Introduction • Agriculture is the mainstay of Bihar’s Economy contributing

about 21% to State GDP & employing 77% of the work force. The State has the natural resources - fertile flat & deep soil, plenty of water & agro climatic conditions-suitable for growing a variety of crops.

• There are three agro climatic zones in Bihar covered with Plain, Tal, Diara, Rainfed and other areas with various types of soil having different nutrient content.

• To harness the vast untapped potential in agriculture, Agriculture Road Map is being implemented in the State since 2008. It has given a definite direction & focus to the agriculture development. Under Agriculture Road Map Soil Fertility Management programme is being implemented by the Government of Bihar.

Soil Health Card Scheme - Thurst • An exclusive web based software STMS (Soil Test

Monitoring System) has been developed for soil health program. It facilitates to impart balanced use of fertilizer to farmers to have not analyzed their soil samples.

• All analyzed Data of soil sample are uploaded on the website www.biharsoilhealth.com and online-offline (hard copy) SHC generated and issued to farmers.

• Soil Fertility Map prepared based on the software - data requires up gradation.

• Up gradation of soil fertility maps the soil sample collection needs to be GPS based.

• GPS tagging of Soil Samples & automation and mechanization of soil analysis are the future thrust areas for soil testing.

Future Planning• Based on DAC, GOI, guideline for Soil Health Card

Scheme has been launched. • GPS based Soil Sampling on grid basis with the

involvement of farmers and field level staffs. • Under the Scheme Soil Health Card will be issued

to every farmer in prescribed 3 years of span.• Further & continued strengthening of STLs

through Capacity Building.• Diagnose fertility related constraints and develop

Plot level fertilizer recommendation.• Promote Soil Test based INM.

Action Plan for SHC• Diagnostic Soil Health assessment of farmers field will be

taken up periodically so as to issue SHC at least once in 3 years.

• Norms of Sampling- In the irrigated Areas, samples will be drawn in a Grid of 2.5

ha. In Rain-fed areas sampling will be done in a 10 ha. Grid. Involvement of Science Colleges for Soil Sample analysis

after their identification.• Distribution- Prompt & time bound distribution of SHC through web

based STMS Awareness campaign & display of soil health status at

Panchayat Bhawan & e Kisan Bhawan
