Empowering your childrento be security consciousEvery day there are stories in the media andcirculating on e-mail about children affectedby crime and abuse. In light of Child Protection Week – between

26Mayand3June –SouthAfricansare encour-aged to teach youngsters about security.“Crime is a reality for South Africans and

our children are being affected. They need toknow what to do in an emergency and how toprotect themselves,” says Rob Dale, managingdirector of ADT Security Western Cape.

Dale has the following valuable safetytips for parents to share with their chil-dren:

)Make sure your children memorise theirfull names, address and phone number.

) Using a play phone, teach them when andhow to dial 10111.

) Always leave a phone number where youcan be reached along with numbers for neigh-bours and emergency services right next to thephone.

)Make sure your childrenknow it is impor-tant to speak clearly and tell the emergencyservices exactly what is happening.

) Let your children practice operating doorand window locks.

) Explain how important it is not to let any-one into the house without your permission.

) Teach them to not reveal on the phone orat thedoorthatnoadultsarehomebut torathersay their parents are too busy to come to thephone or door.

) Teach your children basic first aid suchas putting pressure on a bleeding wound andwhat to do with minor burns.

Railway safetycampaign launchedA national railway safety campaign waslaunched on Monday 27 May by transportdeputyministerSindisiweLydiaChikungaat a railway level-crossing at theKoelenhofstation in the Stellenbosch District.A total of 412 people died in accidents

wheretrainswereinvolvedduringtheperi-od 1 April 2011 to 31 March 2012.The majority of these were members of

the public being struck by trains at level-crossings.The level-crossing at the Koelenhof sta-

tion was chosen for the launch of the newcampaign as it reported the highestnumber of level-crossing incidents in theWestern Cape.“Railway safety perceptions, attitudes

and behaviour need to be influenced forpositive change to occur,” said Chikunga.“The public need to be made aware of

their roles and responsibilities in ensuringsafe rail operations at level-crossings andheld accountable for unsafe behaviour andactions.”The campaign comprises two slogans:

“Always expect a train”, and “Where thereis a track, there is a train”. These will beused for the roll-out of a broad public out-reach and educational activities to fostersafe behaviour and safe communities. The messages emphasise that a train

could be using the railroad tracks at anytime and that both pedestrians and driversshould always approach them with cau-tion.The RSR would like to urge drivers and

pedestrians to followall lawsregarding lev-

el-crossings and railroad safety, as not ad-hering to these could lead to severe injuriesor a devastating loss of life.Motorists are responsible for stopping at

stop signs and looking for trains, and forstoppingwhere there are barrier arms andflashinglightsoperating.Driversmustalsolook out for trains at level-crossings wherethere are give way or stop signs, and nevercrossthetrackwhenatrainisapproaching.Pedestrians are responsible for only

crossing the railway at a designated pedes-triancrossing.Theymuststop, lookand lis-ten for trains, especially when bells orlights are operating. Pedestriansmust nev-er cross the tracks when a train is ap-proaching.The public must take note that trains

have right of way 100% of the time – overambulances, fire engines, cars, the policeand pedestrians.Furthermore, it is important to note that

trains take a long time to stop – even whenthe traindriver slamson thebrakes, a load-ed traincantakemore thanakilometreanda half (1,5 km) to come to a standstill.Using ear phones, playing loud music

and having screaming children in the carmake crossing the railway line more dan-gerous.Trains, especially passenger trains, are

very quiet and when people have distrac-tions such as music in their ears, or some-one speaking to them on a cell phone, therisk of being hit by a train increases.Incidents thatmay negatively affect rail-

way safety can be reported on 082 907 1407.

106 houseshanded overin KayamandiThe 106 beneficiaries of the Wa-tergang Housing project receivedtheir houses during a cheerfulhand over ceremony last weekFriday.

About 505 houses in the projecthave already been delivered to theKayamandi community. One of the beneficiaries, the 89-

year-old LenaMaasdorp, was identi-fiednearly twoyears agobyPremierHelen Zille as someone deservinggovernment assistance. She is disa-bled and, recently, more hardshipfollowed when her house and all herbelongings were destroyed in theMarch fire disaster in Zone 0.Through the assistance of donors

the Stellenbosch Municipalityprovided her with a partlyfurnished house.Thelistofbeneficiar-

ies aims at assisting, among others, thoseof 60 years and older, disabled persons andthose from theproject’s beneficiarylist who could not behelped in the previousphase. Thus far R22 million has been

spent on the project, including theR8 millionspent in thisphase.About150 job opportunities were created. The 106 tiled roof, semi-detached,

single-storey units are 40m², featur-ing two bedrooms, an open-planlounge-kitchen area and a full bath-room with a bath and basin. Theproject site is located on thewestern

side of Kayamandi and providesviews of the surroundingmountainsand farms. Power Construction wasthe contractor for the project. At the official handing over of the

houses on Friday, the Western Capeminister for Human Settlements,Bonginkosi Madikizela, deliveredthe keynote address. The ceremony was, however, dis-

rupted by a group of angry residentsfrom Zone O.They are still upset by the recent

Foodbankscandalwhere it is allegedthe ward councillor in the area keptFoodbankSAdonations, whichweremeant for thevictimsof thedevastat-ing fire in Zone O in March, for her-self. The residents want the council-

lor in question to be removed.Minister Madikizela hadto calm the group down, after which he invitedthem into the tent andasked one of the resi-dents to explain tohim why they are soupset. He promised the

group that he woulddeal with the issues they

brought up.After the official speeches each of

the 106 beneficiaries received thekeys to their brand new home. LikeLena, most of them have never livedin a house before.According to Fesiwe Ngquba, the

project manager at the StellenboschMunicipality, a further 180 sitesshould be completed by December2013.

Access to municipal buildingsrestricted due to theftThe Stellenbosch Municipality hasrecently been forced to restrict ac-cess to its offices due to theft in thebuilding over the last few weeks. The decision to restrict access to

municipal buildings came after twolaptopswere stolen from the office ofthemunicipalmanager, Christa Lie-benberg.According to the municipal

spokesperson, Vernon Bowers, bothlaptopswere ironically securedwithlaptop desk locks. With the exception of the munici-

pality’s cash offices and general en-quiries offices, where the public nor-mally pay their accounts and makeenquiries about their accounts orplanning-related matters, visitors/public will not be allowed access ontheir own unless the relevant staffmember, seniormanagement, politi-cal office bearer or a representativefrom the department, political officebearer or the mayor’s parlour per-sonallymeets the visitor/member ofpublic at the reception desk and ac-company them.

Liebenberg also asked staff mem-bers to be vigilant of any suspiciouspersons or activities in their officearea. “Vigilance and awareness arekey to preventing yourself from be-coming a theft victim. Theft from of-ficesarecommon,notonlyat themu-nicipality but most places of busi-ness”, she said.Members of the public can still en-

gage with the municipality, its offi-cials or the councillors, Bowers said.Appointments or a call aheadof yourvisit is, however, now necessary.

Spotlight on child bullyingAltogether fifty-seven percent ofschool children in South Africaclaim to have been bullied atschool, according to a recent sur-veyconductedbyPonderingPandaof 3 079 teenagersand familymem-bers between the ages of 13 and 21.

This high number is a concern, es-pecially in the light of Child Protec-tionWeekwhich will beheld betweenMonday 27 May and Sunday 2 June.If achildclaims tohavebeenbullied

at school, it shouldbe takenseriously. It can make a child depressed andfearful. Bullying is one-sided andaimed at hurting or belittling some-one.Pondering Panda conducted the

surveyover a three-dayperiod inJan-

uary this year through the social net-work, Mxit. The survey reveals that 57% felt

they had been bullied at school. Fifty-two percent of the abuse was verbal,26% physical abuse and 16% cyberabuse.“These statistics reveal a culture of

bullying that permeates South Afri-can schools. Two out of three learnersare worried about being bullied atschool,” said Shirley Wakefield ofPondering Panda. If parents suspect their child is be-

ing bullied, they should speak to theirchild about the situation.Parents can enquire about anti-bul-

lying policies at their children’sschools.Childline South Africa recom-

mends that parents do the following:) Encourage your child to tell

someone.) Ask the bully to stop. They may

not be aware that their behaviour ishurting your child.

) If the bullying doesn’t come to anend, the victim should avoid beingalone with the bully by being in agroup or around other people.Bullies often have been bullied or

abused themselves and try to dealwith their own situation to regaintheir power by taking it out on some-one else.Childline SouthAfrica advises that

bullies need to understand the conse-quences of their actions and practiceself-discipline and empathy for oth-ers. Illustration of one pupil bullying another

junior sokker homself bevind.

Matie engineersto have lecturesin English andAfrikaansFrom 2014 undergraduate engi-neering students from Stellen-boschUniversity (SU)will havetheopportunitytolistentotheirlectures in English and Afri-kaans by means of parallel ses-sions or simultaneous inter-preting.

The Faculty of Engineeringtook the lead at SU to make itsfaculty more accessible to stu-dents from different home lan-guage backgrounds. For a con-siderable time first and second-year modules have beenpresented in English and Afri-kaans in separate classes (par-allel medium). However, wherethere are less than 250 studentsin a class for a module, thegroups are not divided. This iswhere simultaneous interpret-ing comes in handy.

When a module is offered inone class group, then simulta-neous interpretation is offered.Inotherwords, whenthe lectur-erspeaksAfrikaans, the lectureis interpreted into English, andwhen the lecturer speaks Eng-lish, the lecture is inter-pretedintoAfrikaans.Each student canpersonallychoose whetheror not to use theinterpretation.

A pilotproject waslaunched in 2011with a few mod-ulesbeing interpret-ed.Thenumberofmod-ules was systematically in-creased every year. The projecthas progressed well and it is en-visaged that from 2014 all un-dergraduate modules at theFaculty of Engineering will bepresented in English and Afri-kaans by means of parallel ses-sions or interpreting.

All test, examination papersand assignments are given inboth English and Afrikaans, and students may answer anyquestion paper or assignmentin English or Afrikaans.

Interpreters use a head orhand microphone to interpretsimultaneously while the lec-turer is speaking. The studentthen uses headphones to listento the sound that is conductedto a transmitter. The majorityof classes are interpreted fromAfrikaans to English. Atpresent approximately 100 lec-tures per week are interpreted, with up to eight different lec-tures being interpreted in thesame time-slot.

Although most engineeringstudents indicate their homelanguage as Afrikaans, or bilin-gual Afrikaans and English, itis sometimes found that someEnglish class groups are largerthan the Afrikaans ones.

“Interpretersundergoastrictselection process and intensivetraining. They must have spe-cific traits: they must be able tofocus, communicatewell andbeable to think on their feet underpressure,” explains Ms JuanliTheron, project coordinator ofInterpreting Services at Stel-

lenboschUniversity’sLan-guage Centre.

Although the in-terpreters are notengineers, theybuild up an ex-cellent vocabu-lary very quick-ly, thanks to the

numerous aidsthey have at their

disposal. They cometo a lecture fully pre-

pared after consulting textbooks, slides, manuals, andmemoranda supplied by lectur-ers. They also compile theirown word lists.

One of the engineering stu-dents who makes use of the in-terpretation, Nelson Akoku eb-ot eno Akpa, says: “For me, theinterpretation service hasbridged the language barriersignificantly. It is one of the fac-ulty’s best gifts as far as I amconcerned and the interpretersare amazing!”
