The passenger should be at the heart of any process

The franchising process must be simpler than the QCS process

Franchising applies to local bus services (so excluding those

operating under s19 permit)

Decisions regarding franchising should be taken locally

Those taking the decision must be prepared to be accountable

The decision-making process must be transparent
