Introduction 1 With a view to further improving the efficiency of the work of the Council of Administration (CA) and Postal Operations Council (POC) after the 2012 Congress, and facilitating discussions during the councils' constituent meetings, the CA developed draft structures for the CA and POC for the Doha cycle, and submitted proposals 49 and 50 for approval by Congress. 2 At its meeting on 30 September 2012, Congress Committee 3 considered various proposals concerning the future structures of the CA and POC for the Doha cycle. The committee approved proposals 49 and 50 as basic recommendations for the structures of the CA and POC, and at the same time decided to refer all the related proposals to amend the structures (95, 102, 103, 105 and 106) to each council for consideration at their respective constituent meetings in order to finalize the council structures. 3 To facilitate the work of the councils at their constituent meetings, it further instructed the International Bureau to develop draft structures based on the committee's decision and debates. II. Recommended structures of the councils developed by the International Bureau  / 4 Accordingly, the International Bureau has developed a recommended structure for each of the councils (Annexes 1 and 2), considering the essence of all the proposals relating to the structures and the comments made at the Committee 3 meeting concerning the structures, and taking special account of the structures put forward by Germany, France and China (People's Rep.), which had several elements in

I. Introduction

1 With a view to further improving the efficiency of the work of the Council of Administration (CA) and

Postal Operations Council (POC) after the 2012 Congress, and facilitating discussions during the councils'constituent meetings, the CA developed draft structures for the CA and POC for the Doha cycle, andsubmitted proposals 49 and 50 for approval by Congress.

common. Other key elements were the following:

− The Board of Trustees of the Quality of Service Fund should not be considered as a user-fundedsubsidiary body but as a body reporting directly to the POC Plenary.

− The Markets Committee should be renamed the Markets Development Committee.

5 At the same time, the International Bureau was of the opinion that e-commerce would be better placedunder the Markets Development Committee rather than under the E-Services Committee.

III. Consideration by an ad hoc committee

6 As all member countries were informed during Congress, an ad hoc committee composed of theoutgoing and incoming Directors General and Deputy Directors General of the International Bureau, and theoutgoing and incoming Chairs of the CA and POC, will be invited to endorse the recommended structuresand consider the candidatures submitted by countries wishing to take on the chairmanship of committees orproject groups.

7 Further, the ad hoc committee will develop a recommendation on this issue according to therecommended council structures proposed by the International Bureau. This recommendation will bepresented in document CA 2012 (Doha)–Doc 5 at the constituent meeting of each council, for itsconsideration and final decision.

IV. Conclusion

8 At its constituent meeting, the Council of Administration is invited to:

− take note of this document;

consider the recommended structures appearing in Annex 1.
