The NTPB: National Tourism Professionals Board (Agency)
According the ASEAN Framework Agreement on MRAs: “a designating body means a body appointed by a Member State
to a sectoral MRA with responsibility to identify and monitor training institutions (conformity assessment bodies) in accordance with procedures and criteria set out in the sectoral MRA”
Plays a key role in providing quality assurance(QA-QC)
Functions of the NTPB (1)
Manages the MRA operation at the national level Raises awareness about the MRA in the MC Promotes and updates the ACCSTP Disseminates materials and encourages
information and best practice exchange Determine a process for registration of training
institutions according to the ASEAN MRA Framework Agreement
Determine and verify the technical competence of training institutions to deliver qualified tourism professionals
Functions of the NTPB (2) Designates compliant VET institutions and
submits application to ATPMC for approval Maintains and monitors the government’s
list of accredited VET institutions Where necessary suspends or removes VET
training institutions from the national list Determines dispute mechanisms At the national level, provides authority and
direction for the operation of the ATPRS Reports regularly to the ATPMC
Composition of the NTPBComposition of the NTPB
Should be determined by the National Tourism Organization (NTO) in each Member Country
The CBAMT recommends that the NTPB be formed initially from members of the TRGs plus others co-opted / appointed by the NTO
Authority for the NTPB
The authority for the NTPB to operate will be provided by the
Member Country’s government
According to the ASEAN Framework Agreement they ‘shall ensure that the designating bodies have the power and competence in their respective territories to carry out decisions required of them under the ASEAN MRA Framework Agreement’

Their qualification will be checked for equivalence in Country A and they will be registered on the database

Recommended procedure in brief:-
When an applicant applies to be registered on the ATPRS database, their qualifications will be automatically checked and validated using cross-referencing software
The check will allow them to be placed on the database as a qualified professional in a particular job or function
If a dispute happens, the national TPCB will have authority to make an assessment on the individual’s qualification
If their qualification is inadequate they will not be registered on the database and a recommendation made as to remedial action for the individual

The Tourism Professionals Certification Board (TPCB)
Each Member Country will require the services of a Tourism Professionals Certification Board
The TPCB will apply National Competency Standards (reflecting the ACCSTP standards)
The TPCB will assess and certify tourism professionals with an accredited qualification
Composition of the TPCBThe TPCB membership should represent each
of the following sectors of government:-
Ministry of Education & Training – the VET sector Ministry of Tourism & related tourism agencies Ministry of Labor and/or Manpower Planning Tourism industry – Professional Associations Co-opted members – eg: specialists in CBT and
experienced industry experts
Functions of the TPCB
The primary function is to Assess, Certify and then Register all tourism professionals (applicants)
The TPCB would manage and maintain the day-to-day operation of the ATPRS – a key function
Provide information to other ASEAN TPCBs Receive and manage data entries on the ATPRS Oversee ethical, equitable and fair operation Apply agreed procedures to dispute resolution

The way forward to implement the MRA on Tourism is based on three phases:
1. 2008-2010: Capacity development
2. 2010-2013: Launch of the MRA……
Many options where the “ASEAN – X” formula might be applied and be beneficial in field trials
3. 2013-2015: Gradual uptake and participation in the MRA on Tourism by all MCs
