STATE ELIGIBILITY TEST – December - 2015Prospectus

(Approved by G.O. (Rt) No.14914/15/Gl.Edn. Dated 16/10/2015)1. Introduction

In order to ensure the standards of teachingin Higher Secondary Course, theGovernment have decided to conduct theState Eligibility Test for the candidates tobe selected as Higher Secondary SchoolTeachers and Non-Vocational Teachers inVHSE. A pass in the State Eligibility Test(SET) is stipulated as a mandatoryrequirement for appointment as HigherSecondary School Teachers in the Stateas per the Special Rules in force.

As per G.O.(Rt)No.2138/11/Gl.Edn. Dated6/6/2011, the Government have entrustedwith the Director, LBS Centre for Scienceand Technology, Thiruvananthapuram, theconduct of the SET on the basis of thesyllabus approved by the Board ofExaminations for the conduct of StateEligibility Test. Candidates are requested togo through the Prospectus carefully to getthemselves acquainted with the rules andregulations before submitting the onlineapplication.

2. Scheme of the Test

2.1 There shall be two papers for the SETDecember - 2015 .

Paper I

Paper I is common for all candidates.Itconsists of two parts, Part (A) GeneralKnowledge and Part (B) Aptitude inTeaching.

Paper II

Paper II shall be a test based on the subjectof specialisation of the candidate at the PostGraduate (PG) Level.

2.2 Subjects for SET

There shall be 35 subjects for Paper IIof the SET as listed.

2.3 Duration of the Test

The duration of the Test shall be 120 minutesfor each paper.

2.4 Number of questions and marksPaper I: There shall be 120 questions forPaper I with 60 questions each for Part Aand Part B. Each question shall carry1 mark.Paper II :There shall be 120 questionscarrying one mark each for the subjectsunder Paper II except for Mathematics andStatistics. For Mathematics and Statisticsthere shall be only 80 questions carrying1.5 marks each.

2.5 The questions of both the papers shall beobjective in nature and based on singleresponse, ie., for each question foursuggested responses (A, B, C, D) will begiven of which only one will be the mostappropriate answer and the candidates willhave to select and mark their response inthe appropriate space provided in the OMRAnswer Sheets.

2.6 For each correct response the candidateswill be awarded 1 mark in both the Papersexcept for Mathematics and Statistics forwhich each correct response will be awarded1.5 marks. Marking more than one responseagainst a question shall be deemed asincorrect answer. No marks shall bededucted for incorrect answers.Note:Detailed instructions for marking the OMRSheets will be issued separately.

3. Requirement for PassThe minimum requirement for a pass in theState Eligibility Test shall be as follows:

The pass percentage shall be calculated asfollows

In computing marks, fraction shall berounded off only to the first two decimalplaces in the calculation of aggregatepercentage of marks. No rounding off ofmarks shall be made for calculating the passpercentage for Paper I and Paper II separately.

4. Syllabus

The syllabus prescribed for the Test will bebased on the core areas in the syllabi in theconcerned subjects fol lowed by theUniversities in Kerala.

The approved syllabus of the subjectsfor SET - December - 2015 is availablein the official website of the LBS Centre.

5. Conditions of Eligibility

5.1 Those who have acquired Master's Degreein the concerned subject with not less than50% marks or equivalent grade and B.Ed.degree in any discipline from any one of theuniversities in Kerala or have acquired thesequalifications from any other universityrecognised as equivalent thereto are eligibleto apply for the SET December -2015 withcertain exceptions as mentioned in thefollowing paragraphs.

5.2 For Mathematics, Physics, Chemistry,Botany and Zoology, those having MSc.EdDegree in the concerned subject with notless than 50% marks or equivalent gradefrom one of the Regional Institutes ofEducation sponsored by the NCERT areeligible to apply. For Botany and Zoology,those having MSc.Ed Degree in LifeScience (with not less than 50% marks orequivalent grade) from one of the RegionalInstitutes of Education are also eligible.

5.3 For the subjects Anthropology, Commerce,French, Gandhian Studies, Geology,German, Home Science, Journalism, Latin,Music, Philosophy, Psychology, Russian,Social Work, Sociology, Statistics andSyriac, candidates need not acquire B.Ed.Degree for applying for the State EligibilityTest.

5.4 Those who have acquired II class Master’sDegree in Communicative English with notless than 50% marks and BEd. are eligibleto appear for SET in English.

5.5 Candidates who have acquired Diploma inHindi Teaching, but do not have B.Ed.Degree, are eligible to apply for SET inaccordance with the exemption clauseprovided in the Special Rules.

5.6 Candidates who have acquired B.Ed Degreein Hindi conducted by the Dakshin BharathaHindi Prachar Sabha are exempted from therequirement of producing the equivalencycerti f icate, as the degree has beenrecognized by the Universities in Kerala.

5.7 Candidates who have acquired theirqualification through CorrespondenceCourses/ Open Universities which are notrecognized by any one of the Universitiesin Kerala are not eligible to appear for theSET. Candidates who have acquired theirquali f ications through recognizedcorrespondence courses/Open universitiesshould obtain and furnish certificates ofrecognition and equivalency from any oneof the Universities in Kerala.

5.8 Candidates who have acquired their Master’sDegree with the minimum required marksfor eligibility to appear for SET and areundergoing their courses for B.Ed Degreeare eligible to appear for the test. Similarlycandidates who have acquired their B.EdDegree and are undergoing the final yearcourses of their Post Graduate Programmeare also eligible to appear for the test. Suchcandidates must produce the Certificates oftheir qualifying examinations passed with theminimum required marks within one yearfrom the date of publication of the results ofthe test, failing which they shall be treatedas disqualified.

5.9 For the subject Latin, candidates who havepassed their degree examination in anydiscipline from any one of the Universitiesin Kerala or from any other Universityrecognized as equivalent thereto with Latinas their Second Language under Part II withnot less than 50% marks for that Part II arealso eligible to appear for SET, provided suchcandidates have acquired II Class Master’sDegree with not less than 50% marks in anydiscipline.

5.10 Relaxation of Minimum marks for SC/ST CandidatesCandidates belonging to SC/ST categoriesshall be granted a relaxation of 5% marksin the minimum marks prescribed for theeligibility to appear for the State EligibilityTest.

6. Age Limit

No age limit is prescribed for candidatesappearing for the SET.

7. Mode of Registration for SET-December-- 2015

7.1 Candidates intending to register for the StateEligibility Test are required to pay the fee forthe Test in advance to obtain the siteaccess key along with the application num-ber for Online Registration. The fee shall be

Rs.750 for General/OBC candidates andRs.375 for SC/ST/VH/PH candidates

7.2 Mode of Remitting feeThe fee for the test can be remitted in anyselected office or branch of a service pro-vider to be notified later. A card with siteaccess key and Application number shallbe issued to all the candidates who remitthe prescribed fee. SC/ST/VH/PH candi-dates should produce a copy of the Com-munity Certificate/Disability Certificate to getthe site access key and Application num-ber (for Rs.375/-). Fee once remitted shallnot be refunded. Candidates residing inKerala shall not be issued the Site AccessKey and Application number through post.

7.3 Candidates residing outside the State ofKerala can request for the card with siteaccess key and application number forregistration by post. In such cases the modeof payment of fee shall be only through De-mand Draft (Rs.800/- for general/OBC cat-egory candidates and Rs.425/- for SC/ST/VH/PH candidates) drawn from any one ofthe nationalised banks in India in favour ofthe Director, LBS Centre for Science & Tech-nology, payable at Thiruvananthapuram.Such request by post, along with theDemand Draft and a self addressed enve-lope of size 31 cm X 25 cm , should reachthe office of the Director, LBS Centre at least10 days before the closing date fixed for reg-istration for SET-December - 2015.

8.PROCEDURE FOR ONLINE REGISTRATION8.1 STEP 1

a) Log on to the site www.lbscentre.org or www.lbskerala.com

b) Click SET DECEMBER 2015c) Click ONLINE REGISTRATION

The candidate will be prompted to type theapplication number and the Site Access Key.The application number and Site Access Keyshould be typed without error.The Candidatewill be prompted to upload the photograph.

d) Click UPLOAD PHOTO (see Note for de-tails).After successful uploading of the photo theapplication form will be displayed.

e) Fill in the application form carefully withoutmistakes

f) Click SUBMITg) Click the PRINT Button to take the printout

of the submitted application with the Regis-tration ID

h) Take a photocopy of the Printout and keepit for future reference.

NOTEInstructions for uploading photoi) Photographs should have been taken within

one year from the date on which applica-tion is sent. The name of candidate andthe date of taking photograph should beprinted at the bottom portion of the photo.

ii) The face and shoulder of the candidateshould be clear and the background shouldbe white/light colored.

iii) Uploading photographs should be of 200 pix-els height, 150 pixels width not exceedinga file size 30 kb, in jpg format

iv) Face should be centrally focused and beat the center of the photograph.

v) The eyes should be open and vivid.vi) Photographs should be without cap or

goggles (except those worn in adherenceto religious custom). Photographs showinga portion of the face, unclear face, photo-graph wearing uniform shall not be used.

vii) The photo taken by using mobile phone,webcam or Polaroid camera and photoswhich are computer generated are not ac-ceptable.

viii) Light coloured dress should be used in thephotographs.The applications with photographs not asper the instructions from i to viii above willsummarily be rejected.

8.2 STEP 2MODE OF SENDING THE APPLICATIONSAfter completion of Step 1, the printout ofthe online application shall be signed bythe candidate and sent to the Director, LBSCentre for Science and Technology, ExtraPolice Road, Nandavanam, Palayam,Thiruvananthapuram-695033 by registeredpost or can be handed over in person at theLBS Centre Headquarters (address givenabove) so as to reach his office on or be-fore the last date fixed for submission ofapplications.

NOTEi) The applications will not be accepted in the

Regional units or Sub Centres of the LBSCentre.

ii) Copies of certif icates / mark lists ofqualifying examination should not be sentalong with the application. Thesedocuments are required only after theresults are announced.

iii) SC/ST/VH/PH Candidates shall enclosecommunity certificate/disability certifi-cate with their applications. OBC non-creamy layer candidates shall submittheir Non-Creamy Layer certificate fromthe village officer concerned, with va-lidity on the date of application.

IMPORTANT: Results of the test shall be pre-pared based on the details furnished by thecandidates in their online applicationregarding their eligibility for relaxation ofminimum marks for a pass in the test. Subse-quent claims for inclusion in the list of eligiblecandidates for such relaxation shall not be en-tertained. Pass certificate shall be issued onlyafter verifying the genuineness of the originalCaste/Catergory certificate. 9 Important points for filling in the online

application form

9.1 The name of the candidate should be filledin exactly as given in the SSLC book, asSET Certificate will be issued only in thename furnished by the candidate.

9.2 The District opted as the Centre for Test andthe subject opted for SET should be filled incorrectly.

9.3 A candidate will be allowed to appear for theSET only in the District opted by him/her.

9.4 The printout of the online application shouldbe sent in the envelope supplied. Theoptional subject selected under Paper IIshould be written in the space provided onthe envelope.

9.5 The LBS Centre will not be responsible forloss of applications, if any, which are sentto it, in any method other than thosedescribed in Clauses 8.2 of the Prospectus.

10. Test Centres

There will be Test Centres at all the DistrictHead Quarters in the State (Districts andDistrict Codes are given below). A candidatecan select a District Head Quarter as TestCentre. Change of District Centre onceselected will not be allowed under anycircumstances. The Venue will be allottedby the Director, LBS Centre for Science &Technology, Thiruvananthapuram which willbe intimated to the candidates in due coursewhen Admit Cards are released online.

11. Online Admit Card for the TestThe admit card for the SET shall be preparedfor all the candidates who have applied asabove and will be available in the websitesof the LBS Centre www.lbscentre.org orwww.lbskerala.com from the date which willbe announced later in leading dailies and inthe official websites of the LBS Centre.

Candidates are advised to visit the websitesand keep a constant watch on the leading printand electronic media, pertaining tonotifications/instructions regarding SET

11.1 Procedure for obtaining Admit Carda) Log on to the Website

b) click the link SET-December - 2015c) click `Print Your Admit Card’d) Enter the Application Number and

Date of Birth/Site Access Key, whenprompted.

e) Take a printout of the Admit Carddisplayed on the screen.

Read the instructions printed on the AdmitCard carefully before going for the test.

12. Answer Sheet

12.1 Separate Answer sheet (OMR Answer Sheet)shall be given to mark responses for eachpaper.

12.2 A specimen copy of the OMR Answer sheetis attached.

12.3 Only blue/black ink ball-point pen shall beused for marking in the OMR answer sheet.

12.4 Each answer sheet has a unique printedBAR CODE that will be used as a secret

code against which the evaluation takesplace. If a candidate tampers, mutilates ordamages the bar code, he/she shall bedisqualified and his/her candidature shall becancelled. The answer sheet in respect ofsuch candidates shall not be valued and theywill be debarred from appearing for the SETfor two subsequent chances.

12.5 Candidates are warned that they shouldenter only the necessary information asrequired on the left part of the OMR answersheet. Any additional information which isnot required and which may help to identifythe candidate, that is made on any part ofthe OMR sheet, shall disquali fy thecandidate and his candidature shall becancelled without any further intimation inthis regard. Further, such candidates shallbe debarred from appearing for SET for twosubsequent chances.

12.6 Facility shall be provided for issuing a carboncopy of the OMR sheet to the candidates.The invigilator in the examination hall shalldetach the carbon copies of the OMRsheets on completion of each paper, andhand them over to the candidates.Candidates can verify the same with theanswer keys published subsequently. Nocomplaints from candidates regardingvaluation of answer sheets will be consideredif any tampering with the entries in thecarbon copy is detected. Moreover anytampering with the carbon copy shall invokelegal action against the candidate amountingto debarring from appearing for SET in future.

13. Special Instructions for the Test 13.1 The candidates shall be present at the

Examination Hall 30 minutes before theprescribed time for the commencement ofthe test.

13.2 The question paper will be given in the formof a Question Booklet bearing a QuestionBooklet Number, Version of the QuestionBooklet (A/B) on the front page. Thecandidate shall mark the Booklet Numberand Version of the Booklet correctly on theOMR Sheet.

13.3 The candidates will not be permitted to usecalculator, logarithm table, mobile phone orany other electronic equipment in theExamination Hall.

13.4 Rough work/calculations can be made onlyin the blank sheet of the Question Booklet.

14. Publication of Answer Keys

14.1 The answer keys of all subjects shall bepublished in the official websites of the LBSCentre immediately after the examination.Complaints, if any, from the candidatesregarding the answer keys may be sent tothe Director, LBS Centre, in writing, withinfive working days from the date of publicationof the keys. The complaint should beaccompanied with a DD for Rs.300/- for eachquestion challenged by the candidates. TheDD should be drawn from any branch of anationalised bank in favour of the Director,LBS Centre payable at Thiruvananthapuram.If the complaint/complaints regarding aquestion or questions is/are found genuinethe fee remitted for that question/questionswil l be refunded to the complainant.Complaints not accompanied by theprescribed fee and supporting documentswill not be entertained. The complaints, ifany, received from the candidates will beplaced before a panel of experts constitutedby the Director, LBS Centre and thedecision of the experts shall be final.Complaints received after five working daysfrom the date of publication of answer keyswill not be entertained.

14.2 Exclusion of Question(s) from Evaluation

The Director, LBS Centre is authorised toexclude from evaluation any question orquestions found to be wrong or question/swith answers not appropriate, asrecommended by the panel of experts.When a question(s) is/are excluded fromevaluation, the mark(s) allotted to thatquestion(s) is/are also excluded fromevaluation.

15. Valuation

15.1 A fully computerized system has beenadopted for the valuation of the answerscripts using Optical Mark Reader (OMR)for the preparation of the results.

15.2 Since the valuation will be error free underthe above system, there is no provision forrevaluation or rechecking of the answerscripts or recounting of the marks scored.However, those who want to get a photocopyof the OMR Answer Sheet, shall be providedthe same on payment of a fee of Rs.500/-per paper. Application for prov idingphotocopy shall be made within a period ofone month from the date of publication ofresults. Late applications will not beconsidered.

16. Declaration of results

The details of marks and the eligibilitystatus secured by the candidates appearedfor SET December - 2015 will be publishedin the websites of the LBS Centre. Thosewho are eligible to be declared as success-ful shall have to produce the required docu-ments for verification and issue of certifi-cates.

5. Original of the Caste/Categorycertificate(valid on the date of applica-tion submitted for SET-December 2015)of the candidate eligible for relaxation ofminimum marks for a pass (if not alreadysubmitted along with the application)

18. Issue of CertificatesCertificates signed by the Director of HigherSecondary Education will be issued to thecandidates who pass the SET, afterverification of the Documents produced bythe candidates as per Clause 17.

19. Issue of Duplicate CertificatesIf the Certificate once issued is irrecoverablylost, a Duplicate Certificate will be issuedto the candidate who apply for the same, tothe Director, LBS Centre for Science andTechnology on payment of the fee ofRs.1000/-. The following documents shall beattached with the request for the issue ofDuplicate Certificate.

In matters of disputes, the jurisdiction willbe the Honourable High Court of Kerala atErnakulam.

22. Power of Government to make rules.

Any other items not specifically covered inthis Prospectus will be decided by theSecretary to Government, GeneralEducation Department, Kerala and hisdecision shall be final.

GENERAL INSTRUCTIONS The OMR Answer Sheet has an Original Sheet and a Candidate’s Copy below it glued together at the top. Candidate should not separate the pages of the Answer Sheet. The Items marked by the candidates in the original OMR Sheet will be carried over to the candidate’s copy in the form of Impressions. Hence while marking in the Original Sheet, Candidate should ensure that the pages are aligned properly and enough pressure is given, so that the markings made in the Original Sheet against each item are exactly reproduced in the Candidate’s Copy. The Answer Sheet has two parts - "Basic Data" on the left side and "Answers" on the right, with a thin perforation in between, length wise. All entries in the Answer Sheet are to be made in the Original Sheet only. Fill in the boxes and darken the appropriate bubbles using a black/blue ink ball point pen. Fill in all the entries on the "Basic Data" part before beginning to answer questions on the "Answers" part. Entries regarding the Question Booklet No. should be filled in only after receiving the Question Booklet. At the end of the Examination, the Candidate will hand over the OMR Answer Sheet to the Invigilator, who will first tear off the original sheet from the Candidate’s copy. The Candidate’s copy will be handed over to the candidate. Thereafter the Original sheet will be separated along the perforation in the presence of the Candidate.

Mark your answers by darkening the appropriate bubbles with a black/blue ink ball point pen. Do not use pencil. Use of fountain pen, Gel pen or sketch pen and use of any color ink other than black/blue are not permitted. Marking should be dark and the bubbles should be filled completely. Please darken only one bubble for each question. Once darkened, the bubble should not be erased. Please make the marks only in the spaces provided. Do not make any stray marks ELSEWHERE in the Answer Sheet.

WARNING

• Pen Marking once made is final. • Trying to erase an already marked bubble might leave a

hole (tear) on the OMR Sheet or make dark smudges which will give an improper result with OMR reader.

• Trying to darken an already erased bubble will also lead to

an unpredictable result.

• In the case of Improper bubbling/erasing/whitening etc, the reading of the OMR Machine will be taken as final and any arguments to defend such actions will not be entertained.

1. Candidates appearing for SET shall ensure that his/her OMR Answer sheet has two pages- the Original and a thin Carbon Copy attached to it.
