6.1 INTRODUCTIONLiteracy is one of the key socio-economic indicators which helps map the development path of

a country. A common thread among developing nations is the wide gender disparity in terms

of literacy status. Similarly in India there exists a gender gap in male and female literacy rates,

with a favourable trend observed in regard to the former.

Low literacy level is a result of the prevailing socio-economic factors. The key factors can be

outlined as poverty, hierarchical social divisions, lack of awareness and infrastructure facilities

and rigid adherence to conservative cultural values which not only results in low literacy status

but in addition acts as a major impediment to narrow the existing gender disparity.

India has recorded a literacy rate of 74.0 percent with the rural areas reporting a literacy rate

of 68.9 percent and the urban areas registering 85.0 percent literacy; resulting in an absolute

difference of nearly 16 percentage points. The difference in the rural and urban female literacy

rates is skewed in the favour of the urban areas with a difference of more than 20 percentage

points. The pronounced difference in the rural-urban distribution proves that significant efforts

need to be undertaken to improve the literacy status in the rural areas.

In Madhya Pradesh the total literacy rate is pegged at 70.6 percent with the rural areas

registering 65.3 percent and the urban areas reporting a figure of 84.1 percent. The gap in

literacy is nearly double in the rural areas as compared to the urban areas which acts as a

hurdle in the development strategy of the state. However, several government initiatives in

the form of programmes and schemes have been undertaken to narrow the gender gap with a

perspective to enhance human capital in the country.

6.2 INDIA AND STATESAt the national level the aggregate literacy rate stands at 74.0 percent. The gender wise

segregation reveals that 82.1 percent of the male population is literate whereas a lower 65.5

percent female literacy rate has been recorded. The rural areas have reported a literacy rate of

68.9 percent vis-à-vis 85.0 percent literate population found in the urban areas. In the decade

2001-11, the increase in the female literacy rate (12.7 percentage points in rural areas and 7.0

percentage points in urban areas) is higher than the increase in the literacy rate for males (7.9

percentage points in rural areas and 3.4 percentage points in urban areas) in both the rural

and urban areas. In absolute terms, it is seen that there has been a greater decrease in the

literacy gap in the rural areas in comparison to the urban areas in the period 2001-11 as shown

in Statement 6.1 and Figures 6.1 & 6.2.

6.2.1 Top and bottom five States/UTs by literacy rate (Persons)

In terms of overall literacy rate, Kerala is the best performing state with 93.9 percent literacy

whereas Bihar with a literacy rate of 63.8 percent has fared the worst. The top and bottom

contenders in terms of rural literacy rate are Kerala with a figure of 92.9 percent and Andhra

Pradesh registering 61.1 percent respectively. Urban India figures indicate that Mizoram has

recorded the highest literate population at 98.1 percent while Uttar Pradesh is in last place

In the context of female literacy rate, the national data indicates that Kerala is the best

performing state with a female literacy rate of 92.0 percent and in last place is seen Rajasthan

with a poor literacy rate of 52.7 percent. In regard to rural literacy rate, Kerala has reported the

highest female literacy of 90.7 percent while Rajasthan fared the worst by recording a mere

46.3 percent. The figures reported from the urban areas show that Mizoram has registered the

highest female literacy rate of 97.5 percent and Jammu & Kashmir the lowest at 70.2 percent

as shown in Statement 6.3.

6.3 MADHYA PRADESH AND EAG STATESA comparison of the literacy rates reported from the Empowered Action Group (EAG) states is

shown in Statement 6.4. In terms of total literacy rate, Uttarakhand (79.6%) occupies the first

rank while Bihar (63.8%) is in last position. Madhya Pradesh ranks fourth registering a total

literacy rate of 70.6 percent.

In regard to rural literacy rate, Uttarakhand is the best performing state with a literacy of 77.1

percent while on the other hand Orissa has reported the highest urban literacy rate of 86.5

percent. Bihar has fared the worst with the lowest rural literacy rate of 61.8 percent whereas

Uttar Pradesh has reported the lowest urban literacy rate of 77.0 percent which is illustrated

in Figure 6.3.

percent while in terms of urban female literacy rate the state is in fourth position with 77.4

percent as depicted in Statement 6.5 and Figure 6.4.

6.4 MADHYA PRADESH AND NEIGHBOURING STATES

Statement 6.6 compares the literacy status for Madhya Pradesh and its five neighbouring states

of Maharashtra, Gujarat, Chhattisgarh, Uttar Pradesh and Rajasthan. In terms of total literacy

rate the state ranks fifth at 70.6 percent whereas Maharashtra is seen in the first position at

82.9 percent and Rajasthan has fared the worst recording a literacy rate of 67.1 percent.

Maharashtra occupies the first position in rural (77.1%) and urban (89.8%) literacy rate while

Rajasthan has secured the lowest rank in rural literacy rate (62.3%) and Uttar Pradesh has fared

the worst in regard to urban literacy rate (77.0%). For Madhya Pradesh, the rural literacy status

shows that the state is in fifth position at 65.3 percent and in the context of urban literacy it

ranks fourth at 84.1 percent as shown in Statement 6.6 and Figure 6.5.

In the context of female literacy rate, Maharashtra is in first position with a rural literacy rate

of 67.4 percent and an urban literacy rate of 85.4 percent. Rajasthan, on the other hand, has

fared the worst with a meagre rural literacy rate of 46.3 percent and in the urban areas the

female literacy rate stands at 71.5 percent. Madhya Pradesh ranks fifth in terms of rural female

literacy rate which stands at 53.2 percent and fourth in regard to the urban literacy rate which

is pegged at 77.4 percent as illustrated in Statement 6.7 and Figure 6.6.

6.5 LITERACY RATE IN MADHYA PRADESHThe decadal variation in literacy rate for the state from 1991-2011 is outlined in Statement 6.8

and illustrated in Figure 6.7. The total literacy rate has grown from 44.6 percent in 1991 to 63.7

percent in 2001 and finally to 70.6 percent in 2011. The increase in terms of percentage points,

from 1991-2011, is greater for rural Madhya Pradesh as compared to the urban areas with the

state recording an increase of 29.9 percentage points in the rural areas and 13.4 percentage

points in the urban areas.

Statements 6.9 & 6.10 show the gender wise segregation and literacy gap in the state from

1991-2011. The figures reveal that the increase in both male and female literacy rate has been

greater in rural areas as compared to its urban counterparts from 1991-2011. In the rural areas,

the increase in literacy rate for males is 26.3 percentage points while for females it stands at

33.9 percentage points. On the other hand in the urban areas, the increase in male literacy

is 9.2 percentage points and for female literacy it is calculated as 18.5 percentage points. It

is important to note that the decrease in the literacy gap from 1991 to 2011 is greater in the

urban areas (9.3 percentage points) rather than the rural areas (7.6 percentage points).

6.6 LITERACY STATUS IN DISTRICTS OF MADHYA PRADESHStatement 6.11 provides a district wise snapshot of the total literacy rate and the female

literacy rate as per the rural-urban classification. In terms of literacy rate in the rural areas, 28

districts have recorded a literacy rate higher than the state rural literacy rate of 65.3 percent;

with Balaghat (76.8%) reporting the highest and Alirajpur (33.2%) the lowest figure. Similarly,

in the context of urban literacy rate, 20 districts have reported figures higher than the state

urban literacy rate of 84.1 percent; where Seoni (89.7%) has registered the maximum and

Sheopur (73.3%) the minimum.

A look at the female literacy rate across the same parameters of rural and urban areas it is

evident that 24 districts have reported a literacy rate higher than the state rural female literacy

rate average of 53.2 percent with Balaghat (67.8%) being the best performing district and

Alirajpur (27.1%) faring the worst. For urban female literacy rate 18 districts have recorded

higher figures than the state average of 77.4 percent with Seoni (84.6%) in first position and

Sheopur (62.4%) faring the worst.

6.7 LITERACY STATUS : DIVISIONSStatements 6.16 to 6.25 and Figures 6.10 to 6.29 provide an overview of the total literacy rate

and the female literacy rate figures reported from the individual districts in each division of

the state. For Chambal division, the highest rural literacy rate is observed in Bhind (75.4%)

and the lowest in Sheopur (55.1%). Similarly in regard to urban literacy rate the maximum is

recorded in Bhind (80.0%) and the minimum is reported from Sheopur (73.3%). In the context

of female literacy rate, Bhind has reported the highest literacy rate in rural (61.8%) and urban

(69.9%) areas while the least is seen in Sheopur in the rural (41.0%) and urban (62.4%) areas as

illustrated in Statement 6.16 and Figures 6.10 & 6.11.

Data from Gwalior division reveals that Datia (71.6%) has registered the highest rural literacy

rate and the lowest is reported from Guna (60.3%) while the maximum urban literacy rate is

observed in Gwalior (84.2%) and the minimum in Shivpuri (78.4%). The female literacy rate

figures indicate that in the rural areas the highest is recorded in Datia (56.9%) and the lowest

in Shivpuri (45.1%) whereas in the context of the urban areas the maximum is seen in Gwalior

(77.2%) and the minimum in Shivpuri (69.2%) as depicted in Statement 6.17 and Figures 6.12

& 6.13.

A similar trend is observed in regard to the best and worst performing district for both total and

female literacy rates in the rural and urban areas of Sagar division. Sagar district has reported

the highest rural (73.2%) and urban (87.4%) literacy rates while Tikamgarh has registered the

lowest rural (59.8%) and urban (75.7%) literacy rates. In the context of female literacy rate,

Sagar reported the highest literacy rate in the rural (61.7%) and urban (81.3%) areas while

Tikamgarh recorded the least in both rural (47.2%) and urban (67.0%) districts of the division

as shown in Statement 6.18 and Figures 6.14 & 6.15.

For Rewa division, Rewa district (71.4%) has reported the highest rural literacy rate and Singrauli

(58.5%) the lowest while in the urban areas the maximum is observed in Satna (83.8%) and the

minimum in Singrauli (77.6%). The highest rural female literacy rate is reported from Satna

(59.8%) and Rewa (59.8%) while the lowest is seen in Singrauli (45.5%). On the other hand

in regard to urban female literacy rate, the maximum is reported from Satna (76.4%) and the

minimum from Singrauli (67.4%) as depicted in Statement 6.19 and Figures 6.16 & 6.17.

In Shahdol division, the highest rural literacy rate is in Umaria (64.5%) and the lowest in Shahdol

(64.0%) whereas in the context of urban areas the maximum is registered in Dindori (86.7%)

and the minimum in Umaria (80.3%). In regard to rural female literacy rate Shahdol (53.1%)

has reported the highest and the lowest is observed in Dindori (52.3%) while the figures from

the urban areas indicate that the maximum is seen in Dindori (78.9%) and minimum in Umaria

(71.4%) as illustrated in Statement 6.20 and Figures 6.18 & 6.19.

For Ujjain division, the maximum rural literacy is registered in Mandsaur (69.6%) and the

minimum is observed in Ratlam (60.8%) while in the urban areas the best performing district

is Mandsaur (84.6%) and Shajapur has fared the worst (81.2%). The female literacy rate figures

reveal that in the rural areas Mandsaur (53.5%) has recorded the highest literacy rate while

the lowest is registered in Ratlam (47.1%) and on the other hand the urban female literacy

rate shows Ratlam (77.6%) as the top ranking district and Shajapur (71.8%) is in the bottom as

shown in Statement 6.21 and Figures 6.20 & 6.21.

In Indore division, the highest rural literacy rate is recorded in Indore (70.3%) and Alirajpur

(33.2%) has fared the worst while in the urban areas Indore (86.4%) is the best performing

district and Barwani (78.7%) is in last place. In the context of female literacy rate, in the rural

areas Indore (57%) is seen in the first position and Alirajpur (27.1%) has secured the lowest

rank while in the urban areas Indore (81.1%) has reported the highest figures and the lowest is

recorded in Barwani (71.4%) as depicted in Statement 6.22 and Figures 6.22 & 6.23.

Data from Bhopal division reveals that highest rural literacy rate is seen in Raisen (71.7%) and

the lowest is in Rajgarh (59.2%) while for the urban areas the maximum is registered in Bhopal

(85.2%) and the minimum in Rajgarh (78.7%). Raisen (61.8%) has registered the highest rural

female literacy rate and the lowest is seen in Rajgarh (45.5%) whereas in the urban context

the top ranked district is Bhopal (80.8%) while Rajgarh (69.4%) has secured the lowest rank as

illustrated in Statement 6.23 and Figures 6.24 & 6.25.

In Narmadapuram division, Hoshangabad (71.1%) has reported the highest rural literacy rate

and the lowest is seen in Betul (65.7%) while in the urban areas the maximum is recorded in

Harda (88.6%) and the minimum is observed in Betul (87.8%). For female literacy rate, the top

ranking district in the rural areas is Hoshangabad (60.0%) and Betul (56.5%) is in last place

whereas in the urban areas Harda (82.6%) is the best performing district and Hoshangabad

(81.8%) has fared the worst as shown in Statement 6.24 and Figures 6.26 & 6.27.

Among the seven districts in Jabalpur division, Balaghat (76.8%) registered the highest rural

literacy rate and the lowest is seen in Mandla (65.4%) whereas in the urban areas Jabalpur

(88.5%) has reported the maximum and the minimum is seen in two districts namely Katni

(86.6%) and Chhindwara (86.6%). In terms of female literacy rate, in the rural areas the highest

is recorded in Balaghat (67.8%) and the lowest in Mandla (53.6%) while in the urban areas

Seoni (84.6%) is the best performing district and Katni (80.5%) fared the worst as illustrated in

Statement 6.25 and Figures 6.28 & 6.29.

Statement 6.26 encapsulates the top and bottom five districts according to the literacy status,

covering both rural and urban areas of the state in regard to total literacy rate. Rural literacy

rate figures indicate that Balaghat has reported the highest literacy rate of 76.8 percent and

Alirajpur the lowest at 33.2 percent. Similarly in the urban areas, Seoni has recorded the

highest literacy rate of 89.7 percent and Sheopur the lowest at 73.3 percent.

6.8 STATUS OF LITERACY IN URBAN AGGLOMERATIONS HAVING POPULATION GREATER THAN OR EQUAL TO ONE MILLION Statement 6.28 captures the total and female literacy rate in the urban agglomerations with

a population of equal to or greater than one million.Hence the UAs as per the million plus

classification include Indore (U.A.), Bhopal (U.A.), Jabalpur (U.A.) and Gwalior (U.A.). In the

context of total literacy rate, Jabalpur (U.A.) is in first place with a literacy of 89.1 percent while

Gwalior (U.A.) is in last place with a literacy rate of 85.1 percent. In terms of female literacy rate

in the urban agglomerations, Jabalpur (U.A.) is the best performing district which has recorded

a figure of 84.8 percent while Gwalior (U.A.) has fared the worst with a figure of 78.6 percent.

or greater than one lakh, the best performing UAs in regard to literacy rate include Itarsi (U.A.)

with a literacy rate of 90.3 percent and Sagar (U.A.) at 90.0 percent; whereas Chhatarpur (U.A.)

at 84.1 percent and Khargone (U.A.) at 83.0 percent have fared the worst. In terms of female

literacy rate, Sagar (U.A.) and Itarsi (U.A.) have registered 85.0 percent literacy while the low

performing UAs are Chhatarpur (U.A.) at 78.5 percent and Khargone (U.A.) at 76.7 percent as

illustrated in Statement 6.29.

6.10 LITERACY RATE IN CITIES HAVING POPULATION GREATER THAN OR EQUAL TO ONE LAKH There are thirty two cities in the state recording a population equal to or greater than one

lakh. Statement 6.30 lists the literacy rate and female literacy rate of these thirty two cities.

From the perspective of literacy rate, the top ranking cities include Seoni (M.) with a literacy

rate of 91.2 percent and Chhindwara (M.) recording 90.4 percent; whereas the low performing

cities include Shivpuri (M.) at 79.2 percent and Singrauli (M.Corp) with 77.4 percent literacy. In

regard to female literacy rate, the best performing cities include Seoni with a female literacy

rate of 86.5 percent and Chhindwara at 86.1 percent; while Morena and Singrauli have fared

the worst with female literacy rates of 70.2 percent and 67.1 percent respectively.

6.11 CHANGE IN LITERACY RATEThe change in status for total literacy rate in the top and bottom five districts can be studied

from Statement 6.31. Bhopal has recorded the highest improvement in rural literacy rate which

is more than double of that registered by the state which records a rural average change of 7.5

percentage points whereas in Narsimhapur the overall literacy rate has deteriorated further by

2.2 percentage points. In urban Madhya Pradesh, Umaria has reported the highest change in

literacy rate at 8.0 percentage points and Datia the lowest of 1.4 percentage points.

improvement of 21.5 percentage points which is more than twice the state rural average

change of 10.4 percentage points; whereas Shajapur and Narsimhapur have reported the

6.12 TAHSILS AND STATUS OF LITERACYThe literacy status in the rural and urban areas in the top and bottom ten tahsils of the state is

listed in Statement 6.33. In regard to rural literacy rate, Khairlanji has secured the first position

by registering a literacy rate of 80.1 percent followed by Gairatganj and Lalbarra reporting

79.9 percent. The tahsils registering the lowest rural literacy rates include Pati at 27.6 percent,

Alirajpur at 31.2 percent and Varla at 34.7 percent. In the urban areas, the top three tahsils

are Dolariya at 92.3 percent, Seoni which stands at 91.2 percent and Chicholi at 91.1 percent;

The female literacy rate pattern among the tahsils shows that the top three tahsils reporting

the highest percentage in the rural areas are Gairatganj at 72.0 percent followed by Sausar

and Lalbarra at 71.7 percent. The tahsils registering the lowest literacy rates include Pati at

25.1 percent, Alirajpur at 25.8 percent and Ranapur at 27.0 percent. The top ranking tahsils

in urban Madhya Pradesh are Chicholi at 86.9 percent, Dolariya registering 86.7 percent and

Seoni which stands at 86.5 percent; whereas the tahsils recording lower figures are Badoda at

53.7 percent, Satwas at 57.9 percent and Prithvipur which stands at 58.1 percent as shown in

Statement 6.34.

6.13 CHANGE IN STATUS OF LITERACYStatement 6.35 records the change in total literacy status in the rural and urban areas of tahsils

of the state during the period 2001-11. For the rural areas, the tahsils reporting the maximum

change in literacy status include Karahal (20.2), Berasia (18.0) and Jaisinghnagar (17.0) while

among the low ranking tahsils Badnagar (-12.8), Alot (-9.0) and Tendukheda (-9.0) have reported

a further deterioration. In the urban areas, Lateri (14.1), Hatod (13.4) and Buxwaha (12.5) have

recorded the maximum improvement in literacy status whereas further deterioration is seen in

Shahpur (-5.9), Gairatganj (-4.3) and Daloda (-3.1).

The change in female literacy status for the rural and urban areas of tahsils of the state is

illustrated in Statement 6.36. The rural area tahsils which have reported the highest

improvement in female literacy status are Karahal (22.6), Berasia (22.3) and Chitrangi (21.6)

whereas further deterioration has been observed in Badnagar (-19.4), Shujalpur (-12.3) and

Tendukheda (-11.3). In the urban areas, maximum improvement is seen in Hatod (19.8), Lateri

(18.2) and Majhgawan (18.1) while decline in literacy status is reported from Shahpur (-6.4),

Gairatganj (-3.6) and Daloda (-3.5).

6.14 DISTRIBUTION OF TAHSILS BY RANGE OF LITERACY RATES PERSONS, MALES AND FEMALES- RURAL,URBAN Statement 6.37 provides a link between the number of tahsils in the rural areas and its

corresponding literacy rate range for total persons, males and females for the Census rounds

of 2001 and 2011. The number of tahsils has remained the same at 342 from 2001-11 while the

absolute literate population has increased from 20,772,257 in 2001 to 28,991,005 in 2011. For

2001, the maximum number of tahsils (194) have reported literacy rate figures in the range of

below 60.0 percent corresponding to 49.4 percent of the literate population. However in 2011

the maximum number of tahsils (157) have reported literacy rate figures in the range 60.0-69.9

percent corresponding to 44.9 percent of the literate population. The number of tahsils which

have recorded lietracy rate figures in the most desired range of above 80.0 percent has shown

a decline from 5 in 2001 to 1 in 2011.

of 2001 and 2011. The number of tahsils has increased from 261 in 2001 to 282 in 2011 while

the absolute literate population has increased from 10,820,306 in 2001 to 14,836,188 in 2011.

For 2001, the maximum number of tahsils (119) have reported literacy rate in the range 70.0-

79.9 percent corresponding to 36.6 percent of the literate population. However in 2011 the

maximum number of tahsils (162) have reported literacy rate figures in the most desired range

of above 80.0 percent corresponding to 83.6 percent of the literate population.

Statement 6.39 provides a link between the number of tahsils in the state and its corresponding

gap in male female literacy rate range for total, rural and urban areas in the Census rounds of

2001 and 2011. For the rural areas as per 2001 data the maximum number of tahsils (196)

relates to literacy gap in the range 20.0-29.9 percent which corresponds to a rural literate

population of 56.3 percent while for 2011 the maximum number of tahsils (232) relates to

rural literacy gap in the range 20.0-29.9 percent which corresponds to 69.5 percent of the

literate population. In the urban context as per 2001 data the maximum number of tahsils

(138) relates to literacy gap in the range 20.0-29.9 percent which corresponds to an urban

literate population of 21.2 percent while for 2011 the maximum number of tahsils (220) relates

to literacy gap in the range 10.0-19.9 percent which corresponds to 60.9 percent of the urban

literate population.

6.15 DIVISIONS OF MADHYA PRADESH AND LITERACY STATUSThe literacy status across the ten divisions of the state, in terms of total and female literacy is

as mentioned below in Statements 6.40 to 6.60.

In Chambal division, Ater (78.7%) tahsil has reported the highest literacy rate in the rural areas

and the lowest has been registered in Karahal (49.8%) while among the urban areas of tahsils

Bhind (83.7%) is seen in the top position and Badoda (67.1%) has fared the worst. The female

literacy rate for the tahsils in Chambal division reveal that in the rural areas Ater (66.8%) is

the best performing tahsil and Karahal (37.9%) is the worst whereas in the urban areas Bhind

(75.5%) has reported the highest figures and Badoda (53.7%) the lowest as illustrated in

Statements 6.40 & 6.41.

Datia from Gwalior division shows that in the rural areas Bhander (76.9%) is seen in the first

position and Maksoodangarh (56.3%) occupies the lowest rank while in the urban areas Gwalior

(85.1%) has reported the maximum figures and the minimum has been recorded in Aron

(71.5%). In terms of female literacy status in the rural areas Bhander (62.3%) has registered the

highest literacy rate and the lowest is observed in Kolaras (42.3%) whereas in the urban tahsils

of the division the maximum is registered in Gwalior (78.6%) and the minimum in Raghogarh

(61.0%) as shown in Statements 6.42 & 6.43.

and the lowest from Khargapur (55.0%) whereas in the urban belt the maximum is registered

in Sagar (89.5%) and the minimum in Prithvipur (68.2%). For female literacy rate in the rural

areas the top ranking tahsil is Sagar (66.8%) and in last position is Baldeogarh (43.7%) whereas

in the urban areas Sagar (84.2%) has recorded the maximum female literacy rate and Prithvipur

the rural areas is Kotar (65.5%) and Singrauli (43.5%) is seen at the bottom whereas in the

urban areas Huzur (81.1%) registered the highest female literacy rate and Naigarhi (58.6%) the

rate, in the rural areas the top ranking tahsils are Lalbarra (71.7%) and Sausar (71.7%) while

Harrai (45.9%) has fared the worst. In the urban areas, the maximum female literacy rate is

observed in Seoni (86.5%) and the minimum in Barhi (69.7%) as illustrated in Statements 6.58

& 6.59.

The division wise analysis indicates that in the rural areas Jabalpur has registered the maximum

literacy rate (71.3%) and female literacy rate (61.0%) whereas Indore division has fared the

worst in terms of both overall literacy rate (54.2%) and female literacy rate (43.7%). In the

urban areas the highest literacy rate is observed in Narmadapuram (88.0%) and the least in

Chambal (78.7%) whereas the urban female literacy rate figures reveal that Jabalpur (82.6%) is

the best performing division and Chambal (68.1%) has fared the worst as shown in Statement

6.60.
