MEMORANDUM OF COOPERATION(MOC) BETWEEN THE CARB AND SPABCON PM10 AIR QUALITY MONITORINGAND ANALYSIS
Carry out specific activities to improve airquality (September 2019) in 16 areas ofcooperation:
1.Compare the PM10 pre- and post-sample filter weights (CARB)
2.Continue weighing PM10 filters and reporting data for the nine (9) PM10 monitors (CARB)
3.Provide PM10 mass data to AQS within 90 days of the end of each calendar quarter (SPABC)
4.Develop Standard Operating Procedures (SOPs) and operate the laboratory in compliance with those procedures (SPABC)

FIRST REPORT OF EMISSIONS AND TRANSFER OF POLLUTANTS
WITH 692 ANUAL OPERATION REPORTS (COA) FROM THE
INDUSTRIES THAT GENERATE EMISSIONS.
Registry of Emissions and Transference of Pollutants(RETC)
WITH THE START OF THE RETC IN THE STATE OF BAJA CALIFORNIA (2018), WILL BE POSSIBLE TO COUNT WITH AN ANNUAL REPORT OF EMISSIONS TO THE AIR, SOIL AND WATER THAT ARE GENERATED IN THE STATE.

IN TERMS OF REGULATION DERIVED FROM MOVILE SOURCES POLLUTION, 278 111 VEHICLES HAVEBEING SUBJECTED TO THE SMOG CHECK PROGRAM WHICH REPRESENTS 28% OF THE TOTAL VEHICLESREGISTERED IN THE STATE.
THE SMOG CHECK PROGRAM CONTRIBUTES TO THE REDUCTION OF 22% AVERAGE OF POLLUTANTS GENERATED BY VEHICLES DRIVEN ABOUT IN THE STATE.

PROFEPA`S new role in air quality auditing
National Catalogue of elements for air qualitymanagement
SEMARNAT IS INTEGRATING SISTEMATIC INFORMATION ON AIR QUALITY MANAGEMENT CONCERNING:
a) LEGAL, INSTITUTIONAL AND ADMINISTRATIVE INSTRUMENTS
a) TOOLS OF INFORMATION IN USE OR DEVELOPMENT BY THE STATE GOVERMENTS

IN 2018 THERE WAS A FUND FOR$752, 688 Dlls BY CONACYT AND THESTATE GOVERMENT TO REHABILITATETHE AIR QUALITY MONITORINGSYSTEM OF BAJA CALIFORNIA.
THE PRIVATE FIRM (CIMA SA DE CV) WHICH GOT THE GRANT ADQUIERED SENSORS (AQ65) THAT DID NOT FULFILL THE REQUIREMENTS OF NOM 156 SEMARNAT 2012.
THE SENSORS WERE REJECTED BY SPABC FROM THE START.

THE PROCESS OF WEIGHING FILTERS USED BY THE HV SAMPLERS FOR PM10 IN BAJA CALIFORNIA IS IN PROGRESS
THE AIR QUALITY LAB IS TIJUANA IS TESTING THE POSSIBILITY OF DOING THE JOB IN MEXICO UNDER THE SUPERVISION OF CARB
COMPARATIVE TEST ARE BEING RUNNED IN TIJUANA AND SACRAMENTO TO MAKE IT SUCESSFUL
Final thoughts
THROUGH BINATIONAL COOPERATION WILL BE POSSIBLE TO HAVE A CLEANER COMMON ATMOSPHERE AT THE CA–BC BORDER
THERE HAS BEEN A GOOD RAPORT BETWEEN PARTNERS (CARB, SPABC, DPA, IVAQCD AND NGO’S) TO TACKLE THE AIR QUALITY POLLUTION.
