5D.2.0

GENERAL INSTRUCTIONS TO CONTRACTOR

5D.2.1

The works shall include the planning, design, construction / installation, testing and commissioning of all the systems, including maintenance of all Mechanical Services complete with relevant appurtenance and ancillary works, services and equipment all in strict accordance with the Client's Requirements.

The work also comprise the provision by the Contractor at his own risk and cost of all materials, store, safety equipment, scaffolding, tools, plants, professional services, labour, transport, water, light, power and compliance with all relevant authorities, including the approvals of plans for all services from the relevant authorities and everything else necessary for the proper execution and completion of the works.

5D.2.7 All equipment offered shall also be of a reputable make with an established local agent in this country. Adequate spare parts must be maintained by the local agent and trained local personnel made available to handle the subsequent maintenance of this equipment.

5D.2.11 The Contractor shall also give a list of manufacturer’s recommended essential spares together with the prices. However the prices for these spare parts shall not included in the main tender offer. Notwithstanding this, all spare parts required within maintenance and guarantee period as specified inside the contract shall have been built into or considered in the main tender price.

5D.3.0 GENERAL REQUIREMENT

5D.3.1 Regulations and rules

All work to be performed under this Contract shall be in accordance to the best commercial and engineering practice and shall comply with the regulations and bylaws of the following authorities:-

5D.3.1.1 All works should comply with requirements of other authorities having jurisdiction over the whole or part of the mechanical installation in the locality.

5D.3.2 Detail Programme of Mechanical Work

Before the commencement of construction or installation works, the Contractor shall submit a detail programme of work for each individual Mechanical Services. This detail programme shall indicate clearly the sequence of commencement and completion dates of each section/trade of the work.The programme shall be made available in softcopy, either in diskette or CD, written in Microsoft Project or Primavera.

5D.3.3 Protection of Plant and Material

The Contractor shall provide protection of plants/component/parts/materials that include covers, crating, stores, sheds or other means to protect from the weather and the ingress of dirt, grit, plaster or other foreign substances. Special care shall be taken to keep all open ends of pipes, ducts, etc., closed while in storage in the course of installation.

5D.3.4 Protection of Property and Personnel

The Contractor’s workforce shall be required to conform with the general safety regulations governing personnel on site. All precautions shall be taken for the safety of personnel on site including provision of safety gears, erection of barriers and display of warning notices.

5D.3.5 Supervision

All works shall comply with good current engineering practices and shall be carried out and supervised by qualified, competent and skilled personnel.

5D.3.7 Workmanship

5D.3.7.1 The Contractor shall furnish all labour skilled in their respective trades to carry out the work under this Contract in accordance to good engineering and commercial practices.

5D.3.7.2 The Contractor shall furnish names of skilled labours including; their trade certificates, licenses to practice, experience, jobs that have been carried out in the past.

5D.3.9 Patent Rights

5D.3.9.1 The Contractor shall fully indemnify the client against any action, claims or demands, costs or expenses arising from or incurred by reason of infringement of letters, patent rights and design, trademark or name, copyright or other protected means in respect of any designs, machine, plant, work, materials or things, systems, method of using, fixing working or arrangement used, fixed or supplied by him.

5D.3.9.2 All payments or royalties payable in one sum or by installments or otherwise shall be included by the Contractor in his tender and shall be paid by him to whom they may be due or payable.

5D.3.9.3 In the event of any claims being made or action brought against the government with respect to such matters as aforesaid, the Contractor shall immediately be notified thereof, and he shall, at his sole expenses, conduct all negotiation for the settlement of the same or any litigation that may arise there from.

5D.3.10 Design calculation

Contractor shall submit design calculations of all mechanical systems in hard copy (binded with hard cover) as well as in CD/diskette form.

5D.3.11 Operation Instructions and Training

5D.3.11.1

After completing the installation and prior to handing over, the Contractor shall arrange to conduct briefing/training to one/few client's operators, in all aspects of correct start-up, operation & surveillance and maintenance of the installation, including checking and fault in case of breakdown during normal working

In conjunction with the above training, the Contractor shall supply, in quadruplicate, printed sets of operation instructions which shall clearly indicate the sequence of operation for starting and stopping the entire plant and shall include the precautions to be taken. The operation instruction shall be complete with an "As completed wiring diagram and a schematic layout of the complete installation and control system". One copy of the operation instructions shall be supplied permanently mounted in a glazed frame to be hung on the plant room wall adjacent to the electrical switchboard. The instructions shall be in both English and Bahasa Malaysia.

5D.3.12 MAINTENANCE MANUALS AND SPARE PARTS MANUALS

5D.3.12.1 The Contractor shall supply as per contractual & general requirement of Volume 1 complete sets of printed repair manuals and spare parts manual for all the equipment/complete installations installed by him. In addition, the Contractor shall submit, detailed and itemized list of equipment and spare parts, which the manufacturers of the supplied equipment consider as essential to be kept in ready stock for the purpose of yearly services and maintenance. Each item shall be as priced in the original Contract submission. In addition, manual in CD or diskette is to be provided as per contractual general requirement of volume 1.

5D.3.12.2 'serial number' on the manual and keep one (1) set for himself for future binding and handing over. He shall make a Photostat copy of the manual and pass it to the P.D. for reference and relevant action. If more than one equipment of the same type and model are supplied, the Contractor shall still keep one original set but required to pass one (1) Photostat copy of that particular set and also original manuals of the rest of the same equipment to the P.D. for the same mentioned purpose. All Photostat copy and original copies passed over to P.D. shall not be returned to the Contractor. The Contractor shall make master list of the manuals handed over and obtain acknowledgement form the relevant P.D.'s representative.

5D.3.13 TESTING AND COMMISSIONING

5D.3.13.1 All equipment/installation after installation shall be properly tested wholly or partially (if required) and commissioned. The Contractor shall carry out test on all individual section of the system to prove that the individual capacities specified for all equipment can be achieved and maintained. He shall also carry out a test on the plant as a whole to prove that the equipment has been properly adjusted and calibrated to produce the required guaranteed performance as offered.

5D.3.13.2 The testing and commissioning shall be carried out and endorsed by qualified and competent mechanical consultant. The Contractor shall also notify the Project Director where and when these test are to be conducted so that a representative's) may be present for observation and satisfaction.

5D.3.13.3 Prior to the official partial testing or full testing and commissioning, the Contractor shall provide; testing method statement, important testing parameters, list of test to be performed with all information relating to: make, type, model, serial nos., etc already printed in the list Test sheets shall have empty column or spaces for recording test result. A copy of each testing sheet/format shall be viewed and modified to P.D.'s acceptance and satisfaction. Test results are to be compiled and submitted to P.D. Requirement in this section shall be made available in CD or diskette.

5D.3.13.4 Further adjustments and calibration to the controls shall also be made even the building has been occupied during the defect liability period to achieved the design values. No additional cost shall be charged in carrying out these adjustments.

5D.3.13.7

A complete record of the tests and results of such tests (whether successful or otherwise) shall be kept up to date by the Contractor. At the conclusion of all the test, these records shall be collected, compiled and bound sets to be provided to the Project Director.

Prior to overall testing & commissioning, the Contractor shall submit results of required partial test in loose forms in stages to P.D. for viewing, especially the ones like hydrostatic test or duct air tightness test which are to be carried out during early stages.

(NB: These test if neglected or not properly carried out, are going to give rise to major massive and messy problems like pipe leaking, air duct leaking & condensation later in the operational stages)

5D.3.14 FAILURE TO ACHIEVE GUARANTEE PERFORMANCE

Should the whole or part of the installation fail to produce the required performance on test as offered, the Contractor shall be required to carry out the necessary adjustment, modifications or even replace the work with an approved alternative at his own cost before handing over.

5D.3.15 HANDING OVER

Upon satisfactory completion of all the above tests on the mechanical system, the handing over of all mechanical works shall be on the date of certificate of practical completion.

5D.3.16 AS-BUILT DRAWINGS

The Contractor shall furnish a complete set of as built drawing in CD ROM and bound ordinary prints as-built drawings upon Practical Completion of the whole project as per contractual & general requirement of Volume 1

5D.3.17 MAINTENANCE AND GUARANTEE

5D.3.17.1

The maintenance and guarantee period shall be as Comply Noted

per stipulated in the main contract from the date of Certificate of Practical Completion. This guarantee shall include those provided by the manufacturer of the equipment installed and all materials and workmanship supplied by the Contractor.

5D.3.17.2

The Contractor shall submit a complete Planned and Preventive Maintenance (PPM) Schedule before the commencement of Maintenance Period.

5D.3.17.4

During this Maintenance period, the Contractor shall, at his own expense, remedy and supply/replace all defective/faulty parts or items, inclusive of all consumable items so that the complete mechanical system is maintained in a first-class running order. This maintenance shall include regular and systematic checking, cleaning and necessary adjustment to the equipment as recommended by the manufacturer.

The Contractor shall also provide adjustment to the service as required in the event of a breakdown of the plant. Any spare parts required for breakdown repairs shall also be included during this period.

5D.3.17.5

A Record Book, if relevant, shall be attached to each equipment or kept in every plant room for purpose of recording services or repairs carried out and acknowledgements by both contractor and user. This record book is an important and essential documentation in ensuring proper and regular attentions & maintenance of at least once a month on each and every mechanical equipment or plant.

(NB: Without the record book, there is a common tendency to totally neglect the equipment or plant until or only when major breakdowns occurred which are very costly and time-consuming to repair, inconvenient to the users and many jeopardize their health or security)

5D.3.17.6

A check list on types and intervals of service and maintenance to be carried out shall be displayed and attached to each equipment or kept in every plant in every plant room for ease of reference and to ensure proper and adequate maintenance.

5D.3.17.7 The Contractor shall submit a Service Report at site, each time maintenance works or repairs being carried out, and to be endorsed by the user. A copy of it shall be forwarded to P.D. at least once a month during the maintenance & warranty period for his viewing and satisfaction.

5D.3.17.8 Contractor’s Maintenance Team

The Contractor shall set up its own maintenance team responsible for carrying out maintenance works and also to develop and implement a suitable maintenance management system. The team shall be headed by an experienced maintenance engineer supported by clerical/computer staff. All staff assigned to the team will be subject to the P.D's. approval.

5D.3.17.9 The Contractor shall submit a complete Organization Chart for Maintenance Team, including names, experiences, qualification / skill, contact number etc, prior to the commencement of Maintenance Period.

Consumables

The Contractor shall identify the various types of consumable materials as per recommendation of equipment manufacturers and determine the quantity required for all the mechanical works and to include this item in his tender price

Maintenance tools & training

The contractor shall provide essential tools or equipment required for maintenance works and shall surrender them to UiTM at the end of warrantee or maintenance period whichever is the later. The Contractor shall also ensure that the maintenance personnel of UiTM are involved during any maintenance works.

5D.3.18 POWER FACTOR REQUIREMENT

The power factor of all the equipment supplied shall not be less than 0.85 lagging.

The above condition is to be achieved by power factor improvement at equipment or devices. 5D.12.5 Other Important Requirement

In order for the Intelligent Building Management System to function properly and correctly, it is important and essential that the sensors and interfacings installed must be compatible with the main control and monitoring system, I.e. the interfacing side must match with the controllers side in terms of real readings to electrical signals bank to real readings again. As such, the contractors is required to supply and install the same make and type for both interfacings and controllers. Product from different make, different supplier are not acceptable.
