ITS IMPLICATIONS TO MARITIME EDUCATION AND TRAINING

STCW 2010The Manila Amendments Conference resolution on expression of

appreciation to the host GovernmentSubmitted by Italy:

Italy wishes to express appreciation to the host Government for offering to hold theConference in Manila, The Philippines, for its hospitality, for the generous financial and in-kindcontribution and for their efforts towards the preparation and excellent arrangements. Italytherefore proposes a draft Conference resolution expressing appreciation to the host Government.


DECIDES, in grateful recognition of this contribution, to designate the amendments adopted by the Conference as the:

“MANILA AMENDMENTS TO THE INTERNATIONAL CONVENTION ON

STANDARDS OF TRAINING, CERTIFICATION AND WATCHKEEPING FOR

SEAFARERS, 1978”

Major Revisions were adopted during this diplomatic conference thereby ensuring that the necessary global standard should be in placed to enter into force by January 1, 2012 and full compliance by January 1, 2017.


Summary of the Adopted amendments with number of important changes to each chapter of the Convention and Code:

• Improved measures to prevent fraudulent practices associated with the certificate of competency• Revised requirements on hours of work and rest; new requirements for the prevention of drug and alcohol abuse, and updated standards relating to medical fitness for seafarers


• New certification requirements for Able Seafarers Deck and Engine• New requirements relating to training in modern technology such as ECDIS• New requirements for marine environmental

awareness training and leadership and teamwork training• New training and certification requirements for Electro-technical Officers and ratings• New requirements for security training, and provisions to ensure that seafarers are properly trained to cope up piracy


• Update of competence requirements for personnel serving all types of tankers , including new requirements for liquefied gas tankers• Introduction of modern training methodology

such as distance learning and web-base learning• New training guidance for personnel serving

ship’s operating in polar waters• New training guidance for personnel operating Dynamic Positioning System

courses for holders of ‘95 certificates• The Philippines or any Party can’t

afford any delay

requirements for certification of ratings as able seafarers deck

• New Regulation III/5 - Mandatory minimum requirements for able seafarer –

engine• New Regulation III/7 – Mandatory minimum

requirements for certification of electro- technical ratings.


With all these new and amended regulations we need to act together. All Govt. Agencies, both public and private schools and training institutions, the maritime industry as a whole, for smooth transitions of the Manila amendments and attend full compliance by 2017.
