General Sir Richard SHIRREFF was born in Kenya in 1955 where he spent his early years. Educated in England at Oundle and Exeter College, Oxford (Modern History), he was commissioned from Sandhurst into the 14th/20th King’s Hussars in 1978. His regimental service was spent in Germany, Canada, the United Kingdom, Northern Ireland, the Gulf and, while attached to 6th Queen Elizabeth’s Own Gurkha Rifles for a year, Hong Kong and Brunei. He commanded The King’s Royal Hussars 1994-96. He attended the Army Staff Course at Camberley in 1987, the Higher Command and Staff Course in 1999 and the Foundation Term of the Royal College of Defence Studies in 2003. Staff posts have included: Chief of Staff, Headquarters 33 Armoured Brigade; Military Assistant to the last Commander-in-Chief, British Army of the Rhine and Commander Northern Army Group; Colonel Army Plans in the MOD; Principal Staff Officer to the Chief of Defence Staff; and Chief of Staff HQ LAND Command. He commanded 7th Armoured Brigade 1999-2000, amongst other things forming the core of a multinational brigade in Kosovo and 3rd (UK) Division from 2005-2007. During this time the divisional HQ deployed as HQ Multinational Division South East in Iraq between July 2006 and January 2007. He has commanded on operations at every level from platoon to division. This has included combat in the Gulf War of 1991 as a tank squadron leader, counterinsurgency operations in the infantry role in Northern Ireland (three tours), together with Iraq and Kosovo. He qualified as a military parachutist in 2005. Assuming command of the Allied Rapid Reaction Corps in December 2007, apart from preparing the Corps for deployment in support of ISAF, he also oversaw the relocation of the Corps from Germany to the United Kingdom. He became the 27th DSACEUR on 3 March 2011. He is married to Sarah-Jane and they have two adult children. Honorary appointments include: Honorary Colonel of the Royal Wessex Yeomanry and Honorary Colonel of the Oxford University OTC. He is an liveryman of the Salters’ Company and an honorary freeman of the City of London. He has a lasting fascination for history, particularly military history, would like to read more widely and loves travel. Sporting interests include skiing (downhill and touring), game shooting and cycling. He is President of the Combined Services Adaptive Sports Association and President of RAC Skiing.

General Mirco ZULIANI joined the Italian Air Force Academy in 1974 as an Officer Cadet and graduated in 1978. In 1980 he completed flight training and became military pilot on G.91.T aircraft. In November 1980 he completed the qualification on F.104S aircraft and was assigned to 155th Fighter Bomber Squadron, 51st Wing at Istrana/Treviso AFB. Soon after, he was selected to join the Italian Air Force Flight Test Center at Pratica di Mare AFB and attended the "RAF Empire Test Pilot" Course at Boscombe Down, UK. As Experimental Test Pilot, he was responsible for several experimental programs, chief trainer for Production Test Courses and Lead in flight display both for G222 and Tornado aircraft. In 1990, he was appointed Squadron Commander of 132nd Squadron "Buscaglia" and in 1991 Chief of Operations of the 3rd Wing in Villafranca AFB. Afterwards, in 1993, he was assigned to the Italian Air Force Staff – 4th Department (Logistics) where he was in charge of several acquisition programs for the Italian airborne fleets. Upon promotion to Colonel, he was assigned as Commander of the 36th Fighter Bomber Wing at Gioia del Colle AFB during the Kosovo crisis, from 1998 to 2000. Later, he served as Chief of 5th Office "Logistic Support" in the Italian Air Force Command. As Brigadier General, from 2003 to 2006 he served in the Italian Air Force Logistic Command, initially as Deputy Chief of Staff and then as Commander of the 2nd Division (Aircrafts, Weapons and Avionics Technical & Logistic Support). He served as the Defence and Defence Cooperation Attaché in the Italian Embassy in Washington D.C. (USA) from 2006 to 2009. From 2009 to 2011, with the rank of Major General, he was in charge of the New Weapon Systems Projects for the Italian Defence, as Chief of 4th Department, Office of the National Directorate of Armament/Secretary General of Defence in Rome, and then Commander of the Italian Air Force Flight Test Center. Promoted Lieutenant General in 2012, his initial assignment was Commander of the ITA AF Air Operations Centre and NATO Combined Air Operations Centre, Poggio Renatico (Ferrara) before being appointed as Designated Deputy Supreme Allied Commander Transformation. Gen. Zuliani is qualified on more than 45 different types of aircrafts and helicopters and has flown more than 3.700 hours. As part of his professional training, he attended the Air War College in Florence, the Test Pilot Course at the RAF Empire Test Pilot School at Boscombe Down (UK), the USAF Air War College at Maxwell in Alabama (USA) and the NATO Weapon Systems Management Course in Munich. He has a B.A. in Aeronautical Science at the University of Napoli and in International and Diplomatic Science at the University of Trieste. His awards and decorations include Military Air Navigation Golden Medal, Golden Military Service Cross, "Commendatore" of Merit of the Italian Republic, "Mauriziana" Medal, NATO Medals for service on operations in Ex Yugoslavia and Kosovo and "Commendatore" of Air Merit of the Brazil Federal Republic.In 2001, he was awarded the Honorary Officer Medal of British Empire Military Division by H.M. Queen Elizabeth. General Zuliani is married to Mrs Carla and they have a son, Marco.

Vice Admiral Javier Gonzalez-HUIX was born in Barcelona on 02 January 1957, admitted to the Naval Academy in August 1975 and commissioned as Lieutenant Junior Grade in July 1980. He was promoted to Lieutenant in July 1983, to Lieutenant Commander in May 1992, to Commander in December 1999, to Captain in July 2006, to Rear Admiral in July 2010, and to Vice Admiral in June 2013. VAdm Huix was a graduate from the Spanish Naval War College in July 1995 and from the 97 Senior Course of NATO Defence College in February 2001. In 2012 he completed the NATO Senior Officers Policy Course, at the NATO School Oberammergau and graduated from the Generals, Flag Officers and Ambassadors Course of the NATO Defence College. He is a Submarine and Communications Specialist and has attended many other courses regarding his career. During his career, he has served on Frigate “Extremadura”, Corvette “Diana”; has been the Operations Officer on board Submarines “Delfín” and “Mistral”; the Chief of Staff of the 31st Escorts Squadron; the Executive Officer of FPB “Recalde” and Submarine “Tramontana”; the Commanding Officer of Minesweeper “Odiel”, Submarine “Tramontana”, Frigate “Santa María” and on a Submarine Flotilla. Whilst serving as the CO aboard “Santa María” he deployed to the Indian Ocean and Persian Gulf for five months during Operation Enduring Freedom. His land assignments have been Chief of the Navy Radio Station, Technical Adviser in the Cabinet of the Under-Secretary of Defence, Current Ops Officer at the Joint Staff in Madrid, Liaison Officer (Maritime Ops and Intel) at USCENTCOM (Tampa, Florida), Chief of the Policy Section at the Personnel Directorate and Head of Operations Division in the Spanish Navy Staff. VAdm Huiz was Chief of Staff to COMSTANAVFORMED between 2002 and 2003 during Operation ACTIVE ENDEAVOUR in the Mediterranean and assigned to the SP HRF (M) HQ as Chief of Staff from November 2005 until November 2007. From September 2011 to March 2013 he held the position of DCOS OPERATIONS at HQ MC NAPLES, Italy. During his tenure he was designated DCOS OPS CTF 455 for Operation UNIFIED PROTECTOR (Libya). He has been awarded with the Naval Merit Cross, the Navy Prize of Uruguay, the Army Merit Cross, the NATO Medals (article 5 and non-article 5) and the Silver Defence Medal of the French Republic. VAdm Huix is married to María Cristina and has three children aged 31, 26 and 21. His interests are history, reading, fishing and hunting (both small and big game). He speaks French, English, Italian and Portuguese.

General Egon RAMMS was born in Datteln, Westphalia on 21 September 1948. He joined the Bundeswehr on 01 October 1968 as an officer candidate and temporary career volunteer for three years, serving in the Unna-based Maintenance Battalion 470. From 1968 to 1971 Gen Ramms undertook his initial officer education and training at Aachen and Hannover. In 1971 he began academic studies in Darmstadt, from where he graduated as a Master of Mechanical Engineering (Diplom-Ingenieur) in 1975. From 1975 to 1978 Gen Ramms was appointed Commander of Maintenance Company 70 in Stade. From there he continued his military service as the G4 maintenance officer, Headquarters 3rd Armored Division in Buxtehude until 1980. Returning to the academic environment Gen Ramms attended the General Staff Training Course in Hamburg for the following two years. From 1982 to 1984 Gen Ramms served in G3 Operations, 6th Armored Infantry Division in Neumünster. This was immediately followed by two years as Chief of Staff and G3 in Germany’s Home Defense Brigade 51 in Eutin. From 1986 to 1988 he was Assistant Branch Head of the Arms Control and Disarmament Branch in the Federal Ministry of Defense, Armed Forces Staff III 5. Gen Ramms’ next appointment, again for a period of two years, was Commanding Officer of Maintenance Battalion 120 in Rheine. In 1990 Gen Ramms returned to the German Ministry of Defense as the Assistant Chief of Branch in Army Staff I 7. Subsequently he was appointed as Assistant Chief of Branch in the office of the State Secretary for Procurement. In this position he was responsible for both Army and Air Force Armament and Logistics. For the years 1992 to 1994 Gen Ramms continued to work in the office of the State Secretary for Procurement (State Secretary Jörg Schönbohm), as Director of the Armament Section. In 1994 he was appointed as Chief of the Central Branch of the Army Staff, German Ministry of Defense. From there, in 1996, Gen Ramms took command of Logistics Brigade 1 in Lingen/Ems, for a period of two and a half years. 1998 General Ramms assumed the position Deputy Chief of Staff, Armed Forces Staff V - Logistics, Infrastructure and Environmental Protection - in the German Armed Forces. This was followed by his appointment as Director of Armed Forces Staff, Ministry of Defense, commencing September 2000 from where he was assigned as Commander to the Multinational Corps Northeast Stettin in Poland in February 2004. Gen Ramms took up his post as Commander Allied Joint Force Command Brunssum on 26th January 2007. His main effort was the ISAF – Mission as its operational Commander. He finished his duty in the Federal Armed Forces on 30th September 2010. Gen Ramms is married to Brigitte; they have two children. His hobbies include classical music, golf, literature and his three grandsons.

Prior to his retirement from the British Army in 2008, General Sir John REITH played an integral role in various NATO and EU operations. He is now the Lead Senior Mentor for NATO.

He was educated at Eliots Green Grammar School and Sandhurst, before being commissioned into The Parachute Regiment in 1969. In 1997, he was appointed Commander of Allied Command Europe Mobile Force (Land) and commanded a multinational force of 7,000 troops in Albania during the Kosovo crisis in 1999. 2001 saw him become Chief of Joint Operations at the Permanent Joint Headquarters. For this he had operational command of all British Forces deployed on operations outside of the UK, including operations in Iraq, Sierra Leone and Afghanistan. He was involved directly in collapsing the Taleban and Saddam Regimes.

From 2004 until 2007 he was Deputy Supreme Allied Commander Europe for Supreme Headquarters Allied Powers Europe and was responsible for strategic development of operations, force generation, the exercise programme, strategic coordination with the EU and command of EU operations under the Berlin Plus arrangement. In 2004 he set up and commanded the EU operation in Bosnia, which took over security responsibility from NATO.

He was awarded the OBE in 1989, the CBE in 1991, and the CB in 2000 and was knighted in 2003. He became a Governor in 2008.

Lieutenant General Philippe STOLTZ was born on November 16, 1955 in Nancy (region Meurthe et Moselle), France. He is a graduate of the Ecole Spéciale Militaire at Saint-Cyr (the French Military Academy) and the French War College. Upon entering the French Armed Forces in 1977, he was assigned to the French Infantry Academy in Montpellier where he completed the Platoon Leader Course. In 1978 he was assigned to the 6th Airborne Marine Infantry Battalion in Mont-de-Marsan where he served as a platoon leader and as Deputy Headquarters Company Commander. In 1980, upon completion of his tour, LGen Stoltz was transferred to the Pacific Marine Infantry Battalion in New Caledonia where he served as a combat platoon leader before reassignment as the combat company commander in the 8th Airborne Marine Infantry Battalion in Castres. He graduated with distinction from the French War College which he attended from 1989 to 1991. He was assigned to the 6th Airborne Marine Infantry Battalion in Mont-de-Marsan from 1991 to 1993 as Chief of Operations. From 1993 to 1996 he worked on Yugoslavia and exercise related matters in the French Military Intelligence Directorate. From 1996 to 1998 he commanded the 1st Airborne Marine Infantry Battalion in Bayonne. Following this assignment, he was transferred to the Djibouti French Combined Headquarters where he served as Chief of Staff. From 2000 to 2003 he was assigned to the Special Operations Command as Chief of Operations and Chief of Staff. He took command of the Special Land Forces Brigade in Pau from 2003 to 2005. LGen Stoltz also served as Deputy Commander, Land Forces Command in Lille before being transferred to Marseille to take command of Land Force Headquarters No. 3 from 2007 to 2009. In August 2008 he was assigned as KFOR Deputy Commander, bringing him back for a tour of duty to Kosovo, where he had already served as the Commander of Multinational Task Force North in 2005. From 2009 to 2012 he was commander of the Joint Forces Command in Lisbon. LGen Philippe Stoltz has been awarded the Légion d’Honneur, the National Merit Order, the Military Valor Cross with 5 citations and the Overseas Medal. He is married and has five children.

Commander Allied Rapid Reaction Corps (COMARRC)

Lieutenant General Tim Evans was born in September 1962 in Iserlohn, Germany. He was educated at Monkton Combe School, Bath, entered the Royal Military Academy Sandhurst in January 1982 and was commissioned into the Light Infantry in August 1982.

As a junior officer he served as a Platoon Commander, Reconnaissance Officer, Operations Officer and ADC. In 1990 he passed Special Forces Selection and served with 22 SAS as a Troop Commander.

He attended the Army Command and Staff College at Camberley in 1994 before joining Directorate of Special Forces as their Operations Officer. In January 1998 he returned to the Light Infantry as a Company Commander but was short toured in order to take over a squadron with the Special Boat Service. On promotion to Lieutenant Colonel in June 2000 he was appointed to newly established Joint Doctrine and Concept Centre before taking command of 1LI in July 2001.

On promotion to Colonel, he deployed to Iraq as the Chief of Staff (COS) with Multinational Division (South East) before returning to Bulford to complete HCSC and his tour as HQ 3 Div COS. In December 2005 he was promoted to Brigadier and assumed command of 19th Light Brigade and deployed the Brigade to Southern Iraq. He then commanded the JFHQ as Chief Joint Forces Operations before being promoted to 2* and taking over as COS HQ ARRC. Whilst with the ARRC, he deployed to Afghanistan as COS HQ IJC for 12 months. He was then selected to be Commandant of the Royal Military Academy Sandhurst. After 16 months he moved back to the ARRC as the Commander and promoted to Lieutenant General.

Lieutenant General Evans enjoys outdoor pursuits, which include running, hill walking and swimming. His other interests including riding and downhill skiing. He is married to Helen and they have two daughters.

Former Special Representative of the Secretary-General (SRSG, Peacekeeping Operations), at the level of Under Secretary-General, Mr. Victor ANGELO has spent 32 years within the UN System. Currently, he is board member of the Swiss peace building Foundation “PeaceNexus”; senior international consultant; columnist on international affairs of the Portuguese weekly magazine “Visão” (120 000 copies every week). He is also an author of academic and many weekly opinion papers (professional magazine writing).

Mr. Angelo has extensive experience on UN affairs, Africa, development, humanitarian, security and political affairs, as well as on opinion-making and media. He has many years of work in political and economic governance and in strategic partnerships.

Jan 2008 – Mar 2010: SRSG and Head of Mission of MINURCAT in Central African Republic and Chad / Under-Secretary-General of the UN

1999 – 2000: UNDP Special Envoy for East Timor and Asia. 1998 – 1999: Deputy Regional Director for Africa at UNDP New York. 1994 – 1998: UN Resident Coordinator / Resident Representative Tanzania. 1989 – 1994: UN Resident Coordinator / Resident Representative The Gambia. 1985 – 1989: UNDP Deputy Resident Representative in Central African Republic. 1980 – 1985: UNFPA Representative in Mozambique 1978 – 1980: UN Advisor in Sao Tome and Principe

Prior to his UN work, Mr. Angelo was a University Lecturer and Senior Statistician (In the Economics and Employment/Labour market Sector), in Portuguese National Institute of Statistics (INE), from 1971 up to 1978. He was a Member of National Electoral Commission in 1974-75.

Julian Harston born 20 October 1942 in Nairobi, Kenya, son of Colonel Clive Harston, King's African Rifles, is an independent Consultant on International Peace and Security matters. He retired as an Assistant Secretary-General in the United Nations. His last post was as the Representative of the Secretary-General in Belgrade, Serbia. Prior to this until March 2009 he was the Special Representative of the Secretary-General heading MINURSO Western Sahara. He previously held posts as Special Representative of the Secretary General in Haiti, and Deputy SRSG in Bosnia. He was also Director of Peacekeeping for Asia and the Middle East in UNHQ New York. He was for 25 years a member of the United Kingdom Diplomatic Service with a career that took him to North Vietnam, Malawi, Portugal, Zimbabwe, and Geneva. He completed his secondary education at The King's School, Canterbury, England. He then earned a Bachelor of Science in Politics from the University of London and a degree in African Politics from the University of Rhodesia. Harston lectures all over the world to distinguished military and civilian audiences, and takes a leading role in War Games and Exercises for NATO and for the UK, Swedish, Norwegian, Canadian and Ugandan armed forces. In December 2011 Harston was asked to lead a Strategic Review for the UN Security Council on UNIFIL, the peacekeeping operation in Lebanon. Harston is a member of the Advisory Panel at the United Kingdom Defence Academy, and was in August 2013 invited to appear before the Defence and Security Committee of the Swiss Parliament . He publishes papers on peacekeeping and international diplomacy. He is married with one son, and two step daughters. His hobbies include Early English Church Music, and a 1954 Series One Land Rover..

Group Captain John SULLIVAN has just completed an operational tour as Commander of the UK Expeditionary Air Wing at Kandahar from Feb to Aug 2013. He is now the Director of the Core JFAC within the Allied Air Headquarters at Ramstein. Prior to Afghanistan he served at NATO Joint Force Command Lisbon, where he was the Head of the J35 Branch. During his time in Lisbon he was at the heart of the effort to develop the concept for a deployable operational-level NATO HQ, and was the principal author for the JTFHQ model that was subsequently endorsed by SACEUR, tested during the STEADFAST series of exercises in 2012, and is now reflected in NATO doctrine. Gp Capt Sullivan is a fighter pilot with over 4000 flight hours, mostly on the Buccaneer and Jaguar aircraft. Operational flying tours include the Persian Gulf War (1991), and air policing over Bosnia and northern Iraq. Recent appointments include: Directing Staff at the Canadian Forces College, Toronto; an operational tour within the Strategy Division of the AFCENT CAOC, Al Udeid; Officer Commanding of the Tactics and Training Wing at the UK Air Warfare Centre; and command of the last RAF Jaguar squadron. He completed Staff College in India (2003 – 04) and, on return to the UK, was awarded an MBE from HM the Queen for his operational service.

Lieutenant General Kenan HÜSNÜOĞLU was born in 1956 in Giresun. He graduated from the Turkish Military Academy as an Infantry Officer in 1976. After completing his training at the Infantry School in 1977 and until 1983 he served as a Platoon Commander in various units at the Infantry School Demonstration and Exercise Regiment, the Turkish Peace Force in Cyprus, and the Turkish Military Academy.

After graduating from the Army Staff College in 1985, and until 1993, LGen Hüsnüoğlu served as a Company Commander, as the Operations Branch Chief at 9th Infantry Division, as a tactics instructor at the Turkish Military Academy and as a Project Officer within the Intelligence Division of the Turkish General Staff.

From 1993-1996 he served as Plan Officer in the Intelligence Division at SHAPE. Between 1996-2001 he commanded a Commando Battalion, was Chief of Staff at 4th Commando Brigade and the Executive Officer to the Deputy Chief of the Turkish General Staff.

From 2001-2002 LGen Hüsnüoğlu commanded the Cadet Regiment of the Turkish Military Academy and on promotion to Brigadier General on 30 August 2002 was assigned as the Commander of 23rd Homeland Security Brigade. He served as Chief of the Counter Intelligence and Security Department of the Turkish General Staff between 2002-2006. He was promoted to Major General in 2006.

He was appointed as the Turkish National Military Representative in SHAPE between 2006-2008, and the Commander of the Turkish Military Academy between 2008-2010. He was appointed as the Commander of 9th Corps on 4 August 2010 and promoted to Lieutenant General on 30 August 2010. He was appointed to his current position as Commander NRDC-T on 4 August 2012.

LGen Hüsnüoğlu is married to Mrs Fatma Handan Hüsnüoğlu and is the proud father of one daughter.

Lieutenant General Dominique de LONGVILLIERS joined HQ AIRCOM, Ramstein, Germany on 01 July 2013 as the Deputy Commander of HQ AIRCOM. Prior to joining HQ AIRCOM, he was assigned to the Air Defence and Air Operations Command in Paris as the Deputy Commander.

LGen de Longvilliers, a native of Toulouse, Haute-Garonne, France, was commissioned through the French Air Force Academy of Salon-de-Provence in 1982. He earned his fighter pilot wings in 1985.

LGen de Longvilliers first assignment was to Squadron 02.004 “La Fayette”, Luxeuil Air Base. In 1989, he was reassigned to Squadron 03.003 “Ardennes”, Nancy-Ochey Air Base. In 1991, he was assigned to Hyères Naval Aviation base, where he served as an exchange pilot with French Naval Aviation in the 17th Embarked Fighter Squadron. In 1993, he was deployed in Former Yugoslavia in a Navy fighter squadron.

From 1993 until 1995, LGen de Longvilliers was the Chief of Operations in the fighter squadron 01.005 “Vendée”, in Orange Air Base. In 1994, he served in Saudi Arabia as the French Detachment Commander. In September 1995, he was assigned to the French Air Force Staff in Paris as deputy operations to Rafale program project officer. He had two command tours in the fighter squadron 01.002 “Cigognes” of Dijon Air Base, first as the Deputy Commander from 1996 to 1998, then as the Commander from 1998 to 2000.

From 2001-2005, LGen de Longvilliers served in the French Air Force Staff in Paris: on the Studies and Global Plans, as the deputy, and then as the head of the Planning Division. In September 2005, he became the commander of the 133rd Air Base “Henry Jeandet” in Nancy-Ochey. From 2008-2010, he was the operational coherence officer in “protection-safety” on the Joint Staff in Paris. From 2010-2012, LGen de Longvilliers served as the Chief of Staff of the Air Defence and Air Operations Command in Paris. From April 2011 to June 2011, he served in the CJTF Naples as the French Senior Representative during Operation Unified Protector.

His military education includes the Air Force officers’ basic and advanced courses, the fighter pilot training on Fouga Magister, Alphajet, Mirage III, modernized Super Etendard and Mirage 2000, and the United States Air Force Air War College. LGen de Longvilliers’ awards and decorations include: the officer of the Legion of Honour; the officer of the national order of merit; the aeronautics medal, the overseas medal (Middle East Clasp); the gold medal of the national Defence; the Former Yugoslavia commemoration medal; and the non-article 5 NATO medal (OUP-Libya). He is a command pilot with more than 3,400 flying hours.

Major General Erhard BUEHLER joined the Joint Warfare Centre on 25 June 2013 as the Commander of the Joint Warfare Centre (JWC), Stavanger, Norway. Prior to joining the JWC, he was assigned to the 10th Armoured Division in Sigmaringen, Germany, as the Commander.

MGen Buehler started his military career in 1976. In the same year he began training in Aachen to become an officer and subsequently studied Mechanical Engineering at the University of the federal Armed Forces Hamburg (1977-81). MGen Buehler then served as a Maintenance Officer in Signal Battalion 6, Nuemünster. In 1984, he became Company Commander of the Maintenance Training Company 5/1, Wolfenbüttel, before taking on the role of Chief Instructor for training officer candidates at the Army Maintenance School, Aachen in 1987. The following year, he completed his Command and General Staff Training (31st Army General Staff Course) at the Federal Armed Forces Command and General Staff College, Hamburg. In 1990, MGen Buehler was commissioned into the Federal Ministry of Defence, Bonn, where he served as Military Assistant to the Director Military Intelligence. In 1992, he attended the U.S. Command and General Staff Course at the U.S. Army Command and General Staff College, Fort Leavenworth, Kansas. From 1993-1995, he was assigned as G3 Staff Officer, 1st Corps, Münster, Germany. From 1995-1998, he served as Commander 11th Maintenance Battalion, Delmenhorst, and subsequently as Military Assistant to the Permanent State Secretary of the Federal Ministry of Defence. His next appointments included Chief G3 Branch, 4th Corps, Potsdam (1999-2000), and Branch Chief, Army Staff for Concepts and Army Development, Federal Ministry of Defence (2000-2001). In 2001, MGen Buehler served as a Senior Military Assistant to the Minister of Defence, Mr. Rudolf Scharping and his successor Dr. Peter Struck from 2002. From 2003 to 2006 he was Commander of the 12th Armoured Brigade, Amberg. Within that time, MGen Buehler commanded the 9th German Kosovo Force Contingent in Prizren, Kosovo from May - November 2004. From 2006 - 2008, he was acting as Deputy Chief of Staff V (Federal Armed Forces Operations) of the Armed Forces Staff at the Ministry of Defence, Berlin. Following a reorganisation in 2008, he was re-assigned as Director of Joint Operations Staff, a position he later left to become Commander 10th Armoured Division in 2009. During his time in Sigmaringen, he served as Commander KFOR from 2010-2011 and returned to the 10th Armoured Division until June 2013.

Major General Gordon “Skip” DAVIS is the Deputy Chief of Staff, Operations and Intelligence, Supreme Headquarters Allied Powers Europe, Casteau, Belgium. He was raised in Florida and in 1981 graduated from the United States Military Academy where he received a Bachelor of Science degree and was commissioned as a Second Lieutenant in the Infantry. MG Davis’ last assignment was Deputy Commanding General U.S. Combined Arms Center for Leader Development & Education, Deputy Commandant U.S. Army Command and General Staff College at Fort Leavenworth, Kansas. MG Davis served as the Deputy Chief of Staff Operations and Intelligence for the Allied Rapid Reaction Corps. He deployed to Afghanistan as the ISAF Joint Command CJ5 and as Deputy Commanding General 1st Cavalry Division. In addition to Afghanistan and Iraq, MG Davis participated in U.S., NATO, and United Nations operations in Bosnia, Mozambique, Zaire, Rwanda, Congo and Liberia. MG Davis has served as a Rifle Platoon Leader, Company Commander, Battalion Operations Officer, Brigade Executive Officer, and Chief of Staff of airborne units in Europe and the United States. He served as the S3 of a Mountain Infantry Battalion and Regiment in the Italian Army. He also served on Brigade, Division, and U.S. and NATO Corps staffs. MG Davis commanded 2nd Battalion, 29th Infantry Regiment. Following battalion command, he was the Deputy Brigade Commander, 3rd Brigade, 3rd Infantry Division. MG Davis commanded the 2nd Brigade, 78th Division at Fort Drum, New York, during which time he deployed the Brigade in support of Operation Iraqi Freedom. Following brigade command, he was the Deputy Commander and Chief of Staff of Southern European Task Force (Airborne) in Vicenza, Italy. MG Davis then served in Afghanistan as the Chief, Strategic Advisory Group to Commander, International Security Assistance Force (ISAF). His military qualifications include Airborne, Ranger, Pathfinder, Jumpmaster, Jungle Warfare and Airlift Operations. His military education includes the Command and General Staff College and the Army War College. MG Davis has a Master’s Degree in Strategic Studies, and Master’s Degrees in Business and International Relations obtained in France where he studied as an Olmsted Scholar. His major awards include the Defense Superior Service Medal, Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Italian Bronze Cross, and Polish Army Silver Medal. His decorations include the Combat Infantryman’s Badge, Expert Infantryman’s Badge, Master Parachutist Badge, Pathfinder Badge, and Ranger Tab. MG Davis enjoys reading, travelling and triathlons. He is married to Rita Soso and they have two adult daughters, Stefania and Victoria.

Despite being born in Plymouth and having a Royal Navy officer for a father, MGen Julian FREE joined the Army and was commissioned into the Royal Artillery in 1986. Prior to this he read Physical Education and Mathematics at St Luke’s College, Exeter University. After Sandhurst he was posted to 1st Regiment Royal Horse Artillery, a tour he completed as a Forward Observation Officer in the Gulf 1990/91 on Op GRANBY. He was subsequently posted to 7th Parachute Regiment Royal Horse Artillery as Adjutant. Following Army Staff College in 1994 - 1995 he was posted to Headquarters Quartermaster General to plan support for future equipment programmes. He commanded G Parachute Battery (Mercer’s Troop) between 1998 and 2001, completing operational tours in Kosovo and Sierra Leone. A 6 month tour as Military Assistant to the Chief of Staff KFOR was followed by 2 years as Military Assistant to the Quartermaster General. He took command of 26th Regiment Royal Artillery in June 2003 and deployed the Regiment to Iraq on Op TELIC 3 as a manoeuvre battlegroup. 26th Regiment also deployed to Cyprus in 2004 along the Green Line as part of the United Nations Force. He was appointed Deputy Assistant Chief of Staff Future Structures at Headquarters Land Command in July 2005. Promoted to brigadier in December 2006, he attended the Higher Command and Staff Course. He took command of 4th Mechanised Brigade in April 2007 and deployed the Brigade to Iraq on Op TELIC 11, a tour which culminated in Op CHARGE OF THE KNIGHTS, and on return from operations moved the Brigade to Catterick, North Yorkshire from its previous home in Germany. In 2009 he was posted as a member to the Royal College of Defence Studies. Towards the end of the course he took up an additional appointment as the Chief of the Defence Staff’s Liaison Officer for Afghanistan, a role he continued alongside his next post as Commander Collective Training Group in which he was responsible for the Army’s foundation and mission-specific training for operations. In January 2010 he deployed to the Headquarters of the International Security Assistance Force Joint Command in Kabul for a 10-month tour as Director of the Campaign and Transition Assessment Group. He was subsequently selected for promotion to Major General and appointed Chief of Staff of the NATO Allied Rapid Reaction Corps in April 2012. MGen Free is married to Babs and has one daughter, Lottie, and one son, Tristan. A keen sportsman he enjoys chasing balls of all sorts and casting flies whilst furthering his arboreal knowledge.

Major General Ruben C. GARCÍA SERVERT is the Commander of NATO’s Combined Air Operation Center at Torrejón Air Base, Spain.

Born on 18th April 1958 in Madrid, he joined the Air Force Academy in 1975 and his first assignment was the 31st Wing at Zaragoza, where he served as a Pilot in the period from 1981 to 1985. He continued to serve in different Air Force Units until 1995, when he was assigned to the Air Warfare School as Head of Strategy & International Affairs Department.

In 1996, he became Air Attaché to the Embassy of Spain in Paris; then in 1999 he was assigned to the Cabinet of the Minister of Defense as Counselor. Later on, in 2005, he was nominated Commandant of the Air Force Academy.

In the period 2009-2010, he was the Commander of Kabul Airport (Afghanistan). Once promoted to Brigadier General, he was assigned to the Air Force Staff – General Secretary as Chief of International Affairs, until he was promoted to Major General in late 2012 and reached his current assignment as Commander CAOC TJ in early 2013.

During his career, he has joined different NATO/UN Operations as aircrew: KFOR, ONUSAL, ONUCA and UNPROFOR (ex-Yugoslavia).

His military education includes Navigator Course (Initial and Advanced) USAF, Defense Attachés Course, NATO TACEVAL Evaluator, NATO Defense College and Flag Officers Course.

He has been awarded the Great Cross of the Royal and Military Order of San Hermenegildo, Great Cross of the Air Force Merit, Cross of Naval Merit, Cross of the Guardia Civil Merit as well as foreign decorations: Knight of the Legion d´Honneur of France, Kuwait Liberation Medal, Santos-Dumont Merit Medal of Brazilian Air Force.

MGen García Servert is the author of several articles and papers: IEEE Opinion Paper no. 3/2010, “An Insight of Afghanistan: A Chronicle of Spanish Leadership in Kabul Airport”, and “NATO Strategic Concept, a Spanish point of view”, among other.

Rear Admiral Giorgio LAZIO attended the Naval College “F. Morosini” in Venice and the Naval Academy in Livorno, where he was commissioned and graduated top of his class with the rank of Ensign in 1983. After being embarked on board several Italian Navy Ships as Navigator and Communications Officer, in 1990 he assumed Command of the Offshore Patrol Vessel “SPICA”, also provided with specific antipollution devices, operating inter alia in the containment of the environmental emergency caused by the sinking of the oiler Haven in the Tyrrhenian Sea. In 1991 he was assigned his first ashore tour, initially at the Italian Naval Staff 2nd Department (Intelligence), then from 1994 to 1996 he was Commanding Officer of the “1994-1998” Cadets’ promotion in the Italian Naval Academy and, finally, he attended the 25th Higher Course at the Naval War College in Livorno. From 1997 to 1998 he served at HQ NATO Striking Fleet Atlantic (COMSTRIKFLTLANT) - Norfolk (VA) – U.S.A., where he contributed to the stand-up of the NATO sea-based CJTF HQ and successfully completed a non-resident course in “National Security Decision Making” at the Naval War College in Newport (RI). Back in Italy, he qualified in the 1998-1999 1st Joint Staff Higher Course (I.S.S.M.I.) at the Defence High Studies Centre in Rome. From 1999-2001 he assumed Command first of the ASW Frigate "SCIROCCO", operating in the Atlantic Ocean and Mediterranean Sea, then of the 1st Corvettes Division, also performing duties as Evaluation Officer of the Naval Command School. In 2001 he started his second ashore tour in the Italian Naval Staff 3rd Department (General Planning), boosting inter alia the stand-up of the Italian-sponsored High Readiness Forces (Maritime) Headquarters. As Head of the Naval Policy Office, he promoted the Adriatic Ionian Initiative (ADRION), the maritime dimension of the 5+5 Initiative in Western Mediterranean and played a leading role in the development of the Virtual Regional Maritime Traffic Centre (V-RMTC) in the Mediterranean and Black Sea. In 2006-2007 he assumed Command of the A/C “GIUSEPPE GARIBALDI”, operating in the beginning of his mandate in vicinity of the Lebanese coastline in support of UNSCR 1701 (Oper LEONTE). He had just joined the Italian Defence General Staff 3rd Department (Plans & Policy) when he was selected as Senior Military Assistant to the Chairman of the NATO Military Committee – Brussels (Belgium), serving at pol-mil level from 2008 to 2011, a period when NATO underwent a revolution more than an evolution, welcoming two new members, launching a new Strategic Concept, initiating a deep reform of its structure and managing up to five simultaneous operations in three continents. From January 2012 to March 2013 he served as Head of the Military Policy Office in the Cabinet of the Minister of Defence. Throughout his mandate he flew 250,000 miles in company with or under instruction by the Minister, globe-trotting through five continents. From 15 May 2013 he is the Chief of Staff of the NATO Maritime Command (HQ MARCOM) located in Northwood, United Kingdom. RAdm Lazio has earned, with honours, a BS in Maritime & Naval Sciences and a Master in International Strategic-Military Studies. Besides his native Italian, he is fluent in the English and French languages. He enjoys reading and outdoor long walks on the seashore of Tuscany, where he has been settled with his family for many years.

NATO Secretary General’s Special Representative for Women, Peace and Security

Ms. Mari SKÅRE was appointed the NATO Secretary General’s Special Representative for Women, Peace and Security on 27 August 2012.

Ms. Skåre has extensive experience from the Norwegian Foreign Service. Prior to her nomination

as Special Representative, she served as Minister Counsellor and Deputy Permanent

Representative at the Norwegian Delegation to NATO. She also served as Minister Counsellor

and Deputy Head of Mission at the Norwegian Embassy in Kabul and previously as counsellor and

legal adviser at the Norwegian Mission to the UN.

Ms. Mari Skåre joined the Norwegian Ministry of Foreign Affairs in 1991. Her first assignment was

as legal adviser in the Secretariat of the Minister of International Development. Since then she

has held a number of positions and has extensive knowledge of the UN and NATO. Throughout

her career she has worked with issues relating to women and security, particular through her

positions as Minister Counsellor at the Norwegian Embassy in Kabul and the Norwegian

Delegation to NATO. She has, in these positions, been instrumental in formulating Norwegian

policies and promoting this agenda internationally.

Ms. Skåre holds a master degree in law from the University of Oslo.

Air Commodore Dean ANDREW, Royal Air Force, has been Deputy Chief of Staff Support at NATO’s Headquarters Allied Air Command (HQ AIRCOM) at Ramstein Air Base, Germany, since 10 June 2013. Air Cdre Andrew was born in Kingston upon Hull. He joined the Service in 1985 and, following training, completed his first tour on IX (Bomber) Squadron at Royal Air Force Brüggen, Germany, operating in both nuclear strike and conventional roles. After a year detachment to Royal Air Force Wittering in 1991 as the Wing Electronic Warfare (EW) Officer, he was re-toured to IX (Bomber) Squadron, becoming one of the first aircrew to operate in the Suppression of Enemy Air Defence (SEAD) role, following the introduction into service of the ALARM missile. With a background in EW he was selected as an exchange officer to fly the specialist SEAD Tornado with the Luftwaffe. After 11 months at German language school, he moved to Fighter Bomber Wing 32 at German Air Force Lechfeld in November 1996. Following his promotion to Squadron Leader he was once again posted to Brüggen, this time as a flight commander on 31 ‘Goldstars’ Squadron. After this tour he was posted to Royal Air Force High Wycombe, United Kingdom, where he worked as a staff officer in Headquarters No.1 Group. Following the Advanced Command and Staff Course at the Defence College, Shrivenham in 2002, he was promoted to Wing Commander and posted to Headquarters Allied Rapid Reaction Corps at Rheindahlen, in Germany, as the Commander’s Air Advisor. In January 2006 he took command of 31 Squadron ‘the Goldstars’ at Royal Air Force Marham. He

was appointed Officer of the British Empire in 2008 for his successful introduction of ‘lean’ transformation techniques to the Squadron and for leading the air support package to Operation BLENHEIM, the re-deployment of troops from Basra Palace. Having handed over the Goldstars in April 2008, he was promoted to group captain and appointed Commander 903 Expeditionary Air Wing, Basra. On his return in January 2009, he became Chief of Staff of the Joint Air Land Organisation, responsible for tri-Service inter-operability and then spent two years in the Chief of the United States Air Force Strategic Studies Group in the Pentagon. He arrived at Ramstein from the Higher Command and Staff Course at the Joint Service Staff College at Shrivenham. He has more than 2,500 hours on Tornado and has flown combat operations in the Middle East and the Former Republic of Yugoslavia. He is married to Andrea and they have two children, Annabell and Tom. Although he has represented the Royal Air Force at athletics and now enjoys cycling his real love is for Rugby League. He is the current chair of both the UK Combined Service and Royal Air Force Rugby League Associations

Group Captain Philip LESTER was commissioned into the RAF Regiment in 1987. He has served on RAF Regiment Light Armoured and Field Squadrons both in Germany and the United Kingdom. He has also served with the Harrier Force, both as Field Operations Officer and Forward Air Controller. Gp Capt Lester has seen operational service in Cyprus, Saudi Arabia, Turkey, Northern Ireland, Bosnia, Afghanistan and Iraq, including command of No 3 RAF Force Protection Wing at Basra. He also has significant Chemical, Biological, Radiological and Nuclear (CBRN) experience having been employed within the UK’s Nuclear Accident Response Organisation, the Technical Response Force (Counter-Terrorism) and the Sampling and Identification of Biological, Chemical and Radiological Agents (SIBCRA) capability. As a staff officer he has undertaken appointments within the Directorate of the Royal Armoured Corps, PJHQ, HQ US European Command (EUCOM), HQ CJTF-76 at Bagram Air Base, and Headquarters Air Command. He has also served as Military Assistant to Chief of Staff Operations in the PJHQ. In his last appointment he was the DACOS leading Air Command’s planning for the regeneration of the RAF’s Contingent Warfighting Capability. Gp Capt Lester is currently AD (Warfare) at the HCSC. Gp Capt Lester is a graduate of ACSC and HCSC and holds two masters degrees; a M.A. in Defence Studies from Kings College London and a M.Phil. in International Relations from the University of Cambridge. Outside of work, Gp Capt Lester’s interests include running and Canadian canoeing. He also keeps abreast of politics and current affairs, particularly those of the Middle East region. Gp Capt Lester is married to Samantha and they have 4 children – Imogen, Gabriel, Hector and Hebe. He resides in Lincolnshire.

Vice Admiral Sean A. PYBUS joined NATO Special Operations Headquarters on 2 July 2013 as the Commander. Prior to joining NATO Special Operations Headquarters, he was assigned as Commander, Naval Special Warfare Command (NSW), San Diego, California.

VAdm Pybus graduated from the University of Rochester in 1979 with a B.A. in Economics and a regular Navy commission through Navy Reserve Officer Training Corps (NROTC). He graduated Basic Underwater Demolition/SEAL Training in December 1979, with class 105.

VAdm Pybus has served in SEAL, Underwater Demolition, Special Boat, and SEAL Delivery Vehicle tours within NSW, and has held operations positions at Joint Special Operations Command and United States Special Operations Command. Command tours include units in Panama, Germany and Bahrain, as well as duty as Commodore, NSQ Group-1, San Diego. As a Flag Officer, he has served as J-3, Centre for Special Operations, US Special Operations Command, 2007-2009; Commander, Special Operations Command Pacific, Camp H.M. Smith, Hawaii, 2009-2011; and on June 30, 2011 he became the Commander, Naval Special Warfare Command in Coronado, California, 2011-2013.

He has participated in Special Operations in Latin America, Europe, Africa, and Asia.

Decorations include the Distinguished Service Medal (1), Defence Superior Service Medal (3), Legion of Merit (2), Meritorious Service Medal (3), and various other awards. He is also a 1998 Distinguished Graduate of the Naval War College with a Master’s Degree in Strategic Studies.

Lieutenant General Jonathan H. VANCE joined the Canadian Forces in 1982 and was commissioned as an infantry officer into The Royal Canadian Regiment in 1986 following his graduation from Royal Roads Military College. LGen Vance has served with the 1st, 2nd and 3rd Battalions, The Royal Canadian Regiment, and has commanded at all levels within the field force from platoon commander to brigade commander. Most notably, LGen Vance commanded Second Battalion, The Royal Canadian Regiment in Gagetown, New Brunswick from 2001-2003. He also commanded 1 Canadian Mechanized Brigade Group in Edmonton from 2006 to 2008 and subsequently deployed as Commander Joint Task Force Afghanistan and Task Force Kandahar between 2009 and 2010. Following his tour(s) in Afghanistan, LGen Vance served on the Army Staff as Chief of Staff Land Strategy, and as Director of Staff, Strategic Joint Staff in National Defence Headquarters. He assumed his duties as Deputy Commander, Allied Joint Force Command Naples in July 2013. LGen Vance is a graduate of the Canadian Forces Staff School, the UK Combined Arms Tactics Course, the Canadian Army Staff College, the Canadian Forces Command and Staff Course, the Advanced Military Studies Course and the Coalition Forces Land Component Command Course. He holds a B.A. in Military and Strategic Studies from Royal Roads Military College, and a M.A. in War Studies from RMC. His decorations include the Order of Military Merit, the Meritorious Service Cross with bar and a Mentioned-in-Dispatches. In 2011, he was awarded the Vimy Award for his contributions to Canadian defence and security.

Lieutenant General Joachim WUNDRAK took over Command of the former German Air Force Air Operations Command Kalkar, Germany in April 2012, before it was renamed and restructured into the German Air Operations Command in July 2013. LGen Wundrak holds a triple-hatted position at Kalkar/Uedem as he also commands the NCS CAOC UEDEM as well as he is the Executive Director of the NATO Joint Air Power Competence Centre, Kalkar.

LGen Wundrak, born in Buir, Kerpen, North Rhine-Westphalia, Germany, joined the Air Force in 1974 and was trained in Ground Defence before joining the ranks as a career pilot.

Following numerous postings in the flying community, to include Commander, Air Transport Wing 62 in Wunstorf, he was appointed to Branch Chief, and later, Deputy Chief of Staff at the Federal Ministry of Defence until 2006.

From 2006 to 2008 LGen Wundrak was assigned as Deputy Director, European Air Group at High Wycombe, United Kingdom followed by two tours in operations as Chief of Staff, German EUFOR Contingent and Deputy Chief of Staff, Air ISAF.

He was the Deputy Commander German Air Force Command from July 2009 until he assumed command at Kalkar/Uedem.

LGen Wundrak logged more than 3,000 flight hours in multiple aircraft such as the B-33, B-90, Do 28, Transall C-160 and UH-1D Helicopter.

He holds a degree in Electrical Engineering from the Armed Forces University, Munich.

He was awarded the German Armed Forces Silver Cross of Honour, the EUFOR Service Medal and the ISAF Service Medal.

LGen Wundrak is married and has two adult children.

Major General Haluk ÇETİNKAYA joined SHAPE on 27 August 2013 as the Deputy Chief of Staff Military Partnership.

After graduating from Turkish Military Academy in 1980 and Armoured Forces School in 1981,

MGen Çetinkaya has commanded squads and companies in several units and in Turkish Military

Academy.

After graduating in 1991 from Army Staff College, MGen Çentinkaya, has been on duty

respectively in 3rd Armored Brigade, Directorate of Army General Planning and Principles, 8th Army

Corps as Project Officer, 49th Infantry Brigade Command as battalion commander of 1st

Mechanized Infantry Battalion, Cyprus Turkish Peace Corps as Branch Chief, 3rd Army Corps

Headquarters (NRDC-T) Group Command and General Staff Operations Division as Exercise

Branch Chief.

Having graduated from United States of America Armoured Forces School in 1986 and the

Bangladesh College of Command and Staff in 1998, Major General Çetinkaya has been on duty in

NATO Allied Rapid Reaction Corps as Training and Exercise Branch Chief between the years of

2000 and 2003.

On promotion to Brigadier General he served as the Head of Army Command Operations and

Organizations Department between 2005 and 2007. Between 2007 and 2009 he continued his

service as Brigade Commander. MGen Çetinkaya was promoted to Major General on 30th August,

2009 and conducted duties in Directorate of Army Operations and Training and Doctrine

Command as Commander of Training Division from 2009 till 2012.

MGen Çetinkaya is married to Hülya and is father to two children. He also speaks English.

Major General Adolfo OROZCO was born in Antequera, Málaga, Spain, on 25 January 1955. He joined the Military Academy in 1973 and graduated as an Infantry Officer with the rank of 1st Lieutenant in 1976. He is a graduate of the Spanish Army Staff College as well as the Italian General Staff and Joint General Staff College. He has also completed the Paratroopers Unit Command Course, Helicopter Pilot Course, Tank Combat Specialist Course, NATO Logistics Course and NATO Operational Planning Course. He has served over 40 years in positions of increasing responsibility. He served as Platoon Leader in the 16th Recruit Training Centre and Paratroopers Training Battalion. He was a Company Commander in the Attack Helicopter Battalion and the 4th Helicopter Unit. He commanded a Mechanized Infantry Battalion in the 6th Mechanized Infantry Regiment (2001-2002). In addition, he participated in the peacekeeping operations of UNPROFOR (BiH) in 1993 and ISAF in 2008 as J5 Division Head. His staff experience includes service at the General Staff Southern Military Region Headquarters, Sevilla (1991-1994); Joint General Staff (1995-1997); the Spanish Embassy in Rome as Military Attaché (1998-2001) and Doctrine and Training Command Direction (2002-2003) in Granada. From 2004 to 2005, M.Gen Orozco was the Commander of the 3rd Spanish Legion Regiment, “Don Juan de Austria”, in Almería. He was temporarily promoted to the rank of Brigadier General in January 2006 and assigned to the JFC Naples as J4 Division Head in February 2006. From September 2007 to September 2008 he was assigned to the Spanish Training and Doctrine Command responsible for international relations. He was promoted to the rank of Brigadier General in September 2008 and commanded the Infantry Academy of the Spanish Army from September 2008 to September 2011. He was promoted to the rank of Major General on the 16th September 2011 and commanded the Comandancia General of the Balearic Islands from September 2011 to June 2013. On 28th June 2013, he became the Deputy Commander at HQ Eurocorps. During his service, MGen Orozco has been awarded honours both military and civilian (both Spanish and International) due to his experience, knowledge and loyal service. MGen Orozco speaks English and Italian and is married to Purificación Flores and has five daughters and five grandchildren.

Military Representative to NATO, the EU and Belgium

Rear Admiral Allan du TOIT, who took up his appointment as Australia’s Military Representative to NATO and the European Union in January 2013, was raised and educated in Durban, South Africa. He entered the South African Navy in 1975 and served mainly at sea before transferring to the Royal Australian Navy in 1987.

He is a Principal Warfare Officer and Mine Warfare sub-specialist with extensive amphibious operations experience and has seen substantial operational service at sea in the Middle East, including command of Combined Task Force 158 in the North Arabian Gulf between September 2007 and March 2008 and deployed RAN Task Group Commander as part of Operation Slipper between November 2001 and March 2002 during which time he also became the first non-US Navy officer to command multinational maritime interception operations enforcing UN sanctions against Iraq. In recognition of his operational service, he was appointed a Member in the Military Division of the Order of Australia in 2004.

His command appointments include command of the multi-agency Border Protection Command - responsible for domestic maritime security - following his promotion to Rear Admiral in May 2008; Commander Combined Task Force 158 as a Commodore; multinational Maritime Interception Commander; Commander Australian Amphibious Task Group and Commander Australian Navy Amphibious and Afloat Support Group as a Captain; and Commanding Officer of the amphibious ship HMAS Tobruk during peacekeeping operations in Bougainville in 1998.

In addition to extensive service at sea in mine countermeasures vessels, frigates, destroyers, submarines and amphibious ships, he has served in a wide range of single-service and joint appointments ashore, most recently as Head of Navy Capability in Canberra in 2012. Prior to that, he served as Head of Navy People and Deputy Chief of Joint Operations following his tenure at Border Protection Command.

As a Commodore he established and served as the inaugural Director General Military Strategic Commitments in 2006-7 during a period of very high operational tempo in Iraq, Afghanistan, East Timor and the South West Pacific. His other shore appointments as a Commodore included Director General Joint Operations and Plans and Director General Navy Capability, Performance and Plans. As a Captain he served as Director Navy Strategy and Futures and as a Commander, Staff Officer Amphibious Policy, Doctrine and Capability; Mine Hunter Coastal Project Officer; and Director of Mine Warfare and Clearance Diving.

He is a graduate of the South African Military Academy, SA Naval Staff College, RAN Staff College and the Australian Joint Services Staff College, and he has undertaken professional training courses in Australia, Europe, the United States, the United Kingdom and South Africa during his naval career. He holds a Bachelor of Military Science degree from the University of Stellenbosch and a Master of Defence Studies degree from the University of New South Wales.

He is both an accomplished naval historian and avid reader of contemporary defence and naval affairs and has written two books on warships and naval history, his first as a school boy which was published while he was serving as a midshipman. He regularly contributes to professional defence and naval conferences and publications in both Australia and abroad and he is currently enrolled as a part-time naval history doctoral student. He also served as president of the Australian Naval Institute from 2011 to 2013.

His personal interests are wide ranging and he is a passionate rugby union and cricket supporter who is proud to call Australia home.

Special Planning Task (Defence Reform) Defence Command

Major General Seppo TOIVONEN joined the Defence Command on 1 August 2010 and was tasked to lead the Planning Group for the Reform of Finnish Defence Forces. Prior to that, he was assigned to the NATO KFOR Operation in Kosovo as Commanding Officer Multinational Task Force Centre (MNTF-C).

MGen Toivonen was born in Kangasala, Finland in 1957. After his Matriculation Examination he started his military career as a conscript in 1976. MGen Toivonen graduated as an infantry officer from the Military Academy in 1980. He studied at the War College in 1987-1989 and his additional military education includes Battalion Command and Higher Officers (COL, BG) courses, the NATO Flag Officers Course (GFOAC) in NDC, Rome along with a variety of other courses such as the National Defence Course. MGen Toivonen studied at the Geneva Centre for Security Policy, Geneva, Switzerland in 1997/98 on the International Training Course in Security Policy.

His first assignment was as an instruction officer in the Pori Brigade before being transferred to the Military Academy as an instructor of cadets. Later in his career MGen Toivonen has served as Battalion Commander and Chief of Staff in the Guard Jaeger Regiment, Helsinki. At the beginning of 2003 he assumed the duties of Commander of the Kainuu Brigade, which is one of the largest training units in the Army and forms a wartime readiness brigade.

MGen Toivonen has participated in many planning and development duties. In 1994 - 1997 he served in the secretariat of the Defence Council and was actively involved in the preparation of the first Government White Paper on Security Policy and the Development of Defence. As Inspector of the Infantry in 2006 - 2007 he was responsible for the overall development of the Infantry, including materiel procurement projects.

In December 2007 he was promoted to Brigadier General and was assigned to the post of Deputy Chief of Staff Army Operations in the Army Command, which became operational from the beginning of 2008. After the intensive starting phase of the new Command, in August 2009 MGen Toivonen was designated COM MNTF-C in Kosovo, where he led units from the Czech Republic, Finland, Ireland, Slovak Republic, Sweden and Turkey. During his command, the Task Force transferred to Battle Group and the Kosovo Polje monument was handed over to the Kosovar authorities.

MGen Toivonen’s awards and decorations include: Commander of the Order of the White Rose of Finland, Knight, First Class, of the Order of the Lion of Finland, the Medal for Military Merits and NATO Non-Article 5 Medal. He was promoted to Major General in June 2011.

Brigadier General James STEVENSON was educated at the Dragon School and Sherborne School, and commissioned in 1981 from The Royal Military Academy Sandhurst into 1st Battalion The Royal Scots (The Royal Regiment). His first tour was as a platoon commander in Northern Ireland. His early years thereafter included postings to Edinburgh, the Falkland Islands, the Scottish Division Depot Glencorse, and in 1986 the British Army Training Unit Suffield, Canada.

In 1987, he re-joined The Royal Scots in Werl, Germany, as Operations Officer. This posting included a tour to West Belfast. In 1989, he returned to Northern Ireland before re-joining his Battalion in 1991 as OC Fire Support Company on Op GRANBY. In 1992, he spent 6 months in various posts: Training Advisor to the Portuguese Army in Angola; Project Officer in Headquarters 3 Infantry Brigade, Northern Ireland; and MA/DACOS Ops/Log at SHAPE. He attended Army Command and Staff Course 28 at Camberley in 1994. From there he was posted as MA/DCOS at HQ Land Command, the final part of which was spent in Bosnia as MA/DCOMOPS HQ SFOR. In 1997, he returned to his Battalion, now part of 24 Airmobile Brigade in Colchester, as OC C Company. This included 2 tours to Northern Ireland – the second of which was as Battalion 2IC in South Armagh. He was promoted to Lieutenant Colonel in January 2000, and posted to the Directing Staff at the Joint Services Command and Staff College. During this tour he completed a MA in Defence Studies through King’s College London. In April 2002 he re-joined his Battalion, now part of 52 Infantry Brigade in Edinburgh, as Commanding Officer, and deployed with it to Bosnia and Iraq during his tenure.

In March 2004 he was promoted to Colonel and assumed the appointment of Chief Crisis Planning, JFC HQ Naples. In October 2005, he was posted to HQ Land Command as DACOS Organisation. He attended the Higher Command and Staff Course in 2006. He was promoted to Brigadier in November 2008 to become Commandant School of Infantry, commanding the Infantry Training Centre Catterick, the Infantry Battle School Brecon, and the Support Weapons School Warminster. In Dec 2011 he deployed to Kabul as Deputy Commander-Army within the NATO Training Mission-Afghanistan where he was responsible for generating, training and fielding the Afghan National Army. He then attended Terms 1 and 2 of the Royal College of Defence Studies in September 2012. In March 2013 he moved to SHAPE to assume the appointment of Deputy Commander NATO Special Operations Headquarters. He is a Deputy Colonel of The Royal Regiment of Scotland.

BGen Stevenson enjoys all sports. Once a keen rugby player, he now concentrates on cricket, tennis and, as a life-long Liverpool fan, a bit of football. He was Chairman of Army Cricket from 2009 to 2011. He has done some free-fall parachuting and recreational mountaineering, and is a keen skier. He is married to Katie. They have two sons: Macgregor (Mac), b. Mar 03 and George, b. Aug 06.

Col Jean-Hervé MICHELOT joined the French Armed Forces as a conscript officer, Infantry in 1981.

After 2 years as platoon leader, he joined the officer’s course in Coetquidan (EMIA). He was promoted as 1st Lieutenant, in 1987 and joined the 2nd Foreign Legion Paratroopers Regiment (2 REP) in Calvi (Corsica) to serve as Platoon Leader.

He then joined the Army Aviation, and was certified as a helicopter pilot in 1990. Appointed successively in the 3rd Combat Helicopter Regiment (3RHC), the Army Avn Advance School and the 6RHC, he assumed responsibilities as a Patrol Leader, Squadron Leader and an Operations Officer, after the Junior Staff College in 1996. During this period, he deployed successively in Chad, Iraq during the 1st Gulf War, Centre Africa, Bosnia (UNPROFOR as squadron leader in summer 95 and chief of the HELIOPS cell in HQSFOR, Sarajevo in 97) and Kosovo in summer 99.

He joined the Joint Staff College (CID) in 2000, and was then assigned to the French Joint Planning Staff in Creil as J5 member of the key nucleus of the French Joint Force HQ. He deployed in Kabul in the early days of 2002 as J5 SO in the nascent ISAF.

He served as Chief Operations of the 3RHC from 2003 to 2005, and deployed as Chief Operations of the helicopter battalion in Ivory Coast (2004), then as Commanding Officer of the French helicopter unit deployed in Sumatra (Indonesia) for the tsunami relief operations in early 2005.

He then was assigned as Chief J5 in the staff of the Admiral commanding the French forces in Indian Ocean (ALINDIEN), embarked one year onboard the admiral’s flag ship.

Appointed to JFC Naples, J5 Division in August 2006, he served as Advanced Planning Branch Head and JOPG Leader. During his NATO tour, he contributed to JFC Naples planning efforts, such as new NATO tasks in Kosovo, Operation Allied Protector, military cooperation and energy security.

In 2009, he took over the position of Chief J3 in the French Joint Force and Training HQ (EMIA-FE) and deployed as OLRT head in Haiti in January 10. From August 10 to July 11, he served as the Strategy Section Chief within HQ ISAF CJ5. From January to May 13, he deployed to Mali as J3 and J5 division head of the French JTFHQ of Operation SERVAL.

Col Michelot has been married to Therese for 22 years and they have three children; Anne-Lise (1992), Floriane (1995) and Valerian (1999).

He spends most of his spare time redeveloping the family house, located in south west of France.

Colonel Roland GÖBEL, Colonel with General Staff education, joined the German Armed Forces in 1976. After completing his military education he joined the Armoured Cavalry. Afterwards he has been assigned to several successive positions with different responsibilities.

From 1977 to 1980 he obtained the Masters Degree in Business Administration at the University of the German Federal Armed Forces in Hamburg, Germany.

After being promoted to the rank of Army Captain, he returned to active duty serving as Commander of an Armoured Company equipped with Leopard 2 tanks. In 1990, Col Göbel completed the General Staff Officers Course at the Federal Armed Forces Command and Staff College in Hamburg, followed by an assignment as G2 in the rank of Major in the German 3rd Armoured Division until 1992. Subsequently, he gained the position of G3 Ops ACE Rapid Reaction Corps until 1994. He also attended the General Staff Officers Course at the Armed Forces of Spain in Madrid, graduating in 1995.

From 1995 to 1999 Col Göbel has been professor for Management and Leadership (Lt Col) at the German Armed Forces Staff College in Hamburg, Germany, followed by a time in the Joint Staff of the German Ministry of Defence in Berlin, Germany. In 2003, he transferred to the policy section at the British Ministry of Defence in London, United Kingdom, until 2006. Following that, he worked as Assistant Chief of Staff (ACOS) G7 in the Operational Division of NATO Rapid Deployment Corps (NRDC) Spain in Valencia, where he also acted as Senior National Representative of the German contingent.

Throughout his career he has been awarded with the German Gold Cross of Honour for exemplary and meritorious service as well as with the Spanish Cross (Military Merit with White Ribbon) for extraordinary service connected to the Spanish armed forces.

Col Göbel is currently living in Madrid. He is married to Sabine, they have a daughter and a son. His interests include history, politics and economics. Col Göbel is fluent in English and Spanish.

Lieutenant General Eric MARGAIL was born on 7th October 1959 in Sidi-Bel-Abbes, Algeria.

After preparing the Grandes Ecoles in La Flèche, he joined the Saint Cyr Military Academy, France, (class ‘General Lassalle’ 1979-1981), and chose infantry upon graduation. During the first part of his career, he served as a combat platoon leader within the 2nd Foreign Legion Infantry Regiment and the 5th Foreign Legion Regiment in Mururoa. Assigned back to the 2nd Foreign Legion Infantry Regiment, he served as operations officer and later assumed command of a combat company (1988-1990).

Assigned to the General Staff/Public Information Office, he passed the entrance examination to the General Staff Course (1993-1994) and attended afterwards the second class of the Joint Staff College (1994-1995). Afterwards he was staff officer within the Foreign Legion Command in Aubagne, speech-writer for the Chief of the General Staff and then staff officer within the general Staff/Human Resources. He assumed command of the 2nd Foreign Legion Infantry Regiment (stationed in Nimes) on 17th July 2002 until 1st July 2004. Posted to the Defence Staff, he took charge of the planning cell for Africa at the Joint Operations Centre. In September 2005, he attended the 55th Class of the Higher Command and Staff Course (CHEM) and the 58th Class of the College of Higher Defence Studies (IHEDN). He was then posted to the Defence Staff, where he worked directly with the DCOS Organization.

LGen Margail was promoted to Brigadier General on 1st August 2008, when he assumed command of the 6th Light Armoured Brigade (the CP of which is in Nimes). He was appointed DCOS Employment and Support of the General Staff in August 2010 and promoted to Major General on 1st April 2011. He was promoted to Lieutenant General on 1st August 2013 when he took command of Headquarters Rapid Reaction Corps-France (HQ RRC-FR).

He has been deployed several times on overseas operations (Lebanon, Chad, Gabon, Bosnia, Kosovo and Ivory Coast).

He is married and a father of nine children.

Lieutenant General Richard ROSSMANITH was born on March 16th, 1955, and spent his youth in

Bavaria. In July 1973 he joined the Bundeswehr, Light Infantry Battalion 561 in Munich. In 1977 he graduated from the Bundeswehr University in Munich with a B.Sc. in Electrical Engineering. From 1977 to 1981 he served as Platoon Commander in Light Infantry Battalion 112, Regen, before becoming Company Commander in 2

nd and 4

th Company of Mechanized Infantry Battalion 112, also

stationed in Regen, from 1981 to 1985.

Between 1985 and 1987 he successfully attended the German Command and General Staff Officer Course in Hamburg. After that he was appointed to his first NATO position as Desk Officer for Politico-Military Affairs to the German Military Representative to the Military Committee in Brussels, Belgium. In 1989 he became the G3 for 6

th Armoured Brigade in Hofgeismar, and in 1990 he was sent to Erfurt

to serve as Chief of Staff of the 4th Motorized Rifle Division (former National Peoples Army). In April

1991 he was assigned to his second NATO position as Branch Chief in Headquarters BALTAP, Karup, Denmark, and served there until 1993. Returning to Germany he was next posted to the Ministry of Defence, initially as Desk Officer in the Armed Forces Staff (Bundeswehr Operations), before becoming Deputy Branch Chief (Policy) and G3.

From June 1995 to March 1997 he commanded Mechanized Infantry Battalion 212 in Augustdorf, followed by a deployment to SFOR, where he became the G3 of the German National Contingent in Rajlovac, Bosnia, in April 1997. From late 1997 to 1999 he served as G3 of 7

th Armoured Division in

Düsseldorf. In October 1999 he was appointed as Head of the Army Development Working Group at the Army Staff in Bonn. In November 2000 he became the Chief of Concepts, Plans and Organization Branch at the MOD’s Policy Planning and Advisory Staff in Berlin. Between 2003 and April 2005 he commanded the 9

th Armoured Brigade in Munster. That included a deployment to Kosovo as

Commander of KFOR Multinational Brigade Southwest in Prizren.

From May 2005 to May 2006 he served as Deputy Director of the Policy Planning and Advisory Staff at the MOD in Berlin, before being sent on his third NATO position as Chairman of the Deployable Forces Coordination Group at SHAPE in Mons, Belgium, from May 2006 to October 2009. In November 2009, LGen Rossmanith was appointed Chief of Staff of Deployable Joint Staff Element 1 at Allied Force Command Heidelberg, his fourth NATO assignment. In September 2010, LGen Rossmanith deployed to HQ ISAF, Afghanistan, where he served for 16 months as Deputy Chief of Staff, Stability. After his redeployment in January 2012 he resumed his tasks as Chief of Staff at Allied Force Command Heidelberg.

On December 18th, 2012, LGen Rossmanith assumed command for the Response Forces Operations

Command, now Multinational Joint Headquarters Ulm.

LGen Rossmanith’s awards and decorations include: the Gold Cross of Honor of the Bundeswehr, the Bundeswehr Foreign Duty Medals SFOR, KFOR, and ISAF, the NATO Non-Article 5 Medal, the NATO Service Medal, the US Meritorious Service Medal, the ITA Service Medal and the FRA Medal for the Former Yugoslavia.

Air Marshal Graham STACEY was born in London in 1959 and was commissioned into the Royal Air Force in 1980 after reading Chemistry at Leeds University. Much of the early part of his career was spent in Air Defence and included tours in Belize and the Falkland Islands and Loan Service with the Indonesian Army. As a Squadron Leader he formed and commanded a SAM Squadron in Yorkshire, served as a Liaison Officer at the UK Defence Research Agency working within the Counter-Terrorist Explosives Detection and Countermeasures field, and was a desk officer in the UK Ministry of Defence Joint Service Operational Requirements branch.

In 1994 AM Stacey attended the UK Army Staff College at Camberley and, on completion of the course, was promoted to Wing Commander and posted to Headquarters Air Command as a policy and programmes staff officer. In 1997 he spent 10 months on the staff of Carl Bildt, the then High Representative for Bosnia and Herzegovina and in 1998 he took command of No 1 Royal Air Force Tactical Survive to Operate (Force Protection) Headquarters. In an eventful 18 months the Headquarters completed 2 Iraqi Southern Watch tours and led the establishment of the RAF Detachment at Ali al Salem, Kuwait. The Headquarters also provided the framework organisation for the activation and running of the KFOR airfield at Pristina, Kosovo. This latter task involved Stacey being attached to HQ UK 4 Armoured Brigade and deploying with forward elements on day 1 of the NATO Kosovo Land Campaign.

Promoted to Group Captain in 1999 he returned to the Ministry of Defence to take post as an Assistant Director within the Directorate of Joint Warfare. He took command of Royal Air Force Honington, a large airbase in eastern England, in 2001. This tour included a mid-term 4-month "sabbatical" to command the multinational ISAF 1 Detachment at Kabul Airfield in Afghanistan. He departed Honington in June 2003 and immediately took up post as the Deputy Senior British Military Representative (Iraq) based within CJTF-7 in Baghdad. He was promoted to Air Commodore in post. In 2004 he attended the Royal College of Defence Studies prior to taking up appointment as ACOS J7/Director Joint Warfare Training Centre within the UK’s Permanent Joint Headquarters. He attended the UK Higher Command and Staff Course in January 2007 before joining NATO Joint Forces Command Brunssum to lead the J3 Ops Division. He departed Brunssum in December 2008 on promotion to Air Vice Marshal and joined US CENTRAL COMMAND (Tampa) in February 2009 as Senior British Military Advisor to General David Petraeus and the HQ. On 5 Nov 2010, he was appointed Administrator of the Sovereign Base Areas and Commander British Forces Cyprus where, amongst many tasks, he oversaw key support to operations in Afghanistan and Libya and provided the UK’s Theatre Reserve Battalion.

AM Stacey was awarded an MBE for services in Indonesia, a QCVS for Op DESERT FOX and was appointed a Companion of the Order of Bath in 2011. His wife, Dr Maria Stuttaford, is an academic specialising in health and human rights issues. He has two children, Fiona and Gavin, both at university. His interests include cycling, walking, squash, cooking and rugby and he is an ex Chairman of RAF and CS Rugby and ex Service Vice President of the Royal Air Forces Association (European and Overseas Area).

On promotion to Air Marshal he returned to Allied Joint Force Command Brunssum as Deputy Commander on 15 January 2013.

Major General Jerzy BIZIEWSKI was born on 10 August 1955. He graduated from the Mechanized Infantry College in Wrocław, Poland (currently the Academy of Land Forces) in 1979 and the General Staff Academy in Warsaw, Poland (currently the National Defence Academy) in 1988. His educational background also includes a post-graduate operational course at the Royal Danish Defence College (1996), the NATO School Oberammergau, Germany, and at HMS Dryad, United Kingdom. His military service started in 1979 when he became a Platoon Commander and then a Company and Battalion Commander in the 49th Mechanized Regiment, where he served until 1985.

Between 1988 and 1990 he served as a Chief of Staff of the 36th Mechanized Regiment in Trzebiatów, Poland. From 1990 to 1994 whilst undertaking Ph.D. studies, he was a lecturer at the National Defence Academy. Between 1996 and 1998 he was an adjunct Professor in the division of tactics and then in the division of strategy at the National Defence Academy in Warsaw. From 1998 to 2002 he worked for the Strategic - Operational Directorate J3 of the Polish Armed Forces General Staff. In the following years (2002 to 2005) he was the Head of Movement and Transportation Branch for the JFC HQ NORTH Brunssum, Netherlands. Between 2005 and 2006 he was a Deputy Chief of Current Operations J3 in the Polish Armed Forces General Staff. From 2006 to 2008 he was COM 1st Armoured BDE. During this period MGen Biziewski was appointed the Commander of the second rotation of the Polish Military Contingent in Afghanistan in 2007 and successfully led it throughout its mission. From 2009 until mid-2010 he served as a Deputy Chief of Strategic – Planning Directorate J5 for the Polish Armed Forces General Staff. On 29 May 2010 he commenced his tour of duty as the COM 2nd Mechanized Corps. On 01 August 2013 Major General Biziewski joined SHAPE to take up the post of Deputy Chief of Staff, Plans (DCOS PLANS).

Major General Ilias LEONTARIS joined HQ NRDC-GREECE on 27 March 2013, as Chief of Staff. Prior to joining HQ NRDC-GRC, he was assigned to Hellenic Army Military Academy as Commander. MGen Leontaris, was born in Domokos, Gr in 1959 and graduated the Military Academy in 1981, as Infantry Second Lieutenant. He was promoted to Lieutenant in 1984, to Captain in 1987, to Major in 1993, to Lieutenant Colonel in 1999, to Colonel in 2006, to Brigadier General in 2009 and on Aug, 1, 2012 to the rank of Major General. His career began as Platoon Leader in the 11th Infantry Training Centre. Then, he fulfilled a number of command and staff appointments in Infantry Units and Formations, to include posts in the Hellenic Force in Cyprus, and the Army Military Police. He commanded the 566 Mechanized Infantry Battalion and served as Staff Officer at 98th Infantry Division and the Hellenic National Defence General Staff, dealing with NATO and International Training issues. In July 2000, he was assigned to NATO HQs AFSOUTH, Naples, ITALY as Chief Logistics Programs & Support Section and Acting Chief of the Log Ops Branch of the J4 Division. In the framework of his duties he was involved in NATO-led operations in Balkans (Bosnia-Herzegovina and Kosovo). He dealt specifically with the Operation ‘’Essential Harvest’’ and was deployed to FYROM as Chief CJ4 for the AMBER FOX operation, in 2001. Upon his return to Greece, in 2003, was appointed as G4 Coordinator at HQs NATO Deployable Corps-GR dealing with the preparation of the HQs for the IOC evaluation. Then, and in parallel with his primary duties was appointed as the Project Officer for the preparation of the HQs for the FOC evaluation.(A coordinating role, between Greek, NATO authorities and the Headquarters, for all issues concerning the implementation of the NATO FOC evaluation strategy for GRF HQs). After the successful completion of the HQs FOC evaluation he moved to Command Group and took over duties as Chief of the Office of the Commander and Military Assistant. In July 2006 he was appointed as Defense Attaché at the Embassy of Greece in Washington DC, USA. In July 2009 and upon his return to Greece was assigned as Director, Doctrine Directorate at the Hellenic Army General Staff. In March 2011, he assumed command of the 31st Mechanized Infantry Brigade, until Aug 9, 2012. He has successfully completed all Infantry courses. In addition, he has attended the Greek Military Police Officers, the Joint Electronic Warfare and the Strategic Intelligence courses as well. He is also a Greek Army War College and National Defence College graduate. Furthermore he has taken the US Army Military Police Officers and the US Army Instructors Training Courses at Fort Mc Clellan, Aabama. He has also attended various courses at NATO School in Oberammergau, Germany. MGen Leontaris is a CFE Treaty qualified Inspector, holds a Masters in Strategic and Diplomatic Studies and speaks English. MGen Leontaris has been decorated with the following distinctions: Medal for Military Valor A Class; Golden Crosses of the Order of Merit and Order of Phoenix; Army Meritorious Command Commendation Medal, A Class; Staff Officer Service Commendation Medal, A Class; Army Formation Meritorious Command Commendation Medal, C Class; NATO medals for the Services with NATO in Bosnia-Herzegovina (SFOR), in Kosovo (KFOR) and in former Yugoslav Republic of Macedonia (AMBER FOX); Legion of Merit Medal, of the USA; Medal of Defense Forces of Armenia. His hobbies include sports, traveling, studying history and stamps collection. He is married to Sonia Chitzou and they have two children; Iliana, (Psychologist and Preschool Education Teacher) and Thanos, (Law School Student at Aristoteleio University in Thessaloniki, Greece).

Deputy Commander Naval Striking and Support Forces NATO

Rear Admiral Tim LOWE joined Naval Striking and Support Forces NATO in September 2012 as the Deputy Commander. Prior to joining Striking Forces NATO, he was assigned as Deputy Flag Officer Sea Training. RAdm Lowe was educated at Harvey Grammar School Folkestone and the Britannia Royal Naval College, being commissioned into the Royal Navy in 1981.

RAdm Lowe was appointed to normal Junior Warfare Officer assignments prior to his first command, the Patrol Vessel HMS SANDPIPER in 1989. He completed the Principal Warfare Officer Course in 1992, followed by a year of intensive Anti-Submarine Warfare exercises and operations in HMS COVENTRY. In July 1993 he was nominated to attend the first Specialist Navigation course and, on completion, served as the Squadron Warfare Officer (Navigation) to Captain Second Frigate Squadron operating in the Arabian Gulf, Mediterranean Sea and South Atlantic Ocean before joining the staff of Flag Officer Surface Flotilla as the Navigation Specialist.

From 1995 to 1999, RAdm Lowe completed the last Joint Service Defence Course and served as Commander Navigation at the School of Maritime Operations and in the Naval Communications and Information Systems Directorate at the Ministry of Defence. In April 1999, he assumed command of HMS SHEFFIELD, serving in home waters and the Baltic, followed by an appointment as Chief of Staff to Commander Amphibious Task Group which included deployments to the Middle East and Mediterranean to include operations to support initial operations in Afghanistan. RAdm Lowe returned to the Ministry of Defence in 2002 working in the Directorate of Naval Operations in the Defence Crisis Management Organisation during Operation TELIC. From 2003 through 2004, RAdm Lowe served as an Assistant Director in the Joint Commitments Directorate before being appointed as Principal Staff Officer to the Deputy Supreme Allied Commander Europe. Upon completion, RAdm Lowe took command for a third time on board HMS ALBION, the Fleet Amphibious Flagship, where he led her through a high tempo operational programme spanning from the Baltic to West Africa.

As a Commodore, RAdm Lowe first served as the United Kingdom Maritime Component Commander Middle East and Deputy Commander Combined Maritime Forces in the United States FIFTH Fleet Area of Responsibility, where he led 40 nations in maritime security operations and counter-piracy missions. He was then appointed as Commander Maritime Warfare School, Commodore Surface Stream and Commanding Officer HMS COLLINGWOOD until his assignment as Deputy Flag Officer Sea Training in December 2011.

RAdm Lowe is a winner of the Portobello and Captain Farmer Memorial Prizes, and was awarded the Queen’s Commendation for Valuable Service (QCVS) in September 2010.

Deputy Commander Multinational Corps Northeast, Szczecin, Poland

Major General Agner ROKOS joined Multinational Corps Northeast in April 2013 as Deputy Commander. Prior to this assignment, he was Commander, Army Operational Command Denmark from 2010 to 2013.

MGen Rokos was commissioned in 1983. His initial background was as a tanker (Leopard 1) and as a Brigade S-3 officer. In 1990 – 1991, he served for one year with the United Nations Military Observer in India and Pakistan.

He attended the Danish General Staff Course from 1992 to 1993, following which he served as a staff officer at the Danish Defence Command, the Ministry of Defence and the Army Operational Command.

He commanded an armoured battalion in 1998 – 2000, after which he returned to the Danish Defence Command as Chief, Arms Control Branch. He then deployed to Bosnia as Commanding Officer, Nordic Polish Brigade in 2002. Following that, he attended the NATO Defense College in Rome.

From 2003, he commanded the Danish Reaction Brigade, and in 2005 he deployed as Deputy Commander with the NATO Training Mission in Iraq. Having served in Iraq, he returned to Denmark to command the then newly formed 1 Brigade, after which he was appointed Commander, NATO Joint Force Training Centre in Bydgoszcz, Poland in 2006.

In 2009, MGen Rokos returned to Denmark and served as General Officer Commanding Danish Division, including as Land Component Commander for NRF-14 (2010).

DCOS PLAN of HQ Land Component Command

Brigadier General Andrés FREIRE GARCIA joined the Spanish Army in 1977, attending the Spanish Army Military Academy until 1981 and then the Artillery School. Upon graduation as a First Lieutenant in 1982, he served in Artillery units in commanding positions ranging from Platoon Commander to Battery Commander until 1994, including an appointment as instructor in the Artillery School from 1988 to 1992.

He was selected to attend the Spanish Staff College from 1994 to 1996, with the subsequent staff job appointment in the HQ Regional Command Northwest, a position he held until 1999.

He was selected to attend the Advanced Command and Staff Course in 1999-2000 in the United Kingdom. Upon completion of the course he was appointed as instructor at the Spanish Higher Centre for Defence Studies in Madrid.

BGen Freire Garcia’s experience in international military assignments includes a tour in UNPROFOR, 1993-1994, as UN Military Observer, and a tour in SFOR HQ, 1998, as J2 analyst. In 2003-2004 he was posted to the NATO JCSOUTH, Verona, Italy where he served as J2 intelligence analyst. After the deactivation of JCSOUTH in 2004 he was transferred to EUROFOR HQ in Florence, Italy, where he developed the jobs of Chief, Combat Support Branch during 2004-2005, and Chief, G-5/9 Branches during 2005-2006.

Back in Spain, after a short staff assignment at the Operational Logistic Force HQ in 2006 he was appointed as Battalion Commander in the 62nd Field Artillery Regiment from 2007-2009. Upon completion of his command period, he assumed the position of Chief of Staff (OF-5) at the Spanish Army 4th General Sub-Inspectorate in Valladolid from 2010-2012.

BGen Freire Garcia completed several courses and qualifications in the Spanish Army, to include the command of self-propelled artillery units, the Paratroopers Command Course, the Fire Direction and Weapon Locating Systems Course, and the Spanish Army Staff Course. He has also attended the Field Artillery Advanced Course in Fort Still, Oklahoma, USA, and the Advanced Command and Staff Course in the United Kingdom.

He is in possession of a Master’s Degree in Physics, in the specialty of Electronics, from the University of Valladolid, Spain.
