HART INTERCIVIC NARRATIVE – DECEMBER 4

PRELIMINARY SCHEDULE AND STAFFING PLAN

In the interim since Hart InterCivic submitted our original response to the 2013 Colorado

UVS Request for Proposals (RFP), the State has gained clarity about the goals of Colorado

counties in transitioning to the new voting system. Currently, 24 counties tentatively plan to

convert to the new system before the June 28, 2016 Primary Election. To support the

transition for these early adopters in a manner that assures the counties of successful

adoption of the new technology while providing economies of scale, Hart has revised our

original proposed project resource plan.

PRELIMINARY PROJECT SCHEDULES

Hart’s updated preliminary project schedules, included at the end of this narrative, take into

account the activities needed to support the anticipated transition of 24 early adopter

Colorado counties to the UVS before the 2016 Primary Election. The schedules include

consideration of the certification application and testing schedule outlined in the UVS

timeline the State provided.

The preliminary project schedules provided comprise an overall schedule for the State as

well as two individual schedules for each of the six tiers the State has identified. The State-

level preliminary project schedule indicates implementation activities that Hart will conduct

in coordination with the State or that apply to all early-adopter counties. Examples of

activities included at the State level include producing initial project plan documents;

conducting monthly status meetings; providing training for CDOS staff; integration of

SCORE, MOVE and ENR data; and risk-limiting audits for all 24 counties.

For each tier, we have provided one schedule that includes ballot production services (BPS).

We have also provided an alternative schedule for each tier that omits BPS and includes

implementation and training for the Verity Data and Verity Build components needed for

counties to handle their own ballot production and election definition. Offering flexible

options for these functions exemplifies our overall approach of providing choice to

Colorado’s counties as they configure voting system solutions that best serve their election

needs. Each schedule tracks precisely to the Project Labor Cost Table Hart submitted for

the November 13, 2015 PERC meeting.

PROPOSED STAFFING

The overarching design of our staffing plan is based on an integrated, zone-based approach

that we used in our statewide implementations for Hawaii and Oklahoma. The initial and

ongoing success attained on behalf of both states proves that this approach works.

Our integrated plan provides a Project Manager at the State level who manages all

integrations, planning and communication with the State of Colorado. This State-level

Project Manager will also manage zone-level Hart Consultants, who will implement Hart’s

Verity® Voting system in the counties, using a zone definition described in “Colorado

Implementation Zones” below. This approach enables the Consultants to concentrate on the

counties within their respective zones, the counties to concentrate on local activities and the

State-level Project Manager to manage the “big-picture” concerns.

Hart proposes Jacob Shamailov as the State-level Project Manager for the CDOS UVS

implementation project. Jacob will serve as the single point of accountability for the State,

bearing responsibility for all project deliverables, project personnel, and project budget.

Reporting directly to Hart’s Colorado Project Director, Rich Geppert, Jacob will work very

closely with the CDOS Project Manager.

As Project Director, Rich will provide oversight to ensure project success, serve as an

escalation point for the CDOS and provide oversight of the Hart/State relationship. Rich

will report to Pete Lichtenheld, Project Executive Sponsor. Pete will provide a further

escalation level to the State and counties and will ensure that this high priority project

continues to receive appropriate attention and resources.

In addition to these resources, the Project Manager and Colorado consultants will have the

support of Hart’s Supply Chain Manager, Dan Gately and our Engineering Consultant,

David Patino. Dan will coordinate all equipment shipments, delivery schedules and

acceptance testing, and David will work with Hart and State personnel on trusted build

processes and integrations with SCORE, UOCAVA ballot providers, Election Night

reporting providers and any other necessary integrations or engineering-level assistance

needed.

PETER LICHTENHELD

VICE PRESIDENT, OPERATIONS – PROJECT SPONSOR

As Vice President of Operations for Elections at Hart InterCivic,

Pete Lichtenheld oversees and coordinates timely and accurate

delivery of numerous customer-critical services. His management of

Professional Services, Ballot Production Services, Technical Services,

and the Customer Support Center is key to customers receiving the

voting system components and ongoing support they need.

Relevant Experience

Prior to coming to Hart, Mr. Lichtenheld gained more than 20 years of experience in training

people of every level, from kindergarten to doctoral level students. This experience was

valuable to his development of Hart’s comprehensive voting system training programs that

benefit election officials, poll workers, and technicians in thousands of jurisdictions across

the country. Mr. Lichtenheld has worked as team leader in all aspects of Hart’s elections

business. He was instrumental in organizing Hart’s Election Day help desk, and carried that

successful structure to the Customer Support Center. His hands-on work with product

documentation led to recording and improving Hart’s supply chain and equipment

management procedures.

project management to his role as Manager of Professional Services for Hart

Consultants, in addition to providing oversight and general direction to all

Hart voting system implementations. He has considerable experience with

election law and voting system administration.

poll workers and is dedicated to customer satisfaction and ensuring efficient

implementation of the Verity Voting system.

MANAGER, SUPPLY CHAIN

Dan Gately is the Supply Chain Manager for all hardware product lines. He

defines and oversees the process to bring a Hart product from its raw material

form to the point at which it is available to sell. His supply chain strategy and

goals include continuous process improvement, managing key risks and

supplier relationships.

Relevant Experience

Mr. Gately brings almost 30 years of management experience to Hart. He possesses strong,

practiced skills in defining manufacturing and supply chain methodology and leveraging

these process improvements to best serve the customer. He also has provided strong

production and quality assurance oversight for multiple product launches over his career.

For over 10 years, Dan has managed various supply chains as a Certified Project Manager

(PMP). This additional focus has led to many on time deliveries of products and services.

His responsibilities at Hart include sustaining and new product life cycle inventory

management, purchasing, supplier management, and contract management vendor

negotiations.

His current work builds on his previous success at several industry leaders. There his duties

included managing production, scheduling, quality assurance, mechanical design and process

validation to ensure customer deliverables were properly met and accepted.

DAVID PATINO

APPLICATIONS ENGINEER

David Patino is an Applications Engineer who serves as a technical liaison between

Hart’s customers, and Operations and Engineering departments. He also serves as

a subject matter expert for all Hart products.

Relevant Experience

Prior to joining Hart InterCivic, Mr. Patino was a troubleshooter for the Travis County

Clerk’s Elections Division, where he worked first-hand with the Hart Voting System. In

addition to having a thorough understanding of the elections process, he is an experienced

manager who has dealt with diverse populations.

David was also a Professional Services Consultant who trained election officials and poll

workers to use the Hart Voting System. In addition, he served as Documentation Lead for

the Hart Voting System training documentation.

Hart InterCivic, Applications Engineer, Austin, Texas – 2012 to present

Troubleshoots and develops technical solutions related to software and setup errors

escalated from the Engineering and Operations departments (including the Customer

Support Center).

Serves as a subject matter expert on existing products and product lines.

Provides occasional support for Verification demonstrations, sales demonstrations and

RFPs, and customer election events.

Serves on the help desk and/or is available to the help desk for all election events.

Colorado Implementation Zones

Key to the success of this project is the use of zones for the counties’ Verity

implementations. Hart has defined seven zones into which we recommend the project be

divided. We will partner with the State to refine the definition of these zones. Each zone is

assigned a Project Consultant who will manage each implementation at the county level. All

Project Consultants report to the State-level Project Manager. Although this zone-based,

regional approach applies to implementation, we strongly recommend that all training be

hands-on at the local level.

The zones have been determined by a combination of geography, the number of registered

voters per county and the complexity of the county-level implementation. As shown in the

map below, the zones are as follows:

Zone 2: Arapahoe County

Zone 3: Jefferson County

Zone 4: Adams, Weld, Broomfield counties

Zone 5: Eagle, Mesa, Pitkin, Gilpin counties

Zone 6: Pueblo, Chafee, Park, Teller, Gunnison, Lake counties

Zone 7: Logan, Baca, Bent, Lincoln, Mineral, Phillips, Washington, Yuma counties

Note that neither Garfield County nor Douglas County is included in the zones for 2016,

but we fully expect that these counties will also continue their use of the Verity system. They

are already implemented for use.


RECOMMENDED ZONES FOR 2016 IMPLEMENTATION OF COLORADO UVS

Hart recommends a proven, zone-based approach to implementing the Verity Voting

system for counties migrating to the new Colorado UVS in 2016.

Hart project management and consultant personnel working on the Colorado UVS project

will be full time employees, not contractors.

The Project Consultants that are in charge of each region will be responsible for all facets of

their respective sub-project’s management, including deliverable timeliness, training, process

integration, and support. Project Consultants will have assistance from the State-level Project

Manager and other Colorado zone consultants, as well as other Hart personnel, as schedules

demand.

With this team of senior executive leaders, project managers, consultants, and support

personnel, Hart provides the CDOS the assurance of successful implementation of the

Verity system for some 24 Colorado counties in 2016.


UPDATED SCHEDULE OF ACTIVITIES IN OTHER JURISDICTIONS

Hart anticipated the interest and activity our recently introduced Verity system has

generated, and we have expanded our capacity to serve existing and new customers. We
