young Children:

    Dear students,

    Hello, my name is Mr. Tony Newsom. I am a real policeofficer in Los Angeles, California. Did you know that everyyear many boys and girls are harmed in different ways?Today, I am not writing to you as a police officer, but as afriend. The reason that I wrote this book is to help protect

    you from being harmed. For the last 16 years, I have taughtthousands of students like you to be safe.

    In this book, I have written 40 student safety tips. If thereis anything in this book that you do not understand, pleaseask your parent, your teacher, or another adult who ishelping you read this book to explain what you dontunderstand.

    Good luck, be safe, and try your best to remembereverything you learn from this book.

    Children Learn How to Become Safe

    Its day one ofStudent Safety Tips. Each of the studentsparents have previously purchased aStudent Safety Tipsbook and given it to their child to take to school. Twopolice officers were invited to Ms. Martins classroom totalk with her students.

    Two police officers, a man and a woman, both wearingdark green police helicopter jumpsuits, walked into Ms.Martins classroom. They both wore big, black leather

    police belts with lots of equipment on them. Both officerswere smiling as they entered the room.

    The female officer walked to the middle of the room. Goodmorning, students, she said. I am Captain Young, andthis is my partner, Captain Johnson.

    Captain Young said, We are two of the helicopter pilotsfrom your local Police Department. We came to help youlearn how to stay safe.

    Let me give you an example, Captain Young continued.Say you are walking home from school and you see a car

    driving by. That car passes you up, turns a few blocks laterand pulls into a driveway. The driver of that car is probablynot trying to harm you.

    The students in Ms. Martins classroom were excited andall of them began to clap their hands.

    We are going to teach you some safety tips. Safety tips arethings that responsible adults like your parents, teacher,principal and police officers talk to you about to help youstay safe. They are things that you can do and shouldalways remember to become much safer.

    Captain Johnson then walked to the front of the class. Iam very happy that we can be with you today, students, hesaid. Are you ready to get started?

    Yes, all of the students in Ms. Martins classroom said.

    Okay, great, Captain Johnson said.

    Safety Tip Number One, said Captain Johnson.Whenever any stranger tries to talk to you, dont lookdirectly at them or allow them to get too close to you.

    Safety Tip Number Two, said Captain Young. If astranger continues to walk toward you, quickly run to yourparent, a teacher, a crossing guard or any other adult yourparent says is okay for you to run to in case of anemergency. Then tell them what happened.

    Safety Tip Number Three, said Captain Johnson.Never go anywhere alone. Whenever you go somewhere,you should ALWAYS go with your parent or another adult

    who your parent says is okay for you to go with.

    Strangers who try to harm children, Captain Johnsonadded, usually look for children who are by themselves orwith other children.

    It is much safer for students your age to go somewherewith a responsible adult, than by yourself or with friendswho are your age or close to your age.

    Then Captain Young said, The final safety tip that we aregoing to teach you today is:

    Safety Tip Number Four: If you do not already go toand from school with an adult, sometime today, talk withyour parents and ask them who would be a great adult thatyou could go to and from school with. Remember, thatadult could also be the parent of one of your friends at

    school, if that is okay with your parents.

    Captain Young then said, I am going to tell you a storyabout a girl named Tawney so youll understand why thesesafety tips are so important.

    Tawney usually walked home from school with her friendDebbie and Debbies grandmother. One day after schoolTawney walked home all by herself.

    When Tawney was walking home, she saw a man who wasdriving his car very slowly, right next to her. Tawney didnot look directly at the man. Instead, she kept walking.

    When the man caught up to Tawney, he waved his hand ather like he was saying hello.

    After that, he stopped his car right near the curb whereTawney was walking.

    Because Tawney believed that this man would try to harmher, she quickly turned around and ran back about a block.She stopped running when she reached the place where her

    friend Angela and Angelas dad were walking.

    Tawney knew that Angelas dad, Mr. Gower, was a friendof her parents, and they felt it was safe for her to walk withhim, Captain Young said.

    Captain Johnson then said, Tawney told Mr. Gowereverything that happened. Mr. Gower called our policestation and told our emergency 911 operator whathappened.

    The 911 operator decided that since the man was trying toget Tawneys attention and then stopped his car in front ofwhere she was walking, some police officers should go outthere and find the man and make sure he would not beharming anyone.

    Later that day, Captain Young and I saw the mans parkedcar from our helicopter. We called for some police cars togo and check him out.

    Within minutes, we surrounded that place with all typesof police cars and motorcycles, and even our helicopter.

    Do you know what we found out, students? CaptainYoung asked. No, what? the students said.

    Captain Young said, We found out that man was a verybad man. He had tried to cause harm to two other kids wholived in that same area, three weeks earlier.

    When we found him that day, he had a seven-year-old girlwith him. He had picker her up walking home from schoola little earlier. He was planning to harm her when wefound him, said Captain Young.

    Thats why it is so important for you to follow the safetytips that we gave you today, Captain Johnson said.

    Each of the students in Ms. Martins classroom had his orher ownStudent Safety Tips book. Captain Young said,When you go home from school today, we want you to

    show your parents what you learned onDay 1 of StudentSafety Tips.

    Ms. Martin then asked the class, Students, what do we sayto our guests for coming to teach us about being safe?

    All of the students in Ms. Martins class smiled and saidThank you to Captain Young and Captain Johnson.

    Just then the school bell rang and Ms. Martin lined herstudents up to walk outside for recess.

    Be Careful: Some Adult Criminals on theInternet Pretend to Be Children

    The next morning, Ms. Martin stood before the students inher classroom and said, I am happy to inform you thattoday we are very fortunate to have two more officers fromour local Police Department join us.

    Our two guests, she said, are going to teach you aboutInternet safety.

    Two police officers walked into Ms. Martins classroom.Both officers, a man and a woman, were wearing bluejeans, with black T-shirts that said Police Officer onthem. They also had on big, black police belts with lots ofequipment attached.

    Both of the officers were smiling as they walked into theclassroom, and the students all clapped their hands.

    The male police officer came up to the front of the roomand said, Good morning, students.

    All of the students happily answered, Good morning.

    I am Officer Martinez and this is my partner, OfficerKing.

    Officer King walked to the front of the classroom, and shesaid, Officer Martinez and I work in a special undercoverunit of the Police Department. Our job is to find bad peoplewho pretend to be someone theyre not on the Internet.

    Officer Martinez said, We are going to tell you a storyabout a nine-year-old girl named Karen. One night, Karenwas using the Internet to look up some of her favorite kidstelevision shows. All of a sudden, Karen received an email.

    The email said, Hi Karen, this is Debbie. Where do youlive now? Karen asked her thirteen-year-old brother, Eric,what their address was. He told her. Karen then clicked theReply button on the email shed received and typed herhome address right in the comment box of the email.

    Karen also typed, I HAVE TO STAY HOME WITH MYBROTHER ERIC, UNTIL MY MOM COMES BACK HOMELATE TONIGHT.

    Karen then clicked the Send button on her email and wentinto the other room, where she stretched out on the sofa towatch television.

    About an hour later, someone knocked on the front door.

    Karen jumped off the sofa and ran to the front door. Shewas only nine years old and could not see out of thepeephole on the door because she was not tall enough.

    Karen stood at the door but was still looking at thetelevision, because she was more concerned about herfavorite television show than who was at the door.Shethought it was probably one of her brothers friends.

    Never Open Your Door WithoutYour Parents Immediate Permission

    Officer King then said, Karen then asked in a loud voice,

    Who is it?

    The person on the other side of the door said, Pizzaman.

    Karen got really excited, jumped up and down, and said,Eric, the pizza man is here!

    Eric yelled to Karen, Go ahead, open the door! So, Karenopened the door.

    A big man walked into their house. He was not wearing apizza shirt or hat. He just had on a long brown jacket.

    The man tried to close the door behind him as he came in,but he couldnt do it because Officer Martinezs foot wasright behind him, blocking the door from being shut.

    Officer Martinez then looked at all the children and said,You see, there was no pizza man outside but we were!For the last three days, Officer King and I were watchingthat mans email messages. His Internet provider hadshown us that he was sending out a lot of messages to kids,saying that he was a kid also. They even showed us that hewas asking the kids for their addresses so that he couldprobably go to their houses.

    Good thing that we did track him down, Officer Martinezsaid, or Karen and her brother could have gotten really

    hurt.

    Officer King then said, There are four safety tips for eachof you to learn from this story. I know that you learnedsafety tips one through four yesterday, so Ill start todaywith safety tip number five.

    Safety Tip Number Five: Do not write to strangers orto anyone on the Internet or respond to their email withoutyour parents permission.

    At your age, it would be much safer to have your parentsapproval before you start writing to anyone online orreplying to their messages.

    Safety Tip Number Six: If someone asks you for yourpersonal information over the Internet, dont give it tothem. Quickly tell your parents or another adult chosen byyour parents.

    Safety Tip Number Seven: If you cant look out of thepeephole of your homes door, then dont open the door.Even if you can look out, always get your parentspermission before opening the door.

    Remember, Karen could not see out of the peephole in herdoor, so the man was able to fool her into thinking that hewas the pizza man.

    Safety Tip Number Eight, said Officer King.Remember to obey your parents and your teachers whenthey tell you to do something that will make you safe orkeep you safe.

    Now that you know these things, Officer King said, itwould be good to go over one of the safety tips every day

    with your parents.

    After school, Officer Martinez added, we would like foryou to take yourStudent Safety Tips books home so thatyou can share with your parents what you learned today.
