SUMMARY

This report reviews the status of Task 90.FJ.21c and ongoing assistance to the Mineral

Resources Department library. Recommendations are made for further assistance.

ACKNOWLEDGEMENTS

The major contributor to this task was the International Centre for Ocean Development

(ICOD). The project had the support and assistance of the Government of Fiji through the Mineral

Resources Department.

INTRODUCTION

Assistance with the MRD library was requested as part of the SOPAC 1990 Work Programme.

under Task 90.FJ.21 c. Initially, discussions were held with Herve Dropsy regarding advice on

database management programs for the Fiji bibliography of geology. MRD chose to make use of

software available for the Apple computers, so no further assistance could be provided by the

SOPAC library at that time (SOPAC was using software which is IBM compatible only.)

The SOPAC Librarian visited MRD library and with the assistance of the MRD librarian

began with weeding the collection. Suggestions were made at that time for rearranging the library.

A list of suggested titles for further weeding was drawn up for the MRD librarian to act on

(Appendix 1), but no response was received. A subsequent staff change also affected the progress

of this task. The MRD Deputy Director recommended waiting until the new librarian was

established. She did an excellent job rearranging the library and starting a current awareness

service with routing copies of tables of contents of new journals. Cooperative efforts between

SOPAC and MRD were increased with exchanges of current awareness services and reciprocal

borrowing and photocopying. Unfortunately, another staff change took place. Reciprocal

borrowing and copying continues, but the MRD current awareness service seems to have lapsed.

Communications with the MRD Library continue to be very good; however, I would

recommend that a more formal visit would be beneficial to assist with the following problems and

recommendations.

RECOMMENDATIONS

1. Space for the library: Consideration should be given to separating the MRD publications store

from the library. These publications take up valuable open shelving space, which could be put to

better use making library books, reports etc. more accessible. Publications store does not need to

be accessible on a daily basis. Further weeding of the collection would be most beneficial.

2. PC computer for the library: The library has only a word processor available at the present

time. This is not flexible enough to handle library information retrieval. If it is possible for MRD to

request aid funding from sources such as the Australian small grants fund, I would recommend

seeking funding for a library PC and related software. Since Apples are using extensively at MRD, I

would suggest purchasing an Apple, and using the inexpensive bibliographic software PROCITE

(approx. US $300.00), which can be seen at SOPAC. The SOPAC Librarian can assist with

installing PROCITE, and training the MRD Librarian in its use. Some assistance may also be

provided by the South Pacific Commission Agriculture Information Officer, who is using PROCITE

on Apple hardware for library management. PROCITE can be very easy to use, and is searchable

by subject.

3. Fiji bibliography of Geology: PROCITE software would be excellent for formatting the

bibliography.

4. Quality of the collection: The journals collection can be enhanced by using current awareness

services, which provide access to tables of contents of recent journal issues. Tables of contents to

journals subscribed to by USP can be obtained on a regular basis through PIMRIS.

(a) select titles of interest from the PIMRIS journals list in Appendix 2, and return the list to

PIMRIS, attn. PIMRIS information officer;

(b) On a monthly basis, PIMRIS will send you the tables of contents for new issues of these

journals;

(c) select articles of interest from these tables of contents and return to PIMRIS;

(d) PIMRIS will send you free photocopies of the articles you have chosen.

The SOPAC library receives the tables of contents for leading journals in physical,

chemical and earth sciences through a computer service called "Current Contents." On a regular

basis, we receive diskettes which contain the tables of contents for recent issues of journals.

Articles of interest can be found by running "search profiles" on the diskettes. At the present time

the library searches the diskettes for TechSec staff on the following topices:

Regional geology and geophysics

In general, coastal/nearshore geology, geomorphology, nearshore deposits (including

sand & gravel, mineral sands, placers, etc.)

Seismic data interpretation

Sea level changes

Articles can be ordered directly from the authors. If you would like Current Contents

searched for you, please list topics you would like searched regularly and send to the SOPAC

librarian. Topics can include any area of earth science, including hydrology, soils, land-based

resources and do not need to be restricted to coastal and marine geology.

Access to information on specific topics (eg, sand mining in the south Pacific). PIMRIS

can also handle information requests. SOPAC has access to the bibliographic databases GEOREF

and ASFA (Aquatic Sciences and Fisheries Abstracts) through its supporting institutions, Hawaii

Institute of Geophysics, Scripps and University of the South Pacific.

Appendix 3 is a list of titles which would be useful additions to the MRD library if funding

is available. Donations of older editions of books may be obtained from:

Books /Journals Distribution SchemesThe AGID book/journal service in Canada

Readers of AGID NEWS may be interested in the existence ofan AGID Book/Journal Service, operated now for nearly 15 yearsfrom Canada on a voluntary basis. It recycles geosciencebooks, journals and maps donated by Canadian geoscientists andinstitutions to Third World libraries.

For the last three years, an annual total of some 1000-1200kg of donated material has been sent to recipient institutionsin nearly 30 countries across the South, in shipments varyingfrom a few to several hundred kilograms in weight. The ship-ping costs are covered by AGID, primarily from CanadianInternational Development Agency grants, and lately also by theThird World Academy of Sciences in Trieste, Italy.

Donations are sought through advertisements and notices invarious Canadian publications. Prospective donors inform theservice of titles they wish to donate, and a decision is madethrough consultation with specialists in the disciplineinvolved to judge the current usefulness of the donationsoffered. Because of the shipping costs involved, it is nec-essary to exercise strict "quality control". For text booksand monographs, it is not difficult to avoid seriously out-of-date material or titles of only local relevance; in the case ofjournals, only complete sets are accepted, rarely going backmore than ten years, longer in the case of complete runs ofmajor journals.

Donors are asked to ship material at their own cost to theclosest AGID storage depot, with AGID handling all costs andactivities from there on. Once a year - more often if war-ranted - a list of available ti tles is compiled and air-mailedto Third World institutions that have requested these lists,and the availability of these is noted from time to time inAGID NEWS.

Once the deadline for return of the list to Canada haspassed, the available material is allocated in the most appro-priate way practicable. Because there is only one copy of mosttitles offered, this selection process must frequently berather arbitrary. However, at least no institution receivesmaterial it has not requested.

Titles allocated to a particular institution are then packedand shipped (currently by direct postal bag) through the serv-ices of another Canadian organization. The cost of warehous-ing, handling and shipping currently averages about Cdn$3.00per kilogram. To help finance the service, recipients are nowasked, if they can, to reimburse AGID for the direct shippingcharges, a policy which has the advantage of reducing depend-ence on charity, and which helps to finance shipments toinstitutions less able to pay. About 25% of the total costsare now being recovered in this way.

There are also book/journal redistribution programs being runby other organizations in North America. The American Assoc-iation for the Advancement of Science (AAAS) operates a majorcurrent journal program for institutions in sub-Saharan Africa,to which the Geological Society of America, the AmericanGeological Institute and the American Geophysical Union allcontribute. The Geological Association of Canada has for someyears now provided Geoscience Canada, its major quarterlyjournal, to 100 Third World libraries. The Society of EconomicPaleontologists and Mineralogists (SEPM) runs a small recyclingservice from its headquarters in Tulsa, Oklahoma, and othergeoscience groups are considering projects of their own.

In an attempt to enlarge and coordinate such efforts, AGIDis now working with other scientific and professional groupsin Canada and the United States to develop joint services,with the emphasis more on current journals than on archivalmaterial.
