    SECTION I. EXECUTIVE SUMMARY

    The New Mexico Department of Cultural Affairs (DCA) is dedicated to integrating tribal consultation in the

    development and delivery of services on behalf of the State of New Mexico. The department strives to develop

    tribal relations and further enhance tribal networks. By nature of DCAs mission to preserve, showcase and

    provide educational programs about our states rich cultural resources, practically every program throughout the

    department touches on Native American communities and interests. In alignment with Senate Bill 196, the State

    Tribal Collaboration Act, DCA is continually seeking to enhance services and programs geared toward serving

    the states tribal communities.

    DCA is comprised of the States Museums, Historic Sites, Archaeology, Historic Preservation, State Library, and

    Arts divisions. These services and facilities are located in communities across the state. It is imperative that

    DCA establish and maintain positive, respectful and collaborative relationships with Native American

    communities and that DCAs policies include requirements for tribal consultation. The departments goal is for

    every division to regularly interact with tribal and pueblo communities in carrying out its services.

    The department continues to encourage and expand collaborative relationships and partnerships with Native

    American governments and the Indian Affairs Department. Native American tribal and pueblo communities have

    on-going relationships with the departments divisions in the areas of arts, preservation, archaeology, museums,

    historic sites, and libraries.

    Building on the Past, Facing the Future: Renewing the Creative Economy of New Mexico

    In FY14, the department completed Building on the Past, Facing the Future: Renewing the Creative Economy of

    New Mexico, a study of the arts and cultural industries in New Mexico. This report represents the first statewide

    economic impact study on arts and cultural industries in 20 years. The report was commissioned by DCA and

    conducted by the University of New Mexicos Bureau of Business and Economic Research (BBER) in order to

    better understand the current impact, deficits, and needs of arts and cultural industries in the state, and to develop

    policy recommendations to effectively leverage New Mexicos arts and cultural assets in support of the states

    economic and social development. The study offers key data, reveals important trends at the city, county, state

    and tribal levels, and offers research-based recommendations for arts and cultural workers, business investors,

    educators, leaders, and policy-makers.

    Specific to tribal communities, the study recommends both the protection of Native American arts and crafts

    against the effects of misrepresentation, and the development of the capacity of Native American communities

    and professionals to exercise greater influence in the marketplace for their work. The existing truth in

    advertising laws include the federal Indian Arts & Crafts Act of 1935 (with amendments 1990, 2000, 2007, and

    2010) and New Mexicos Indian Arts and Crafts Sales Act of 1978. This protection is particularly important

    because art and craft production is an invaluable source of income for many Native American households in the

    state, and represents a primary avenue for economic development in tribal communities.

    Beyond these tribal-specific recommendations, however, all of the action items set forth in the study stand to

    benefit tribal communities. In FY15, DCA began to act upon the studys recommendations. DCAs responses so

    far include:

    1. Building cohesion in the arts and cultural sector through: a. statewide public engagement meetings to distribute and discuss the BBER Report with key

    leaders in arts and cultural industries, educators, and the business sector;

    2. Developing a statewide web-based platform for networking (a Virtual Network) to: a. formulate a common agenda; b. build a vibrant advocacy network; c. offer training opportunities in business management and marketing; d. promote the exchange of information, knowledge, and best practices; e. encourage partnerships and collaborative initiatives; and f. provide information on resources, support systems, investment, and grant opportunities;

    3. Boosting funding and support for New Mexico Arts grant program by: a. developing an economic development track to offer statewide grant competition to stimulate

    entrepreneurship, creative enterprise, and innovation;

    4. Increasing cultural heritage tourism by: a. developing app technology for a Cultural Atlas project, offering a map and key data and

    information to promote visitation, experiences, and learning at historic and cultural sites across

    New Mexico, and

    b. planning an innovative Native-designed marketing initiative promoting International Cultural Tourism to benefit economically distressed Native American communities in New Mexico. The

    program will target the International Cultural Visitor and prepare local Host Cultural Centers and

    communities for cultural visitation. The Museum of Indian Arts and Culture is spearheading this

    effort.

    DCA is also formulating partnerships with a wide variety of sectors in New Mexico, including the business,

    academic, and non-profit sectors, as well as with other state and local government agencies. Through these action

    items and partnerships, the department is catalyzing innovative programs, incubating best practice models to

    support New Mexicos arts and cultural workers, and building springboards for these workers success.

    In FY15, the Secretary of Cultural Affairs is reaching out statewide to engage constituencies in addressing the

    BBER studys findings and recommendations. The engagement of Native constituencies in this effort is a

    priority.

    SECTION II. AGENCY OVERVIEW/BACKGROUND

    Mission

    The mission of the Department of Cultural Affairs (DCA) is to preserve, foster, and interpret New Mexicos

    diverse cultural, scientific, and artistic heritage and expression for present and future generations, enhancing the

    quality of life and economic well-being of the state.

    Organizational Structure

    The Department of Cultural Affairs (DCA) is divided into five programs and consists of 15 divisions and

    additional non-division entities. DCA owns facilities and provides services in communities throughout New

    Mexico, reaching every county of the state.

    Cabinet Secretary Veronica N. Gonzales was appointed in 2011 by Governor Susana Martinez to direct the

    department. The agency has approximately 500 employees spread throughout its 15 divisions, with another 1,320

    volunteers putting in more than 112,000 hours annually. The annual budget is approximately $43.9 million,

    including $30 million in General Funds, $4.2 million in Federal Funds, $9.2 million in Other State funds ($4.0 in

    earned revenue), and $108 thousand in Internal Transfers.

    Each year, over $1 million goes directly to New Mexico's cultural activities individuals and organizations to

    assist with funding arts and cultural programs. In FY15, the department's museums welcome nearly 800,000

    visitors, and DCA programs and services served more than one million New Mexico residents and their out-of-

    state guests.

    SECTION III. AGENCY EFFORTS TO IMPLEMENT POLICY

    Museum of Indian Arts & Culture/Laboratory of Anthropology The Museum of Indian Arts & Culture/Laboratory of Anthropology (MIAC/LOA) is dedicated to its mission to

    inspire appreciation for and knowledge of the diverse Native arts, histories, languages, and cultures of the Greater

    Southwest. It does this through its ongoing research, interpretation, and presentation of exhibitions that

    incorporate the Native American perspective.

    The museum works with an Indian Advisory Panel comprised of Native community members and religious

    leaders who advise the museum on the best practices for preserving and caring for the collection in the most

    appropriate and sensitive manner. MIACs Indian Advisory Panel (IAP) meets quarterly to discuss the museums

    proposed exhibitions and educational programs. The IAP currently includes 18 members representing the majority

    of the pueblos and tribes in New Mexico and some in Arizona.

    Since its inception, the Museum of Indian Arts and Culture/Laboratory of Anthropology (MIAC/Lab) has played

    an important role in the interpretation of Native American cultures. In December 1927, the Laboratory of

    Anthropology (Lab) was organized as a private corporation dedicated to anthropological research and public

    education. The institution served as a research and training center where graduate students received advanced

    training in anthropology and archaeology, and scholars conducted research on Southwestern material culture. The

    Lab was a private organization until 1947, at which time the State of New Mexico accepted as a gift the grounds,

    building, furnishings, and equipment. At that point, two venerable institutionsMuseum of New Mexico and

    Laboratory of Anthropologymerged.

    Construction of the museum, the exhibit venue for the Labs collections, began in 1984 and was completed in

    1987. The 20,000 square foot Amy Rose Bloch Wing, built to house a core exhibition space, was added in 1996.

    Featuring permanent and changing exhibitions relating to the arts and cultures of the Native American Southwest,

    MIAC attracts an average of almost 60,000 visitors annually. The Museums core exhibition, Here, Now and

    Always (conceived in collaboration with Native peoples) and the Buchsbaum Gallery of Southwestern Pueblo

    Pottery (which features over 1,500 objects from the collections) serve as space for the Museums two permanent

    exhibitions. Of the three changing exhibition galleries dedicated to North American Indian art and culture, two

    feature interpretive exhibits on Native American cultures, the other contemporary fine art. The additional 1,500

    square foot Masterpieces Gallery completed in 2003 is used to exhibit the finest works of Native American

    artisans, primarily from the collections of the MIAC/Lab.

    A new building, the Center for New Mexico Archaeology, was completed in 2012, and serves as a research and

    curation facility for the 10 million artifacts in the Archaeological Research Collections. Development of this new

    facility involved members of the Museums Indian Advisory Panel from the earliest stages in order to incorporate

    the concerns of our Native citizens into planning for collections care, and to provide appropriate and respectful

    care for the individual human remains, associated funerary objects, and sacred materials that remain under the

    Museums stewardship. Following suggestions made by members of the Indian Advisory Panel, the plan for the

    new Center also incorporates a ceremonial space for Native consultants to prepare themselves to enter the Center

    in order to view and consult on the collections.

    MIAC/Lab continues to be involved in ongoing consultations with pueblos and tribes in New Mexico, Arizona

    and Colorado in compliance with the Native American Graves Protection and Repatriation Act (NAGPRA) of

    1990, 25 U.S.C. 3003 and the Code of Federal Regulations (CFR 43 CFR 10).

    The museum complies with other applicable/relevant state and federal statutes or mandates including: the New

    Mexico Administrative Code; Cultural Properties Act ( 18-6-1 to 18-1-17, NMSA 1978); Executive Order No.

    2005-003; Department of Cultural Affairs Sensitive Materials Policy; DCAs State- Tribal Consultation,

    Collaboration, Communications Policy (adopted 12-18-09), and any subsequent federal and state laws, executive

    orders, regulations and rules pertaining to culturally sensitive materials and archaeological collections.

    MIAC currently employs five Native Americans in key professional positions: executive director, director of the

    Living Traditions Education Center, curator of ethnology, archivist, and executive administrative assistant.

    New Mexico History Museum/Palace of the Governors The Palace of the Governors Native American Artisans Program (Portal Program) is an educational program as

    well as a sales venue exclusively for Native Americans. Over the last 50 years, the Portal Program has showcased

    genuine Native American handmade arts and crafts. Positioned under the portal of the Palace of the Governors,

    more than 20 Native American tribes and pueblos have been represented among the artists. Over 600 Native

    American artisans are actively involved in this program on a regular basis. The artisans work with the Portal

    Program and help to develop and guide its policies.

    State Historic Sites There are currently eight State Historic Sites located throughout New Mexico, with seven of them open to the

    public on a daily basis. These seven are Jemez Historic Site in Jemez Springs, Coronado Historic Site in

    Bernalillo, El Camino Real Historic Site south of Socorro, Fort Selden Historic Site in Radium Springs north of

    Las Cruces, Fort Stanton Historic Site north of Ruidoso, Lincoln Historic Site in the village of Lincoln, and

    Bosque Redondo Memorial/Fort Sumner Historic Site just east of Fort Sumner. The eighth site, Taylor-Reynolds-

    Barela-Mesilla Historic Site on the historic plaza of Mesilla, is currently occupied privately as a life estate. A

    ninth property, Los Luceros north of Espanola, is open for scheduled visits only.

    The Historic Sites Division works formally with Jemez Pueblo, and in many ways with members from other tribes

    and pueblos. The American Indian heritage and history relating to the eight historic sites and one management

    site includes the Navajo, Mescalero Apache, Ohkay Owingeh, Jemez, Santa Ana, Isleta, Zia, Sandia, and Piro-

    Manso cultures. During any one year, the extent of liaison with each of these Native groups will vary.

    Historic Preservation Division The Historic Preservation Division (HPD) is responsible for coordinating historic preservation efforts statewide.

    At the federal level, the major piece of protective legislation directing the work of HPD is the National Historic

    Preservation Act (NHPA) of 1966, as amended. State Historic Preservation Offices are at the center of Section

    106 consultation efforts, in working with federal agencies, Indian tribes, cultural resource consultants, local

    governments and other interested parties and individuals.

    At the state level, HPD works under the New Mexico Cultural Properties Act N.M. Stat. 18-6-1 through 18-6-

    17, NMSA 1978 as amended through 2005. This law establishes the HPD, State Historic Preservation Officer

    (SHPO) and the Cultural Properties Review Committee (CPRC). It provides for the protection of archaeological

    sites through the creation of a permitting process for the survey and excavation of archaeological sites and

    unmarked human burials by qualified institutions, and establishes civil and criminal penalties for the looting of

    archaeological sites and disturbance of unmarked burials. HPD notifies the Indian Affairs Department and Indian

    tribes when a permit to excavate unmarked human burials is received, and requests their input on the final

    disposition of the remains. Tribal consultation is government-to-government between the federal or state agency,

    the Indian tribe in New Mexico, and Indian tribes in other states who have ancestral ties to New Mexico. HPD

    staff may work with federal and state agencies to advise and assist the agency in carrying out their responsibilities

    and ensure that tribal consultation occurs. HPD maintains a list of tribes and contacts for all Indian tribes and

    pueblos in New Mexico as well as tribes in other states. This list is organized by county and is used to determine

    which Indian tribes want to be consulted in various geographic parts of the state.

    The Cultural Properties Act further requires that state agencies provide SHPO with an opportunity to participate

    in planning for activities that will affect properties that are listed on the State Register of Cultural Properties or the

    National Register of Historic Places. HPD works with the public to ensure the protection of Cultural Properties,

    of which many are lands important to tribal communities. HPD consults with tribes on State and National

    Register Nominations, and the membership of the CPRC includes a tribal representative.

    Office of Archaeological Studies The Office of Archaeological Studies (OAS) conducts archaeological surveys and excavations prior to economic

    development projects, such as roads, buildings, pipelines, and other utilities. OAS activities are non-profit and

    client-supported (enterprise funds), with some grant-supported activities including an award-winning educational

    outreach program. Client projects are carried out within the narrowly defined frameworks of federal, tribal, state,

    or municipal regulations concerning the protection of cultural resources. Federal frameworks include the National

    Historic Preservation Act, the Antiquities Act, the Native American Graves Protection and Repatriation Act

    (NAGPRA), and the National Environmental Policy Act. Tribal statutes and regulations cover all activities that

    are carried out within the sovereign boundaries of individual reservations. The provisions of the New Mexico

    Cultural Properties Act and the Unmarked Burial Statute cover OAS activities on non-federal and non-tribal

    lands. Tribal consultations about OAS archaeological projects are conducted as part of the appropriate federal,

    tribal, or state regulatory or permitting process. The OAS staff of 32 includes four enrolled Native American

    archaeologists.

    State Library The New Mexico State Library (NMSL) continues to provide ongoing support for tribal libraries to strengthen

    services to their communities. NMSL also provides other services including talking books for visually impaired

    readers, rural bookmobile, and books by mail.

    NMSL is responsible for oversight and administration of the Tribal Libraries General Obligation (GO) Bonds.

    The 2010 and 2012 GO Bond language allows tribal libraries to use the funds for construction as well as library

    materials. DCA is managing the construction projects on tribal lands through its facilities office while NMSL is

    managing the acquisition of library materials.

    NMSL is responsible for oversight and administration of the Tribal Libraries Program grants as well as the State

    Grants-in-Aid that support tribal and other public libraries in the state. The Tribal Library Program recently

    added a new program coordinator, bringing its staff to two full-time employees.

    The State Library also provides tribal libraries with consulting, training, and staff certification and maintains

    active communication to include tribal perspectives in the state librarys strategic planning, and the Library

    Services and Technology Act (LSTA) planning.

    New Mexico Arts New Mexico Arts and its partner, the Economic Development Departments (EDD) MainStreet Program, made

    policy changes in 2015 to allow tribal entities to be designated Arts and Cultural Districts under the states

    legislatively mandated program. The policies were written by the attorneys for EDD and DCA and subsequently

    approved by the advisory, Governor-appointed New Mexico Arts Commission, the authorizing authority for the

    state-designated Arts and Cultural Districts. These policy changes were necessary as the original law passed by

    the Legislature in 2007 did not include tribal entities in the Arts and Cultural Districts program. Tribal entities

    will now be eligible to apply to participate in this multiagency program that uses arts and culture to revitalize and

    develop communities, especially in rural New Mexico.

    SECTION IV. CURRENT AND PLANNED PROGRAMS AND SERVICES FOR AMERICAN INDIANS / ALASKA NATIVES

    Museum of International Folk Art The Museum of International Folk Art (MOIFA) provided the following services during fiscal year 2015:

    Nambe Pueblo brought thirty children, ages 5 to 6 years old, to tour the museum in early July. International Folk

    Art Market (IFAM) tickets were distributed to children and chaperones.

    International Folk Arts Week (IFAW) artist demonstrations included two Gallery of Conscience artists: Thomas

    Haukaas (Sicangu Lakota) and Titus Steiner Cody (Navajo).

    8 Northern Indian Pueblos Council brought forty children, ages 2 to 18 years old to make Japanese Kites and

    Brazilian Dolls during our Summer Arts Alive! program on Milner Plaza.

    San Juan Elementary first grade children, ten of whom were Pueblo children, participated in "Folk Art To Go"

    (F.A.T.G.) to learn about the Mexican celebration of Dia de Muertos. A pre-museum visit to their school was

    conducted by the Outreach Educator in preparation for their visit.

    Eleven 6th grade children from Zia and Jemez Pueblos toured the Girard Gallery in December 2014 and made

    Polish Szopkas during their scheduled F.A.T.G. field trip with Jemez Valley Middle School.

    Art/Outreach hands-on art making of Khamsas (good luck amulets) at the Metropolitan Detention Center in

    Albuquerque with approximately fourteen Native American men and women adult inmates in January, 2015.

    Gallery of Conscience, Between Two Worlds: Folk Artists Reflect on the Immigrant Experience, Youth Media

    Project & YouthWorks! collaboration project included an artist interview (Spring, 2015) with Titus Steiner Cody

    (Navajo) for the new works gallery listening station opening in July.

    MOIFA and the IFAA met with administrators and artists from the Poeh Cultural Center and Museum this spring

    to plan the From the Local to the Global: Folk Art as a catalyst for Social Change initiative for July 2015 which

    was funded by the McCune Foundation.

    During the last month of F.A.T.G. (May), forty Native American children from Cochiti Elementary participated in

    F.A.T.G. and made wire dolls after touring the Girard Gallery with Docents. Children also received a pre-

    museum visit from the Outreach Educator.

    The Gallery of Conscience received new artwork inspired by the Between Two Worlds: Folk Artists Reflect on

    the Immigrant Experience, artist conversation project from Thomas Haukaas (Sicangu Lakota) and Titus Steiner

    Cody (Navajo) for installation by the July 5, 2015 Public Opening.

    Annual Education Outreach collaboration between MOIFA and the International Folk Art Alliance (IFAA),

    Outreach Educator conducted art/outreach visit to the Santa Ana Community Wellness Summer Program, meeting

    with twenty-nine K-6th grade Pueblo children, plus teen mentors/staff to prepare them for their museum visit

    during International Folk Arts Week (IFAW) in July 2015. Participants learned about and made Nearikas ~

    Huichol Yarn Paintings; the 2015 IFAM featured poster/volunteer t-shirt tree of life folk art image.

    Museum of Indian Arts and Culture

    Facilitating Return of Cultural Patrimony: The Curator of Archaeology, Assistant Curator of Archaeological Research Collections, worked with

    representatives of the Hopi People of Third Mesa to facilitate the return ceremonial item of great cultural

    importance. A private citizen initially made the return.

    On June 9, 2015, MIAC/Lab received three objects of cultural patrimony. Staff will consult with the Indian

    Advisory Panel (IAP) on how the objects will be properly repatriated.

    The Archaeological Research Collections: The Archaeological Research Collections (ARC) holds thousands of cubic feet of tribally owned archaeological

    material in trust for nearly all New Mexico tribes and Pueblos. The Bureau of Indian Affairs (BIA) renewed their

    annual contract with the museum to continue the work of organizing, cataloging and upgrading housing for

    tribally owned archaeological collections, as well as to prepare inventories of NAGPRA-sensitive materials in the

    BIAs collections at the museum. This contract provides funding for a full-time collections staff position.

    Collection Tours:

    A small collection of artifacts from the Pueblo of Santa Ana was de-accessioned and transferred to the Pueblo

    from ARC (the Archaeological Research Collections). These artifacts were collected during cultural resource

    investigations conducted in the late 1970s, prior to the construction of the Jemez Canyon Dam. The Corps of

    Engineers, who oversaw dam construction, had placed the collection at the Museum for curation. At the request

    of Santa Ana, the collection was returned to them in September 2014.

    The Curators of Archaeology and Archaeological Research Collections, along with the ARC Archivist, met with

    Acoma Pueblo Tribal Historic Preservation Officer, Damian Garcia, representatives of the Pueblo, and their

    consulting archaeologist in March 2015. The Pueblo was interested in looking through photographs and records

    of the excavations at a site along Interstate 40 (LA 6402/White Antelope ruin) in the area near McCartys and San

    Fidel, New Mexico. Pueblo representatives looked through the maps and photos, requesting copies of some. In

    addition, Museum staff presented them with information on the nature and extent of the archaeological collections

    from the site.

    NAGPRA: In October 2014, the Pueblo of Jemez collected previously repatriated funerary objects and fragmentary human

    remains from the Museum for reburial. Items repatriated were published in Notices of Inventory Completion in

    2008 and 2012.

    Living Traditions Education Center: MIAC/Lab provides extensive community and educational outreach programs to New Mexico residents. The

    mission of the Living Traditions Education Center is to foster exchange between Native and non-Native

    communities by offering a wide array of programming and creating a forum in which to discuss Native American

    issues; to promote the appreciation of traditional and contemporary Native art; and to provide a resource center

    for exhibitions and programs serving rural Native America, Native and non-Native museums, cultural centers, and

    schools.

    Outreach and Programming: The museums curators and Assistant Curator of Archaeological Research Collections (ARC) participated in the

    Celebrating San Felipe Pottery: A Community event at San Felipe Pueblo on June 20. The event was hosted by

    the Indian Arts Research Center at the School for Advanced Research (SAR) and focused on celebrating and

    highlighting San Felipe potteryan art form that is not well known. SAR worked with several San Felipe Potters

    to develop the event, which was open to both community members as well as the public. The day included artist

    booths featuring contemporary San Felipe potters and their work, pottery demonstrations, as well as the debut of a

    small banner exhibit on San Felipe pottery (a portable traveling exhibit) created by SAR. In addition,

    representatives from local cultural institutions that hold San Felipe pottery in their collections were invited to

    have an informational booth. The museum has one of the largest collections of San Felipe pottery in the nation

    and the Curators took photos of these pots to share with the community. ARC staff took examples of pre-1600

    painted ceramics from the ancestral site of Tongue to share with the potters.

    The museum provides outreach visits to BIA schools and tribal communities. Educational outreach programs

    include bus transportation funding for underserved rural Native American communities.

    Veterans Day - 11/9/14

    To celebrate Native American Heritage Month, Native American Veterans were honored at the Museum of Indian

    Arts and Culture from 11:00 AM-1:00 PM. The event sought to recognize and celebrate the significant and

    meaningful contributions, both past and present, of Native Americans Veterans to the United States. 129 attended.

    Film Screening: Huicholes: The Last Peyote Guardians - 11/14/14

    Admission to the film was free with museum admission.

    This recently released documentary (120 min., Spanish/English) tells the story of the Wixarika or Huicholes

    people, one of the most intact precolonial people remaining in the Americas and their struggle against both the

    Mexican government and multinational mining corporations to preserve Wirikuta, their sacred lands, against

    mineral extraction. This film highlights the global debate pitting ancient cultural values, the exploitation of nature,

    and the inevitable development of the peoples against promises from the multinationals to create jobs and wealth

    for the people without contamination. Following the screening, the films director, Hernn Vichez, and two

    Huichol Shamans were available for Q&A. 120 attended.

    Winter Traditions - 12/7/14 Winter Traditions is a special community holiday celebration featuring Native American storytelling, dance

    performance, and hands-on activities. This included clay ornament and shell/bead jewelry activities and four

    different native dance troupes. 259 attended.

    Native American Photographer Lee Marmon Lecture - 1/4/15

    Marmon (Laguna) delivered a lecture on the occasion of the closing of the exhibition Native Portraits.

    Gran Marys Place

    This is a storytelling program at the Museum of Indian Arts and Culture that is dedicated to celebrating the

    memory of Docent Mary Sudbrink. Mary loved life, children, and telling stories to children visiting the Museum.

    Gran Marys Place with Ed Kabotie - 1/18/15 Ed Kabotie is from both Santa Clara and Hopi Pueblos. His art reflects his inspiration from these two vibrant

    cultures. Ed continues this illustrious heritage in his paintings, jewelry, and carvings - and music, too! He recently

    released a CD of bilingual songs, accompanied by Native flute. 48 attended.

    Gran Marys with Baje Whitethorne Sr. - 2/8/15

    Baje Whitethorne, Sr. grew up on the western Navajo Reservation and is best known for his paintings of

    traditional performers and of remembered landscapes from his 1950s childhood in the Black Mesa area of

    northern Arizona. He worked as a boilermaker until 1978, when he began building his career as a professional

    watercolorist. Bajes artwork can be seen at various museums, art galleries, and private collections across the

    globe. 35 attended.

    Yucca Sandal Weaving Demonstration - 2/14/15

    Mary Weahkee (Santa Clara / Comanche), an archaeologist with the Office of Archaeological Studies, presented a

    3-hour demonstration in which she worked on a yucca sandal. 22 attended.

    Gran Marys Place with Jason Tecube - 3/15/15 Jason Tecube, grew up in Dulce, New Mexico on the homelands of the Jicarilla Apache . At a young age he began

    learning about his tribe through various elders and relatives of his community. His knowledge also extends to the

    Apache tribes of the White Mountain, and Mescalero. Whether they be songs or stories, they are deeply rooted. 25

    Pueblo Food Experience - 3/21/15

    A film screening, presentation, and discussion with the renowned potter and permaculturist Roxanne Swentzell

    Courage and Compassion: Native Women Sculpting Women

    November 2nd

    Courage and Compassion is the first exhibit of its kind featuring leading American Indian women sculptors of

    20th and 21st centuries. The exhibition features figures of women sculpted by seven American Indian women

    artists. Most of the ten works on view will be in the museums outdoor Roland Sculpture Garden. There is a long

    history of sculpting among the indigenous peoples of the Americas. The artists in Courage and Compassion, while

    contemporary in their approach are steeped in tradition. Using the same materials as their ancestors did thousands

    of years ago, the works presented draw on cultural influences of those who have gone before.

    Indian Country: The Art of David Bradley

    February 15, 2015 through January 16, 2016 On view will be 32 works of art spanning his career, including paintings, mixed media works, and bronze

    sculptures.

    Turquoise, Water, Sky: The Stone and Its Meaning

    April 13, 2014 through May 2, 2016

    This exhibition highlights the Museums extensive collection of Southwestern turquoise jewelry and presents all

    aspects of the stone, from geology, mining and history, to questions of authenticity and value.

    The Buchsbaum Gallery of Southwestern Pottery

    The Buchsbaum Gallery features approximately 250 pieces from the collections. Each of the Pueblos of New

    Mexico and Arizona are represented in a selection of pieces that portray the development of a community

    tradition. In addition, a changing area of the gallery entitled Traditions Today highlights the evolving

    contemporary traditions of the ancient art of pottery making. The gallery was refurbished and reopened on

    January 17, 2012.

    Here, Now, and Always (permanent exhibition) in the Amy Rose Bloch Wing

    This exhibition is a major exhibition based on eight years of collaboration among Native American elders, artists,

    scholars, teachers, writers and museum professionals. Voices of fifty Native Americans guide visitors through the

    Southwest's indigenous communities and their challenging landscapes. More than 1,300 artifacts from the

    Museum's collections are displayed accompanied by poetry, story, song and scholarly discussion.

    MIAC plans the following for fiscal year 2016:

    Raise monies for renovation of the permanent exhibition, Here, Now and Always

    Complete move of the staff and collections into the new center and raise funds for the ceremonial area.

    Increase outreach to tribal communities with private and other funding sources.

    New Mexico Museum of Natural History and Science Educators at the Museum of Natural History served an estimated 500 to 600 Native students during the 2014-2015

    school year. The most substantial native outreach program was with the Gallup-McKinley school district, which is

    approximately 80% Native. Throughout the school year, museum educators met classes from the Gallup-

    McKinley school district at Bluewater State Park to lead a four-hour program that included hiking and teaching

    about ecology.

    New Mexico Museum of Art The New Mexico Museum of Art (MOA) interacts with native communities in a variety of ways, most publicly through

    exhibition and programming.

    Partnerships with the Museum of Contemporary Native Arts: The Museum works with the IAIA Museum of Contemporary Native Arts (MoCNA) on their social engagement

    program. This is an ongoing relationship. In partnership with MoCNA on February 20, 2015 the Museum hosted

    a free screening of the movie Billy Jack with an introduction by Regis Pecos. 131 people attended this event.

    MOA actively participates with MoCNAs social engagement residencies. As a part of the social engagement

    residency the following artists have visited the collection and met with staff: Sherwin Bitsui. Merrit Johnson,

    Jamie Issac, Niki Little, Kerri Lynn Reeves, Rosy Simas, Steve Yazzie, Nathan Young, Laura Evans and Eliza

    Naranjo Morris.

    A class from IAIA in Studio Arts visited the Hunting+Gathering exhibition.

    Museum of Art education staff conducted a series of on-site educational workshops for staff at the Poeh Museum

    and Cultural Center in Pojoaque.

    Native Artists at the Museum of Art: In 2014 the museum acquired two photographic works by a Native artist, Hulleah Tsinhnahjinnie (Tuskeege-

    Navajo). One of them, Dad, 2003, depicts her father who was an artist and a veteran, and was shown in the

    exhibition Hunting + Gathering. The other piece, Today I was Thinking#2, uses an appropriated image (a

    stereograph by a 19th C photographer) to comment on the extermination of buffalo in the American West and it is

    currently on view in the exhibition Colors of the Southwest.

    Two works from the collection by Native artists were exhibited in Photo Lab 2 (August 28-Dec. 7, 2014), an

    interactive space for learning about photography that was part of the museums Focus on Photography series. The

    featured pieces were the 2013 acquisition How the West is One [2013.18ab] by local photographer Will Wilson

    (Din), and the 1999 acquisition The U.S. Government Will Never Whitewash My Grandparents [1999.15.213]

    by by Colorado-based artist Melanie Yazzie (Din). Both were also published in a related article in the museum

    journal El Palacio [Vol. 119, No. 2], titled Photography and Identity, along with Keet Seel, by Victor

    Masayesva, Jr. (Hopi) [1991.90.1].

    New Mexico Farm & Ranch Heritage Museum The New Mexico Farm and Ranch Heritage Museum connects to and interacts with local and regional

    communities through exhibitions, programming, and tours for inter-generational families. Exhibitions at the NM

    Farm & Ranch Heritage Museum that relate to Native American themes and cultural interaction include:

    Agricultural Beginnings, a section of a long term exhibit that features the beginning of New Mexicos agricultural

    history and interprets Native American presence in New Mexico about 4000 years ago when corn was introduced

    into the Southwest. The exhibit emphasizes the long process (4000 years) for corn and other cultigens to become

    dependable crops and subsequently allowing for permanent settlement by Native Americans. Agricultural

    Beginnings also shows ancient agricultural strategies employed by Native Americans.

    The Spanish Colonial Period, also a section in the Museums long-term exhibition gallery, has two important

    interpretive panels that focus on historic Pueblo culture. The introduction to this section focuses on the Pueblo

    people at the time of the arrival of the Spanish colonists in 1598. Emphasis is on how the Pueblo harvest, stored

    resources, and agricultural knowledge allowed the colonists to survive the early years in New Mexico. The other

    panel interprets the Pueblo Revolt, in which northern pueblos took part in a coordinated revolt, beginning on

    August 10, 1680, after being under Spanish rule for more than eight decades.

    In Fiscal Year 2015, the NM Farm & Ranch Heritage Museum collaborated with the Los Indigenes de Nuestra

    Seora de Guadalupe, Tortugas pueblo, to present and interpret traditional Native American blessings at the

    ceremonial beginning of the Museums Blessing of the Fields annual event.

    The Museum also collaborated with Native American students at New Mexico State University who are members

    of the American Indian Science and Engineering Society. These students participate in the planning for Ghosts

    of the Past, an annual event that features living history. The students also serve as support crew during the event

    or as historical characters, presenting in first-person performances.

    The Museum is in compliance with the Native American Graves Protection and Repatriation Act (NAGPRA).

    Presently, the Museum is not engaged in consultations with New Mexico Indian nations, pueblos, and tribes. The

    Museum has consulted with tribal entities in the past regarding content for specific exhibitions. The Museum does

    not house human remains, funerary, sacred or sensitive objects, or objects of cultural patrimony, nor does the

    Museum have large archaeological or ethnographical collections. The Museum will enter into consultation with

    New Mexico tribes on a case-by-case basis as required by NAGPRA and its regulations.

    New Mexico History Museum/Palace of the Governors New Mexico History Museum and Palace of the Governors events and exhibitions that relate to Native American

    themes and cultural interactions in New Mexico history include:

    Exhibits: Telling New Mexico: Stories from Then and Now, the museums main exhibition, opens with Native life in

    what became New Mexico and includes Native stories throughout the chronology, with special attention paid to

    Bosque Redondo, Indian education, Native contributions to World War II, and oral histories from contemporary

    tribal members.

    Painting the Divine: Images of Mary in the New World (June 29, 2014, through March 29, 2015), couples a

    major exhibit and a catalogue of Spanish colonial paintings, including ones that hung in Pueblo mission churches.

    Curator Josef Daz worked directly with various pueblos on permissions to photograph and/or exhibit their

    paintings.

    Santa Fe Found, a long-term exhibition, shows the Native American presence in the history of downtown

    Santa Fe and the exchange networks between Spanish and Pueblos.

    Native American Portraits, at the museum in 2012, has earned new life at the Museum of Indian Arts and

    Culture. It combines historic and modern images of Native peoples and addresses how that portraiture reflects

    societys changing attitudes toward them.

    New Mexico Historic Sites Jemez Historic Site Jemez Historic Site was established in 1935. It preserves the ancestral Jemez ruins of Giusewatowa (Pueblo at the

    Hot Place) and the Franciscan Mission of San Jose de los Jemez. The site was occupied for about 400 years,

    between AD 1300 and 1700. Today, Jemez Historic Site offers visitors a chance to experience New Mexico

    culture and history first-hand through its museum and interpretative trail.

    On July 19, 2012, a memorandum of understanding (MOU) was signed between the New Mexico Department of

    Cultural Affairs (DCA), the Museum of New Mexico Board of Regents (BOR), and the Pueblo of Jemez

    regarding the management of Jemez Historic Site in Jemez Springs, New Mexico. Signatories included DCA

    Cabinet Secretary Veronica Gonzales, BOR President Karen Durkovich, and Pueblo of Jemez Governor Joshua

    Madalena. The MOU has been in effect for just under three years.

    Under the MOU, DCA, BOR, and the Pueblo of Jemez agreed to collaborate on:

    A. Site interpretation through exhibits and presentation to the public. B. Development of a public support group. C. Development of volunteer and docent programs. D. Educational outreach programming. E. Cultural tourism programming.

    The MOU was left intentionally vague as to how this collaboration would transpire. However, it clearly stated that

    no exchange in land or funds could occur; all interactions must be governed by State Law; and each party was

    responsible for supplying the costs associated with their own involvement. All of this roughly coincided with the

    designation of Jemez Historic Site as a National Historic Landmark on October 16, 2012.

    Implementation of the MOU began with Pueblo of Jemez participation in the Department of Cultural Affairs

    process to hire a new site manager, as well as, government-to-government meetings describing work planned at

    Jemez Historic Site. Once the manager was in place, it was important to deal with each of the five subjects of

    collaboration individually.

    In addressing site interpretation through exhibits and presentation to the public, it became evident that for

    this collaboration to work, consultation on all Jemez Historic Site repairs and exhibit plans would need to occur

    between DCA and the Pueblo of Jemez Governors Office. A framework in which Jemez Pueblo workers from

    the Department of Natural Resource Protection contracted to perform ruin stabilization was already in place. This

    work was continued through the 2015 summer field season and allows the Pueblo of Jemez a direct role in the

    preservation of the historic site. Jemez Historic Site also purchases art from local Jemez artists for its Recent

    Acquisitions exhibit and is in consultation with Jemez Tribal Officials to overhaul the entire visitor center.

    Jemez Historic Site did not traditionally have a Friends of Jemez Historic Site support group. To implement the

    development of a public support group, Jemez Historic Site looked to the Pueblo of Jemez. It already granted

    free admission to tribal members. However, the Historic Site expanded this partnership to the submittal of one

    article a month regarding Jemez Historic Site to the local tribal newspaper, the Red Rocks Reporter. These articles work to highlight special events at the site and keep the Pueblo informed of initiatives undertaken by Historic Site

    Staff.

    Collaboration on the development of volunteer and docent program was more difficult to implement. Jemez

    Pueblo is roughly 10 miles to the south of Jemez Historic Site and many elderly tribal members do not have the

    means to travel to and from the site. However, starting in June 2014, Jemez Historic Site implemented the Elders

    in Residence Program. This program enables Jemez Tribal Elders to offer a Native American voice in the

    interpretation and preservation Jemez Historic Site as they share stories and personal feelings about the site and

    their culture with the visiting public.

    Educational outreach programming has been a great triumph. Through its partnership with the Red Rocks

    Reporter, Jemez Historic Site Staff have presented numerous articles on the history and archaeology of the site.

    However, the most successful program, by far, is the implementation of the Stories from the Land Program which

    partnered multiple Museum of New Mexico Divisions with the Jemez Pueblo Community Library and brought

    elementary school youths out to Jemez Historic Site for a reading and writing program.

    Perhaps the easiest to implement was collaboration on cultural tourism programming. To this end, Jemez

    Historic Site has included Jemez Tribal Members (speakers, musicians, dance groups, artists, & food vendors) in

    all special events at the site, such as Pueblo Independence Day and Light among the Ruins. Likewise, Jemez

    Historic Site Staff promotes and participates in Jemez Pueblos unique cultural and special events throughout the

    year. The site also provides a venue free of charge for Jemez artisans to sell their work all year round.

    Jemez Historic Site has worked hard to implement the MOU developed by DCA, BOR, and the Pueblo of Jemez.

    As the document serves as simply a framework, implementation of the MOU continues to evolve. Key to agreement is compromise, but it must also be sustainable. Funding, both for New Mexico Historic Sites and

    Jemez Pueblo, through government sources, grants, donations, and other means remains pivotal to continued

    success.

    Overall, the MOU developed by DCA, BOR, and the Pueblo of Jemez serves as a great example of what can be

    accomplished when State and Tribal governments work together. It is a model for future government to

    government interactions both, within the division of New Mexico Historic Sites and the Department of Cultural

    Affairs as a whole.

    Coronado Historic Site Stories from the Land - June 8

    This summer program was in collaboration with the Santa Ana Pueblo Education Department and other DCA

    agencies, including the New Mexico History Museum and Palace of the Governors, the New Mexico Office of

    Archaeological Studies, and the New Mexico Museum of Indian Art and Culture. Each day, over 40 students aged

    6-14 from Santa Ana came to the Historic Site for daily exploration of archaeology, history, art, culture, nature

    and writing. Children learned how to paint with natural pigments, made yucca cordage, discovered freshwater

    clam shells in the Rio Grande, learned how to build with adobe, gathered bundles of Indian tea and played an

    culminated with a visit to the Palace Press to learn about how books are made and each child went home with a

    book they had written and sewn together, with thanks to Tom Leech and his intern Galen.

    Daily plans were made in conjunction with Santa Ana Recreation Department Director Michael Garcia, and future

    collaborative efforts in the fall for after-school programs at the historic site are already in the works.

    Historic Preservation Division

    ACHP Southwest Tribal Summit, May 2016, Santa Fe

    NMSHPO Jeff Pappas invited the Advisory Council on Historic Preservation to Santa Fe, NM, next May to

    conduct its 3rd

    tribal summit. The first two were held in California and North Dakota in 2011 and 2014

    respectively. The purpose of the tribal summit is to gather together in one location tribal elders and tribal

    preservation specialists and other state SHPOs to discuss consultation procedures and to evaluate their

    effectiveness. HPD has put together a working group of tribal experts to help organize the event. This will be a

    statewide summit hosted at the Indian Pueblo Cultural Center in Albuquerque.

    Jemez Cave Re-Interment, August 2015

    HPD consulted with Santa Fe National Forest (NF) and Jemez Pueblo regarding the Pueblos request to re-inter an

    infant that was removed from Jemez Cave in the 1930s. The consultation specifically focused on whether reburial

    of the infant would result in additional adverse effects to the cave, which the Santa Fe NF was required to

    consider under Section 106 of the Historic Preservation Act. Based on existing documentation of cave, nature of

    the deposits (previously excavated), and the NR eligibility of the cave, Santa Fe National Forest and HPD agreed

    that the project would result in no adverse effect to historic properties if initial testing demonstrated that the fill

    did not contain intact cultural deposits. This consultation helped conclude a long-lasting consultation between the

    Forest Service and Jemez Pueblo regarding this matter and in a manner that both satisfied the Jemez Pueblo and

    was consistent with Section 106 obligations.

    Santo Domingo Roundhouse, January 2015 to present

    SHPO is currently consulting with Santo Domingo (Kewa) Pueblo and the Santo Domingo Housing Authority

    regarding mitigation of a railroad roundhouse located on Kewa land. The project involves US Department of

    Housing and Urban Development (HUD) funding and therefore requires compliance with Section 106 of the

    Historic Preservation Act. With this project, SHPO is actively involved with an ongoing consultation with the

    Santo Domingo Tribal Housing Authority to develop a mitigation plan for a large roundhouse that is associated

    with the historic town of Domingo. The roundhouse and surrounding area will be developed for up to 40 housing

    units. Mitigation may include oral interviews, historic research, and archaeological excavation. Continued

    consultation, however, is necessary to finalize the mitigation for this important archaeological site while also

    providing a practical pathway forward for this project.

    The Wheelwright Additional Documentation for National Register Listing

    This additional documentation provides information on the gender status of Hastn Klah and how this shaped his

    role in founding the Wheelwright Museum. The Wheelwright Museum of the American Indian in Santa Fe, Santa

    County, New Mexico was listed in the National Register of Historic Places on December 18, 1990. The

    nomination identifies the significance of the museum under National Register Criteria A, B, and C in the areas of

    Architecture and Ethnic Heritage: Native American. The nomination also identifies as significant the museums

    association with Mary Cabot Wheelwright, William Penhallow Henderson, and Hastn Klah. The additional

    documentation, prepared by scholar Will Roscoe, supports Criterion A in the area of Ethnic Heritage: Native

    American and Criterion B because of the museums association with Hastn Klah. It provides new evidence

    regarding his alternative gender status, a social role that is a distinct feature of Native American heritage. Finally,

    this additional background expands the significance of the Wheelwright Museum as a site where the story of an

    extraordinary individual in Native American history and the tradition he represents can be told.

    Kuumugeh (LA 835) National Register Nomination

    Kuuyemugeh (LA 835) was listed in the New Mexico State Register of Cultural Properties at the National level

    of significance on April 10, 2015. The nomination was prepared by a consultant with support of the Pueblo of

    Pojoaque. The site of an extensive, late Developmental period (A.D. 850/900-1150) ancestral Tewa community

    on Pueblo of Pojoaque land within the small village of Cuyamungue in the northern Rio Grande Valley of north-

    central New Mexico. Consisting of 20 to 21 adobe and jacal house units with associated kivas, substantial

    middens, and a great kiva, the pueblo complex surrounds a natural sandstone outcropping known as La

    Mesita. The complex was an important early settlement and possible community center on the Developmental

    period landscape. Overall the site remains well-preserved and an estimated 70% intact, containing subsurface

    cultural deposits to a depth of at least 1.5 m (5 ft). Pojoaque Pueblo maintains traditional connections with the

    site and the surrounding area.

    ARMS Data Sharing Agreements

    The ARMS Branch at HPD currently allows eight tribal governments access to the NMCRIS database. In 2014-

    2015, ARMS renegotiated its user agreement with the Jicarilla Apache and drafted and implemented two new

    agreements with Acoma and Isleta pueblos.

    Roca Honda Uranium Mine, Mt. Taylor TCP. November 2014 and May 2015.

    For the 4th consecutive year, HPD has participated in consultation on the proposed Roca Honda uranium mine

    with the Cibola National Forest, New Mexico State Land Office, Roca Honda Resources, the Pueblos of Acoma,

    Laguna and Zuni, the Hopi Tribe, the Navajo Nation and several other state and federal agencies. The site of the

    proposed Roca Honda uranium mine is located 20 miles northeast of Milan, New Mexico and within the Mt.

    Taylor Traditional Cultural Property. A consulting party meeting in November 2014 focused on a new alternative

    route for the water discharge pipeline which will discharge treated water from the mine site into the Rio San

    Jose. This alternative was brought to the USFS by Acoma Pueblo. A site visit was also conducted to the project

    area on May 7, 2015 to visit several archaeological sites located within the pipeline corridor. Members from

    Acoma Pueblo and Laguna Pueblo participated in the site visit. An additional consulting party meeting was held

    on May 29, 2015 to discuss the draft Section 106 report prepared by the Cibola National Forest. This report

    summarizes the results of efforts to identify historic properties within the project area to date.

    Discovery, Treatment and Disposition of Unmarked Human Burials, 2015, statewide

    Throughout 2015 HPD continued consultation on unmarked human burials discovered in the state. Most are

    exposed by natural erosion or discovered during the course of construction activities. All Indian nations, tribes

    and pueblos in New Mexico and Indian tribes with ancestral ties to New Mexico are notified when human burials

    are discovered and cannot be left in place. In prior years HPD notified IAD of the discoveries and IAD then

    notified the tribes of the discoveries. Beginning in 2015, at the request of IAD, HPD notified IAD and began

    notifying the tribes directly to identify and consult with any living person who may be related to the human burial

    and to request recommendations on appropriate treatment and disposition. This change has resulted in HPD

    receiving more responses from tribes.

    N.M. Reburial Grounds Act, 2015, statewide

    To date no reburials grounds have been designated under the 2007 Act. This year HPD contacted the State Land

    Office (SLO), the N.M. Department of Game and Fish (NMDGF), N.M. State Parks and DCAs Historic Sites to

    see if any of these agencies would consider designating land to serve as a reburial ground. The SLO responded by

    stating that such a designation would not be compatible with their mission. The NMDGF commission will agree

    to reinter human burials on NMDGFs lands only if the human remains were found on those lands. Historic Sites

    was interested in discussing the matter further. Fort Stanton was mentioned as a potential site for a reburial

    ground. State Parks is still considering the issue.

    Office of Archaeological Studies The Office of Archaeological Studies (OAS) has an education outreach program that reaches more than 15,000

    New Mexicans each year. The programs include both the general public and schools, and OAS makes an explicit

    effort to encourage and to respond to requests for programs by Native American groups. Program content is

    generally focused on ancient ways of life, especially traditional uses of plants and technologies.

    OAS osteologist staff members have been conducting laboratory examinations of old archaeological collections

    for the Museum of Indian Arts and Culture and responsible federal agencies. The purpose of these examinations is

    to separate animal and human bone fragments and to group fragments into individuals (where possible) so that

    NAGPRA consultations can be conducted on the human remains within the collections.

    OAS is involved in ongoing discussions with the Historic Preservation Division and Native American Tribes

    concerning policy and process for negotiating the release or sequester of archaeological information that may be

    sensitive, but that does not qualify for the restricted categories under NAGPRA.

    OAS staff is called upon to respond to public and professional requests for the identification of bone to

    distinguish human from animal remains. Only a few instances out of more than a hundred consultations were

    determined to be human, and one ancestral Pueblo burial was encountered during monitoring. In the case of the

    burial, reburial followed the completion of the trenching, consistent with the recommendations of the Pueblo of

    Tesuque.

    The Tribal Libraries Program Coordinator:

    Planned a Tribal Libraries retreat that was facilitated by the Leadership Institute at the Santa Fe Indian School. Over 40 Library Directors and assistants were in attendance. There was specific follow up on

    strategies related to House Memorial 106 Requesting that the Indian Affairs Department work with

    tribal leaders and the tribal infrastructure board to dedicate one year of tribal infrastructure project

    funds money to assess and address the most critical needs of construction and renovation of tribal library

    facilities.

    Collaborated with the Museum of Indian Art and Culture on a summer reading project. The national theme for summer reading was Super Heroes. MIAC and NMSL developed resources and workshops to

    highlight a Native American perspective on this theme. Twelve tribal libraries participated.

    Participated with the Indian Pueblo Cultural Center Archives and Preservation programs.

    Facilitated Youth night at the Santa Fe Opera through the Pueblo Opera Program with librarians from Laguna Pueblo, Santo Domingo Pueblo, Jemez Pueblo, Cochiti Pueblo, Ohkay Owingeh and Zuni.

    The Crownpoint Outreach Center Library Technician:

    Completed presentations on resources available from the New Mexico State Library for Chapter officials and community members. These included online demonstrations of El Portal with the addition of

    Brainfuse: Help Now and Job Now; Books by Mail; Library for the Blind and Physically Handicapped

    and Ask a Librarian, as well as some computer maintenance and system identification.

    Attended financial literacy training with the First Nations Development Institute. Ms. Whitehorse has incorporated this into her chapter and senior center trainings.

    Met with the Alamo, Tohajiillee, Newcomb and Torreon Chapter officials about library services to their communities.

    Conducted regular computer trainings, site visits and summer reading workshops at the Chapter houses.

    The Taytsugeh Oweengeh Library at Tesuque Pueblo has moved to full public library status increasing the

    number of full public libraries to 18. Unfortunately, the Shiprock Branch of the Farmington Public Library has

    closed. This was the only public library on the Eastern Navajo Reservation. Efforts have been made and are

    continuing to support a public library on the Eastern Navajo Reservation.

    New Mexico Arts

    New Mexico Arts continues its partnership with the Navajo Nation Museum on an exciting public art

    collaboration as part of the divisions cutting edge TIME (Temporary Installations Made for the Environment)

    program. A milestone of the Art in Public Places (AIPP) program occurred last year when Ai Weiwei, Chinese

    dissident artist, collaborated with Bert Benally, a Navajo artist, to create Pull of the Moon, a temporary land-

    based sand art installation in remote Coyote Canyon on the Navajo Nation, and our most recent TIME project.

    Due to the temporal nature of Pull of the Moon, it was captured for the AIPP program on 3D film by xRez Studios

    and then reconfigured and projected onto a mobile geodesic dome that was first installed on Museum Hills

    Milner Plaza in Santa Fe. This immersive, interactive dome is one of only three and New Mexico Arts is the first

    state arts agency to own one. Our dome traveled to Miami and was exhibited at a city park during the

    internationally renowned Art Basel in December. As part of the Indigenous Dome Project, Native American

    artists Tony Abeyta, Kenneth Johnson, Battiest brothers , and Yattika Star Fields created new pieces for the dome

    that were premiered at Art Basel Miami. We are in discussions with the famed Heard Museum to install the dome

    on their campus in Phoenix, Arizona, in 2016. The goal is to share the extraordinary Pull of the Moon immersive

    experience with as many people as possible. As a result, one of our most temporary installations becomes one of

    our most impactful due to this innovative approach of sharing it with the public. New Mexico Arts also is able to

    show some of the Pull of the Moon content on its cutting edge Oculus Rift glasses, which we obtained prior to

    their market launch, and which we unveiled to the public at the State Capitol on Culture Day during the 2015

    regular legislative session. Pull of the Moon signifies the transformative power of art through international

    collaboration and is a reminder of the immense challenges faced by many cultures and the capacity for growth and

    healing from very impactful events.

    New Mexico Arts sees this project benefiting Navajo Nation and New Mexico through expanded press coverage

    and increased arts-based economic development and cultural tourism. The division hopes to increase exposure

    for Navajo artists living on the reservation who produce quality contemporary art but lack outlets for exhibition

    and sales. New Mexico Arts also features film footage and a television commercial made for Pull of the Moon on

    its new promotional flash drives, which are aimed at building connections with younger and more tech savvy

    audiences.

    New Mexico Arts AIPP program recently loaned two important pieces of artwork in its permanent collection by

    Native American artist Teri Greeves. Sunboyz, Hightop Tennis Shoes, made of Beads and Swarovski Crystals

    are on loan to the Museum of Indian Arts and Culture in Santa Fe from April 2015 through September 7, 2015 as

    part of a Lobby show to honor Teri and her sister. The other shoe by Greeves in our collection, Rezgirls is

    currently on loan to the Heard in Phoenix, Arizona.

    New Mexico Arts works with many tribal communities through its AIPP program, under grant agreements that

    the tribes and pueblos have in place with the New Mexico Indian Affairs Department. These grant agreements

    have been a very positive breakthrough in the division being able to help facilitate one percent for public art

    projects with the states Native American sovereign entities and have made public art partnerships with tribes and

    pueblos much more efficient and mutually beneficial.

    New Mexico Arts is planning to hire a public art contractor beginning in the summer of 2015 to work

    specifically with tribes and pueblos to complete outstanding AIPP projects.

    The Institute of American Indian Arts (IAIA) Trust, with the support of New Mexico Arts, presented

    Shedding Skin, an interactive symposium with Native artists, curators, scholars, and their communities. It

    continues in FY16 with the presentation of a hands-on workshop by renowned Native American artist Rose B.

    Simpson connected to her creation of a monumental clay figurative sculpture that will be displayed in the

    Through its arts services grants program, New Mexico Arts continues to support several arts organizations

    that assist Native Arts and artists. The Southwestern Association for Indian Arts Santa Fe Indian Market is the worlds only arts festival featuring 1200+ Native artists. The Indian Market has served as a launching pad

    for artist careers and Native expression for 94 years. Those artists and families who have been at the market for

    many decades can be found in museums, galleries and private collections around the world. Both contemporary

    and traditional Native arts are represented including jewelry, pottery, paintings, drawings, graphics, photography,

    Kachinas, sculpture, textiles, basketry, beadwork, quillwork, and an expanding film and youth (17 & under)

    presence.

    The Wheelwright Museum of the American Indian continues its work with Native American art and will

    present three exhibitions and a new series of small, changing exhibitions that will focus on the work of young,

    local Native American artists all partially supported by New Mexico Arts funding. In July 2015 the
